Afro-descendant oral traditions are powerful modes of political expression that disrupt anti-black logics within Latin America's mestizaje. Scholarship on Afro-Latin American anti-racist mobilisation centres on large-scale, collective action. Instead, in this article, I examine songs and décimas, central forms of Afro-descendant cultural subjectivity. Drawing on thirteen months of ethnographic fieldwork in La Guaira state, Venezuela, I show how oral traditions are place-based forms of resistance against anti-black racism. This research calls on scholars to attend to oral traditions and their geographies as a tool of anti-racist political mobilisation.  相似文献

In all societies, collective memory practices are integral parts of local tradition and culture. While the recent “memory boom” has resulted in a massive international proliferation of commemorative monuments and memorials, not enough attention has been paid to cultural differences in the ways societies remember. By comparing processes of commemoration and memorialization in postapartheid South Africa with selected case studies in the USA, this article highlights the definitive role that material culture and tangible objects as containers of memory play in American society, while among black South Africans, oral and performative modes of remembering have traditionally been more important. In both societies, museums and commemorative monuments are promoted as officially sanctioned sites of collective memory, but their public reception differs significantly. It is argued that official forms of commemoration are most successful when they are connected to; flow naturally out of; or stand in a meaningful, symbiotic relationship with, vernacular forms of commemoration. While the tangible aspects of specific commemorative cultures can easily be imitated internationally or cross-culturally, its intangible aspects can never be assumed to transfer automatically.  相似文献

Based on ethnographic reanalysis and on current qualitative research on poor people's politics, this article argues that routine patronage politics and nonroutine collective action should be examined not as opposite and conflicting political phenomena but as dynamic processes that often establish recursive relationships. Through a series of case studies conducted in contemporary Argentina, this article examines four instances in which patronage and collective action intersect and interact: network breakdown, patron's certification, clandestine support, and reaction to threat. These four scenarios demonstrate that more than two opposing spheres of action or two different forms of sociability, patronage, and contentious politics can be mutually imbricated. Either when it malfunctions or when it thrives, clientelism may lie at the root of collective action.  相似文献

Latin American women's extensive collective action outside and inside the household has been paid much attention in the literature over the years. Only a handful of studies have challenged the arguments that Latin American women generally organise together and show solidarity with one another. This paper argues that women's collective action in contemporary urban Bolivia is relatively weak, both outside and within the household. The consequence is that women are isolated to a degree not hitherto recognised, an isolation women cope with in different ways.  相似文献

For the past 30 years, Chilean unionism has been shrinking. Through a comparison of the membership trajectories of 26 unions in two firms between 1990 and 2004, this article explains why some unions defied this trend and how their success affected overall union density in their firms. It argues that the unions that experienced the most favorable membership outcomes were those that, at key junctures of firm restructuring, earliest or most aggressively established a partnership relationship with management. However, in a context of great labor weakness, these cases of union accommodation took the form of exclusive patron‐client exchanges, which exacerbated collective action problems and further eroded union density.  相似文献

The protests of December 2001 in Argentina were the most visible manifestation of a larger cycle of contention, which continues to have a substantial influence on the forms, tactics and goals of social movements throughout the country. This paper provides a critical overview of these lasting effects. In particular, we focus on three areas where the consequences of the crisis for collective action have been particularly strong: performative politics, coalition-building, and institutional support for grassroots networks. We conclude by reflecting on the implications for participatory democracy and the consolidation of a highly engaged civil society.  相似文献

Despite empirical findings on women's varied and often extensive participation in smallholder agriculture in Latin America, their participation continues to be largely invisible. In this article, I argue that the intransigency of farming women's invisibility reflects, in part, a discursive construction of farmers as men. Through a mixture of quantitative and qualitative methods, including interviews with one hundred women in Calakmul, Mexico, I demonstrate the material implications of gendered farmer identities for women's control of resources, including land and conservation and development project resources. In particular, I relate the activities of one women's agricultural community-based organization and the members' collective adoption of transgressive identities as farmers. For these women, the process of becoming farmers resulted in increased access to and control over resources. This empirical case study illustrates the possibility of women's collective action to challenge and transform women's continued local invisibility as agricultural actors in rural Latin American spaces.  相似文献

Social conflict in Peru has increased dramatically since 2004. The economic origins of these disputes, which result mostly from the growth of mining operations, have received considerable scholarly attention. The emergence of collective action directed at the performance of regional and local government, however, has received little notice. This essay examines Peru's regional and local governance conflicts on the basis of hundreds of reported cases. It investigates the nature of these episodes and the strategies adopted by community organizations to get their complaints addressed. It finds that the political opportunity of the posttransition period, dissatisfaction with government performance, and new participatory rights have helped to give rise to such collective action. Community protagonists choose between institutional and noninstitutional strategies but often combine them to help ensure success. Maintaining legitimacy proves essential to both sides. This article argues that these events represent both constraints and favorable developments for subnational democracy in Peru.  相似文献

This paper examines the effects of the perceptions of corruption and personal experience of bribery on the propensity for ordinary Africans to support collective action-based anti-corruption tactics. It also evaluates how poverty shapes the association between corruption and support for collective civic action against corruption. The paper bases its findings on the multilevel level regression analysis of public opinion data from 35 African countries. The results show that an increase in experience of paying bribes increases poor people’s preference for anti-corruption tactics based on collective action. Furthermore, individuals who perceive corruption to be widespread are significantly more likely to support collective action as their country’s poverty level rises. These findings strongly challenge the view recently expressed in some of the literature that high levels of corruption erode the willingness of especially poor Africans to bring corruption under control.  相似文献

Workers in the informal transport sector are often exposed to multiple forms of workplace violence, for instance by the police and their colleagues. Through a collection of rich ethnographic stories and using the concept of popular resistance, this article investigates how and under what conditions rickshaw drivers in Bogotá resist violence in their workplace. The results reveal that rickshaw associations have been essential in articulating acts of everyday resistance to the legal ban on this activity, such regulating routes, fees and stops. However, associations have created new forms of oppression, being labelled as mafia-like organisations, showing that resistance can also translate into new forms of domination. Contrary to the argument that everyday resistance is uncoordinated, this article shows that acts of everyday resistance can be organised by actors that switch between different individual and collective strategies. Thus, organisations can provide a framework to resist the law on an everyday basis.  相似文献

New York, NY: Cambridge University Press; North, D.C., J. J. Wallis, and B. R. Weingast. 2009. Violence and Social Orders: A Conceptual Framework for Interpreting Recorded Human History. New York, NY: Cambridge University Press) name the formation of organizations capable of effectively restricting violence in society as a necessary condition for transition from developing societies to societies with sustainable economic growth. However, the mechanisms of emergence and conditions for the operation of such organizations in contemporary developing countries remain unclear. We follow the logic of formation of such organizations using the case study of collective actions of the Russian business community aimed at restricting “state violence” against business. We seek to identify the conditions leading to a shift in the choice of strategies from attempts at informal agreements with extortionists controlling means of coercion to cooperation of businessmen and trace the further evolution of organized forms of collective action. Finally, we assess to what extent the created organizations can be efficient and self-supporting in the long term.  相似文献

Despite rapidly increasing global flows of international students, research to date has paid little heed to how students abroad identify and mobilise. Focusing on the experience of Indonesians, Malaysians and Singaporeans in Australia – a primary hub for international education – we explore the ways in which our informants understand their place and potential as students. We find international students to comprise a distinct sort of diaspora. With their liminal status, these – for the most part – only temporary transnationals do internalise new norms and agency in a personal sense. However, they tend to identify increasingly as national citizens and to be disinclined to mobilise politically, at least during the course of their studies. These findings add to our understanding both of collective identity and action among students, and of the broader implications of globalisation and internationalisation for social and political activism.  相似文献

This paper examines the election of Lee Myung Bak through the terminal crisis of the Roh Moo Hyun government that preceded it. I start with an analysis of the election of Lee Myung Bak and the electoral strategies of the liberal-progressive bloc in the December 2007 election and then move on to detail how these strategies shed light on tensions within Korean progressive politics since the transition to democracy in 1987. These tensions inform what I shall call the “terminal crisis” of Roh's “participatory government.” I argue that this crisis involves a problem of articulation within progressive politics between a politics of reunification and one grounded in egalitarian economic reform, including the lack of an alternative to the different forms of neo-liberalism embraced by both the Roh government and the conservative government of Lee Myung Bak. My hope is that thorough examination of these tensions that have informed the liberal-progressive bloc during the long decade since 1987 can spur reflection on the role of social movements in Korean democratisation and the dilemmas they face in crafting strategies for political and economic reform.  相似文献

Much commentary on Indonesian politics since the fall of President Suharto in May 1998 has suggested that Indonesia's political system has remained just as exclusionary as it was prior to his fall, despite becoming much more democratic and decentralised. In contrast to this view, we argue that Indonesia's political system has become more inclusive, if only somewhat more so. The fall of Suharto and the subsequent process of democratisation have removed key obstacles to organisation by poor and disadvantaged groups and their NGO allies, making it easier for them to engage in collective action aimed at achieving pro-poor policy change. By making attainment of political office dependent on the support of the voting public, many of whom are poor and disadvantaged, these developments have also created an incentive for politicians to pursue policy changes that favour these groups or at least that appeal to them. At the same time, however, we argue that poor and disadvantaged groups have not become major players in the policy-making process. Despite the fall of Suharto and democratisation, these groups continue to lack the resources possessed by other participants in the policy-making process. Whereas the politico-bureaucrats and well-connected business groups have been able to exercise influence over policy by buying support within representative bodies such as parliament and mobile capital controllers, the IFIs and Western governments have been able to exercise influence by virtue of their structural power, poor and disadvantaged groups have had to rely on less potent ways of exercising influence such as holding demonstrations, engaging in lobbying activity and participating in public debates. We illustrate these points with reference to two policy issues: land reform and mining in protected forests. The article concludes by considering the future prospects for inclusive policy-making in Indonesia.  相似文献

In recent years ‘movement parties’ such as Syriza in Greece, the Movimento 5 Stelle in Italy, Podemos in Spain and—to a lesser extent—Bloco de Esquerda in Portugal shook national party systems, breaking the consolidated dynamics of political competition. Despite growing interest in movement parties, there has been scant attention to the role of citizens adopting unconventional forms of action and using digital media in accounting for their electoral performance. To fill this gap, four original internet-based post-electoral surveys are employed showing that protesters and digital media users are more likely to vote for these parties, despite important country differences.  相似文献

While “new media” have substantially altered the landscape for information dissemination and social mobilisation, these media are neither all alike in their ideological leanings or intentions, nor independently capable of identity transformation and mobilisation. The paper explores these new media in the context of Malaysia since the late 1990s. It differentiates among news sites and organisational websites, which transmit (often previously proscribed) information to domestic and foreign audiences, with potentially significant effects on “civicness” and mobilisation; blogs, which tend to be primarily personalised, monological and often unfiltered; and social networking sites such as Facebook and Twitter, which have eroded the anonymity of online interaction but represent the apex of self-selected communities. “Old media” still populate this landscape as well, from newspapers and other media sources, to public lectures, to leaflets and other ad hoc publications. Even apart from common caveats as to who has access, criteria for evaluation of these new and old media as tools for political change must vary, including differing degrees of information-provision and edification, interest articulation and aggregation, and transformation of collective identities so as to enable new patterns of mobilisation for collective action.  相似文献

Like most aspects of German politics and society after 1945, post-war German foreign policy has traditionally been greatly influenced by the legacy of Germany's National Socialist past and the Second World War. The semi-sovereign and divided nature of the West German state along with the strong argumentative force of collective memory in foreign policy discourse ensured a strong presence of Germany's historical legacy in both institutional and discursive terms resulting in a foreign policy which was characterised by self-limitation, a strong commitment to multilateralism and a civilian foreign policy culture. This article will argue that the interpretation of German collective memory of the Holocaust and the Second World War underwent significant changes under the red–green governments between 1998 and 2005, in particular with regard to the use of force. Although German collective memory continued to be present during this period, it lost its predictability and was used in a variety of crises to justify a range of responses, including military action.  相似文献

So far, research of online public spheres has mainly been carried out as an online version of offline public spheres. The possibilities of the new medium to create new and Internet-specific forms of a public sphere have been ignored both on the theoretical and empirical level. In this article, I propose an approach that allows for the conceptualization of new forms of online public spheres. It takes the Internet user, the providers of web sites and the structural specificities of the Internet into account. The main thrust of the article is the question as to where the Internet provides public spheres that fulfill functions similar to their offline siblings yet are characterized by an Internet-specific quality. Taking the case of online public spheres that are created by search engines, it can be illustrated how these Internet-specific forms of the public sphere may be analyzed empirically. In order to be able to judge their potential, online public spheres are compared with printed mass media. In a final reflection, I propose a theoretical framework that could be fruitful for the explanatory interpretation of the patterns found in the empirical analysis.  相似文献

Swarms, crowds, networks, e-movements, e-communities—the Web offers a new sphere of action for an ample variety of collective formations. However, a sociological substantiation of these different types of collective behavior or action is still missing. In order to bridge this gap, we discuss the questions, how online-based social formations can be classified in the context of actor-based social theory and to what extent their development is shaped by the technological infrastructures they are embedded in. First of all, we introduce two basic variants of social formations situated between individuals and organizations: non-organized collectives and collective behavior on the one hand and collective actors with a comparatively high strategic capability on the other. Subsequently, we explore the distinct features of online-based collective formations, which are characterized by a formerly unknown level of interdependence of influential technological infrastructures and still indispensable social dynamics of coordination and institutionalization. Conventional patterns of social dynamics in the development and stabilization of collective behavior and collective actors are now systematically intertwined with technology-induced processes of structuration.  相似文献
