With the establishment of provincial government in Papua New Guinea, the Organic Law has conferred on the provincial governments the authority to raise revenue using local revenue bases including retail sales taxes. These taxes have significant advantages and a sales tax on beer has particular benefits in P.N.G. in terms of potential yield and ease of administrative management. The tax is levied on the two breweries and the breweries collect the tax at their breweries and wholesale warehouses on behalf of the provincial governments. For the brewery with the dominant share of the market the arrangement under which it collects the tax for a commission and pays over quarterly to the provincial governments brings financial advantage. The brewery with a smaller share of the market and localized sales is less likely to be benefitting by the arrangement. For the future given expected beer consumption a change from a quantity based tax to ad valorem rates would be financially advantageous to the provincial governments, and would reduce the need for some provinces to seek tax sources elsewhere, but experience shows the general benefit of raising the tax, not at the point of final sale, but on the wholesaler or manufacturer.  相似文献

The individuals and circumstances involved in the creation of the first graduate urban studies program in Venezuela are recalled, beginning with the odernization of Caracas under the impulse of President Antonio Guzman Blanco, elected in 1870. Guzman Blanco converted himself into Venezuela's first urbanist with the establishment of organizational frameworks and completion of massive public works projects, which were based largely on the urban models of the US and Europe. Engineering and public health were consolidated as the two most influential sources of professional competence for guiding urban development. By the mid-1930s, growth fueled by petroleum revenues was causing rapid urbanization, and it became apparent that trained professionals able to manage the increasingly complex tasks of urban planning were in short supply. A new surge of modernizing construction began in 1936 and led to a cooperative arrangement with a French firm, whose personnel were to be required to train Venezuelan engineers for future service in urban planning. An influx of refugees from the Spanish Civil War and the increasing influence of urban planning processes in the US were also observed. The National Commission on Urbanism was created in 1946 as a dependency of the Ministry of Planning to facilitate public administration of the development and control of cities. Throughout the period, a debate was underway on the need for a multidisciplinary approach to urban planning versus a primarily architectural or engineering approach. In 1957, some consensus was reached on the need for urban planning to be viewed as more than a speciality of architecture. A framework was developed for a graduate program in 1969 in the Central University of Venezuela. The National Commission on Urbanism was disbanded in 1957, largely because of its excessive focus on architecture to the exclusion of other disciplines relevant to the urbanization process.  相似文献

This paper examines the gender distribution of the benefits of economic growth in several Asian economies from 1970–90. Using Borda rank ordering, we compare the progress made in these countries towards closing the gender gap in well-being. In addition to commonly-used indicators, trends in the ratio of females to males in the population are examined. We explore determinants of changes in this ratio, using regression analysis. The results indicate that gender equity in quality-of-life ratings is highest in those Asian economies that grew the slowest over the period in question. Further, the data indicate that economic growth does not have a significant effect on the female-to-male population ratios for this set of countries. Variables that affect women's bargaining power do, however, have a positive effect on relative female life chances, as does spending on public education.  相似文献

Throughout the Cold War, the United States and its allies mounted a massive atomic energy intelligence effort against the Soviet Union. Long-range, standoff technical systems provided the most data and allowed for successful tracking of many aspects of the Soviet nuclear program. Because of the closed nature of Soviet society and Soviet security and counter-intelligence measures, exploitation of open sources and traditional espionage operations, although important, were less productive. The relative lack of human intelligence made it difficult to understand important developments inside the Soviet nuclear complex and resulted in significant intelligence gaps.  相似文献

This article is based on the findings of a study developed to compare health care costs in the United States during 1970-80 with those of six other industrially advanced countries--Canada, France, the Federal Republic of Germany, the Netherlands, Sweden, and the United Kingdom. Although health care expenditures in the United States have traditionally been relatively high, as a share of gross national product, they were exceeded in 1980 in West Germany and Sweden and equaled by the Netherlands. All the countries experienced increases in health care spending that outpaced inflation in other sectors of the economy. For the decade as a whole, the United States encountered a slower rate of growth than most of the other countries, both in terms of actual expenditures and when adjusted for inflation as measured by the Consumer Price Index. As the decade progressed, however, most of the other countries succeeded in slowing their rate of increase to a greater degree than did the United States. The data also suggest that wage inflation was less of a factor in raising the cost of health care in the United States than was the case in most of the other countries.  相似文献

The pursuit of the common good must be understood from the reality that governing is ugly. The ability to grapple with situations that are ambiguous requires administrators to be cognizant of action that might be suspect but necessary to accomplish the public interest. This often requires them to become active players. John Rohr postulates that the U.S. Supreme Court's standards of strict scrutiny is one approach that could be used to justify such action. Building on this line of thinking, the strict scrutiny test can be used as a guide to shape the constitutive character of administrative statesmanship while simultaneously restraining it. The ability to balance formative action and restraint provides a different dimension to an understanding of administrative statesmanship. Even though this process is not easy, it helps administrators refrain from going beyond the mark and enables them to act like statesmen in seemingly unresolvable situations.  相似文献

Bangladesh has recently experienced a number of administrative, institutional, structural and policy reforms which have attempted to recast the modalities of the public delivery system and address the perennial issues of "efficiency, effectiveness and productivity" in the public administration system. A number of these reform packages have called for drastic changes in the mode of governmental operations/processes as well as in institutional arrangements.
In this article, the author has reviewed such reform efforts and their impact on the overall public administration training curriculum and academic programs of the training institutions as well as with the universities in Bangladesh. The entry–level training packages have not adequately covered the critical areas that have been highlighted by the different reforms. The article concludes with a suggestion to review all entry–level training programs and identify some thematic areas to make the training programs "practical, pro–active and action–oriented." A close collaboration between the universities and the public administration training institutions is also strongly recommended.  相似文献
