Abstract

Institutions are thought to matter for vote choice, and work on economic voting is exemplary in this regard. The strength of the economic vote varies considerably cross-nationally and this seems to emanate from differences in the clarity of responsibility. Still, this conceptual frame, dominant in the field, appears to have some cracks. First, almost all work presents analyses of the economic vote in smaller, split samples of low- and high-clarity contexts separately. Second, the literature appears rather dispersed when the conceptual and empirical indicators are examined. The article attempts to overcome these limitations by analysing a large pool of democratic elections with a series of objective indicators. It investigates these indicators separately, and as components within two cumulative indices (institutional rules and power patterns). The results indicate that, even though there are indications of differences in the strength of the economic vote in high- and low-clarity contexts respectively, institutional rules or power patterns fail to significantly deflect the overall electoral impact of economic growth.  相似文献

As terrorism increasingly penetrates Western democracies, liberals and libertarians are obliged to ask themselves whether contending with it justifies restricting civil liberty and, if so, to what extent. Neither personal security nor individual liberty is ever fully realised – both are a matter of degree – and they are often perceived as being at odds with each other. Hence it has been suggested that we reconsider the existing trade-off between them, or reassess their 'rate of exchange'. While such questions are sometimes raised by left-leaning liberals, they are in fact particularly acute for liberals on the right, or libertarians, who would normally resist any increase in government intervention. Right-wingers who advocate 'hands off' policies on all other occasions now call for an increase in government intervention as regards security measures. Many left-liberals, on the other hand, are reluctant to concede any further power to the state in order to combat terrorism.  相似文献

This paper offers unique rankings of the extent to which fiscal structures of U.S. states contribute to economic growth. The rankings are novel in two key respects: They are well grounded in established growth theory, in which the effect of taxes depends both on the level of taxes and on the composition of expenditures; and they are derived from actual estimates of the link between fiscal structures and economic growth. Estimates for the latter yield a growth hill, in which the incremental effect of taxes spent on productive services and infrastructure initially rises, reaches a peak, and then declines. Rankings derived from these estimates differ sharply from typical rankings based on levels of taxation alone. Two hypothetical policy experiments highlight both the growth‐hill effects of tax investments in productive services and infrastructure and the short‐ and long‐term tradeoffs in attempting to fund strong social services. © 2008 by the Association for Public Policy Analysis and Management.  相似文献

Abstract

The main focus in redeveloping brownfields is on the most marketable properties, typically found in the healthiest urban neighborhoods. As evidenced by the rapid redevelopment that many communities are experiencing, this approach is helping to return brownfields to productive use. Yet not all brownfields are being cleaned up, nor are there enough resources to do so soon. Thus, from the perspective of community revitalization and of economic justice, we need to ask whether it matters which properties in which neighborhoods are receiving these scarce funds. That is, does the existence of brownfields in a neighborhood affect residential property values and capacity for revitalization?

To answer these questions, we use hedonic modeling to determine the impact of brownfields on property values in Atlanta and Cleveland. Our results suggest that short‐term economic efficiency is neither the most appropriate nor the only criterion on which to base public investment decisions for remediation.  相似文献

Proponents of justice for animals often argue that non-human animals have an interest in liberty. Furthermore, they usually claim that this animal interest in liberty is intrinsic rather than instrumental; that is to say, liberty is regarded to be good for animals in itself, irrespective of its contribution to the achievement of other goods, such as pleasure. For this reason they argue that legislating to improve welfare standards in zoos, circuses, laboratories and agriculture is inadequate. Instead, they claim that such practices are analogous to human slavery, necessarily harmful and must be abolished. In this article I refute this assertion and claim that for most animals, their interest in liberty can only ever be instrumental. In doing so I outline and reject two different arguments in favour of an intrinsic animal interest in liberty: first, that liberty is an intrinsic interest of animals because they possess preference autonomy; and second, that it is good for animals to be free, where freedom is defined as the ability to exercise one's natural functionings. I conclude that most animals do not possess an intrinsic interest in liberty because they are not autonomous in the relevant sense; that is, they cannot frame, revise and pursue their own conception of the good. If my conclusion is correct, this would have important effects on our obligations to non-human animals. I end the article by introducing some of these possible implications. Specifically, I propose that for most animals, our obligations do not consist of liberating them, and that it might be permissible to use and interfere with animals more often than other proponents of justice for animals have suggested. If this is the case, not all of the ways we keep and use animals need to be abolished. Nevertheless, many need to be reformed to improve welfare standards.  相似文献

Since November 2012, the Chinese leaders have been calling for the Chinese people to become confident in achieving the “Chinese Dream”. Given the mounting political, economic and social problems that China is facing and low rankings China receives on some key indicators on a global scale of comparison, one has to wonder where China’s confidence comes from. This study suggests that what gives China the reasons to be confident is not how well China has been performing in absolute terms, but how China has been performing relative to its neighboring countries. This study has selected three of China’s biggest neighbors, Japan, Russia and India, to compare with China on seven systems of performance assessment which cover the areas of government effectiveness, economic confidence, foreign direct investment confidence, intentional homicide, gender gap, international tourism, and global competitiveness. It finds that while Japan is still ahead of China in a few areas of performance assessment, China is closing in on Japan fast. On the other hand, Russia and India are trailing China in most areas of performance assessment and the gap between them is widening. Throughout the 20th Century, Russia, China and India all struggled to pursue their dreams of becoming strong and prosperous in the face of challenges from the Western powers. Today, China seems one step ahead of the rest toward achieving its dream. Behind the “Chinese Dream” project is the rising confidence about China’s current position and China’s future.  相似文献

Liberty is not only economic; it is political. Whether the economic system promotes social development is one question. Whether the political system promotes social development is another question. The empirical investigations indicate that for the world political liberty has a small, though significant relationship with the level of social development.By investigating groupings of alternative economic systems, it is clear that global policies to increase political liberty will not necessarily bring about desired results. In the Socialist, Mixed Socialist, and Capitalist-Statist countries political liberty appears to have virtually no relationship with social development. An increase in political liberty without an increase in economic liberty is even associated with lower levels of social development.  相似文献

This article examines the ideological roots and historical development of an early radical economic egalitarian tradition in American political thought. It concentrates on a group of thinkers and social critics that were active from the 1820s through the beginning of the Civil War. Inspired by republican themes, they forged a radical critique of the emerging capitalist order and a skepticism of economic modernity. By reworking the republican political notion of an equality of social relations as an essential context for individual liberty, these radical critics posed a challenge to the emerging capitalist order. They would also be unique in the way that they analyzed the workings of this new economic system arguing that it was a mechanism that would systematically reproduce economic inequality eroding republican forms of government and society making them a distinct voice in America's egalitarian tradition.  相似文献

The article investigates the impact of local policies on human development indicators in Brazilian municipalities. This is an attempt to investigate the role of the legislative branch in reducing inequality and poverty through budget amendments, usually seen in derogatory form as pork barrel politics. We assess the effect of pork on municipalities using up‐to‐date policy evaluation techniques. Brazil is a case of extreme inequality and an active legislative branch in disbursing monies. The data set contains over 60,000 observations from all 5,500+ Brazilian municipalities for over a decade. We use matching and longitudinal data analysis techniques, treating pork as exogenous shocks, mapping how its effect reverberates on social and economic indicators in succeeding years. The results indicate a positive impact of such policies in improving local level development. However, these results are not sustainable over time, thus suggesting inclusion with a dissipative profile.  相似文献

Presidential traits (i.e. morality, intelligence, leadership) have generally been assumed to be idiosyncratic personal characteristics of the individual and are treated as exogenous from other political and economic factors. Prior literature has shown that presidential characteristics and economic performance are important elements of vote choice and approval. Using ANES data from 1984 to 2008, we demonstrate an important link between these factors, showing that objective and subjective indicators of economic performance are significant predictors of trait evaluations. Specifically, evaluations of the incumbent president at election time are directly related to changes in economic performance earlier in the year. The effects of economic performance are not isolated to retrospective policy evaluations, but also influence the overall evaluation of the president as a person.  相似文献

Credit ratings remain a key feature of municipal debt management. The primary objective of this article is to develop a new methodology for evaluating the financial performance and creditworthiness of governments and to illustrate this approach for a sample of large American cities. Specifically, we develop a fuzzy rule–based system (FRBS) that uses economic, debt, and other financial information as well as a measure of financial management to produce rankings of city financial performance. The FRBS credit ratings are highly correlated with actual Moody's ratings for these cities. FRBS have the potential of enhancing the rating process by standardizing the information used and encouraging consistent rules about what combinations of inputs result in good, fair, or poor performance.  相似文献

Abstract.  Despite major differences, prevailing approaches in democratization research have one thing in common: they downplay the role of mass attitudes. This article criticizes the neglect of mass attitudes, arguing that it ignores the very essence of democratization. In light of human development theory, democratization is essentially an emancipative process, for it manifests human freedom by empowering people with civil and political rights. From this premise, the author concludes that democratization should be driven by emancipative forces in the population and that these forces are reflected in particular mass attitudes: liberty aspirations. Based on evidence from the Values Surveys, the analyses show that more widespread liberty aspirations facilitate progress and impede regress in the process of democratization. No other indicator – including GDP/capita and social capital – outperforms the effect of liberty aspirations on democratization. The article concludes that human development theory is useful because its emphasis on people empowerment highlights something that has been ignored in the democratization literature: emancipative motivational forces in the population.  相似文献

Since the beginning of the republic, Americans have viewed their state as a “beacon of liberty.” This self-conception has caused Americans to think that they can be a force for positive change in the world. Over time, their outlook has facilitated increasingly aggressive efforts to democratization other countries, leading many to see America as an imperial power. It is my contention that regardless of other factors, Americans become the most invasive when liberal ideology, the very thing that makes them a “beacon of liberty” overpowers other ideological forces. Only by restoring a balanced debate about the merits of democratization by reintegrating other perspectives on America’s role in the world can they be the force for good they believe themselves to be.  相似文献

There are various limits to what is politically possible. The exigencies of economic production and exchange represent one crucial limit to possible political structures. Inherited Marxist and liberal conceptions of the relation between economic systems and political structures are incoherent; these relations need to be reconceived, yet recent socialist political thinking has preferred to focus mainly on the political domain, pursuing a theory of self-governing community. Can there today be a coherent account of such a theory? One way of showing there cannot is by pressing the question of the contours an dsubstance of modern political community. Optimistic theorists of self-governing community rely on a self-enclosed, determinate conception of community that has its imaginative roots in a vision of ancient liberty: the demos exercising legitimate and effective agency over a particular territory. But modern political community cannot be conceived of in this way: because of the presence of global processes of economic causality, there is today no fit between the territorial identity of a political community and its effective powers of agency. Modern liberty (unlike its ancient counterpart) has no specific or determinate location: its availability depends upon an elaborate division of economic and political labour. In these circumstances, it no longer makes sense to heighten the stakes of membership in a political community, as optimistic theorists of democracy do when they call for a more active and participatory civil society. Nearly two hundred fifty years into its existence, the American polity faces a conundrum over a core founding principle: religious liberty. Multiple debates have emerged over the extent and limits of religious liberty, including arguments over how far any one person’s religious liberty extends into the public sphere as well as into the private lives of other citizens. Highly influential on James Madison’s crafting of the First Amendment, John Locke’s Letter Concerning Toleration outlines a strong conception of both religious toleration and of religious liberty. In the “Letter,” Locke’s reasoning is sympathetic to the concerns and convictions of believers while remaining cognizant of the calamities to which religious differences can give rise. Further, he provides a robust explication of the mutually exclusive domains of ecclesiastical and civil authorities, now known more colloquially as the division of church and state. In the following article, I illustrate how the principles put forth by Locke offer guidance in adjudicating religious liberty claims in the cases of Kim Davis, religious freedom laws, vaccine refusal, contraception mandate exemptions, and ultrasound requirements.  相似文献

This paper examines John Stuart Mill's discussion of economic liberty and individual liberty, and his view of the relationship between the two. It explores how, and how effectively, Mill developed his arguments about the two liberties; reveals the lineages of thought from which they derived; and considers how his arguments were altered by political economists not long after his death. It is argued that the distinction Mill drew between the two liberties provided him with a framework of concepts which legitimized significant government intervention in economic matters without restricting individual liberty.  相似文献

Much of the literature on democratic transitions presumes that mass attitudes are important for the consolidation of democracies but not for the process of democratization. We challenge this premise on the basis of human development theory. From the perspective of this theory, democratization is an emancipative achievement that should be fuelled by broader emancipative forces among the population. Using the Values Surveys we measure these emancipative forces by people’s liberty aspirations, showing that mass liberty aspirations have a causal effect on a society’s democratic development. No other factor, not GDP/capita and not social capital, can explain away the effect of liberty aspirations on democratization. We conclude that human development theory illuminates emancipative forces in democratization that have so far been neglected.  相似文献
