ABSTRACT

Two psychological perspectives on terrorism are distinguished, approaching it as a “syndrome” and as a “tool,” respectively. According to the “syndrome” view, terrorism represents a psychologically meaningful construct with identifiable characteristics on individual and group levels of analysis. According to the “tool” perspective, terrorism represents a strategic instrument that any party in a conflict with another may use. Research thus far has found little support for the “syndrome” view. Terrorists do not seem to be characterized by a unique set of psychological traits or pathologies. Nor has research uncovered any particular “root causes” of terrorism. The vast heterogeneity of terrorism's users is consistent with the “tool” view, affording an analysis of terrorism in terms of means-ends psychology. The “tool” view implies conditions under which potential perpetrators may find terrorism more or less appealing, hence offering guidance for the “war on terrorism.”  相似文献

Most observers believe that the 'democratic rules of the game' provide a peaceful means for resolving political conflicts. This may be true but not all groups or even single individuals in democratic societies need play by these rules. This analysis uses two data sets: one that classifies most countries of the world based on how they were ruled in the mid-1980s, and the other on the frequency with which their nationals either perpetrated or were victimized by terrorists attacks, to investigate the relationship between terrorism and democracy. The findings suggest that stable democracy and terrorism go together. An analysis of the data reveal that terrorist attacks occur most often in the world's most stable democracies, and that, further, both the perpetrators and victims of those attacks are citizens of the same democracies.  相似文献

Much has been discussed regarding the support for Peruvian President Alberto Fujimori during the implementation of his 'fujishock' program. In the voting behavior literature, the role of Fujimori's success in ending the terrorism is mentioned, but is a mere footnote to the story. However, we present historical analysis, public opinion data and economic statistics to argue that had he not controlled terrorism, Fujimori would not have been able to implement his stabilization programs and maintain popular support. We first show that the problem of terrorism was paramount and Fujimori's success in ending it was greatly rewarded in terms of personal support. Second, we show that the subsequent gains in the economic situation can be traced to improvements in security, because the political and social risks inherent in terrorism significantly curtail domestic and foreign investment.  相似文献

Abstract

This paper reports data from a content analysis of television news coverage of terrorism. A proposed typology of terrorism and media coverage is tested with stories from network news in the United States and Canada. The typology posits that media coverage of terrorism depends on the act's relation to institutional power bases. The two types of terrorism outlined either seek out or avoid media coverage, depending on whether they challenge or reinforce institutional power. Because of media's interrelationship with the economic and political institutions, coverage of terrorism will take on the flavor of these institutions’ perspective. The data show that although media cover terrorist acts that are linked to U.S. institutional interests, the tone of such coverage casts uncritical perspective. The implications for the general message system of news, with particular regard to the media's contribution to international understanding, are explored.  相似文献

Defining terrorism and explaining how it occurs remains a contentious issue. This article attempts to generate new understandings on these topics by applying the work of Ehud Sprinzak's delegitimatization model to the Sea Shepherds. Evidence presented in the article suggests that the Sea Shepherd's present level of political violence passed through gradual phases. In this respect, it is possible to suggest that Sprinzak's model has applicability for maritime organizations, as well as terrestrial based groups. However, we also note that on the one hand, it may be possible to argue that in some respects the Sea Shepherds may constitute either a “blind spot” in the literature on terrorism and political violence, because its actions could in some circumstances be considered activism, militant direct action, piracy, vigilantism, terrorism, or eco-defense, which makes it very difficult to classify. On the other hand, that both the Sea Shepherds and the whalers may both engage in illegal activities, but are not prosecuted, may indicate that states and the international community may have neither the will nor the means to enforce laws against them. Therefore, they may be turning a blind eye to their actions. Throughout the article we maintain that the Sea Shepherds constitute an example of a gray area phenomenon. Despite the ambiguity surrounding their legal status and academic interpretations of their actions, the results of nearly three decades of the organization's activities, including its 2007 campaign to disrupt Japanese Antarctic Whaling, suggest that the Sea Shepherds may be best categorized as a vigilante group, because they claim they are seeking to enforce a legal status quo because of states' and the international community's inabilities or unwillingness to do so.  相似文献

Traditional alignment theories, such as balance-of-power and balance-of-threat theories, suggest that states confronted by more powerful or threatening states are more likely to balance against those states than to bandwagon with them. Yet in the context of the newly independent states of the Commonwealth of Independent States (cis), this proposition has not held true. A refinement of Steven David's theory of omnibalancing sheds light on this empirical puzzle. Using in-depth case studies of Ukraine and Uzbekistan, the authors argue that the alignment calculations of cis leaders have been driven more by internal threats to those leaders' political survival than by external threats to the state. These internal threats include the more traditional variants, such as assassination attempts, coups, and civil war, but also include opposition leaders and parties that may be perceived as challenging a leader's political survival. The post–September 11 security environment and the u.s.-led war on terrorism has also fundamentally changed the strategic calculations of cis leaders, as the United States is now willing to assist leaders against Islamist extremism and terrorism, taking over a role formerly played by Russia. The theoretical nuances offered here provide a more robust and accurate understanding of alignment motivations in the cis, especially in light of recent revolutions in Georgia, Ukraine, and Kyrgyzstan.  相似文献

This study offers a meta-information analysis of the state of the art of terrorism research from structural disciplinary perspectives, and by comparisons with several other fields of study. It observes the interrelationship of disciplinary characteristics, specifically, scientific collaboration among terrorism researchers, the growth rate in the number of conferences in the field after 9/11 and the fragmentation of terrorism studies into separate research specialties. These three trends coincide, indicating the growing importance and visibility of terrorism and counter-terrorism studies for government decision-makers and an increase in funding for this research, much of which is channelled in specific desired directions. The new research on terrorism has created disciplinary studies on the subject in the sciences and the life sciences, side by side with traditional social science research. The fragmentation of the field, growing collaboration and the appearance of conference proceedings on terrorism are indicative of the beginnings of an autonomous academic research field, a distinct discipline of study. In great part, these developments are not only due to the infiltration of new subject areas into the network of terrorism research, but also to the expanding number of journals devoted to different aspects of the subject. The road to recognition as an academic discipline depends on whether the various aspects of terrorism studies can be integrated into one comprehensive branch of learning. This ability, in turn, is conditional on the field's cognitive structure or knowledge characteristics, as well as on the shifts and changes in the actual terrorism scene in the future that might influence the nature of research.  相似文献

The issue of terrorism has been a significant source of influence on the relationship between Iran and the U.S. since the Islamic Revolution. Iran's friendship with extremist groups that are designated as terrorist groups by the U.S. State Department is seriously challenging America's foreign policy. This article attempts to explore the prospect of confrontations on the issue of terrorism between Iran and the U.S. through a detailed analysis of their different interpretations and mutual recognitions of terrorism and through an in-depth analysis of the measures each party has taken regarding this confrontation. This article argues that the confrontation between Iran and the U.S. regarding the issue of terrorism is not strictly about terrorism. Rather, it is also about the conflicts of policies that result from different security interests and political values. Resolving the issue of terrorism depends on the reconciliation of the relationship between Iran and the U.S. Without mutual trust between the two nations, Iran will continue to support extremist groups in order to increase its influence against the external and internal pressures it is currently under, and the U.S. will continue to contain Iran's regional ambitions and seek changes in its behavior.  相似文献

ABSTRACT

An extensive body of traditional terrorism research exists where the focus is on Iran as a terrorist state and a terrorism sponsor. This article explores an alternative terrorism narrative by examining the non-state actors, Jundallah and Jeish ul-Adl. The deficiency of information in the literature is addressed by applying the first and second-order critique approach of Richard Jackson’s knowledge, power and politics theoretical framework in contrast with the traditional terrorism studies approach. A first-order critique seeks to destabilise the accepted knowledge that Iran is both a terrorist state and a terrorism sponsor. This provides the grounds to study other aspects of “knowing” in relation to the second-order critique, where a critical ground outside the discourse suggests that Iranian officials have declared that the non-state terrorist actors of Jundallah and Jeish ul-Adl constitute a threat to Iran’s political stability. The outcome of the analyses here bridges the gap between the new aspect of terrorism, the non-state actors, and critical terrorism studies in order to contest the traditional discussion of terrorism in Iran. The rationale behind new terrorism varies and necessitates that new meanings and strategies be adopted in relation to Iran.  相似文献

This article discusses terrorism as a ritual act or series of acts that expresses a message. The case of GBGPGS illustrates how complex such messages are by referring them to their French and global contexts. The group's violent struggle against political rules has a ‘sacrificial’ dimension and was justified as a response to ‘crisis’. Through attempting to re‐interpret French extreme‐left traditions, the GBGPGS campaign foreshadowed Euro‐terrorism. The most salient evidence of this shift was the group's concentration on economic globalization and the weakening of traditional state and great power structures.  相似文献

What explains the adoption of military innovations? In this article, we assess the empirical validity of adoption capacity theory by reconsidering one methodologically important case analyzed by Michael Horowitz: the diffusion of suicide terrorism. We show that, when addressing problems in Horowitz's research design, the case of suicide terrorism fails to support adoption capacity theory. We argue that, in order to account for the diffusion of this innovation, one needs to take into consideration the tactical incentives to overcome technologically superior enemies. The results of our quantitative and qualitative analyses suggest that terrorist groups fighting against very powerful states in terms of conventional capabilities are more likely to employ suicide attacks than those fighting against poorly equipped ones. Our findings are important because they provide systematic evidence in support of Kalyvas and Sànchez-Cuenca's argument that suicide terrorism is driven by tactical considerations and because they provide confidence in the external validity of Berman and Laitin's hardness of targets hypothesis. Our results also question Lyall and Wilson's finding that highly mechanized armies are inherently inadequate to win counterinsurgency operations. The superior conventional capabilities of a counterinsurgency army might in fact make traditional insurgent tactics ineffective and thus give insurgents an incentive to adopt suicide attacks.  相似文献

In his studies of loyalist terrorism in Northern Ireland, Steve Bruce introduces the concept of ‘pro‐state’ terrorism, whereby terrorists carry out attacks in order to eliminate threats which they believe should have been eliminated by the state's security forces. This article argues that whilst the actions of loyalist terrorists may have a pro‐state element, they can more properly be seen in the wider context of conservative terrorism.  相似文献

The aim of this article is to analyse terrorism and the phenomena linked to it in East Central Europe. In comparison with a number of other regions of today's world, this area can currently seem to be a relatively “terrorism-free zone.” Although the number of terrorist attacks committed in this territory is insignificant, this does not mean that the risk of terrorism is entirely negligible in the region. This text explains some historical determinants of the current situation and describes the consequences both of regime change in the countries in question and of their foreign policy decisions after 1989. I also analyse the importance of East Central Europe as a logistical space for international terrorism (weapons procurement, stays of terrorists, etc.). I characterise the threats of Islamic and Middle Eastern terrorism in connection with the pro-American and pro-Israeli policies of East Central European countries, especially after 9/11, assess the risks posed by the domestic extremist scenes in those countries that have a relationship with terrorism, and take notice of the accusations of terrorism that have been voiced in international politics. On the basis of this data, I then provide an overview of the importance of East Central Europe for the contemporary study of terrorism.  相似文献

For a century, intellectual debate on political violence has been dominated by efforts to romanticize the extremist and to invest him with the aura of the altruistic “freedom fighter.” It is astonishing that in the post-9/11 era, the terrorist's image continues to remain habitually mystified and ennobled, while terror attacks are justified as self-defense. “Terrorist discourse” is indicative of the universality of the intellectual position of the Left with regard to terror, national discrepancies notwithstanding. The present article evaluates leftist liberals' attitudes towards terrorism in the 20th-century Russian Empire, Europe, the U.S., and especially Israel—one of the epicenters of terrorism today. The article proposes to examine psychological responses to terrorism in conjunction with a range of contemporary reactions to threats, acknowledged or displaced with an assortment of mental constructs and rationalizations.  相似文献

This paper deploys Deleuze and Guattari's AntiOedipus to critique discourses on radicalisation that call for a ‘public diplomacy’ to challenge a Jihadi meta-narrative or core identity. It argues that the Global Jihad should be reconceptualised as schizophrenic inasmuch as it is made up of a multiplicity of groups, aims, values, rationales and identities. The paper seeks to develop the utility of Deleuze and Guattari's philosophy for bridging critical and traditional terrorism studies by arguing that their schizoanalysis is a helpful aid to reassessing dominant identitarian conceptual frameworks for Jihad, and offers directions for reformulating our responses to radicalisation.  相似文献

This study examines the emergence of a neo‐Nazi terrorist movement in Sweden, focusing on the largest group, Vitt Ariskt Motstånd (White Aryan Resistance). VAM is inspired by traditional national socialism, the militant wing of the skinhead movement, South African apartheid ideology and, especially, US racist groups like ‘The Order’. Notions of the ‘Zionist Occupation Government’ (ZOG) and the coming ‘racial war’ are central in VAM's worldview. The adaptation of this extreme revolutionary ideology radicalized the group towards terrorism. The quest for status and prestige within the group and vis‐à‐vis other groups has also been an important factor in this radicalization process.1  相似文献

Scholars are increasingly drawing on models and theories from the field of Criminology to offer new insights on terrorist violence. A particularly useful framework by LaFree, Dugan, and Korte works from the assumption that illegal behaviour can be affected by the threat and/or imposition of punishment. It sees the results of the government's intervention in terms of deterrence (state's repressive action leads to a reduction in terrorism violence), and backlash (state's repressive action leads to defiance and retaliation, and to an upsurge of terrorism violence). This article applies this model to a case study of the government's responses to Euzkadi Ta Askatasuna (ETA). It uses a variation of survival analysis technique—Series Hazard—to assess the impact of six major initiatives on the risk of new ETA attacks in the period from 1977 to 2010. Mostly, the results provide support for both backlash interpretations, although important questions regarding interpretation are raised.  相似文献

This article argues there is a need for a more nuanced analysis of terrorism in Jammu and Kashmir than has been available so far. First, the popular legitimacy of violent groups has little bearing on their operation. Rather, the keys to the intensity of terrorist activity are held by Pakistan's military establishment. Second, the supposedly secular-nationalist movement of the early 1990s was in fact deeply Islamist in character; there has been a greater unity of thought underpinning terrorism than the literature admits. Finally, the article argues, the operation of terrorism needs to be read not simply in the limited context of Jammu and Kashmir, but as part of a larger South Asian crisis of identity.  相似文献

This article examines contemporary uses of terrorism in Colombia. Combining an historical analysis with the most complete database available on political violence, we illustrate how terrorism in Colombia constitutes a specific strategy that can be distinguished from other manifestations of violence. We argue that Colombia's non-state armed groups have turned terrorism into a pivotal element of their repertoires of action. These parties have not only increased their reliance on this strategy and introduced more refined forms such as de-territorialized terrorism, but also have specialized in particular terrorist attacks that suit their general objectives. While paramilitary groups rely mostly on massacres and forced disappearance, guerrillas concentrate on agitational terrorism including kidnappings and indiscriminate bombings.  相似文献

This paper discusses, with an emphasis on the technical issues involved, some of the possible forms that nuclear terrorism might take, loosely referring to all forms of terrorism involving radioactive materials, such as crude nuclear weapons, radiological dispersal devices, and attacks on the nuclear infrastructure, including nuclear reactors. The first two forms of terrorism necessarily depend on terrorists' obtaining suitable materials, so the problem of nuclear smuggling, especially from the former Soviet Union (FSU), with its huge and decrepit nuclear complex, is addressed, as is the region's reservoir of unemployed or underemployed nuclear expertise. The West, however, is not ignored. As one observer remarked, Osama bin Laden might soon have more luck shopping for nuclear materials there than in the FSU. The paper concludes that although it is most unlikely that terrorists will detonate a true nuclear weapon, the other forms are real and pressing threats.  相似文献
