What does the American public label as “terrorism?” How do people think about the factors motivating violence, and in turn, the policies that are favored? Using ingroup and outgroup dynamics, we argue that the terrorist label is more readily applied to Arab-Americans than Whites, and to members of militant groups. Moreover, people attribute different motives to violence committed by Arabs versus Whites, and favor different policies in response. We conducted an experiment where we randomly assigned one of six stories about a failed armed attack, each with a different combination of ethnicity and group affiliation. We find that an Arab ethnicity and Islamist group affiliation increase the likelihood of labeling an act as terrorism. Attacks by Whites and members of a White supremacist group are less likely to be labeled terrorism. Rather, Whites are more likely to be called “mass shooters.” Despite never discussing motive, Arab-American attackers are more likely to be ascribed political or religious motives, while White suspects are more likely to be seen as mentally ill. Lastly, an Arab ethnicity increases support for counterterrorism policies and decreases support for mental health care.  相似文献

The Spanish executive centralized political power to manage the politics of austerity better in the aftermath of the Great Recession. This article analyzes the reinforcement of the power of the central government and argues that three explanatory variables—economic crisis, ideology, and party politics—account for recentralization, which is defined as fiscal consolidation, concentration of competences, bureaucratic rationalization, and ideological convergence. The debate about the motives and nature of recentralization (de jure vs. de facto) further polarized the center-periphery cleavage. Regional prosovereignty parties interpreted the reversal of decentralization as another sign that accommodation within Spain was not possible and that contestation was the way forward.  相似文献

Abstract

Central and Eastern European countries have made significant progress in their efforts to democratize postcommunist civil–military relations. Appointing civilian ministers of defense, improving institutional arrangements and asserting legislative oversight over the armed forces have been key priorities. Problems still abound and levels of reform vary in the region even after NATO's second enlargement since 1989. Challenges remain concerning competent democratic civilian management, and effective defense reform planning and implementation. This article argues that the lack of an integrated Ministry of Defense, the low level of civilian interest in defense matters, the reform-deterrent attitude of political and military elite, and ambiguous institutional lines of authority are factors that still hamper civil–military relations in Bulgaria. I assert that the domestic political environment and international factors together facilitate democratic civilian control over the armed forces.  相似文献

The article analyses the political communication strategy adopted by Sinn Féin in order to legitimize the Provisional Irish Republican Army's (PIRA) terrorist campaign during their transition from violence into mainstream politics. Their endeavours to portray a triumphant republican movement in spite of the huge gap between strategic aims and achievements are examined. The political and social rehabilitation of violent Republicanism, and how their leaders have evolved from pariahs to celebrities, is also assessed. The role of the media and political elites, as well as the political discourse of the PIRA and Sinn Féin, is analysed in order to examine how the republican movement has tried to rewrite its past in an attempt to gain political and social legitimacy. Consequently, the myths reproduced by republicans to disguise their failures as historical compromises, reproducing a more benign interpretation of history which distorts the causes and consequences of terrorism, are critically assessed. The article will focus on the struggle for the legitimacy of the terrorist campaign and the propaganda system which, in the words of Garret FitzGerald (Irish Prime Minister between 1981 and 1987), has managed to turn the republican movement into the “peace party” despite murdering thousands of human beings.  相似文献

The European Union's (EU) area of Freedom, Security and Justice (AFSJ) portfolio comprises policy areas such as immigration and asylum, and police and judicial cooperation. Steps were taken to bring this field into the mandate of the EU first by the Maastricht Treaty, followed by changes implemented by the Amsterdam and Lisbon Treaties, the last one ‘normalizing’ the EU's erstwhile Third Pillar. As the emergent EU regime continues to consolidate in this field, NGOs of various kinds continue to seek to influence policy-making and implementation, with varying success. This article seeks to establish the context in which NGOs carry out their work and argues that the EU-NGO interface is impacted both by the institutional realities of the European Union and the capacities of EU-oriented NGOs to seize and expand opportunities for access and input into the policy cycle. Using EU instruments representing three different policy bundles in AFSJ (immigration, asylum and judicial cooperation in criminal matters), the article seeks to map out NGO strategies in engaging and oftentimes resisting European Union policy instruments.  相似文献

Arthur de la Mare, an under-secretary of state at the British Foreign Office, wrote in 1967 that the ending of the Malaysia–Indonesia Confrontation of 1963–1966 was “the greatest success of British diplomacy in East Asia in recent years.” However, historians generally believe British influence in the process to end this conflict was extremely limited, as it has been widely accepted that this conflict ended through bilateral negotiations between Jakarta and Kuala Lumpur. On one level, this view is accurate, but “Confrontation” took months to end and, during this process, British, American, and Malaysian officials hoped to encourage a change in leadership in Jakarta and an eventual end to the conflict. Confrontation was an anti-colonial and a regional dispute greatly affected by the Cold War environment in Southeast Asia and, therefore, not immune from international events or actors, especially the final phase of the conflict.  相似文献

Although the Copenhagen school’s securitisation theory and their sectoral analysis are integral parts of European security studies, the school’s economic sector of security has almost been completely ignored. In this article I examine why this is, and whether it makes sense to retain this sector. In the process I flesh out the logic of securitisation in the economic sector. I suggest that one reason why the economic sector of security has been neglected is that real life examples fitting the Copenhagen school’s logic of security as the exception have – in this sector – remained outstanding. Research in other sectors of security has shown however that securitisation does not need to include extraordinary countermeasures; instead it can play out below the level of the exception. Using alternative formulations developed in securitisation studies that relax the threshold for the success of securitisation, I attempt to locate evidence of economic securitisation by looking at two empirical cases. 1) Russia’s economic blackmail of Ukraine at the start of that country’s ongoing crisis. 2) The EU’s conditional bailout of Cyprus during the Eurozone crisis which necessitated capital controls. On the basis of the empirical evidence gathered I conclude by arguing the case for the economic sector of security.  相似文献

During the post-war negotiations in the years of 1945 and 1946, the Soviets launched a bitter war of nerves against Turkey in order to establish a military base in Istanbul and share control of the Straits. It was crucial for Britain that the USSR be prevented from gaining any influence in Turkey. However, as Britain was in no position to support Turkey financially, American authorities encouraged by London and Ankara took over the responsibility for Turkey. This articles examines the Great Powers rivalry over Turkey and Turkey’s response to it. It argues that regional factors other than US–Soviet confrontation, such as Turkey’s security search against the Soviets, also played a crucial part in starting the Cold War in the Near East.  相似文献

The collapse of communism and the end of the Cold War have been accompanied by the spread of democracy, advancement in human rights, and the introduction of market reforms throughout the world. The Middle East has been no exception to this trend. There, in response to mounting economic crises and domestic pressures, several governments introduced democratic and economic reforms. This article investigates the progress that Middle East states have made on the path to political liberalization. In particular, it explores whether democratic reforms vary between regional republics and monarchies. To do so, the study analyzes patterns and trends associated with the distribution of political authority and human rights. The article employs five dimensions in this process, including electoral procedural democracy, liberal democracy, personal integrity rights, subsistence rights, and economic freedom. On the one hand, our findings comport with the view that Middle East states have not made significant progress toward institutionalizing procedural democracy and civil liberties. On the other, they lend support to the notion that liberalization is occurring in the region, particularly among monarchies.  相似文献

This paper discusses China and Russia and the Shanghai Cooperation Organisation Organisation (SCO), a Eurasian regional organisation established in 2001 and consisting of China, Russia and the four Central Asian republics of Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan. I argue that while the two largest members of the SCO are essential to the organisation, they at the same time prevent the SCO from becoming a more comprehensive regional organisation. Moreover, the actions and presence of China and Russia in Central Asia, together with inherently inauspicious characteristics of the region when compared to the post-Cold War new regionalist thinking, hinder the overall regionalisation in the area. However, regionalisation, hopefully in time leading to greater regional cooperation in Central Asia, is very much in the interests of Europe and the European Union (EU) as a potential peaceful way forward in the development of the region.  相似文献

Abstract

This article explores concepts and discourses regarding citizenship, nation-building and civic solidarity in particular with regard to diverse societies. Attention is given to diverging viewpoints on nation-building and different models on how civic solidarity could be achieved in heterogeneous societies. A distinction is made between Jacobinistic and syncretistic approaches to nation-building and citizenship, as well as between constitutional patriotism, liberal nationalism and deep diversity as models for achieving feelings of belonging, patriotism and social cohesion in heterogeneous societies. Nation-building in Africa and South Africa – and the implications thereof for sub-national groups – are furthermore considered. The role of the media in nation-building, on the one hand, and the accommodation of diversity, on the other, are also considered. The article ends with conclusions and recommendations on the role of the media in promoting discourses on diversity.  相似文献
