The popular media and many in academia often overstate the role that religion, and its supposedly unique qualities, has played in recent acts of terror. In this article, I argue that the notion of religious violence is unhelpful and that there is a more useful concept that we can utilize to draw out the values and ideas that play a role in the move to violence in both religious and secular groups. From a series of case studies on religious and non-religious groups, I have drawn out an alternative framework for investigating and learning from the role that beliefs play in motivations and justifications for terrorism. This framework uses the concept of non-negotiable (or “sacred”) beliefs. It is as applicable to secular as it is to religious groups, and can show us much more about how such beliefs can contribute to violence.  相似文献

Sacred values differ from material or instrumental values in that they incorporate moral beliefs that drive action in ways dissociated from prospects for success. Across the world, people believe that devotion to essential or core values — such as the welfare of their family and country, or their commitment to religion, honor, and justice — are, or ought to be, absolute and inviolable.
Counterintuitively, understanding an opponent's sacred values, we believe, offers surprising opportunities for breakthroughs to peace. Because of the emotional unwillingness of those in conflict situations to negotiate sacred values, conventional wisdom suggests that negotiators should either leave sacred values for last in political negotiations or should try to bypass them with sufficient material incentives. Our empirical findings and historical analysis suggest that conventional wisdom is wrong. In fact, offering to provide material benefits in exchange for giving up a sacred value actually makes settlement more difficult because people see the offering as an insult rather than a compromise. But we also found that making symbolic concessions of no apparent material benefit might open the way to resolving seemingly irresolvable conflicts.
We offer suggestions for how negotiators can reframe their position by demonstrating respect and/or by apologizing for what they sincerely regret. We also offer suggestions for how to overcome barriers by refining sacred values to exclude outmoded claims, exploiting the inevitable ambiguity of sacred values, shifting the context, provisionally prioritizing values, and reframing responsibility.  相似文献

Theoretically, the “mobilization hypothesis” establishes a link between religion and conflict by arguing that particular religious structures are prone to mobilization; once politicized, escalation to violent conflict becomes more likely. Yet, despite the religious diversity in sub-Saharan Africa and the religious overtones in a number of African conflicts, this assumption has not yet been backed by systematic empirical research on the religion–conflict nexus in the region. The following questions thus remain: Do religious factors significantly impact the onset of (religious) armed conflict? If so, do they follow the logic of the mobilization hypothesis and, if so, in which way? To answer these questions, this article draws on a unique data inventory of all sub-Saharan countries for the period 1990–2008, particularly including data on mobilization-prone religious structures (e.g., demographic changes, parallel ethno-religious identities) as well as religious factors indicating actual politicization of religion (e.g., inter-religious tensions, religious discrimination, incitement by religious leaders). Logit regressions suggest that religion indeed plays a significant role in African armed conflicts. These findings are compatible with the mobilization hypothesis, and stress the impact of conflict-prone religious structures, and particularly, the fact that overlaps of religious and ethnic identities are conflict-prone. Future research should investigate the religion-ethnicity-nexus in more detail.  相似文献

What motivates state support for rebel groups? The literature on state support for rebel groups has made critical developments. In particular, scholarship has shed light on the impact of religious identity links. Less work, however, examines the level of religious institutionalism in external states. I argue that the impact of religious links is conditional on the extent to which religion is institutionalized in the external state. Religiously institutionalized states allow domestic religious forces more space in the political arena, which increases pressure on state leaders to support co-religious rebel groups. Using statistical analysis, I find that the interaction of religious institutionalism and religious links affects the likelihood of support. When an external state and rebel group have religious links, and the external state has a high level of religious institutionalism, the likelihood of support is high. In contrast, without a high level of religious institutionalism in the external state, religious links do not increase the likelihood of support. The relationship is driven by cases where the external and target states do not share a religion. This article contributes to existing literature by moving beyond transnational religious links and focuses on how religious institutionalism increases domestic pressure to support co-religious rebel groups.  相似文献

Despite ample anecdotal evidence, previous research on violent conflict has found little evidence that religion is an important factor in organized violence. Quantitative work in this area has been largely confined to the interreligious character of conflict and measures of religious diversity, and has strongly neglected the peace aspect of religion. The Religion and Conflict in Developing Countries (RCDC) dataset helps to fill this gap with innovative and fine-grained data for 130 developing countries between 1990 and 2010. RCDC includes four types of religious violence (assaults on religious targets, attacks by religious actors, clashes between religious communities, and clashes with the state). In addition, RCDC contains data on interreligious networks and peace initiatives. This article demonstrates the usefulness of RCDC by applying our data to a preliminary analysis. The results indicate that interreligious networks are a reaction to identity overlaps and previous interreligious conflict.  相似文献

Many civil wars are fought between members of different religious communities. It seems plausible to focus on these communities’ interrelations to identify the causal factors responsible for the escalating effects that religion can have in such conflicts. A closer look, however, reveals that processes within religious communities can be crucial in influencing the role religions play in intrastate wars. Within single communities, factions of religious elites compete for material and dogmatic supremacy. Such intra-religious conflicts can motivate religious elites to search for support from political allies to prevail over their religious rivals. In return, they legitimize their political patrons’ claims for political power and their violent campaigns against members of other religious communities. Thus, intra-religious conflicts can effectively contribute to the religious escalation of intrastate wars between different religious communities. This argument is exemplified with reference to conflicts in Thailand, The Philippines, and Iraq.  相似文献

In its earlier years Israel was spared the impact of religious radicalism. In the last two decades, however, religious doctrines have begun to claim a role in foreign policy, culminating in the 4 November 1995 assassination of Prime Minister Yitzhak Rabin. The primary aim of this study is to explore the systemic political processes and contextual factors that in the past have subdued national religious radicalism in Israel. The general argument of this essay is that the tradition of political accommodation with the religious parties fostered their participation in government coalitions, and by doing so, mobilized a large portion of the religious sector to support the state. Equally important in suppressing religious radicalism in Israel were the two main doctrines of religious Zionism, the instrumental and the redemptionist, which applauded cooperation with secular Zionism and the state, hence enabling political accommodation and avoiding a comprehensive violent confrontation. The absence of a religious party in the Rabin government brought the country's political discourse to an unprecedented level of intensity, strengthening a new blend of religious nationalism that posed a potential for deligitimization of the state.  相似文献

Sacred rhetoric invokes nonnegotiable convictions rather than reasoned consequences. This form of rhetoric, grounded in transcendent authority and moral outrage, provides an electoral advantage by inspiring greater political engagement and valorizing candidates in the eyes of voters. A study of the language employed in contemporary presidential debates from 1976 to 2004 illustrates that while Democrats made sacred appeals in a few political domains, Republicans employed sacred rhetoric more frequently across a broad range of issues. Democrats have relied more heavily on projected numbers and plans rather than protected values and bounds, often yielding to Republicans an absolutist advantage.  相似文献

This paper explores the changing role of religion in forming public attitudes toward integration. We first outline the complex relationship of religion to the development of the European Union, and then use the 2009 and 2014 European Parliamentary Election Studies to examine the changes taking place in those historic patterns. In 2009 traditional religious patterns persisted, with Catholics more positive toward the EU than Protestants, with religiosity reinforcing the respective tendencies. By 2014, however, traditional divisions had virtually disappeared, as the economic crisis (and perhaps the growing refugee problem) had a powerful effect on Catholic majorities in EU countries. Nevertheless, when economic and other assessments are accounted for, Catholic confessional culture still provides ‘deep’ support for the EU. Finally, we discover that EU expansion has not changed old religious patterns as much as we expected, but find those traditional relationships to be virtually absent among millennials.  相似文献

In the early morning of July 31, 2015, masked attackers threw firebombs into two Palestinian homes in the West Bank village of Duma, south of Nablus, killing three Palestinian civilians. Contrary to claims by Israeli and Palestinian politicians, this attack was neither an isolated anomaly nor just another incident of settler violence. Instead, it was the latest attack in an important but largely unknown phenomenon called “price-tag,” in which a loosely connected group of young Israelis called “hilltop youth” burn Palestinian mosques and destroy property in hundreds of attacks accompanied by threatening graffiti that references Israeli settlers, outposts, and anti-Arab slogans. Using an original dataset of price-tag incidents and interviews with key actors, we demonstrate that the perpetrators, targets, and strategies of price-tag are different than previous patterns of settler violence. Whereas previous settlers saw the Israeli state as legitimate and largely decided to cooperate with it, the hilltop youth have decided to confront it by using price-tag attacks to deter settlement withdrawals and chain-gang the state into a conflict with the Palestinians. This analysis of the strategic logic of price-tag reveals its potential to shift the political landscape within and between Israelis and Palestinians.  相似文献

The study of nationalist and ethnic conflict has undergone considerable growth since the end of the Cold War. Much of the effort has been focused on ascertaining the nature and origins of such conflicts, and less on their process and termination. Those studies that do focus on conflict termination have generally done so using case‐study or idiosyncratic methods. Hence, we do not yet have much large‐N or statistical evidence that might suggest broad trends in how such conflicts end, or even much experience in measuring the relevant concepts in a manner conducive to such methods. This paper will address these questions by introducing a theoretical framework that seeks to explain the outcomes of violent intrastate nationalist conflicts. It will discuss measurement issues for relevant independent variables, and present data for a group of 75 violent, intrastate nationalist conflicts from 1945–1996. This data will then be used to test propositions derived from the model. The aim is to provide a useful building block for the study of the process and outcome of conflicts which political scientists now recognize to be some of the most important for the coming century.  相似文献

Negotiation and conflict resolution theorists have classified world cultures according to three types for the purpose of describing and predicting some of the ways in which individuals and groups within broad, geographically based cultural groups behave in conflict and negotiation‐related situations. These three broad categories, called “cultural syndromes,” have described these cultures according to the relative value they place on these three concerns: honor, face, and dignity. Based on our examination of the literature on the cultural dimensions of negotiation and conflict management, our own practice, and an analysis of literature and practice pertaining to the place and utility of the honor, face, interest, and dignity attributes within and between cultural groups , we propose a reformulation of this typology. Our reformulation would replace the broad “dignity” category with a new category that we call “interest,” which we believe better characterizes Northern European and North American cultures. We also argue that a cultural orientation toward dignity is universal and not geographically unique and is thus shared by all three cultures. This new formulation, we believe, more accurately characterizes the global range of orientations toward negotiation and conflict resolution and would, if adopted, help scholars and practitioners better understand culturally divergent conflict orientations and behaviors as well as the ramifications of such differences for negotiation and conflict resolution practice.  相似文献

Abstract

In this article the author tracks various media and their usage in South Africa from 1994 to 2002 to see how they reacted o the extended choices in radio and television. Wider exposure to the media, that is, private radio and television stations other than the South African Broadcasting corporation (SABC), was supposed to deepen democracy in the sense that it would give people the opportunity to hear and see differing opinions on air. In addition, for the first time disadvantaged communities had a voice in the media in the form of community radio. In the context of the massive and positive political, social and administrative changes in a wide range of sectors in South Africa, it was surprising to see the relative stability of choices made by mass media users, in terms of both content and type. Some theoretical and pragmatic comments on this phenomenon are given in the article.  相似文献

Enduring rivalries represent the most difficult challenges for policy makers seeking to promote international peace and security. Once in place, enduring rivalries account for a disproportionate number of crises, militarized disputes, as well as wars, and include conflicts that are more likely to escalate than those falling in other conflict contexts. Unfortunately, we know very little about conflict management in enduring rivalries from either a theoretical or policy perspective. This study seeks to account for why some rivalries are successfully managed while others persist at high and unabated levels of conflict In addressing these concerns, we explore 35 enduring rivalries over the period 1945–1992. We find that although enduring rivalries are quite resistant to influences that produce changes in their dynamics, both endogenous and contextual influences can exercise a significant impact upon the prospects for conflict management between enduring rivals.  相似文献

This research note examines how domestic institutions can moderate the relationship between domestic and interstate conflict involvement. Previous work has found that military dictatorships are more likely to become involved in either domestic or international conflicts, compared to party-based autocracies. We argue that the same institutional explanations for why military autocracies are more conflict-prone also make them less capable of successfully carrying out multiple conflicts at the same time. Analyzing interstate and domestic conflict involvement on a sample of dictatorships over the period 1947–2004, we show that military autocracies dealing with internal armed conflict are less likely than their nonmilitary counterparts to become involved in an international conflict.  相似文献

There has been much talk about ordoliberalism recently. Scholars and the press identify it as the dominant economic instruction sheet for Germany's European crisis politics. However, by analyzing ordoliberalism only as an economic theory, the debate downplays that ordoliberalism is also an ethical theory, with strong roots in Protestant social thought. It is this rooting in Protestant social thought that makes Ordoliberalism incompatible with the socioeconomic ethics of most of the European crisis countries, whose ethics originate in Catholic and Orthodox social thought. This divergence is the source of a crisis of understanding between European nations and hinders a collective response to the Euro crisis.  相似文献

Scholars increasingly are accepting the empirical generalization that democracies almost never go to war with each other, and infrequently even engage in militarized disputes with each other. It has not been clear, however, whether the rarity of conflict between democracies is caused by some aspect of being democratic, or whether it is caused by some other variable or variables that may be correlated with democracy. Using data on all independent states for the period 1946–1986, we examine the effects of political system type, distance, wealth, economic growth, alliances, and political stability. The results suggest that, although most of the other variables do have an effect, as hypothesized, there still seems to be an independent effect of political system type: democracies engage in militarized disputes with each other less than would be expected by chance. The effect may be enhanced by political stability; that is, states which can be perceived as stable democracies are less likely to be involved in disputes with other democracies.  相似文献

Both processes, while differently structured and facilitated, have led to improvements in the dynamics of identity‐based conflicts in urban communities.
