This article examines the values and attitudes present within the 2002 video game Tom Clancy’s Splinter Cell, and the methods employed to convey them. It compares the game’s message with the rhetoric contained in the Bush administration’s post-9/11 “war on terror” narrative. A qualitative content analysis of a Splinter Cell “game movie” and gameplay sessions is undertaken to examine the messages communicated through elements of simulation and representation. This article finds that Splinter Cell and the “war on terror” narrative express similar perspectives of terrorism and counterterrorism. First, both exaggerate the physical and normative threat of terrorism, and portray it as overwhelmingly powerful. Second, both sources justify violent counterterrorism action through claims of necessity, urgency and self-defence. Third, violence is consistently portrayed as effective for achieving the desired objective. Finally, violence and military action are represented as simple solutions that ultimately lead to victory over terrorism. The parallels between the messages within Splinter Cell and the “war on terror” rhetoric indicate that the game was shaped by the post-9/11 culture in which it was developed. More significantly, however, Splinter Cell perpetuates and legitimises the “war on terror” narrative by conveying its message through an immersive interactive environment.  相似文献

Although terrorism is widely understood to be the politically motivated creation of fear by means of violence in a target group, the nature of that fear is seldom explained or even considered. The present article attempts to close that gap by proposing a definition of terror as the apprehension of (more) violence to come. Because every terrorist act is perceived to be part of a potential series, terror is oriented towards the future and involves the imaginary anticipation of prospective events. On the basis of this definition, I will examine the problematical role of counterterrorist discourse. As the statements of public officials and security experts in the run-up to, and during, the “War on Terror” demonstrate, the peculiar dynamic of terror is, seemingly paradoxically, reinforced by counterterrorist rhetoric. With its insistence on the escalatory nature of terrorist violence and its repeated prediction of even worse attacks, counterterrorism contributes to the evocation of terror in the sense proposed here.  相似文献

In this article, we interrogate how the logic of the drone reconfigures state terrorism through the politics of (in)visibility. We argue that the everyday life of the drone can be both dull and disastrous, and thus demonstrates how state and non-state terror operate around different logics of visibility and witnessing. Enhanced sight and interpretation of data wrought by drones are distinct from the politicised act of witnessing. State terrorism, however, benefits from the privatisation and depoliticisation of the witnessing of the event through a minimisation of those who appear “visible”. Further, through the language of technology and security, drones help to classify the witnessing of the event. The event produces terror without witness, and without premonition, invoking the omnipresent power of god and thus blending divine retribution with profane catastrophe. We claim that state terror seeks to: (1) limit the exposure of the state to the act of witnessing and remembrance; and (2) through the ethos of privatisation, legalistically control the narrative of violence. In our conclusion, we discuss the implications of warfare in relation to (in)visibility, memory and drones.  相似文献

This article begins via an exploration of Jean Baudrillard's provocative claim that we dreamed of the ‘events of 9/11’ prior to their occurrence. Baudrillard's particular quote is introduced to raise questions about the politics of knowing and un-knowing in International Relations, with specific reference to risk and the “war on terror”. Building on postcolonial scholarship, this article points to the limits of contemporary approaches to risk and offers an alternative methodological approach – one it argues better identifies the power relations that structure the daily forms of knowing and un-knowing that give meaning to and invigorate articulations of risk.  相似文献

The “terrorism industry” that has been constructed by the war on terror has become institutionalised in the past decade, contributing in part to a significant increase in the overall public perception of terrorism and a dilution in meaning of the term “terrorist.” A linear regression analysis of the relationship of poll data collected from American citizens and frequency and lethality of terrorist attacks shows that this increased awareness has occurred despite the fact that terrorist attacks on American soil have decreased over the past decade. Considering the often-stated purpose of terrorists is to inspire fear, a central goal of the industry and the government should be to diminish these effects. However, the frequent and offhand use of the term “terrorist” fails to contextualise and counter the varied dispositions and motivations of terrorists and other non-state actors. To reduce public worry while working within the boundaries of the institutionalised terrorism industry, the study of terrorism should be conducted, and counterterrorist policies designed, using a new interdisciplinary framework that would allow the terrorism industry and the government to move beyond the binary designation of “terrorist” and “non-terrorist” to a greater spectrum of classification, from terrorists and violent non-state actors, to guerrillas, insurgents or criminals. A more nuanced framework could reduce public fear of terrorism and increase the effectiveness of counterterrorist policies.  相似文献

ABSTRACT

Security governance practices are contingent on the imagination of future threats. The “war on terror” has produced a very narrow imagination of threats, almost singularly focused on suspect communities that are Arab, Muslim, or perceived to be Middle Eastern. Discussing how immigration practices in Canada have been influenced by counter-terrorism trends, we argue that “terror identities” are mutable and highly racialised imaginaries that cast indelible marks of suspicion on subjects who are deemed as security threats. Examining the case of a journalist deemed inadmissible to Canada because of her “membership” in the Palestinian Liberation Organisation (PLO), we argue that terror identities impose authoritative control over the status and lived experiences of individuals who are cast through these racialised labelling practices. Focussing on the shifting characterisation of the PLO by Canadian officials as both political interlocutor and terrorist organisation, our purpose is to highlight how racialised imaginations of terror identities enact punitive and discriminatory practices.  相似文献

In this article, I examine the legacy of the discourse on political Islam in the context of George W. Bush's ‘war on terror’, reflecting on the role this discourse has performed in constructing and affirming the United States' self-identity as a beacon of ‘democracy’, ‘progress’ and ‘modernity’, in contradistinction to an Islamist ‘other’. It will evaluate the three most prominent manifestations of the modern rationalist paradigm in relation to the ‘war on terror’ discourse: the tendency to ‘ideologise terror’; the tendency to conflate Islamist movements and view them solely within a security/counterterrorism framework; and the tendency to employ double standards when distinguishing between what is regarded as legitimate and illegitimate uses of political violence. This article will then consider to what extent it is appropriate to label the period since the Obama election as a truly ‘post-war on terror’ politics.  相似文献

Federal courts are key actors in the U.S. government’s fight against terrorism because they adjudicate cases based on the USA PATRIOT Act, and accordingly make national security policy. We examine the extent that the terror threat influences judicial decisions in a dataset of 111 USA PATRIOT Act cases decided in the U.S. District Courts from 2001 through 2013, while controlling for other judicial decision-making variables. The results demonstrate that when a case involves a heightened terror threat, federal judges are more likely to defer to the government. Some key control variables are also significant.  相似文献

Since its birth in the last quarter of the twentieth century, the animal liberation movement has attempted to expose the transnational, global character of speciecism and institutionalised forms of exploitation. Within the American panorama, however, the “war against terror” following 9/11 had such a profound effect on (radical) activism at a legal and legislative level that the movement found itself in the position of having to reassess their focus, leading to theoretical and aesthetic responses to anti-terrorist rhetoric. The aim of this article is (1) to examine the manner by which anti-terrorist rhetoric affected the movement and how the movement appropriated such rhetoric to reinvent their own discourse, and (2) analyse the audiovisual semiotics employed by Denis Hennelly in his 2010 film, Bold Native, so as to address how issues central to the movement’s current struggle and assimilation of concepts such as “terrorism” and “patriotism” translate at an aesthetic level.  相似文献

The articles in this special issue are drawn from papers presented at a conference entitled “Neoliberalism and/as Terror”, held at the Nottingham Conference Centre at Nottingham Trent University by the Critical Terrorism Studies BISA Working Group (CSTWG) on 15–16 September 2014. The conference was supported by both a BISA workshop grant and supplementary funds from Nottingham Trent University’s Politics and International Relations Department and the Critical Studies on Terrorism journal. Papers presented at the conference aimed to extend research into the diverse linkages between neoliberalism and terrorism, including but extending beyond the contextualisation of pre-emptive counterterrorism technologies and privatised securities within relevant economic and ideological contexts. Thus, the conference sought also to stimulate research into the ways that neoliberalism could itself be understood as terrorism, asking – amongst other questions – whether populations are themselves terrorised by neoliberal policy. The articles presented in this special issue reflect the conference aims in bringing together research on the neoliberalisation of counterterrorism and on the terror of neoliberalism.  相似文献

This study explores regime, power, and violence in international terror crises (ITCs). It examines terror strikes and retaliations against the terror groups and their hosts. The exploration tests two hypotheses: first, democracies, like other states, retaliate, even at the risk of escalation; and second, strong democracies fight back with massive violence as do authoritarian regimes. Historical narratives of ITCs from 1934 to 2006 show that strong democracies were the most common targets of terror. Like authoritarian states, they responded to terror, but were the most violent retaliators, followed by weaker states, democratic or not. So the democratic constraints affect weaker states more than stronger ones. These trends draw attention to the destabilizing nature of international terror and its challenge to the peaceful resolution of international disputes.  相似文献

This article examines the Schmittian-inspired charge that liberalism is intrinsically imperialistic and that it dehumanises alternative illiberal political projects in ways that lead to disproportionate and indiscriminate violence. It focuses specifically on the charge that the US war on terror is the latest manifestation of this kind of liberal imperialism. Such an argument only makes sense when liberalism is combined with exclusionary modes of nationalism and realism. This synthesis underpins the “hard Wilsonianism” of American neoconservatism. The article argues that the Schmittian-inspired charge of imperialism cannot be properly directed at the more inclusionary cosmopolitan forms of liberalism, which is illustrated with reference to the Rome Statute of the International Criminal Court.  相似文献

Abstract

In summer 1985, a TWA plane was hijacked by Shiite terrorists to Beirut creating what turned to be one of the most impressive spectacles of the mass‐mediated “theater of terror.” After the event the American media were blamed for fanning the crisis atmosphere, giving the terrorists the publicity they craved, abetting the terrorists by reporting U.S. military movements, holding a brutal competition among themselves to get exclusive footage or interviews, harassing the hostages’ families, negotiating directly with the terrorists, milking the hostages still held by the terrorists for political and ideological declarations, and propagandizing the terrorists’ anti‐U.S. and anti‐Israel messages. The resulting debate that followed these accusations, illustrates the lingering argument regarding media and terrorism. While some claim that “the media are the terrorists’ best friends. The terrorist act by itself is nothing. Publicity is all”,1 others argue that the media are avoiding the “real terror” for ideological reasons, averting Western public opinion from U.S. terrorism by underreporting its share in Third World Terrorism.2 The ideological loadings of definitions and arguments are combined with confused interpretations of media effects and public opinion to yield an endless, futile debate. The purpose of the paper is to conceptualize basic effects of mass‐mediated terrorism by relating media effects studies to the case of terrorism and public opinion.  相似文献

ABSTRACT

This article provides a study of how the Malaysian state defines and redefines “terror” as the nature of militancy changes from the Communist insurgency to present day’s Islamist jihadism. Tracing such definitional changes, the article demonstrates how the portrait of a terrorist not only is inherently political (and at certain junctures, politicised), but also reflects the changing nature of the state. While able to ethnicise and externalise the Communist Terrorists (CTs), the rise of Islamist militancy forced the Malaysian state to shelve the term “terrorist” in favour of religious “deviancy” until the advent of the “war on terror”. Advancing along a state-driven Islamisation project, the discursive ideal that is the “Islamic state”, was securitised (1980–2001), normalised (2001–2013), and resecuritised (2014–2016) as a balancing act not only to neutralise the security threat but also to augment the state’s “Islamic” credentials for domestic political gains. Following the emergence of the Islamic State (IS), I argue that the Malaysian state is now embroiled in an “Islamic state versus Islamic State” dilemma, where in the face of a far enemy it cannot decisively eliminate, the state has no choice but to defend itself as a sovereign nation-state as well as an “Islamic” one, further problematising Islam in discourses of security and violence.  相似文献

ABSTRACT

In examining the Global War on Terror, the effects of presidential rhetoric on the framing of terrorism has been well documented. However, little previous work links terrorism and its status as an “othered” phenomenon to differential legal prosecution in a post-9/11 era. Using the Prosecution Project data set, we compared “othered” individuals, as defined by a Muslim, Arab/Middle Eastern, and/or foreign-born status, to “non-othered” individuals charged with terroristic felonies. Furthermore, we subdivided the dataset into three analytical time blocks: the George W. Bush administration immediately post-9/11, the latter half of the Bush administration, and the Obama administration. For the first and third time blocks, we found that “othered” individuals were prosecuted significantly more frequently than “non-othered” individuals. These findings call into question the effect of presidential rhetoric and the national framing of terrorism on the legal prosecution of “othered” individuals.  相似文献

The Bush administration's “Global War on Terror” has, by both defenders and critics, been characterized as unique. However, as this article shows, there is a long tradition, both in the United States and in Europe, of fighting wars against “savage tribes”—against enemies who fail to make a distinction between soldiers and civilians, and who use terror as a weapon. The problem of how to fight such groups was much discussed in the legal literature of the nineteenth century. This is a discussion from which it is possible to learn contemporary lessons.  相似文献

ABSTRACT

The well-established argument in the literature suggests that the higher state capacity is associatedwith the lower chance of experiencing civil conflict or higherchance of defeating the violent non-state groups. However, theliterature does not sufficiently address how these groups respondto increasing state capacity, and how their responses to that shapethe dynamic of political violence. I investigate the impact of statecapacity on terrorist group termination by exploring the waysterrorist groups respond to increasing state capacity. I argue thatincreasing state capacity might lead to a set of responses fromthe terror group in a way that it might induce the group to producemore terrorist violence to show that the group can still persist. Itmay also encourage the group to provide positive and negativeincentives to its constituents in order to rehabilitate its physicalcapacity to operate, and to prevent a shift of popular support a wayfrom the group towards to the government. Thus, such responsesof the group will decrease the likelihood of its terror campaign. Ialso expect that these arguments are especially relevant for ethnicor religious terror groups. For a century, intellectual debate on political violence has been dominated by efforts to romanticize the extremist and to invest him with the aura of the altruistic “freedom fighter.” It is astonishing that in the post-9/11 era, the terrorist's image continues to remain habitually mystified and ennobled, while terror attacks are justified as self-defense. “Terrorist discourse” is indicative of the universality of the intellectual position of the Left with regard to terror, national discrepancies notwithstanding. The present article evaluates leftist liberals' attitudes towards terrorism in the 20th-century Russian Empire, Europe, the U.S., and especially Israel—one of the epicenters of terrorism today. The article proposes to examine psychological responses to terrorism in conjunction with a range of contemporary reactions to threats, acknowledged or displaced with an assortment of mental constructs and rationalizations.  相似文献

Critical theory avows that “where there is power there is always resistance”. However, the practical implications and consequences of particular modes of resistance remain, within World Politics, under-theorised. In critical terrorism studies (CTS), this critical imperative to resist has recently emerged in the proposal to remember state terrorism. With this move, CTS aims to disturb the legitimacy of forms of violence/terror that emerge from the state. In this article, I argue that such an agenda of “resistance through memory” has already been put forth in the Global South (specifically, Latin America). Drawing on this historical experience, I elucidate some problems with the critical imperative to resist. More specifically, I show how in Brazil the Global South counter-memorial narratives of state terror share a common ground with the Global North counterterrorism discourses. I do so by analysing three underlying tropes of Brazilian remembrance that replicate Global North representations of terrorists: bestialism, pathology and dehumanisation.  相似文献
