Post-conflict elections are called upon to advance the distinct processes of both war termination and democratization. This article examines the patterns in seven cases where elections served as the final step to implement a peace agreement following a period of civil war. Such elections are shaped in part by the legacy of fear and insecurity that persists in the immediate aftermath of a protracted internal conflict. Comparative analysis suggests that interim regimes in general, and electoral administration in particular, based on joint problem solving and consultation may ‘demilitarize politics’ and help transform the institutions of war into institutions capable of sustaining peace and democratization. In Mozambique, El Salvador and, to an extent, Cambodia, processes to demilitarize politics prior to elections created a context that allowed the elections to advance both peace and democratization. In the other cases, politics remained highly militarized at the time of the vote, leading either to renewed conflict (Angola) or the electoral ratification of the militarized institutions of the civil war (Bosnia and Herzegovina, Liberia, Tajikistan). Interim electoral commissions provide an important opportunity to demilitarize politics by building consultative mechanisms and norms that increase confidence in the peace process and the legitimacy of the post-conflict elections.  相似文献

This article examines the role of armed parties in democratization. Usually considered volatile and thus excluded from the democratic process, we argue instead that in certain circumstances, armed parties can have a productive role in elections aimed at democratization – most notably by contributing to the balance of power between incumbents and opposition, both before, during and after elections. An in-depth analysis of the 2006 Palestinian elections, placed in comparative context, shows how arms affect the calculus of voters, opposition elites, and incumbents to make elections more competitive and democracy more likely. The article then directly addresses the objection that postponing disarmament fosters civil war, arguing rather that postponing disarmament may actually help promote peaceful, democratic outcomes of states emerging from civil war. It concludes by discussing the implication of the analysis for the study of democratization and for policies aimed at democracy promotion.  相似文献

Since the mid-1990s the Japanese government has pursued reconciliation initiatives aimed at fostering understanding between Japan and former POWs. Nevertheless, the POW issue remains relatively unknown in Japan. This article describes the profile and activities of the POW Research Network Japan (POW kenkyūkai), a civil society group consisting of professional and shimin (citizen/non-professional) researchers as well as concerned citizens investigating the subject of Allied POWs in Japan. The article explores how POWRNJ participated in and contributed to the contestation of memory of the Asia-Pacific War (1931–1945) during the last decade. It describes the manner in which the group promoted its views and strived to achieve its goals. On the basis of these findings, the article identifies the kind of roles the group played, and how it mattered in the debates on Japan's wartime past.  相似文献

Over the past few decades there has been a great deal of interest in the academic literature on the relationship between civil society organizations (CSOs) and the state, and the impact of state power on CSOs in the Middle East North Africa (MENA) region. Yet, despite this interest, very few detailed empirical explorations of these issues have been conducted to date. Of the detailed empirical work that does exist, none has focused on state–CSO relations in a democratic context in the MENA. This paper contributes to filling this gap by examining these relations and their implications in the Turkish context. More specifically, this paper explores the democratizing role of independent women’s organizations in Turkey and the ways in which the state has sought to exert power over and control these organizations. The methodology consists of a series of 38 in-depth interviews with both registered and unregistered women’s organizations from across the seven administrative regions of Turkey. The findings show that while CSOs do challenge the state in some regards, the state is by far the more powerful actor and very effective at moderating and de-radicalizing civil society. The state does this by controlling the areas in which CSOs can operate and be effective, and through the use of repressive measures. The results show that thease measures have the effect of tempering the demands of CSOs and reducing their capacity to challenge and counterbalance state power.  相似文献

Many observers contend that wartime civilian victimization is an instrument of political leaders to achieve a particular goal. This article examines whether retaliation for similar acts by the other side, the developments on the battlefield, or the behavior of international actors accounts for the ups and downs of this so-called one-sided violence. Using information from the Konstanz One-Sided Violence Event Dataset and other sources, we evaluate the empirical relevance of these complementary models statistically. Time series analyses of the weekly number of killed and harmed Muslims (Bosniacs) and Serbs during the Bosnian civil war support the military and the massacre logic. We show that the Serbian side decreased one-sided violence following a territorial conquest, but that its one-sided violence was not a reciprocal response to the Bosniac targeting of civilians. Conversely, the Bosniac side resorted to violence during times of increasing Serbian atrocities and when the fighting was particularly intense. The analysis reveals that most international interventions did not reduce the carnage, but that the Serbs responded to Russian moves.  相似文献

This article reports on an investigation into the events surrounding the State of the Nation Address in 2015 (SONA2015), during which opposition party members interrupted proceedings to raise questions about the controversial R208-million security upgrade to South African President Jacob Zuma's personal homestead, Nkandla, in KwaZulu-Natal, using public funds. The event raised issues about the constitutionality of the use of police in the National Assembly; the use of cell phone blocking devices; and the fact that television broadcasters were not allowed to broadcast the events as they happened. The investigation drew on a quantitative content analysis of print media coverage of SONA2015, as well as qualitative interviews with members of the Right2Know (R2 K) campaign in Cape Town and Durban. It explored their activities to “take back Parliament” and calling for a “people's Parliament”. At the core of the investigation was the role of civil society in the media-politics nexus with regard to strengthening democracy and democratic participation in South Africa, through an exploration of the case study.  相似文献

Given both corruption's and bureaucratic inefficiency's importance for development and good governance, understanding their causes is paramount. This paper argues that majority state ownership of most the most important economic sectors of a country results in higher levels of corruption and inefficiency. When political and managerial elites both own and manage the country's most important economic resources, they have greater incentives for corrupt or inefficient behavior. These elites use national resources at their disposal more for short-term personal and political goals than for long-term economic ones. This paper tests this hypothesis on a relatively underused, but often cited, data set from the 1980s. Using a cross-national, regression analysis, this paper finds that the best predictors a country's level of corruption or bureaucratic inefficiency are these: majority state ownership of significant economic sectors, levels of GDP per capita, levels of government spending, and levels of democracy. Other factors, such as common law heritage, percent of population that is Protestant, federalism, economic freedoms, or mineral/ oil exporting, were not consistent, significant predictors of either bureaucratic inefficiency or corruption. We also argue that Tobit may be the best estimation procedure for these data.  相似文献

探索国际河流合作通航中的经验及模式,对于化解矛盾和早日实现图们江合作通航有着重要意义。以次区域合作为背景,运用地缘政治与地缘经济理论与方法,对澜沧江—湄公河与图们江通航实践进行比较分析,基于正反经验提出了合作通航的冲突模式。研究表明,在国际河流的合作通航中,地缘政治向地缘经济的转移是前提条件,次区域合作是主要推动力,多维利益的平衡是核心问题,签署和规范国际河流法是根本保障。针对图们江合作通航中的矛盾冲突,指出了化解途径。  相似文献

ABSTRACT

Furthering Western style academic freedom has been challenging, as Arab countries, especially Libya, have known only autocratic regimes throughout their modern existence. Amidst its current political and social upheaval, Libyan society is drifting towards the unknown. The problem addressed in this study is the impact of political change on the state of academia but, more specifically, academic freedom. Since the intervention in Libya by NATO states, many academics have lost their jobs. Some have become refugees outside of Libya as a direct result of the appropriation of most of the governmental posts in the country by religious and political radicals. The research questions reflect ways in which the new inserted de facto leaders of post-transitional Libya have impacted life on Libyan campuses and academic freedom.  相似文献
