The Winter Commission Report was centrally concerned with improving the performance of state and local governments. Since the issuance of the commission’s report in 1993, the delivery of services by state and local government has been substantially changed by the growing role of nonprofit organizations in providing public services and representing citizen interests. As a result, state and local governments and nonprofit agencies are faced with complex governance challenges. The central argument of this paper is that despite the dramatic changes in the relationship between government and nonprofit organizations in recent years, the key tenets of the Winter Commission report—the need for improved training and education, greater transparency and accountability, more emphasis on performance, and improved citizen engagement—remain deeply relevant in improving the governance of the public services in an increasingly complex policy process and service delivery system at the state and local levels.  相似文献

The persisting Eurozone's crisis is a combination of a sovereign debt crisis and a banking crisis that have been triggered by the Global Financial Crisis. The sovereign debt crisis is the consequence of a policy laxity for applying the principles and fiscal rules of the monetary union, which led to macroeconomic imbalances and enforced the mispricing of risks by the markets that in turn contributed to escalate the banking crisis. To address the consequences of the Eurozone's crisis, the European Union has implemented a new crisis management framework, which, however, is not immune to trials. The present paper follows a tripartite structure and begins by examining the causes of the Eurozone's crisis and draws its lessons. Second, it examines the reforms of the new crisis management framework and highlights their key challenges. Third, in light of these lessons and challenges, a return to three ‘fundamentals’ is advocated and the case of enhancing the position of the European Union within the area of international financial regulation is built to highlight how this is an optimal policy area for addressing the endemic weaknesses of the Eurozone and how this can contribute to securing a sustainable growth. The symposium aims to analyse the politicisation of the European issue following the onset of the Eurozone crisis, in particular its impact on individual attitudes and voting both at the national and supranational level. By way of an introduction, we address the state of the art on the importance of the Eurozone crisis for EU politicisation, as well as outlining each article and its contribution. While our authors may sometimes focus on different dependent variables, they all speak to the question of whether the Great Recession made a lasting difference, and whether EU politicisation matters. Most articles are longitudinal, and test for changes due to the crisis (Dassonneville, Lewis- Beck and Jabbour; Ruiz-Rufino; Talving and Vasilopoulou; Jurado and Navarrete). But preoccupation with the Great Recession is also present in the articles assessing the political learning that unfolded from it (Ruiz-Rufino), or the ones which investigate whether EU effects can be detected during the post-crisis years (Talving and Vasilopoulou; Lobo and Pannico; Heyne and Lobo). Despite the diversity of approaches, and certain differences in findings, each article contributes to a major debate ongoing in the literature, especially three key debates which have arisen: the crisis’ impact on European party systems, economic voting, and the degree of legitimacy of democratic systems.  相似文献

There is little doubt that the European Central Bank (ECB), and in particular its presidency, has taken the lead in tackling the euro crisis. But can this leadership be also characterised as charismatic? This article answers the question by focusing on language – a key component as well as a reliable indicator of charisma. By means of a software-assisted content analysis of the entire corpus of ECB presidential speeches, it is found that the crisis has indeed led to the emergence of the Bank's presidency as a charismatic euro leader. This in turn confirms the recent politicisation of the ECB, but at the same time might be seen as mitigating the problems related to the Bank's democratic deficit, to the extent that charisma can be seen, from a Weberian standpoint, as an alternative source of political legitimacy.  相似文献

This article suggests that key bureaucrats play a decisive role in times of welfare crisis. It argues that key bureaucrats, through their advice, define both the type of welfare crisis and the range of possible solutions, which have at least two important consequences: First, it broadens the distribution of welfare cuts, as key bureaucrats—contrary to politicians—have no interests in targeting special voter groups. Second, it enables political compromises, as both the government and the opposition trust the key bureaucrats' expertise. These suggestions are tested empirically in a case study of Sweden in the 1990s. It shows that key bureaucrats did indeed influence both the distribution of the cuts and enabled a compromise between the center-right government and the Social Democratic opposition.  相似文献

This article examines how electronic funds transfers and electronic benefit transfers have become integral components of digital government. These technologies have forwarded many of the principles of the Winter Commission, including the development of lean, responsive government. The greater efficiency and cost savings for the federal and most state governments have not been achieved without encountering and dealing with serious matters related to customer service, contracting, collaboration, management, and implementation. These issues arise in the normal daily use of electronic payment technologies, but they are magnified in crisis situations, as demonstrated by disaster relief operations during Hurricane Katrina.  相似文献

Crisis management (prevention, preparedness, response, and reconstruction) is a tough task for political and bureaucratic leaders. This article documents the persistent tensions between the expectations and realities of crisis leadership. It explores the popular notion that crises provide key opportunities for reform. The very occurrence of a crisis is then thought to expose the status quo as problematic, making it easier to gain momentum for alternative policies and institutions. We argue that the opportunities for reform in the wake of crisis are smaller than often thought. The prime reason is that the requisites of crisis leadership are at odds with the requirements of effective reform.  相似文献

Human rights is in crisis in the UK. It lacks significant political backing and public support. This ‘insider account’ of York becoming a human rights city suggests that there is a need to rethink approaches to human rights. The article looks at the strategies adopted in the city; the annual city‐based indicator report which provides the key reference point for all local activities; and the declaration of York as a ‘human rights city’ in 2017 alongside its subsequent impact. The discussion is linked to two debates within human rights: how to define and build a culture of human rights, and what it means for human rights to be truly relevant at a local level. The new approach advocated can be summarised as participatory, locally informed, and related to everyday concerns.  相似文献

Trends in states’ civil service reforms since the Winter Commission’s report was published in 1993 are described and evaluated in the context of its recommendations. The authors argue that the commission’s reform agenda relies on a public service bargain that requires public employees, elected officials, and other stakeholders to respect, trust, and support each other’s efforts to serve the public interest. Its recommendations for modernizing state and local personnel systems are discussed and related to the “reinvention” and New Public Management initiatives of the past 20 years. Many of these ideas have been adopted by state governments, but there is no single reform model that has been followed across the states. Some states, such as Georgia and Florida, have engaged in radical reforms that include replacing traditional merit systems with at‐will employment models. The general pattern involves decentralization, deregulation, and limitation of employee protections. While many of the management‐oriented changes advocated by the Winter Commission are staples of states’ civil service reforms, its emphasis on a “trust and lead” strategy based on public service values, partnership, and leadership in the public interest has not received much attention. In general, objective evaluations of states’ reforms are needed to determine whether their purposes are being achieved.  相似文献

The study of crisis and emergency management—or mismanagement—during Hurricane Katrina will continue to proliferate in the near future. This article presents a global and international perspective on Katrina as a case of "grand failure" in crisis and emergency management, with lessons and implications for future crisis management. Benefiting from empirical data collected from international interviews, the essay presents a theoretical analysis of emergency governance and crisis management, discusses a detailed global perspective on Katrina crisis management as "management and leadership crisis," offers a number of key lessons learned from Katrina, and draws policy and administrative recommendations for future crisis and emergency management through a theory of "surprise management" that is adaptive, collaborative, and citizen engaging and draws on chaos and complexity theories to cope with hyper-uncertainties and unknowns.  相似文献

We study how Swedish citizens updated their institutional and interpersonal trust as the corona crisis evolved from an initial phase to an acute phase in the spring of 2020. The study is based on a large web-survey panel with adult Swedes (n = 11,406) in which the same individuals were asked the same set of questions at two different time points during the coronavirus pandemic (t0 and t1). The sample was self-selected but diverse (a smaller subsample, n = 1,464, was pre-stratified to be representative of the Swedish population on key demographics). We find support for the view that the corona crisis led to higher levels of institutional and interpersonal trust. Moreover, reactions were largely homogeneous across those groups that could potentially relate distantly to government authorities.  相似文献

It is now widely recognized that regulatory failures contributed to the onset of the global financial crisis. Redressing such failures has, thus, been a key policy priority in the post‐crisis reform agenda at both the domestic and international levels. This special issue investigates the process of post‐crisis financial regulatory reform in a number of crucial issue areas, including the rules and arrangements that govern financial supervision, offshore financial centers and shadow banking, the financial industry's involvement in global regulatory processes, and macroeconomic modeling. In so doing, the main purpose of this special issue is to shed light on an often understudied aspect in regulation literature: the variation in the dynamics of regulatory change. Contributors examine the different dynamics of regulatory change observed post‐crisis and explain variations by accounting for the interaction between institutional factors, on the one hand, and the activity of change agents and veto players involved in the regulatory reform process, on the other.  相似文献

In Michael Sandel's latest book entitled Democracy's Discontent (1996), he argues that the prevailing public philosophy (what he calls the procedural republic) that informs America's institutions undermines self-government and a sense of community. Does John Rawls support the procedural republic? Contrary to what Sandel contends, I argue that it is not fair to label Rawls as a leading proponent of the procedural republic. Rawls's egalitarian liberalism does not endorse the public philosophy that has informed American Constitutional Law and the political economy for the past half a century.  相似文献

Russia is permanently at a crossroads in its history, or standing in exasperation at a fork in the road but failing to resolve a geographical, historical and metaphysical dilemma: is Russia part of Europe or not? Russia holds a key but vulnerable strategic position in the heartland of Eurasia. Its geographical existence within a larger zone of Eurasian civilization meant that Russian culture had been shaped to a not insignificant extent by influences coming from Asia, that Russia was Eurasian and not European not only by virtue of its cultural patterns but also in terms of anthropological–racial considerations as well. The Eurasian Customs Union is clearly seen by Russia as a vehicle for reintegrating the post‐Soviet space, including the countries that fall within the sphere of the European Union's (EU)'s eastern neighbourhood. The Eurasian Customs Union is the vehicle through which Russia increasingly engages in ‘normative rivalry’ with the EU in the so‐called ‘shared neighbourhood’. These geopolitical and economic contraptions underpin the strategic calculations that have influenced largely the crisis of Russian Lebensraum escapade in Ukraine and EU's reaction. In taking stock of the ruling Fidesz party's project of ‘illiberal democracy’ in Hungary, this article first develops considerations based on Claude Lefort's democratic theory for critiquing ‘illiberal democracy’ and post-democracy alike, situating the former in an early 2010s post-democratic moment characterised by the emergence of a neoliberal crisis management regime in the Eurozone. ‘Illiberal democracy’ and ‘market-conforming democracy’ are both problematic from this standpoint insofar as they subordinate the key Lefortian dimension of democratic contestation to either the primacy of the markets or a reified conception of the ‘national interest’ as represented by a single party. The analysis then traces the development of ‘illiberal democracy’ and its construction of key signifiers such as the ‘national interest’ in programmatic speeches made by Viktor Orbán, from its beginnings in the post-democratic moment to subsequent crisis conjunctures in which it has redefined itself against ever newer threats.  相似文献

The COVID-19 pandemic is seen as the biggest crisis since World War II. What started out as a public health issue has quickly morphed into a political, economic, and societal crisis of epic proportions. Administrative capacity is a major factor in determining whether societies will emerge from this unprecedented situation with resilience and optimism or despair and disconnectedness, and whether trust in government will increase or decrease. Autonomous and competent public managers are key producers of such administrative capacity. This essay addresses those public managers, the unsung administrative heroes leading us through times of crisis from behind the scenes. Translating the state of the art in public administration literature, with a particular emphasis on publications in this journal, into accessible practitioner recommendations, it identifies three key competencies paramount to public managers in times of crisis: managing stakeholders, political masters, and collaborative networks.  相似文献

One of the key recommendations of the Winter Commission was the empowerment of governors over the executive branch. However, key institutions have not evolved in this direction; the long ballot still exists in most states, and the formal powers of governors have strengthened to their probable capacity. The authors suggest that a quasi‐formal power—the gubernatorial use of executive orders—may be a significant tool for empowering the governor in the state administrative realm. Analyzing all executive orders in 49 states for 2004 and 2005, they find variation in the aggregate use of and functions performed through these orders. Many executive orders do allow the government more direction and control of state bureaucracy. Finally, the authors suggest that the study of executive orders may be necessary to understand gubernatorial power in the executive arena and beyond.  相似文献

The following article joins the debate about the theoretical and empirical implications of the Asian crisis on Southeast Asian regionalism. It argues that the realist-institutionalist dichotomy does not provide a fruitful framework of analysis. ASEAN policies are characterized by a policy mix, albeit one that is influenced by a strong dose of realism - a tendency that has been exacerbated by the Asian crisis. The crisis has thrown ASEAN's collective identity into deep disarray - and thus also questions constructivist approaches. Departing from these theoretical issues the article traces ASEAN responses to the crisis in three key areas: economic cooperation, enlargement and values. The article concludes with a few lessons for regionalism which may be derived from the Asian crisis.  相似文献

This article draws on the contributions to this issue and related evidence to assay the extent to which the states and larger local governments have moved in directions endorsed by the Winter Commission in 1993 . The commission’s recommendations targeted (1) the political context of state and local governance, with a particular focus on executive leadership, campaign finance reform, and citizen engagement; (2) the specifics of public administration, with primary emphasis on empowering managers through internal deregulation and bolstering human resource capacity; and (3) the nature of the relationship between the national government and the states in a key policy arena. Significant changes in the fabric of state and local governance have occurred in each of these three areas over the last 15 years. Many of these modifications are consonant with the thrust of the Winter Commission report, but the evidence also points to the limits of state and local reform. Further reform initiatives should be built on systematic efforts to advance knowledge concerning the origins, nature, and outcomes of the array of institutions and processes present at the state and local levels.  相似文献
