The idea of cultural resistance has been taken up in combative analysis of metropolitan racist situations. It is a legacy from analyses by combatants in anti-colonial struggles. Fanon's were among the most searching of such analyses. His writings indicate an unusual concept of culture and of a people. The concept is at the same time of a political subject and of a the formation and direction of psychic energies. What he wrote on violence and counter-violence should not be abstracted from his concepts of culture and its colonial situation. That situation as it is described in Fanon's writings and then the concept of culture and people are elaborated and then extended so that their application to metropolitan racism can be tried. 相似文献

A wealth of solutions to poverty have been proposed, with little understanding of the forces required to turn a sound idea into an implementable program. A system approach is suggested to overcome this deficiency. This implies analyzing the effects of antipoverty measures on other elements of a society and a polity and the feedback effects of changes in these other elements on the new programs which are being introduced. Such an approach is seen overcoming the limitations of fragmented views of the issue—such as the purely economic one—as well as the lack of systematic analysis of a progam's costs, benefits, sources of funds, and nonfinancial resources. Consequently, a challenge is also offered to those who formulate programs without taking into account dominant values (e.g., questions of consensus) and other political considerations (e.g., which groups would benefit or suffer from the program). This is seen as leading to undemocratic action or, most frequently, to inaction due to resistance. The article concludes with a brief review of the recent Nixon-Moynihan proposal in terms of the societal-system approach here advocated, and adds a cautionary note on the limits of planning.In revising this article, I benefited from comments by Daniel Bell, Carolyn O. In recent years there has been renewed interest in the United States in the definition and measurement of poverty. In early 1992, the Committee on National Statistics of the National Academy of Sciences began a 30-month study requested by Congress that includes an examination of statistical issues involved in measuring and understanding poverty. Some 2 years earlier, in January 1990, the Administration had approved an initiative on improving the quality of economic statistics. The current poverty measure was one of several dozen statistical series examined as part of that initiative. In April 1990, Urban Institute economist Patricia Ruggles published a book that urged the revision of the poverty line to reflect changes in consumption patterns and changing concepts of what constitutes a minimally adequate standard of living. In July 1990, two private organizations concerned with the poor and the elderly issued a report reviewing current poverty measurement procedures and describing a Gallup poll in which a nationally representative sample of Americans set an average dollar figure for the poverty line that was higher than the current official poverty line. In view of these and other examples, it may be useful to reexamine the development and subsequent history of the current official poverty thresholds. 相似文献

Policies directed at alleviating poverty rest on a set of assumptions regarding the demographic composition of the poor and the psychological dispositions of poor individuals. Evidence from a long-term study of a representative sample of low-income individuals shows that poverty is very widespread but not usually very persistent, and that the characteristics of the persistently poor do not conform to the conventional wisdom. Furthermore, the economic status of the poor does not appear to have been caused by psychological dispositions. Intergenerational data from the same study show generally weak links between the poverty or welfare status of parents and that of their children. Public policies for dealing with poverty can be properly devised without attempting to resocialize poor people and without undue concern that poverty programs will generate dependency among the majority of those they help. 相似文献

Assessing the poverty reduction in terms of food subsidies through Public Distribution System (PDS) is an important means by which the income transfer between poor and rich expenditure classes can be analyzed. The study intends to analyze the impact of PDS on poverty on rural and urban regions. It also makes a comparative assessment between the subsidy transfers among the poor and rich expenditure classes of households. The data for this objective are adopted from 68th round of National Sample Survey Organisation (NSSO) report on PDS and other sources of household consumption (2011–2012). The impact of PDS on poverty is measured monthly per capita consumption expenditure (MPCE) decile wise by using income transfer method for major 17 states in the NSSO report. The impact of PDS on poverty is estimated through subsidy or implicit income transfer. The results of the study for all India across the rural and urban areas showed that the impact in terms of percentage increase in real MPCE is more for the poorest expenditure class in topmost MPCE deciles for all the states. 相似文献

The paper highlights the complex relationship between development and language and argues that poverty as a condition of underdevelopment is materialized in representation. Instead of limiting the scope of the topic to the rhetorical aspects of development thought, it is proposed that development language produces a specific reality of poverty while writing about it. Using a post-structuralist framework and drawing from various Planning Commission reports on poverty lines, the paper goes on to implicate these reports in the production of authoritative knowledge and the elision of the poor. Through the identification of the cut-off line, which distinguishes the poor from the non-poor, these reports control our ways of knowing and suspend our ability to imagine poverty in any non-institutional manner. Such representation not only omits poor’s everyday experience and converts poverty as experience to poverty as knowledge, but also predicates its objectivity on such elision. The paper also highlights the slippages and contradictions in these reports, and shows how in the seeming inevitability of poverty knowledge, people find innovative ways to appropriate and disrupt it. 相似文献

Previous fiscal studies have paid little attention to the effects of social interaction on local tax setting. This paper seeks to fill this gap by developing a theoretical model in which politicians belonging to the same party interact with each other in order to draw inferences about ideology. This phenomenon produces a mimic effect which is called the political trend. The results of the analysis show that the political trend gives rise to higher income tax rates and to tax mimicking at the local government level. The framework developed also makes it possible to discriminate between Leviathan-type and welfarist-type politicians. The results show that the former are more sensitive than the latter to changes in the average income tax rate of their peers. Moreover, Leviathan-type politicians are less sensitive than benevolent ones to changes in the central government’s income tax rate. 相似文献

Abstract The common wisdom is that assisted housing developments have both a direct and an indirect impact on concentrated poverty. The indirect effects are based on the notion that the negative stereotypes associated with such developments spill over into the surrounding neighborhoods, causing people who can leave to do so or avoid the neighborhood and leaving behind only the more disadvantaged segments of society. An increase in concentrated poverty in the neighborhood surrounding the development results. Prior studies, relying on aggregated data, are consistent with this thesis. The overwhelming majority of the statistical models in my study, however, found these relationships to be spurious. Once individual and macrolevel characteristics were controlled for, the relationships disappeared. These findings imply that assisted housing developments will not typically contribute to concentration of poverty in surrounding neighborhoods and suggest that much of the negative reaction to assisted housing developments is unwarranted. 相似文献

This paper examines two questions basic to welfare policy: (1) whether the amount of poverty-related transfers is sufficient to fill the poverty gap, and (2) which families actually get benefits and how much of their income deficit is filled by those benefits. Transfers are sufficient: the post-Social Security poverty gap is $74 billion while poverty-related programs total $198 billion. Further, 86% of current income-conditioned benefits go to the pretransfer poor and 89% of those are used to alleviate poverty (fill the poverty gap). Thus, if a substantial fraction of total Federal and State expenditures on poverty-related programs could be targeted more toward the poor, the poverty gap can be eliminated. The current programs, however, would have to be changed substantially to achieve the necessary retargeting. 相似文献

Homogenizing the poor, treating them as a shapeless blob, is not only dehumanizing but also makes them candidates for a single set of public policies. A recent series of papers has renewed interest in the question of whether consumption data are superior to income data for poverty measurement. Although the Census Bureau has provided researchers with an experimental series of variables that can produce a comprehensive income measure, this resource has not been fully exploited in previous analyses. When poverty is measured by a comprehensive income measure, income poverty rates and trends are similar to consumption poverty rates. Arguments that income is measured with more error than consumption at the bottom of the distribution are shown to be based upon inferior income data. © 2008 by the Association for Public Policy Analysis and Management. 相似文献
