Abstract

The programme of the DoC-WILs is an initiative of the Department of Communication in collaboration with Telkom, established through the Human Resources Fund to enable human resources development at historically disadvantaged learning institutions. The Telecommunications, 1996 (Act 103 of 1996) establishes a Human Resources Fund to promote the provision of adequately skilled human resources at all levels of the telecommunications sector in numbers sufficient for the telecommunications needs of the country. The Department of Communication Web Internet Laboratories (DoC-WILs) emphasise skills development through the use of information and communication technologies (ICTs) in areas such as network management, creating Websites, use of e-mail and the World Wide Web, multimedia applications and Intranet development. It is, however, not known under what contextual circumstances this kind of ICT-usage will lead to interactive learning benefits and how the DoC-WILs should go about achieving them. This article therefore attempts to shed some light on the conditions under which ICT usage could impact on educational outcomes desired by the DoC-WILs and on how these DoC-WILs could best go about taking appropriate actions to improve the possibility of achieving desired interactive learning benefits. It is argued that the ability of the DoC-WILs to achieve desired benefits successfully is crucially dependent on contextual conditions, policies or processes that apply to the DoC-WILs or their users. This is in line with the social shaping of technology approach that local circumstances surrounding the deployment of ICTs in different sectors of society are more important in shaping the consequence of ICTs than technological variables.  相似文献

Abstract

The rise and effects of information and communcation technologies (ICTs) form the starting point of a few interesting theoretical accounts on the information economy and society. Even some more critical authors proceed in their argumentation from economic and social change in relation to major changes in the area of ICTs. This recent literature is often confusing, as the role of ICTs is perceived as all pervasive. As such, authors do not always distinguish between evolutions in specific sectors, at the economic level or at the level of social institutions and structures. This article has a twofold goal. First, it provides a systematised discussion of recent theoretical contributions on the information society. Second, it analyses these contributions in the light of its accounts of, relevance to, the developing world. It starts from the assumption that all too often no specific attention is paid to the developing world or that – in the case of more policy-orientated accounts – the theory on the information society is seen to be universal in character.  相似文献

Abstract

Numerous studies about the Internet have already been conducted or are in the process of being conducted. However, after several years there still is no clear understanding of what form Web-based or on-line communication should take to make it really valuable to the consumer.

The contribution of this article is its attempt to address the current contents of Web-based communication and to provide some ideas with regard to the shortcomings in this regard. It addresses the impact of the Internet on the South African society, the Internet as a new communication medium as well as its effect on organisational communication. It also argues that an on-line presence is no longer enough and that online customers want more value in terms of their online experience.

Although Web-based communication has become an integral part of many organisational practices, traditional communication channels or media will not necessarily become obsolete. The Internet is a new communication medium with much potential and can eliminate problems associated with traditional media and channels.

Web-based communication has become a powerful new means of communication in South Africa. Information has become more accessible, more affordable as well as more manageable to both individuals and organisations and has in the process also empowered South African society with more knowledge. However, new technologies are not only concerned with the availability of new communication channels, but also with the development of new credible communication messages for successful communication.

Web-based communication is a more complex task and requires a much more skillful approach to be successful than is the general belief among communication practitioners. After the initial rush to obtain an on-line organisational presence, organisations are currently concerned with the effective integration of the Internet into their traditional marketing communication mix. Marketers, public relations practitioners and advertisers today benefit from the advantages of Web-based communication in conjunction with traditional media. However, even though it is clear that the Internet has an impact on organisational communication (integration), it is less obvious what form on-line information should take to make it really valuable to the consumer.  相似文献

ABSTRACT

This study analyses messages within corporate web pages as physical indicators of the following: the extent to which sampled companies provide information communication technology (ICT) to the South African society in terms of geographical spread; the types of ICTs they provide; the nature of their support; and the members of society targeted. Through latent coding, it seeks to deduce whether the companies realise their role in social development by focusing their corporate social responsibility programmes on societal needs and to establish whether their support is broadly aligned with government priorities.

Although the study is exploratory in nature, it reveals the following noteworthy issues: The geographical spread indicates that seven of the 11 companies analysed focus their support for ICT on the country as a whole; most companies tend to provide a whole range of technological equipment rather than one type; the provision of equipment is coupled with training; and the support for ICT is largely aimed at schools.

It is inferred that the companies realise their societal obligations; support government priorities; and are committed to social development by creating appropriate mechanisms for access to ICT.  相似文献

Abstract

This article tries to problematise the link between communication, governance and development. The critical importance of a free and balanced flow of information to an engaged and active civil society, through an independent media and transparent government, has long been acknowledged. Communication plays a pivotal role in improving governance in developing countries.

The article assesses different communication strategies for the implementation of sustainable development. It distinguishes between short-term and long-term objectives in view of the Millennium Development Goals and new challenges such as globalisation, ICTs and liberalisation. In order to assess this in a more applied way, the article briefly outlines a set of media performance indicators, developed by UNESCO, and refers to recent events in Kenya to argue in favour of a communication for development perspective which focuses on the self-development of local communities. The basic assumption is that there are no countries or communities that function completely autonomously, and that are completely self-sufficient, nor are there any nations whose development is exclusively determined by external factors. Every society and community is dependent in one way or another, both in form and in degree.  相似文献

This article uses the controversy within the United States (US) military over the use of social media by individual military professionals as a window into larger debates about the nature of information-age conflict. Information and associated technologies are now central to the US military imaginary. But the controversy over social media is one indicator that the dominant discourse of information-age conflict is neither stable nor total. The introduction of a new technology can serve as an antagonism that turns latent, potential contradictions into substantive differences for policymaking. Thus, though the US military generally has embraced information and communication technologies (ICTs), the introduction of a particular ICT can still be a source of controversy. Military imaginaries, technologies and the relationships between them remain dynamic, contingent and sometimes contentious.  相似文献

ABSTRACT

Few technologies have generated as much interest, paranoia, and hype as the Internet. Its significance has been recognised by most major companies and institutions around the world. Analysts suggest that it may lay to waste global giants that do not adapt to it and allow new companies to spring from nothing to take their place (Chaldwick, 1998).

Companies in industries like computing, television, publishing and retailing have been quick to see the potential threats and opportunities from this network. Many are pouring in tens or even thousands of pounds developing websites, with little return of that investment within sight. Others may be less sure of the Internet's potential, but still feel that it is too important not to have a presence there. Distance education has been around in one form or another since the 1830s, but if distance education ever had a ‘boom’ era, we are in it now, and have been in it for remarkable advances in the delivery of technologies available to us. One of these, of course, is the Internet. This paper will attempt to explore where distance education fits into the picture, with particular reference to Internet connectivity and use in developing countries, what the Internet can offer for distance education learners, constraints which hinder Internet use for distance education and solutions to these constraints.  相似文献

Abstract

Major forces such as globalisation, the digital network revolution and the empowerment of myriad new stakeholders have resulted in a blurring of communication genres such as marketing and corporate communications, and are redefining the role of the communications professional within business and society. Such fundamental changes require that both scholars and practitioners challenge their own assumptions and consider the implications of these paradigm shifts. The values of the modernist age, resulting in linear, top-down, consensus-seeking decision-making behaviour, must be revisited to make way for emerging values such as activism, dialogue, communal values and dissent, which allow for co-creation and a multiplicity of viewpoints. This article reflects on paradigmatic debates and identifies shifts from modern to postmodern organisational practice, and how these impact on communication practices and integrated communication. Consideration is given to some theoretical, practical, research and educational implications of these shifts as core driving forces towards the new emerging paradigm of strategic communication, which can best be conceptualised as purposeful communication to realise the organisational mission.  相似文献

Abstract

Recent theories about a global information society and the digital divide are rooted in older theories about mass media and development. A comparison between these theories shows that the main premises are still there: development is equated with economic growth, there is an enormous belief in the capacities of communication technologies to change a society, the Western model is promoted as being universally applicable and the only unavoidable way forward. Thus the idea that closing the communication gap will also close the development divide is still alive. On the contrary, history shows that the communication gap and the digital divide are consequences of a more general development divide.  相似文献

Abstract

Recruiting students to enrol at a particular institution is becoming a competitive and challenging process for higher education institutions. Therefore, institutions should create efficient and effective ways of providing relevant information to prospective students during their process of selecting an institution. The major communication channels that prospective students consult during their selection process, and the usefulness thereof for students, are important knowledge imperatives for higher education institutions. In this study, 12 different channels of communication, considered by students during a typical higher education institution selection process, were investigated. A non-probability convenience sample of 1 241 first-year students from six higher education institutions in South Africa was drawn. Findings suggest that female students attach a significantly higher value to nine of the 12 communication channels, compared to their male counterparts. There were also differences between the ethnic groups in terms of the usefulness of events on campus, high school teachers, open days and campus visits, as well as university publications. Higher education institutions can use the results to develop communication strategies that are more student oriented, in order to reinforce their image and to reach students more effectively through the appropriate communication channels.  相似文献

ABSTRACT

Tungiasis is a neglected parasitic skin disease widespread in resource-poor communities in sub-Saharan Africa, South America and the Caribbean. Stigmatisation of tungiasis sufferers has been identified as a key reason why tungiasis frequently progresses untreated in many parts of the world, however little research has investigated the specifics of tungiasis stigma or the communication strategies sufferers use to manage stigmatization. This article reports results of focus group and in-depth interviews regarding strategies used to manage tungiasis stigma from the perspective of persons living with tungiasis in Murang'a County, Kenya. Most frequently mentioned were withdrawal tactics. Participants also engaged in refutation strategies to deny responsibility for their condition. Implications for stigma management communication theory are discussed.  相似文献

Huge amounts are being invested in information and communication technologies (ICTs) such as mobile phones and their telecommunications infrastructure. Development agencies adopt a conventional view on the ‘climate’ needed to encourage such investment, believing particularly that good governance and security are required. We question this conventional view with a study of mobile telecommunications in three insecure states that score very badly in the Worldwide Governance Indicators. Data are limited, but they suggest that insecurity and ‘bad governance’ may not be the barriers to investment that are normally supposed. Indeed, it is possible – at least for this type of digital technology – that they may encourage investment.  相似文献

SUMMARY

Although “science” involves both theory and practice the significance of theory is often questioned in the field of communication studies. Some practitioners, for example, maintain that they need very little, if any, theory since their publics demand “results” and are not interested in theoretical debates. In similar vein it is argued that university students do not know how “to do the job” when they enter the field of communication practice. This article sets out to clarify some of the misunderstandings concerning the nature and role of theory in scientific practice and to show the need for a better understanding and closer cooperation between theorists and practitioners. Apart from suggesting a useful definition of theory for the purposes of the discussion, some common misconceptions concerning theory are addressed. It is argued that communicologists will only succeed in playing a meaningful role in a new South Africa if theorists and practitioners critically assess their own as well as each other's contributions and actively seek ways to cooperate in addressing critical issues in communication within the South African context. The article concludes with a discussion of some pressing problems currently experienced in the teaching of communication theory and offers some guidelines for selecting and presenting theory curricula relevant to communication and communication practice within the changing South African context.  相似文献

Abstract

The concept of play mediates between deliberation as a mode of reason and resistance as a mode of culture, thus opening a way to think about hostile comment (e.g., ‘flaming’) on online news forums as normal patterns of behaviour, instead of a departure from the received view of how citizens ought to consider matters of public interest. The play concept corresponds with current thinking around the notion of cultural citizenship. To illustrate the relevance of play theory in the analysis of online political discourse, this article uses an example from recent posts concerning the Protection of Information Bill (POIB) in the online site of the South African Mail & Guardian newspaper. The cogency of play theory to the concept of citizenship is argued through a discussion of how citizenship has been understood from the 1930s to the late 1980s and early 1990s, when the improved capacities of information and communications technologies (ICTs) made online deliberation a normal site for citizenship to be exercised.  相似文献

The authors reflect on the establishment and rapid evolution of an African electronic newsletter, Pambazuka News, an initiative rooted on the one hand in the relationship between information and communication technologies (ICTs), and (on the other hand) in the struggle against impoverishment and injustices. Among the main learning points are that electronic publishing is a long-term commitment, because of the trust established between the organisation providing the service and those using it. The immediacy of the medium enables information to move around in a range of different ways, and exerts new forms of mutual accountability. There remains, however, the critical issue of how to guarantee the resources to maintain such a service without compromising the content or diluting the purpose.  相似文献

In the last few years Africa has seen an enormous activity in the field of information and communication technologies (ICT) related conferences and initiatives on behalf of international and donor institutions. These initiatives became increasingly coloured by the rhetoric of an emerging global information society and the need for an African answer to these developments. With regard to this information society two documents hold particular relevance: the United Nations Economic Commission for Africa's, (ECA's) Africa's Information Society Initiative (AISI): An Action Framework to Build Africa's Information and Communication Infrastructure and the ITUs African Green Paper. Information and Communication Technologies (ICTs) have created new economic and social opportunities all over the world. Their use, however, continues to be governed by existing power relations whereby women frequently experience relative disadvantage. Amid this inequality are individuals and organisations that are working to use ICTs to further gender equality. These are the issues addressed by the BRIDGE Cutting Edge Pack on Gender and ICTs. The first section of this article consists of extracts from the Overview Report in the Pack. It describes ways in which women have been able to use ICTs to support new forms of information exchange, organisation, and empowerment. The second section, taken from the textbox ‘Telecentres: Some Myths’, describes three assertions which frequently lead to problems in all forms of investment in development-related information exchanges with poor or less powerful groups, not only those relating to telecentres and women.  相似文献

Amidst debates on whether virtual communities can exist as a solution to technological developments, evidence suggests that knowledge creation and sharing are symptomatic of Home sapiens which may develop into idiosyncratic Homo machinus in cyberspace. According to Geyer (1996, 60), the communication revolution, backed up by accelerating technological development, has created a substructure for the emergence of virtual communities. Recent writings on virtual communities acknowledge Knowledge management as the most often used strategy to bring the human side into the equation. Enabled by online interactive communication technologies, this strategy allows virtual communities to create and share knowledge across the globe, thereby creating a global knowledge-based virtual reality in cyberspace. This article explores what it means to be represented and how the nature of representation might change in an age of networks. Citizens' perceptions of political connection and disconnection are examined on the basis of quantitative and qualitative surveys. Abstract

South Africa is considered one of the few developing countries that has fully embraced the concept of information society and has formulated and implemented policy inititives in order to change society accordingly. By 1995 the theme of the information society started to surface regularly in political discourse and policy documents. Information and Communication Technologies (ICTs) and access to ICTs started to have prominence both in policy formulation and implementation. Although there was much talk about a Green Paper/White Paper process on the information society during 1996 and the beginning of 1997, such a policy process never materialised. To date, there is no document defining the government's view of the information society, no policy document outlining an integrated strategy to arrive there and no government department officially responsible for the coordination of policy initiatives. This article sets out to analyse the notion of the information society in South Africa and to analyse the broad evolution of South Africa's information society policy between 1994 and 2000.  相似文献
