ABSTRACT

Millions of individuals and families in the United States do not have access to stable housing. Recent policies in the United States and the rest of the developed world emphasize programs intended to prevent homelessness through temporary financial assistance. This article explores the impact of the largest homelessness prevention program in U.S. history, the Homelessness Prevention and Rapid Re-housing Program (HPRP), on residential instability, using a national sample of families with children enrolled in school. The identification strategy exploits variations on the location of HPRP providers. Using data on the ratio of K–12 students experiencing homelessness in school districts, we find that HPRP is associated with reductions in the percentage of homeless students for districts closer to an HPRP provider. However, the impacts of HPRP fade out when program benefits end, bringing into question whether homeless prevention can help families achieve self-sufficiency in the long run.  相似文献

This article assesses the extent and predictors of homelessness among veterans (both veterans in families with children and single adults veterans) exiting the Supportive Services for Veteran Families (SSVF) program, which is a nationwide homelessness prevention and rapid re-housing program geared primarily toward those experiencing crisis homelessness. Among rapid re-housing participants, 16% and 26% of single adult veterans experienced an episode of homelessness at 1 and 2 years post-SSVF exit; the comparable figures at those follow-up times for veterans in families were 9.4% and 15.5%, respectively. Relatively fewer single adult veterans and veterans in families receiving homelessness prevention services experienced an episode of homelessness at 1 and 2 years post-SSVF exit. veteran-level characteristics, including age, gender, prior history of homelessness, and recent engagement with U.S. Department of Veterans Affairs (VA) health care, were generally more salient predictors of homelessness following SSVF exit than variables measuring SSVF program factors or community-level housing market conditions.  相似文献

Abstract

The contemporary emphasis on the pathologies of shelter denizens and street‐dwellers tends to conceal the great variety of makeshift ways of life that have characterized “homelessness” over the centuries. Diversity notwithstanding, those considered “vagrants” were historically marked as suspect members of a poor apart, even when their numbers increased sharply. Because kin ties have consistently proven to be the first line of defense against “literal homelessness,” skid row researchers thought their absence (along with the lack of associated ties to work and community) to be diagnostic of the condition. Indeed, earlier research tended to see as “homeless” any “disaffiliated” persons, housed or not, who lived alone in unconventional dwellings. Not only have the new homeless poor, by contrast, proven to be more diverse—their geographic locus, age, gender, ethnicity, and signal disabilities having all changed—but their common element is less often ascribed to faulty social connectedness than to sheer absence of shelter. This paper discusses such changes and reviews definitions of homelessness and several approaches to its social construction. The paper argues that, although definitions owe as much to political as to logical considerations, it makes both practical and historical sense to view the streets and shelters as but one variant of a class of informal or makeshift residential settings that increasingly characterizes the marginally situated.  相似文献

It is generally acknowledged that large youth cohorts or “youth bulges” make countries more susceptible to antistate political violence. Thus, we assume that governments are forewarned about the political demographic threat that a youth bulge represents to the status quo and will attempt to preempt behavioral challenges by engaging in repression. A statistical analysis of the relationship between youth bulges and state repression from 1976 to 2000 confirms our expectation. Controlling for factors known to be associated with coercive state action, we find that governments facing a youth bulge are more repressive than other states. This relationship holds when controlling for, and running interactions with, levels of actual protest behavior. Youth bulges and other elements that may matter for preemptive state strategies should therefore be included in future empirical models of state repression.  相似文献

Do people at risk of homelessness have private information—information that social service agencies cannot credibly obtain—that helps predict whether they will become homeless? This article asserts that the answer to this question is yes: homeless people and people at risk of homelessness know important things about their future. Data from Journeys Home (JH), a pathbreaking longitudinal study of people experiencing homelessness and people at risk of homelessness in Australia, are used in this article. In many cases, the private information that participants have predicts entries better than the public information that agencies can obtain. Ways in which this private information can be used to improve service delivery are suggested.  相似文献

Although almost all homeless people are poor, most poor people do not experience homelessness. We use a detailed national survey to explore the role of social ties—including connection to relatives, friends, and religious community—in explaining why only a subset of poor adults fall into homelessness. We find that lifetime incidence of homelessness is reduced by 60% for individuals with strong ties along each of these dimensions. Ties to relatives are most important, followed by ties to religious community, whereas ties to friends are not associated with reduced incidence of homelessness. We also find that among currently low-income individuals, social ties are not associated with income, providing evidence that our results are not explained by unobserved variation in historical depth of poverty that is potentially correlated with our measures of social ties.  相似文献

Because homelessness assistance programs are designed to help families, it is important for policymakers and practitioners to understand how families experiencing homelessness make housing decisions, particularly when they decide not to use available services. This study explores those decisions using in-depth qualitative interviews with 80 families recruited in shelters across four sites approximately six months after they were assigned to one of four conditions (permanent housing subsidies, project-based transitional housing, community-based rapid re-housing, or usual care). Familiar neighborhoods near children's schools, transportation, family and friends, and stability were important to families across conditions. Program restrictions on eligibility constrained family choices. Subsidized housing was the most desired intervention, and families leased up at higher rates than in other studies of poor families. Respondents were least comfortable in and most likely to leave transitional housing. Uncertainty associated with community-based rapid re-housing generated considerable anxiety. Across interventions, many families had to make unhappy compromises, often leading to further moves. Policy recommendations are offered.  相似文献

Falling levels of membership and activism are threatening the Labour Party's status as a mass party. This problem has to be seen in the context of growing disillusionment with formal politics in Britain, especially among young people. If Labour continues to fail in socialising future generations of members and activists into its mission, its fate will be sealed. This article examines Labour's relationship with young people, with particular attention to the organisation of the Party's youth sections. It utilises the results of original research into the attitudes of young members to diagnose the problem of young people in the Labour Party, and assesses the prospects of meaningful reform.  相似文献

Federal, state, and city governments spend substantial funds on programs intended to aid homeless people, and such programs attract widespread public support. In recent years, however, state and local governments have increasingly enacted policies, such as bans on panhandling and sleeping in public, that are counterproductive to alleviating homelessness. Yet these policies also garner substantial support from the public. Given that programs aiding the homeless are so popular, why are these counterproductive policies also popular? We argue that disgust plays a key role in the resolution of this puzzle. While disgust does not decrease support for aid policies or even generate negative affect towards homeless people, it motivates the desire for physical distance, leading to support for policies that exclude homeless people from public life. We test this argument using survey data, including a national sample with an embedded experiment. Consistent with these expectations, our findings indicate that those respondents who are dispositionally sensitive to disgust are more likely to support exclusionary policies, such as banning panhandling, but no less likely to support policies intended to aid homeless people. Furthermore, media depictions of the homeless that include disease cues activate disgust, increasing its impact on support for banning panhandling. These results help explain the popularity of exclusionary homelessness policies and challenge common perspectives on the role of group attitudes in public life.  相似文献

In this paper, a framework is presented for exploring how youth perform their citizenship through political engagements. The framework provides a way to explore the agency of youthful citizens as imagined by different agents and the ways that youth understand their performances as citizenship. Using interviews with university students and administrators at six universities in Manchester and Glasgow, a distinction is highlighted between agency and the performance of political acts in the production of citizenship, and the implications of this distinction for the development of autonomous citizens.  相似文献

Since 1987, billions of dollars in homeless assistance have been allocated annually by the U.S. federal government. Yet few evaluations of homelessness interventions exist. This study analyzes the likelihood that households in Georgia returned to shelter within two years of leaving one of three interventions: rapid re-housing (RRH), transitional housing (TH), and emergency shelter (ES), with the latter serving as a reference. Using propensity scores, RRH households were matched to comparable TH and ES households. Generalized linear mixed modeling then controlled for household characteristics as well as variation between intervention implementations. We find that the likelihood of returning to shelter did not seem to be affected by whether study households were gradually transitioned or rapidly placed into housing. Additionally, the effect of TH for households without children seems highly dependent on the intervention’s implementation, which deserves further study. Our findings are generalizable to a small, better resourced segment of the general homeless population.  相似文献

The Liberal-National party government is making major changes to a number of policy settings. It pledged a commitment to a strict program of budgetary restraint in its first Budget of August 1996. Its Workplace Relations and Other Legislation Amendment Bill (1996) signified its intention to introduce a 'revolutionary new era' in Australian industrial relations. This involved introducing individual employment contracts, limiting the Australian Industrial Relations Commission's (AIRC) powers and reducing unions' role in enterprise bargaining. Less noticeable has been the government's pursuit of major reforms to Australia's education and training policies. These education and training initiatives are taking place in a context of seemingly permanent unemployment or what has been called 'the end of work' (Rifkin 1995). If such claims overstate the case, the training and education initiatives are occurring in the wake of 'normal, autonomised processes of modernisation' which are opening paths to a new post-industrial order (Beck 1994: 3). But there are a number of questions to be raised about the extent to which a concern for equity and the protection of those most at risk in such a process may be compromised by complete faith in, and too eager a support for, market processes.  相似文献
