The common conception of citizenship is that of belonging to a political community, with the ensuing rights and responsibilities of membership. This community tends to be naturalized as the nation-state. However, this location of citizenship needs to be decentred in order to investigate current modes of democratic participation. This paper investigates current sites and practices of citizenship through reflection on a tactical housing squat of an empty department store staged by an urban social movement in Vancouver in 2002, known as ‘Woodsquat’. It uses a social movement perspective to look at citizenship, emphasizing the identities, practices, and locations of democratic engagement over the collective question of how we will live together in these places. From this point of view Woodsquat shows current limits of national citizenship, conceptually and practically, and suggests alternative possibilities for future citizenship practices located in multiple identifications with (political) communities. Moving from this analysis of political participation at Woodsquat attention is brought to the importance of spaces of democratic communication for possibilities of citizenship, where there seems to be a reinforcing relationship between public spheres, social movements, and democracy. Ultimately, then, actions at Woodsquat are argued to be a form of citizenship that emerged within a democratic public.  相似文献

This article analyses the relationship between decentralizationand the extent of fiscal discipline in the Swiss cantons between1984 and 2000. From a theoretical point of view, decentralizationand federalism can be associated with both an expansive anda dampening effect on government debt. On the one hand, decentralizedstructures have been argued to lead to a reduction of debt dueto inherent competition between the member states and the multitudeof veto positions which restrict public intervention. On theother hand, decentralization has been claimed to contributeto an increase of public debt as it involves expensive functionaland organizational duplications as well as cost-intensive, oftendebt-financed, compromise solutions between a large number ofactors that operate in an uncoordinated and contradictory way.Our empirical results show that in periods of prosperous economicdevelopment, the architecture of state structure has no impacton debt. However, the degree of decentralization influencesdebt in economically poor times: In phases of economic recession,administratively decentralized cantons implement a more economicalbudgetary policy than centralized Swiss member states.  相似文献

In the two‐pronged debate on ‘globalising markets’ the ‘society‐centered’ perspective claims nation‐states are losing economic control whereas the ‘state‐centred’ perspective holds that ‘business as usual’ is possible. Both views are oversimplified. Looking at Sweden's 1992 currency crisis, we suggest that studies over time provide insights about the significance of political craftsmanship. We argue that market influence on domestic policy making should be regarded as a variable contingent on a fortuitous (from the point of view of market actors) confluence of political and economic circumstances. Our analysis suggests that this confluence, to some extent, can be controlled or manipulated by the state.  相似文献

National political energies in 1993–1994 were focusedon major initiatives promised by the Clinton administrationduring the 1992 presidential campaign, especially health-carereform and crime. From the perspective of the states, federalgovernment action in these (and other) policy areas raised seriousquestions about preemption and mandates. The administration'sofficial pronouncements on federalism have suggested a strategyof decongestion and decentralization. Thus far, its actionshave fallen short of empowerment, taking instead the path ofregulatory waivers. Abstract.  Values have long played a major role both in the analysis of political culture and as an explanatory concept relating to human attitudes and action: in fact, their scientific significance depends crucially on their explanatory function. After more than three decades of debate about the rise of postmaterialism and Inglehart's particular value measure, this rationale appears at times to be lost. This article examines the crucial issue of value's potential to explain political phenomena. How much can the postmaterialism-materialism instrument explain? Are there alternative operationalisations of values that have greater utility? The empirical analysis, based upon a representative survey conducted in Germany in 1992, leads to the surprisingly unambiguous result that among different value measures, Inglehart's variant explains the least.  相似文献

International relations scholars frequently use roll-call votes on resolutions in the United Nations General Assembly (UNGA) to measure similarity in the foreign policy ideologies of states. They then correlate those measures with consequential outcomes, such as development lending, trade, or military disputes. Dynamic ideal point models of UNGA voting thus far have been restricted to a single dimension. We examine the existence of a stable, important, and interpretable second dimension underlying contestation in the UN. From the mid-1960s to the mid-1980s, North–South conflict constitutes a stable second dimension, shaped heavily by the agenda-setting powers of the so-called Non-aligned Movement and the Group of 77. In the periods before and after, the second dimension neither is stable nor easily interpretable, though it is sometimes important. We suggest that in most applications, our original one-dimensional estimates have conceptual advantages with minimal losses in explanatory value. We illustrate that conclusion with an analysis that correlates ideal point changes with militarized interstate disputes. Yet, our findings also suggest that scholars interested in specific issues, such as the Middle East, human rights, or arms control, might benefit from more specifically tailored ideal point estimates.  相似文献

There has been considerable discussion of the decline of the nation-state. It is important, however, to set claims that the nation-state is in decline in historical context and to distinguish processes of state adaptation to crises from changes in the power of the state. The popularity of anti-state rhetoric in the 1980s and 1990s led many to confuse changes in the modes of state activity, of which there is much evidence, with a decline in the significance of the state, for which there is much less evidence.  相似文献

校车安全问题何以进入决策者的视野是理解《校车安全条例(草案征求意见稿)》得以快速发布的关键。采用案例分析法,从多源流理论视角对校车安全的源流发展、焦点事件和政策行动者等方面进行整体分析,研究表明:校车安全政策议程是政策企业家在政策窗口开启之时推动问题、政策和政治三大源流汇合的结果。相比垃圾桶模型、触发机制模型和议程设置理论,多源流模型在本案例中更具解释力。同时,多源流模型面临中国情境,源流之间存在相关性,而非完全独立。拥有双重身份的政策企业家具有从政府机构中打开"政治窗口"的可能性,这为多源流模型的本土化应用与后续研究提供了一个可供考察的角度。最后,指出阻碍校车安全政策议程设置的主要因素包括,制度性利益表达通道不通畅、政府部门对焦点事件处理能力和水平不高、管理权限划分模糊。为此,应创建有效的制度性利益表达通道、积极关注媒体舆情,扩大问题来源、科学合理划分管理权限。这些问题及对策对于其他政策领域也具备一定的借鉴意义,这也是本研究对政策制定者的启迪所在。  相似文献

This article analyses four decades of annulment cases against the European Commission brought before the European Court of Justice by dissatisfied Member States. Annulment cases are interpreted as incidents of a struggle between Member State governments and the Commission about policy decisions. Studying annulment cases for the first time in comparative perspective, three important patterns of variation are identified: with respect to the evolution of annulment cases over time, as regards the Member States as plaintiffs and in view of policy fields. Subsequently the data are interpreted on the basis of structure, agency and policy field specific explanatory mechanisms. Leaving the aggregate level, the two policy areas that account for more than 80 per cent of annulments are analysed: EU agriculture and competition policy. In the vast majority of cases, the dominant rationale behind annulments is not national objections to the supranational exercise of delegated powers per se or in specific policies (as most structural theories would expect) but to the way the Commission uses these competences to restrict how national governments may allocate European or national funding.  相似文献

Among many regional policy initiatives taken by states in East and Southeast Asia in the wake of the 1997 financial crisis, one central project launched by the Association of Southeast Asian Nations (ASEAN), and taken up by its dialogue partners in East Asia, was promotion of information and communication technology. While part of ASEAN's 1999–2004 action plan focused on services for business, another part sought to put public sectors online, and to promote electronic government, or e‐government. Taking the 16 states and quasi‐states of East and Southeast Asia, this article evaluates progress at the action plan's mid‐point in January 2002. It begins by defining e‐government and reviewing three academic literatures on the information age, developmental states, and Confucian societies. It then describes the major policy initiatives taken by ASEAN and its partner states, and surveys implementation progress through an analysis of government homepages and sites. Its main finding is that e‐government activity in East and Southeast Asia is highly diverse, reflecting national strengths and weaknesses rather than regional capacity for policy change. China entered the field of space weapons with the successful anti-satellite test on 11 January 2007. National policies of spacefaring states commit to the principle of peaceful uses of outer space as enshrined in the Outer Space Treaty, but there is no detailed internationally binding regulation on anti-satellite weapons. Since 1981, the United Nations General Assembly passed annual resolutions on the Prevention of an Arms Race in Outer Space. These resolutions call for negotiations in the Conference of Disarmament for establishing an internationally binding instrument about space weapons. However, the Conference of Disarmament is deadlocked. China's weapons test has changed the power geometry. This paper examines the policy impact of the Chinese test, especially on the United States.  相似文献

This article examines recent state health policy efforts forthe elderly and their implications for future federal and stateroles. While the role played by ministries in the process of coalition government has been investigated from multiple angles, there is a clear lack of knowledge about which specific ministry features party leaders actually value as they assess different government posts. This paper aims at discovering whether, next to office considerations, the policy influence resting with a ministry does affect its value. A new survey of party leaders in the German states enables us to estimate the relative importance of specific office (e.g. public standing) and policy considerations (e.g. influence via legislation) for ministries’ values as well as to directly investigate differences between parties. The results show that both office and policy considerations matter for ministry evaluation generally, but also that different aspects have different weights. Furthermore, while all parties value the policy influence of a ministry, there is variation as to which type of policy influence (cross-sectional vs. within-jurisdictional) parties emphasise.  相似文献

In this article we reassert the role of governance as well as of civil society in the analysis of citizenship. We argue that to analyse global civil society and global citizenship it is necessary to focus on global governance. Just as states may facilitate or obstruct the emergence and development of national civil society, so too global governance institutions may facilitate or obstruct an emerging global civil society. Our key contention is that civil society at the global level thrives through its interaction with strong facilitating institutions of global governance. We start with a discussion of civil society and citizenship within the nation-state, and from there develop a model of global civil society and citizenship. Through analysing the impacts of various modes of global governance, we identify strategically appropriate forms of political and social engagement that best advance the prospects for global citizenship.  相似文献

The paper contributes to the discussion about policy advice, initiated by Falk et al. in PVS 2/2007. Based on a differentiation between output- and input oriented politics, several notions of advice and knowledge are discussed. This leads to the insight that the relevance of studies in political science does rely on the careful consideration of the strategic influence of knowledge in the political process. The fruitfulness of such a perspective is exemplified by a short view on some institutional developments in the field of political advice. A detailed analysis of the newly organised economic policy report “Gemeinschaftsdiagnose” then reveals that the diagnosis of new cooperative modes of governmental acting, as postulated by Falk et al., has to be modified. Particularly with regard to core fields of governmental acting, like economic and social policy, there is an unbroken continuity of hierarchical forms of governing.  相似文献

In comparative analysis of welfare states, there is a consensus that mature welfare state systems have been confronted, for some considerable time, with substantial pressure towards re-structuring and that, as a result, they actually have undertaken several and varied modifications. This articles aims at exploring and analysing these developments in Austria and Germany from a comparative point of view. The analysis concentrates on two vital fields of social policy: old-age insurance and unemployment insurance. Especially in respect of the development of social policy and regarding important characteristics of the two welfare state systems, both countries traditionally show a large degree of resemblance to each other. Many similarities remained to exist during the phase of growing pressures on the welfare state, whereas at the same time it is evident that differences between the two countries increased. The respective actual developments will be interpreted in the light of corresponding theories of comparative welfare state research and classified as gradual and structural changes.  相似文献
