Focusing on media discourses, this article maps the communicative reproduction of legitimacy in Great Britain, the United States, Germany and Switzerland. It argues that political communication constitutes a distinctive dimension of legitimation that should be studied alongside public opinion and political behaviour. Research on legitimation discourses can help us understand why the legitimacy of established democracies remains stable in spite of the challenges of globalisation: Delegitimating communication tends to focus on relatively marginal political institutions, while the core regime principles of the democratic nation-state, which are deeply entrenched in the political cultures of Western countries, serve as anchors of legitimacy. These democratic principles also shape the normative benchmarks used to evaluate legitimacy, thus preventing a 'de-democratisation' of legitimation discourses. Finally, the short-lived nature of media interest as well as ritualistic legitimation practices shield the democratic nation-state from many potentially serious threats to its legitimacy. 相似文献

All industrialized countries are grappling with a common problem—how to provide assistance of various kinds to their rapidly aging populations. The problem for countries searching for models of efficient and high-quality long-term care (LTC) policies is that fewer than a dozen countries have government-organized, formal LTC policies. Relatively new surveys focused on the elderly populations of about 25 countries could become the basis for research on which LTC policy design choices have desired outcomes for individuals and society and might be replicable in other countries. As in earlier decades when U.S. researchers created the Current Population Survey (CPS) modules and the Survey of Income and Program Participation to answer policy questions, researchers and policy analysts are now at a point where a concerted effort is needed to generate questions that international comparative research on LTC could answer as well as the data needed to address the questions. 相似文献

The notion that ideological perceptions in the mass public are shaped to some extent by elites and political candidates is widespread in the public opinion literature. However, there has been a lack of empirical research directly demonstrating the links between elites and the masses whose thinking they supposedly cue and structure. This paper attempts to show, through magnitude scale data collected over time in the 1980 campaign, the significant impact of political candidates in altering ideological perceptions of political stimuli. The chief carrier of ideology in 1980 is shown to be Ronald Reagan, whose strong issue stands and ideological label influenced perceptions of specific issues' ideological content. The findings are discussed in terms of both measurement problems in the ideology literature and more general theories of elite and environmental influences on mass political thought. 相似文献

A structured method of evaluating and rewarding the performance of employees in the Maldives public service did not exist before 1996. Personnel decisions, such as employee promotions, were subjective and based merely on the recommendation of the heads of departments. Hence, in 1996, the Government of Maldives introduced a performance appraisal system, based on rewarding employees through the assessment of several factors such as quality of work, job knowledge and performance. The reward came in the form of annual salary increments. In reviewing this system, the article finds that human resource units or divisions within departments now need to be strengthened for the effective implementation of the system; more training has to be provided to public service employees in terms of raising their awareness as to the objectives of the performance appraisal exercise; and the performance appraisal framework needs to be more flexible in differentiating very high performers, at the same time devising a strategy for the improvement of employees who slack in performance. Employment sector and employer size account for substantial variation in workers' participation in employer-sponsored retirement plans. Other things being equal, employees in the public sector--that is, federal, state, and local governments--are much more likely to be offered a retirement plan than workers in the private sector. Within the private sector, workers in firms with 100 or more employees are significantly more likely than workers in smaller firms to have the opportunity to participate in a retirement plan. This situation has prompted Congress to seek ways of reducing small businesses' obstacles to pension coverage. For example, Congress has authorized retirement plans that have fewer reporting requirements and less stringent contribution rules than those imposed on larger employers. Evaluating the effect of these laws on pension coverage is complicated by the many other variables that affect an employer's decision to sponsor a retirement plan and a worker's decision to participate in it. Nevertheless, data collected in national surveys of employers and households can be used to establish a baseline against which future changes in retirement plan sponsorship and participation can be measured. Recent surveys of employers and households reveal that: During the 1990s, participation in retirement plans rose among workers in firms with fewer than 100 employees but remained steady among workers in larger firms. The 1990s saw a substantial shift from defined benefit retirement plans to defined contribution plans. Despite increases in participation, workers in firms with fewer than 100 employees are only about half as likely as those in larger firms to participate in an employer-sponsored retirement plan. In both the public and private sectors, part-year or part-time workers are much less likely than year-round, full-time workers to be offered an opportunity to participate in an employer-sponsored retirement plan. 相似文献

Historically and contemporaneously the interrelations of the nations of the British Isles are as important as their differentiation. Modern revisionist historians, Irish and British, understand this better that many politicians and publicists. Nationalism as separatism and strong national consciousness are commonly confused when the English media consider Scotland. Gordon Brown stresses ‘Britishness’ to preserve the union but this is counterproductive. All his examples of British events are English, none Scots or Welsh, and his British values are mainly universal. A true construction of Britishness is to see it as a strong but narrow practical legal and political framework within which different cultures, old and new, can both flourish and intermingle. So strong are both social and economic interrelations that Scottish independence could be less consequential than commonly supposed. 相似文献

Analysts are commonly called upon to perform the difficult task of evaluating the effects of specific changes in public policy upon the behavior of individuals, such as a change in the provisions of the Aid to Families with Dependent Children (AFDC) program relating to the benefits of those in the program who find work. When charged with such a task, analysts commonly try to answer the question by tracing the behavior of a fixed panel of individuals, comparing the experience of the group before and after the change in policy. That approach, however, risks major errors; in the case of the AFDC program, for instance, changes in the work benefit provisions affected the decisions of some who might have come into the program, a consequence that would not be picked up by a fixed panel of initial recipients. Cross-sectional data drawn independently from a general population at points in time before and after a policy change can often provide a more valid measure of the effects of the policy change than can panel data; moreover, cross-sectional data are usually less expensive and more readily available. 相似文献

Schumpeter's account of the relationship between capitalism, socialism and democracy is reviewed by means of a critical analysis of four contemporary neo-liberal theorems about the market and democracy. It is argued that they each embody partial truths that can only be accepted with considerable qualifications, which the paper seeks to provide. Helen Goodman, the Member of Parliament for Bishop Auckland has responded to the Blue Labour Publication The Politics of Paradox, with Tradition and Change: Four People. Blue Labour's thesis is that a return to the ideas and practices prevalent at the foundation of the Labour Party—solidarity and reciprocity, can form the basis of significant social change. Helen views the thesis from the perspective of two communities—first the hill farmers of Teesdale, a paradigmatic community whose rights and way of life on the Commons have existed for over 600 years. Then she looks at the Durham Miners’ Gala and the needs of the former coalfields. Helen argues that in both cases, only government can take the national and international action they need. Secondly she looks at the stories of a mother and a priest. The importance of the welfare state in providing security and opportunities becomes clear. Helen confronts Blue Labour's criticism of women's independence and prays in aid the Archbishop of Canterbury on the need for a feminist analysis. Voter polarisation and party responsiveness: Why parties emphasise divided issues,but remain silent on unified issues

How does voter polarisation affect party responsiveness? Previous research has shown that political parties emphasise political issues that are important to their voters. However, it is posited in this article that political parties are not equally responsive to citizen demands across all issue areas. The hypothesis is that party responsiveness varies considerably with the preference configuration of the electorate. More specifically, it is argued that party responsiveness increases with the polarisation of issues among voters. To test these theoretical expectations, party responsiveness is analysed across nine West European countries from 1982 until 2013. Data on voter attention and voter preferences with regard to specific policy issues from a variety of national election studies is combined with Comparative Manifestos Project data on parties' emphasis of these issues in their election manifestos. The findings have major implications for understanding party competition and political representation in Europe. 相似文献

Abstract The debate about the usefulness of the civil society concept for social analysis has reached a critical stage and calls for its abandonment are mounting. To prove its relevance for policy, practice and research, better operational concepts and more rigorous empirical research on civil society are required. This article examines the possibilities and pitfalls of cross-national civil society research as a crucial area of empirical civil society studies. It explores the definition, conceptualization, operationalization and measurement of civil society through a critical examination of existing international efforts at comparative civil society analysis. A functional approach to defining civil society and a two-dimensional operational concept of civil society, according to its (1) structural and (2) cultural features, are proposed as suitable tools to study the phenomenon cross-nationally. The article also reviews the Civicus Civil Society Index as an innovative tool to assess the state of civil society and discusses the insights and challenges emerging from its current application in more than 50 countries. The paper concludes that international comparative civil society studies are both possible and necessary, but cautions that more attention needs to be paid to the development of appropriate operational concepts and measurement models. 相似文献
