The Lehi, a fringe Jewish paramilitary group created in 1940, conducted a concerted terrorist campaign against the British authorities in Palestine during and after World War II, proclaiming that its activities were undertaken in the name of national liberation. Lehi was founded and led by Avraham Stern, also known as “Yair.” Scholar, intellectual, and poet, Stern developed a fundamental ideology of national and messianic Jewish terrorism, which became the ideological basis not only for the work of the Lehi, but also for later Jewish terrorist activism. The present article examines the intellectual foundations of Lehi terrorism and how its intellectual and ideological principles influenced Lehi's most controversial activities—internal terrorism and the execution of its own members. In conclusion, the author traces the impact of Stern's intellectual legacy on later generations of Jewish terrorists.  相似文献

ABSTRACT

The EU's normative promotion is a keystone in the arch of its Foreign and Security Policy, reflected in establishing a “ring of friends” in its neighbourhood. However, the EU's normative impact in these countries is often hindered by domestic constraints. Conversely, deeper socialisation through persuasion and “learning” may advance towards the promotion of EU norms better. By tracing the “learning” component of the EU's external perceptions in its Eastern (Ukraine) and Southern (Israel and Palestine) neighbourhoods, this paper elaborates upon the receptiveness of EU norms. Considering the specific attention that the ENP draws towards the support of civil society, this paper focuses on “learning” narratives of EU norms among civil society elites in Ukraine, Israel and Palestine as the key targets of EU assistance – with a particular focus on various conceptualisations of learning in the learning process. Notwithstanding perceptions of the EU as a normative power, we find that the learning processes remain too complex to be captured within a single theoretical framework. Whereas communicative rationality implies learning about each other's identities through rational arguing, our analysis demonstrates that identity performance is one of the most emotive and crucial factors in perceptions of learning.  相似文献

The article examines the interrelationship among propaganda, effect, and the Cold War during congressional debates over America's first peacetime propaganda program. Although the rise of the communication research paradigm affected the production of statistical evidence to measure the effectiveness of America's Cold War propaganda, this case study argues that the “war of words” metaphor further heightened the need for empirical proof of America's status in that conflict, Just as with any physical battle that relies on body counts and land measurements to determine the success of America's war efforts, the criteria for measuring the status of America's “war of words” were driven by a similar demand for “objective” proof. The longevity of the Cold War helped ensure the institutionalization of the communication research paradigm, which rejected the use of anecdotal evidence as support for the program's impact.  相似文献

Nigeria's abundant natural resource endowments should earn the country's bragging rights as the “Giant of Africa”. Instead, 52 years of corrupt practices among the often recycled ruling elites in post-independence Nigeria have crippled this giant and turned what should be one of the country's strongest assets – its vast oil wealth – into a curse. This article critically examines the concerns for corruption as an enduring obstacle to Nigeria's development writ large. After providing a historical trajectory of corrupt practices in Nigeria from the mid-1980s to the present, it discusses some of the recent corruption scandals in the country, in particular the issues surrounding the US$6.8 billion that was drained from Nigeria between 2009 and 2012 in the fuel subsidy scam. The conclusion makes a case for the reworking of a pervasive system in Nigeria that “pardons” corruption and “recycles” corrupt rulers.  相似文献

“It is difficult to escape the conclusion,” this historian has claimed in previous writings, “that in the foreign policy arena [Theodore] Roosevelt was probably the greatest of all US presidents.” Such a laudatory interpretation is built on an assessment of both the record achieved by Rooseveltian diplomacy during the years of Roosevelt's presidency and the long-term significance of TR's statecraft. In its own time Roosevelt's foreign policy success grew out of a sophisticated understanding of a complex international environment, a well-conceived perspective on America's interests within that environment, and a multitude of attributes in the realm of execution that usually enabled Roosevelt, even in the most challenging cases, to attain the results he was seeking. As to its long-range importance, Rooseveltian statecraft was anchored to three precepts that might be labeled the “precept of broadly defined US interests,” the “precept of US power,” and the “precept of Anglo-American leadership.” By conducting a foreign policy grounded on these precepts, Roosevelt – certainly well ahead of the great majority of his contemporaries – anticipated the type of foreign policy approach that would become and has remained the foundation for the practice of statecraft by many Republican and Democratic presidents and their most influential advisers from 1939 to the present day.  相似文献

The simultaneity of globalisation and the rise of powers such as China, India, Brazil and South Africa are raising fundamental questions about the aptness of the contemporary global governance architecture. A few years ago, former Canadian Prime Minister Paul Martin proposed a “Leaders' 20” or “L20” as an apex body for global governance. After having put the L20 proposal in theoretical and historical perspective, the paper investigates structural trends in favour of the L20 proposal as well as obstacles to it. Taking into account the challenges the world's powerful states are facing, an enlargement of the G8 looks inevitable. But thus far the obstacles appear to be even stronger. The paper concludes by elaborating on the idea that neither conducing elements nor obstacles are deterministically given.  相似文献

This article recovers states’ discursive practices regarding “international terrorism” in the 1930s. It examines the internal conditions of the discourse of terrorism among states in this period with a particular focus on its conspiratorial elements and suggests external conditions for this discourse’s emergence and order. Furthermore, it points to continuities and discontinuities between the 1930s discursive series and the constituent discursive forms of the contemporary global terrorism dispositif – an assemblage of power practices which bear on individual human bodies, populations or (rogue or fragile) states and which are all strategically oriented through the concept of terrorism. The purpose of such a genealogical history is to expand the space of dissent to power practices in the dominant structures of (terrorism) knowledge by problematising their object and the ways in which these formations are productive of human subjectivity.  相似文献

In the Nicomachean Ethics, Aristotle refers to Socrates five times: four references are to the contentious Socratic doctrine that “virtue is knowledge” the fifth is in the discussion of irony, “such as that of which Socrates was accused.” These issues are not conjoined accidentally. “Manifest appearances” attest that we can do worse than we know or know better than we do. Yet, the “problem of incontinence'’ is only half of the problem of the divergence of character and intellect, the mediocre and the extravagant in virtue. This paper examines the ideology of the Nicaraguan Sandinista National Liberation Front (FSLN) through an evaluation of official declarations, published objectives and analyses, stated objectives, and programs pursued. Since its seizure of power in 1979, the FSLN's efforts to “Leninize” the country have occurred gradually and often have been camouflaged. For example, the FSLN has promoted a ‘'people's church” to capitalize on the strong Nicaraguan religious sentiment while extending countrol over public life and undermining the official church. The paper describes the Sandinistas’ use of “magnet” and “salami” tactics to attract useful collaborators and restrict the influence of rival political organizations. While the FSLN ostensibly has tolerated other parties’ participation in the National Assembly, the Sandinistas in reality have required support for FSLN programs and have increased their own numbers in the assembly and gained control of the top positions in all state institutions, ministries, and the executive and legislative branches of government. Organizational changes have been geared toward centralization and hierarchization. As a result, the Nicaraguan state has been fully subordinated to the FSLN. Although the Sandinistas officially espouse a “mixed” economy with some room for a private agricultural sector as well as token political opposition, the author concludes that they are likely to continue on their course of increasing centralized control of virtually all aspects of public life, Leninizing of political structures, extending and consolidating the party's powers, and creating socialized economic patterns.  相似文献

ABSTRACT

Two psychological perspectives on terrorism are distinguished, approaching it as a “syndrome” and as a “tool,” respectively. According to the “syndrome” view, terrorism represents a psychologically meaningful construct with identifiable characteristics on individual and group levels of analysis. According to the “tool” perspective, terrorism represents a strategic instrument that any party in a conflict with another may use. Research thus far has found little support for the “syndrome” view. Terrorists do not seem to be characterized by a unique set of psychological traits or pathologies. Nor has research uncovered any particular “root causes” of terrorism. The vast heterogeneity of terrorism's users is consistent with the “tool” view, affording an analysis of terrorism in terms of means-ends psychology. The “tool” view implies conditions under which potential perpetrators may find terrorism more or less appealing, hence offering guidance for the “war on terrorism.”  相似文献

The present article analyzes the discourse employed by the left-wing nationalist movement in Spain's Basque Country to legitimize the use of street violence for political ends. I distinguish four “faces” of legitimation (“ex ante” vs. “ex post,” “for us” vs. “for others”) and argue that in a situation of radicalization of politically inspired (terrorist) violence, the discourse developed to justify violent action is principally meant for the organization's own following, and less to communicate with the outside world. Basque militants claimed that their strategy of political and military radicalization in the 1990s had been responsible for recent political successes of their movement.  相似文献

The relationship between the choice of a government system, namely semi-presidentialism, and the performance of democracy is the subject of current debate. This article considers Elgie's proposal for a positive correlation between premier-presidential forms of semi-presidentialism and the success of democratic transitions, and discusses the way in which Timor-Leste fits the model as well as the need for a clear view of the incentive mechanisms at play. It further analyses the importance of “independent” presidents with “moderating powers” as a way of achieving inclusive governance and to facilitate democratic consolidation. Contrary to suppositions that attribute a tendency for president-parliamentary regimes to succumb to conflict between the main political actors, the case of Timor-Leste suggests that the definition of the president's role as a “moderator”, and the exercise of the function by “independent”, non-party personalities counteracts such inclinations with positive effects on democratic consolidation.  相似文献

The search for common language has become a demanding issues in the Russia-EU relationship. One of the strongest messages contained in Russia's “sovereign democracy” concept is its desire to be regarded as a “normal” country, a full-fledged member of the international community. The concept embodies a search for its own subjectivity, which is ultimately felt to be a pre-condition for its self-assertion vis-à-vis Europe. Russia does not question any of the basic European norms; instead it seeks to offer an alternative version of each of them. For the Western audience, analysis of these concepts is essential for a better comprehension of Russia's foreign policy arguments.  相似文献

China's rise is a bargaining process between China and the outside world—especially with the United States. This article suggests two strategies, “socialization” and “legitimation,” which a rising power can use to seek “accommodation for identity” with the hegemon. Using China's peaceful rise after the Cold War as a case study, the essay then examines how China employed these two strategies to reach bargaining deals on the arms control regimes and anti-separatist movements in Xinjiang with the outside world. It concludes that the United States needs to take China's bargaining efforts seriously and consider possible peaceful accommodation with China.  相似文献

This article is drawn from interviews with thirty‐one of mediation's “founders,” those pioneers who began mediating in the 1970s and 1980s, when the field was young. They describe what first attracted them to mediation and why they have remained active in the field. Some told us that they have found it to be both intellectually challenging and interpersonally satisfying to assist disputing parties in their search for a mutually acceptable resolution they could not find on their own. Others see mediation's collaborative approach to decision making as a means of bringing about social and political change that might be otherwise unattainable. The mediators also described the changes they have observed since they entered the field: mediation's dramatic growth, institutionalization in the judicial system, and market domination by lawyers and retired judges. Among the concerns they expressed were the prevalence of a mediation model that focuses primarily on the legal strengths and weaknesses of each party's position, and the dollar amount that should resolve the dispute, with little interest in creative outcomes. Other concerns are a lack of quality control of mediators and trainers, and unproductive debate about whether the “correct” approach to mediation is evaluative, facilitative, or transformative. The mediators who work on public policy matters, including environmental disputes, were the most positive about the opportunity for creativity in their work, considerably more so than those mediators whose practice is primarily business/commercial. The mediators' views of the future of mediation are remarkably similar — their general sense is that the type of mediation that takes place in the shadow of the courts is likely to increase and to become even more routinized than it is at present. Several respondents told us that they also expect to see substantial growth in the use of mediation to resolve public policy issues. Many of these mediators predicted that this type of mediation is likely to be carried out by organizational insiders, rather than outside interveners. As one mediator said, “Maybe there's a new set of mediation roles for people within traditional institutions, not just for free‐standing neutrals.”  相似文献

President Dmitry Medvedev is neither a “liberal” nor a “puppet” of his mentor, Vladimir Putin. He is a capable politician, who appears genuinely to believe in the rule of law. Yet his formative policy experience has been overwhelmingly dirigiste, the approach that is unlikely to change fundamentally under his presidency. Medvedev's personal preferences in foreign policy are largely in line with the policies initiated by Putin, although his rhetoric and style will likely be more conciliatory. He will inherit a plethora of problems created by Russia's assertive policy, both in its near and far abroad. Moreover, the institutional constraints and informal rules within which Medvedev will have to operate make policy continuity more likely than policy reversal.  相似文献

This article examines, compares, and contrasts the ways in which “global jihadis” have trained for terrorism in Western Europe. Before the invasion of Afghanistan, the terrorists received training in Al Qaeda paramilitary camps. After invasion, they had to find alternative training methods and arenas. It is widely assumed that the Internet has taken over the role of the Afghan camps. The current survey suggests that the Internet's role as a “virtual training camp” might be overstated. Although the Net has become an important tool for terrorists on many levels, they maintain an urge to obtain real-life, military-style training in jihadi combat zones. Despite difficulties and risks, many of today's terrorists attend terrorist training facilities in Pakistan or other places. The main characteristic of training practices after the invasion of Afghanistan seems to be that, from an organizational perspective, the push for training and preparation comes from “below” rather than from “above.”  相似文献

Gender and Development (GAD) theory has been enthusiastically embraced by all leading official donor agencies as the basis for initiating women's development initiatives in developing countries of the South. Based on a field survey of women's development initiatives in Sri Lanka, this paper shows the difficulties encountered by aid-dependent developing countries in the South in using the concept “gender”, as defined in the GAD theory, in their women's development activities, especially at the local community level.  相似文献
