This paper inquires into aesthetics and politics in North Korean socialist realist painting by way of an examination of North Korean journalist Han Chol Ju's article series “Visit to Korean Art Gallery” and three paintings in Korea Today (2010–2011). The paper explains late North Korean leader Kim Jong Il's national-Stalinist conception of Juche socialist realism in On Fine Art (1991); considers one Korean painting (Chos?nhwa), two oil paintings (yuhwa), and one jewel painting (pos?khwa); and addresses approved ways of seeing in political-aesthetic experience and response in the North Korean situation.  相似文献

Despite the opening of Soviet archives, and the surge in scholarly interest in anti-Zionism, scholars have not used declassified archive documents to shed new light on Soviet anti-Zionism in the wake of the Six-Day War. Based on such documents, Gjerde’s article challenges a view of post-1967 Soviet anti-Zionism that has been prevalent since it emerged during the Cold War: that it represented a ‘disguised’ form of antisemitism that Soviet leaders used as a political tool. To the contrary, Gjerde argues, the archive documents suggest Soviet anti-Zionism was more than a propaganda invention. Within higher Soviet echelons, a particular logic existed that fostered a view of ‘Zionism’ as an immense, conspiratorial threat to the Soviet Union. In one sense, this logic grew out of a more general tendency to view nonconformity as conspiracy: the Soviets had established extremely narrow boundaries for what constituted acceptable Jewish identity; and, when some Soviet Jews began to voice nationalist sentiments after the Six-Day War, Soviet leaders saw this expression of nonconformity as essentially a hostile act, warranting severe counter-measures. This is not to say Soviet anti-Zionism was not antisemitic but rather that to explain it merely as a propaganda tool is to ignore much of the complexity of its emergence.  相似文献

Abstract

Housing has important economic, political, and social ramifications for Western Europe and beyond. Despite its importance in shaping economic and political outcomes, however, housing remains in the peripheral vision of major comparative political economy debates. This introduction to the special issue accomplishes four objectives. First it demonstrates how housing defies current political economy typologies by failing to conform to their theoretical and empirical predictions. Second it summarises the current state of housing research within political science, which still remains in its infancy. Third it highlights how the contributions in this special issue expand our understanding of how housing causes and is shaped by political and economic outcomes in Europe. Finally, this introduction concludes by outlining how the special issue contributions demonstrate housing’s importance for the welfare state, political preferences and electoral shifts, regulatory and redistributive policies, and financialisation and household indebtedness in Europe.  相似文献

Platform firms have been depicted as having structural and instrumental power and being able to prevail in regulatory battles. This article, in contrast, documents how they have often adapted to regulations and provide different services across locales. I show that platform firms have a specific type of power, infrastructural power, that stems from their position as mediators across a variety of actors. This power, I argue, is shaped by pre-existing regulations and the firms' strategic response, that I call “contentious compliance”: a double movement of adapting to existing regulations, while continuing to challenge them. I apply this framework to the expansion and regulation of Uber in New York City (US), Madrid (Spain), and Berlin (Germany).  相似文献

The methodology for drafting is one of the most important concepts in drafting of a policy paper and translating this policy into legislation. Regarding this, it is necessary to know how the legislative drafting developed in the past during the socialist regime, and how it has changed with time after the beginning of the democratic processes of the country. This paper focuses on the 300 Migrant Hunger Strikers event in Greece to explore the material conditions of possibility for migrant politics in times of crisis. It identifies three elements that played determinant roles in the articulation of the event: the politics of equality enacted by migrants, the ethics of hospitality and witnessing enacted by the Greek activists and host populations and the sacredness of the event. Critically engaging with the theories of Rancière, Derrida, Agamben and Durkheim, this paper demonstrates how these elements encountered and how their encounter helped migrants to achieve rights, albeit limited and temporary. Moving beyond the particularity of the event, this paper also highlights the event’s importance for migrant politics in times of austerity, and increased surveillance and racism against migrants. Despite its limited and temporary success, the event demonstrates how a politics of equality, ethical openness and respect for human life can form the basis of true cosmopolitan universality. The event also demonstrates how cosmopolitan universality is constructed from below by the migrants, who despite their undocumented status, engaged in an act of citizenship to demand equality.  相似文献

Reducing Emissions from Deforestation and Forest Degradation (REDD+) is one of the most advanced global climate governance arrangements and we show that it contributes to the buildup of autonomous capacities and reliable procedures in areas of rather limited statehood. These partially unintended effects can be conceptualized as an increasing rational–legal bureaucratization, which has been initiated through both external and domestic actors as we illuminate in the case of Indonesia's forestry sector in the period from 2007 until 2017. Our finding is that a bureaucratization of a new kind is increasingly strengthened in Indonesia's forest despite enduring patterns of neopatrimonialism, emerging signs of new public management approaches, and the strengthening of functional equivalents such as community-based forest management. We thus claim that Max Weber's perspective on the prospects and problems of rational–legal bureaucratization is still valuable, even when travelling to the tropics.  相似文献

This paper analyzes how human trafficking policies diffused in the post-Soviet region. By adapting the diffusion of innovation framework to fit the international context, I examine whether human trafficking adoptions in the post-Soviet region were due to internal determinants and/or diffusion effects. A comparison of Russia, Latvia, and Ukraine found that internal determinants such as state commitment to human trafficking policy and interest group strength were more important to policy adoption than external pressures from the international community while state capacity and bureaucratic restructuring impeded policy adoption. I argue that policymaking, even in authoritarian regimes, is more nuanced than blind compliance with international treaties and shows that interest groups and policy entrepreneurs work within the constraints of national policymaking to adopt human trafficking policies.  相似文献

This article examines the politics of State formation in India by taking up the case of Telangana. Drawing from the emerging literature on the politics of recognition and territorial accommodation in multinational federations, I argue that territorial accommodation of Telangana was made possible by the convergence of strategic interests and role of multiple actors to recognize Telangana’s distinctive territorial identity and accommodate its Statehood demand when an opportune ‘political opportunity structure’ emerged in the late 1990s till 2014. It extends the insights of ‘actor-centred’ institutionalism and contributes to an emerging literature which emphasizes the ‘multi-centred origins’ of border change and State formation in India in particular, and in multinational federations in general. By underscoring State formation as a complex process, this article cautions against a simplistic reading of the politics of State formation in India as an act of one-upmanship whereby the Centre can unilaterally make or break State borders.  相似文献

数字经济是以数字化原料为劳动对象,利用数字化劳动资料进行生产活动的经济形式,在此基础上,数字技术经由企业分工协作体系的重塑推动着生产社会化的发展。依据马克思主义政治经济学原理,以企业分工协作为切入点,通过剖析企业间网络化分工协作和企业内部数字劳动过程,可发现并阐明数字经济下生产社会化中的最新进展及其双刃剑特性。该性质表明:数字经济既可以推动生产活动向社会化方向发展而代表更先进生产力,同时也会激化企业分工与社会分工、生产社会化与生产资料私人占有之间的矛盾。由此表明,数字经济下的生产社会化演进必将呈现出企业分工代替社会分工,以及所有制形式由生产资料私有制向公有制形式转变的发展趋势。  相似文献

Abstract

The coordination of activity across sites and spaces of production and consumption is a key concern for economic analysis. Joining a revival in the application of convention theory to agro-food scholarship, this paper considers complementary insights – related principally to ‘the economy of qualities’ – that animate different aspects of e/valuation, competition and alignment. These understandings are extended by more thoroughly acknowledging contemporary developments in consumption scholarship. The arguments are advanced through a case study of the orange juice market, linking its current high-carbon trajectory to the commercial and cultural significance of freshness. The analysis offers new insights into distributed processes of qualification as well as the mechanisms through which conventions are assembled and sustained. Finally, a more integrated approach to food production and consumption is outlined.  相似文献

This article argues that the essential factors of a public service code of ethics can be divided into five categories. These categories or principles are fairness, transparency, responsibility, efficiency and conflict of interest. These principles are identified in this article as being the basic elements of democratic accountability in relation to public sector decision‐making. The issues explored are not only the obstacles that the public service decision‐maker faces in internalising these principles but, also, the challenges for a pro‐active management in fostering such internalisation.  相似文献

Abstract

This paper reviews the scope and function of secrecy jurisdictions and includes new research data on their extensive use by development finance institutions in delivering official development assistance. In order to establish what these empirical data mean in terms of economic development, the paper builds a theoretical model of secrecy jurisdictions as constructed spaces of exception and exemption. It then reviews how different economic paradigms explain, analyse and assign normative values to secrecy jurisdictions/tax havens, noting that the neoliberal account proffers ideological assumptions which cannot be empirically verified. This paper argues that the most robust evidence available indicates that secrecy jurisdictions lower ‘onshore’ rewards to national stakeholders, and critically shrink the fiscal base required for sustainable economic development. Further, the paper argues that the extensive use of secrecy jurisdictions by development finance institutions sponsors an elite financial class in recipient countries, but otherwise undermines broad-based development embedded in economic justice.  相似文献
