Considered as the ＂last chance for human beings to save the earth＂, the UN Climate Change Summit in Copenhagen has directed world attention to environmental protection and energy conservation. People still remember the ＂climate refugee venue, statues＂ standing outside the conference preluding a gloomy tomorrow in silence, and the mehing polar bear ice sculpture in the city center, foretelling a tragic future with its exposed skeleton.     

Can Unilateral Leadership Promote International Environmental Cooperation?

Why do governments sometimes exercise unilateral leadership in international environmental cooperation, such as the mitigation of global climate change? It is usually the case that unilateral leadership cannot solve the problem at hand, so it is not clear what the benefits of unilateral leadership are. In this article, I provide a new political rationale for unilateral leadership. I show that if a green politician (worried about environmental destruction) fears that he or she will probably lose power soon, he or she may want to unilaterally implement domestic mitigation policies to reduce the domestic cost of mitigation in the future. By exercising unilateral leadership, this politician ensures that even a future brown politician (only mildly interested in environmental protection) is, due to the domestic cost reduction, willing to engage in international cooperation. The findings imply that while unilateral leadership is not a panacea, it may be a useful commitment device under empirically plausible conditions.

Environmental issues as a ‘strategic’ key in EU–China relations

EU–China relations face some troubled areas, notably their differing views on human rights and a widening trade imbalance in China’s favour, compounded by the still weak foreign policy coherence on the part of the EU. This raises problems for the EU–China strategic partnership announced in 2003. This paper argues that, in contrast to such problematic political-trade areas, there is some substantive convergence over environmental and energy issues. Convergence is evoked in the EU–China Partnership on Climate Change announced in 2005, and manifested in various cooperative programmes currently operating. In a practical sense, environmental issues are not only important in themselves but are ones where easier confidence and pragmatic cooperation can be more readily established between the EU and China. However, questions of appropriate environmental technology, the commercial/altruistic basis for technology transfer and outcomes of the Copenhagen Climate Change Conference in December 2009 remain as issues to settle between them.     

Indigeneity and Trends in Recognizing Māori Environmental Interests in Aotearoa New Zealand

Valuing indigeneity is a recent phenomenon despite a long tradition in Aotearoa New Zealand of mechanisms that recognize Māori rights and interests. Political pressure to acknowledge indigeneity has been a prerequisite to greater recognition of Māori rights and interests in environmental policy. Māori involvement is now a feature of the state resource management system; however, more substantive forms of power-sharing is sought to secure tribal authority, to reaffirm Māori culture, and to ensure that land continues to shape the identity of Māori people.

Confidence-Building Measures in Eurasian Conflicts: New Roles for the OSCE’s Economic and Environmental Dimension in Easing East-West Tensions†

Western-Russian relations are inarguably at their worst of the post-Cold War era. The Organisation for Security and Co-operation in Europe (OSCE) remains a key international forum for multilateral engagement. Part of the OSCE’s uniqueness is its formation around three dimensions of security, which constitute its comprehensive security. The Economic and Environmental (EED) is the most overlooked yet, as this paper demonstrates, also possesses substantial capacity for easing some tensions. Through, first, an analysis of the place of EED in the OSCE, and thus between the West and Russia, the article establishes potentialities for cooperation. Second, it identifies lack of support, most notably among Western governments, rather than post-Soviet, and the place of EED activities in post-Soviet states. Third, the article pinpoints unexpected but very real forms of cooperation in the EED in the protracted post-Soviet conflicts of Transnistria-Moldova and Abkhazia-Georgia, which can establish trust between parties with the potential to expand confidence-building further. The article concludes by calling for further use of the EED, in a time when it remains underestimated but of unexpected – and essential – value for confidence-building.
