A central concern of much contemporary Marxist scholarship in international relations (IR) is to internally relate global capitalism and the state system without reducing one of these systems to an epiphenomenon of the other. A recent attempt at this is Justin Rosenberg's reformulation of Leon Trotsky's idea of uneven and combined development (U&CD). This article examines the internal relations of ‘unevenness’ and ‘combination’ as presented by Trotsky and reworked by Rosenberg. From this anatomization of the concept, we focus on the problematic status of U&CD as a transhistorical general abstraction arising from the exchange between Callinicos and Rosenberg (Cambridge Review of International Affairs, 22:1 2008, 77–112) and suggest our own possible solution. We argue that while the uneven and combined nature of historical development represents a truly transhistorical phenomenon, its distinct causal determinations, articulated and expressed through inter-societal competition, are only fully activated under the specific socio-historical conditions of generalized commodity production. These theoretical points are illuminated through three specific historical examples (the Meiji Restoration, the ‘Eastern Question’ and the origins of the two World Wars). Finally, we illustrate some of the dangers of analytical overextension found in Rosenberg's own ambiguous use of U&CD.  相似文献

What is the status of Trotsky's notion of uneven and combined development within Marxist theory and how might it be fruitfully employed by Marxists in international relations? Is uneven and combined development a transhistoric general abstraction or does it need rooting in the relations, processes, tendencies and counter-tendencies of a particular mode of production? This article rejects Justin Rosenberg's recently drawn conclusion that uneven and combined development is usefully understood as a transhistoric general abstraction that potentially offers the basis of a transhistoric theory of the international. Instead it questions the value of transhistoric categories for Marxist theory and pursues the argument that uneven and combined development is best understood within the relations, processes and tendencies of the capitalist mode of production, arguing that capitalist social relations and political forms are historically unique in their capacity to generate both combination and unevenness.  相似文献

This article responds to the debate provoked by the author's ‘Does capitalism need the state system?’ (Cambridge Review of International Affairs, 20:4 2007, 533–549) and his exchanges with Justin Rosenberg (Cambridge Review of International Affairs, 21:1 2008, 77–112). It is divided into three parts. The first restates the issues, situating them in the context of a growing Marxist preoccupation with the international in recent years, and contrasts the ‘high road’—Rosenberg's attempt to use Trotsky's concept of uneven and combined development to provide a transhistorical perspective on intersocietal relations—with Callinicos's own preferred ‘low road’ of more focused analysis centred on the prevailing mode(s) of production. The second addresses the fundamental criticisms addressed to him by Hannes Lacher, Benno Teschke and John M Hobson, all of whom deny that there is a necessary relation between capitalism and the interstate system. The third considers the more specific comments offered by Neil Davidson, Gonso Pozo-Martin, and Jamie Allinson and Alex Anievas, before concluding with an appeal for a move off the terrain of abstract theory to more empirical studies that can test the relative value of rival conceptual constructions.  相似文献

Although Justin Rosenberg's academic writings have from the very beginning attempted to provide an alternative to neorealism in the form of Trotsky's theory of uneven and combined development (U&CD), his attempts at actually replacing it with a general theory of his own have been relatively recent. His initial attempts raised much interest and several responses. In his latest paper, ‘Basic problems in the theory of uneven and combined development, part II: unevenness and political multiplicity’ (Cambridge Review of International Affairs, 23:1, 2010, 165–189), Rosenberg acknowledges that in actual fact, despite his attempts to provide an alternative to neorealism, his own theory presupposed political multiplicity, and therefore in his latest article he has sought to rectify this by providing an account of the emergence of ‘politically fragmented space’ which is explicitly grounded in historical materialism (Pozo-Martin, Cambridge Review of International Affairs, 20:4, 2007, 554). As such, it is to be welcomed. However, this article argues that if we are to accept Rosenberg's theory of the emergence of multiplicity then it must provide a better explanation than other competing accounts. By using an alternative explanation of the rise of the international, this article demonstrates that Rosenberg's paper has failed to do this, and instead argues for the existence of a transhistorical anarchic environment arising from social rather than political multiplicity. However, U&CD is then used to explain both the intra- and inter-societal stratifications (the latter in terms of distributional structure) that arise. Associated with these stratifications is the inextricable intertwining of the modes of production and modes of inter-state competition. From this combination emerges the general tendencies of societal development, which then need to be applied to the concrete circumstances of history. In so doing, we need to account for the different analytical registers of genesis, structure, epoch and conjuncture and the unique concatenation of factors that pertain for each of these (Callinicos, International Politics, 6:3, 2005, 362).  相似文献

One of the more interesting and potentially powerful developments within Marxist approaches to the field of international relations has been the recent revival of Trotsky’s concept of uneven and combined development (UCD). However, it appears that there have been very few attempts within this literature to specify in concrete terms what is meant by mechanisms of ‘combination’. Failing this, UCD runs the risk of falling into triviality. To this end, this article suggests that migration has historically functioned as a crucial element of combined development, contributing to the uneven incorporation of non-capitalist societies into the remit of a developing world capitalist market. As illustration, I take settler-colonial development and the Great Atlantic Migrations as my focal point, drawing out a comparative study of Argentine and Canadian wheat production in the late nineteenth century. In positing these migrations as mechanisms of combined development I suggest that such were the means by which both European capitalism developed extensively and intensively and New World societies were subjected to the ‘pressures of backwardness’, compelled to transform their own social relations of production.  相似文献

This article seeks to examine the foreign policy behaviour of weak states in regions marked by politically turbulent geostrategic environments. An analysis of Afghanistan's foreign policy behaviour vis-à-vis Pakistan and India lends focus to this aim. India–Pakistan rivalry has gained traction as a key factor in determining Afghanistan's stability in the wake of the drawdown of Coalition forces. Missing from this debate, however, is consideration of Afghanistan's agency as a weak state with an independent set of policy preferences. Based on primary interviews with a diverse set of Afghan political actors the article outlines two competing policy advocacies: Pakistan friendly and Pakistan averse. The article argues that these advocacies are key to understanding Afghanistan's India–Pakistan dilemma. Departing from the ethnic lens used to explain Afghan politics and its regional linkages, this article shows that Kabul's relations with Islamabad determine its approach towards New Delhi regardless of ethnic rivalries. Understanding domestic Afghan narratives in this regional context is therefore imperative to adequately assess South Asia's prospective security calculus.  相似文献

Using Michel Foucault's insights into the operations of power this article assesses the theoretical strengths of Robert Dahl's procedural democracy. It assumes a 'perfect' procedural democracy that functions according to the ideal standards, or five criteria, that Dahl introduces. In so far as this imaginary democracy is 'perfect' it will, according to Dahl, ensure a variety of goods such as equality and freedom. Theoretically speaking the controlling mechanisms that Foucault describes will not be able to function within Dahl's model, since they tend to annihilate the goods that it is meant to secure. The article reveals two central difficulties with Dahl's account. First it shows that a range of controlling mechanisms that suppress freedom and engender inequality could legitimately function within a 'perfect' democracy. Second, it argues that within this democracy, human traits inconsistent with the values considered essential by Dahl can still be generated. On a deeper level, the article concludes that a 'perfect' procedural democracy is untenable because procedures can never be divorced from power relations.  相似文献

This article examines how the Lisbon Treaty's changes to the European Union's (EU's) Area of Freedom, Security and Justice (AFSJ) have affected its ‘democratic deficit’. How this issue is perceived depends on one's conceptual understanding of democratic legitimacy. This article reviews key scholarly perspectives on this matter and organizes these according to Schmidt's concepts of ‘inputs’, ‘throughputs’ and ‘outputs’. The article then applies this framework to specific innovations of the Lisbon Treaty, including new roles for the European Parliament and Court of Justice in the AFSJ. The article concludes that the EU's latest treaty has improved its democratic deficit in some regards, but that many issues of democratic legitimacy remain.  相似文献

This article analyses the European Union's (EU's) largest European Security and Defence Policy (ESDP) military mission outside Europe to date; Eufor Tchad/RCA was a 3700-strong force involving personnel from 23 states, deployed to Chad and the Central African Republic for 12 months from March 2008. Far from this mission achieving EU ‘supremacy’ or projecting an ‘imperial’ reach, an evaluation of its objectives and achievements reveals acute limitations in the EU's ability to project power. The article analyses the context in which Eufor was conceived and deployed. It notes that the mission's weaknesses, like those of the United Nations mission to whom the EU transferred its security role in 2009, reflected its convoluted origins and objectives. Finally, the article examines whether the EU as a unitary actor has the desire or the ability to ‘replace’ individual European nations—in this case France—in their post-colonial military and ‘humanitarian’ roles in sub-Saharan Africa.  相似文献

This article traces efforts to mainstream social issues in the institutional architecture of the IMF, attributing the lack of progress in this area mainly to the Fund's organisational culture, which steers the IMF towards the path of least resistance when it comes to policy innovation. Whereas the IMF is frequently portrayed as a puppet of powerful member states, this article identifies the Fund's organisational culture as the central factor explaining the slow pace of mainstreaming social issues in the Fund’s architecture. In the absence of member state leadership on this issue, and in light of committed management’s limited room for manoeuvre, IMF staff enjoyed much leeway to pursue an approach that was most suited to their skill set, ideological orientations and the Fund's core mandate. Due to the Fund's strictly hierarchical structure, its recruitment policies, insufficient self-evaluation and reluctance to seriously engage with reform initiatives emanating from civil society, social issues are far from being mainstreamed in the Fund's daily operations.  相似文献

This article is written from the perspective of a health activist engaged in research on women's health. It lays out a methodological framework for studying issues concerning women's health, and goes on to describe a range of tools for collecting qualitative and quantitative information from the field. This article explores the changing dimensions of women's empowerment over time in three Bangladesh villages where one of the authors has been conducting research since 1991. The article discusses theoretical issues related to the measurement of women's empowerment, and describes findings from a recent study in the villages exploring the current salience of indicators developed for a 1992 survey. In the article we discuss the types of social, economic, and political change that affect the measurement of women's empowerment; propose and explain a new set of indicators for the rural Bangladesh setting; and discuss implications for measuring women's empowerment in other settings.  相似文献

This article argues that the Franco–American antagonism of the 1960s, which culminated with France's partial withdrawal from NATO in 1966, stems from French president Charles de Gaulle's decision in the aftermath of the failed May 1960 Paris Summit to radically redirect French foreign policy away from its post-World War Two Atlantic orientation to a more European one. By linking the failed summit to de Gaulle's new perception of the Cold War, this article moves de Gaulle scholarship away from interpretations of his foreign policy as the product of anti-Americanism or an anachronistic vision of French power to an understanding rooted in his recognition that the changing dynamics of the Cold War required the Western Europeans to reduce their military dependence on the United States. Since American leaders would never willingly relinquish their dominant position in European security affairs, de Gaulle's new design almost ensured a rising Franco–American tension.  相似文献

Learning and knowledge management are crucial capacities for many NGOs. This article attempts to answer such questions as: why is learning seen as so important for NGOs? How do successful NGOs actually learn? And what role do key individuals or leaders play in this process? The article draws heavily on the findings of a study of South Asian NGOs, which suggests that an NGO's ability to learn is dependent on its organisational culture and in particular the development of an internal culture of learning. The case studies from South Asia reveal that the creation of this 'learning culture' derives primarily from the attitude of the leadership towards learning: at the heart of a learning organisation is a 'learning leader'.  相似文献

This article argues that attempts to buy insurgency out of violence can achieve temporary stability but risk producing new conflict. While co-optation with economic incentives might work in parts of a movement, it can spark ripple effects in others. These unanticipated developments result from the interactions of differently situated elite and non-elite actors, which can create a momentum of their own in driving collective behaviour. This article develops this argument by analysing the re-escalation of armed conflict between the Kachin Independence Organisation (KIO) and Myanmar's armed forces after a 17-year-long ceasefire broke down in 2011. After years of mutual enrichment and collaboration between rebel and state elites and near organisational collapse, the insurgency's new-found resolve and capacity is particularly puzzling. Based on extensive field research, this article explains why and how the state's attempt to co-opt rebel leaders with economic incentives resulted in group fragmentation, loss of leadership legitimacy, increased factional contestation, growing resentment among local communities and the movement's rank and file and ultimately the rebuilding of popular resistance from within.  相似文献

Contemporary political communication is marked by an evolving dialectical tension between public and technical forms of discourse. Using Ronald Reagan's explanation of the Iran/Contra arms‐for‐hostages initiative as a case study, this article explores the rhetorical uses of technical rationality and the dangers these appeals pose for public deliberation. A close reading of Reagan's March 4, 1987, Iran/Contra defense speech demonstrates that Reagan employed the Tower Commission Report's technical judgments to separate the ethical realm of the public from the nonethical realm of the technical. As a result, he was able to define the Iran/Contra affair as an instrumental problem of bureaucratic organization rather than a betrayal of the public trust. This strategy of demarcating the moral realms of agent from agency is conceptualized as both a moral dodge and an instance of what Kenneth Burke calls ironic discourse. The article concludes by contrasting Reagan's strategy with other recent political crises in which public servants did not separate their public virtue from their administrative responsibility.  相似文献

Based on findings from a qualitative study in northern Uganda, this article explores factors leading to gender-based violence (GBV) in the post-conflict African context. The crisis of masculinity becomes crucial to understanding women's vulnerability to GBV. This crisis stems from the trauma of losing one's internal resources – socially constructed identity role and purpose, and one's external resources – wealth and productive assets. We find that armed conflict replaces the positive male identity as household head with a destructive model of masculinity. It is the interaction between negative masculinities and extreme poverty that characterises the prevalence of GBV in such conditions.  相似文献

In this article, I outline how Henri Lefebve's theory of the event helps conceptualise the emergence of recent assembly movements. Scholars of time and temporality have critiqued conventional framings of events, instead often understanding these as ruptures in temporal narratives. Moving beyond the deconstruction of framings of events, several scholars have begun to engage with the contested forms of timing and rhythm emerging from them. Lefebvre's theory provides tools to build on this approach in order to conceptualise the event of assembly politics. Lefebvre's theory furthers the turn to timing by highlighting the interrelationship between space and time and engaging with the complex “totality” from which movements emerge. Lefebvre's theory provides a framework to track how seemingly micropolitical phenomena emerges from and reverberates on a worldwide scale. The insights gained from Lefebvre's theory are illustrated through an analysis of the emergence of the 15M movement in Spain.  相似文献

This article complements the view that socio-political elements underpin the causes of the current crisis by focusing on the 'Latin Americanisation' of Argentina through the acuteness of social tensions. This is attributed to economic and political change since the 1930s, through an increasingly 'politicised state', captured by self-interested actors and alienated from civil society. Based on a brief theoretical overview of state-society relations in Latin America, the essay examines how Argentina's political economy set it apart from the rest of the region until only recently. The article argues that due to dramatic changes beginning with the last military regime (1976-83), Argentina is becoming more like the rest of Latin America in its pattern of state-society relations, and the current crisis is only the most dramatic reflection of this. It concludes that the challenge facing all Argentines is to take advantage of this 'good opportunity' to set the historical record straight, so to speak, and use the space these democratic institutions provide to resolve longstanding problems before the crisis turns into a tragedy.  相似文献
