ABSTRACT

This paper examines how a delusive social imaginary of criminal-justice has underpinned contemporary U.S. mass incarceration and encouraged widespread indifference to its violence. I trace the complicity of this criminal-justice imaginary with state-organized violence by comparing it to an imaginary that supported colonial violence. I conclude by discussing how those of us outside of prison can begin to resist the entrenched images and institutions of mass incarceration by engaging the work and imagining the perspective of incarcerated people.  相似文献

Abstract

Given that humanitarian organizations can often be responsible for enabling, prolonging or intensifying violence and conflict through their interventions into war zones, it is important that these organizations, despite their presumed neutrality and beneficence, be held accountable for the deleterious consequences of their actions. The case of northern Uganda will be used to demonstrate how humanitarian agencies have made possible the government's counterinsurgency, including its policy of mass forced displacement and internment, which has led to a vast humanitarian crisis. The Ugandan government policy will be assessed as a war crime, making aid agencies accessories to this crime. This case study is used as an example to highlight that processes which demand the post-conflict accountability of those responsible for violence may be dramatically incomplete, and unjust, if they do not include the humanitarian agencies. In conclusion it will be suggested that if humanitarian organizations built popular accountability mechanisms into their daily operations this might prevent them from being complicit with egregious violence in the first place.  相似文献

How does segregation shape intergroup violence in contested urban spaces? Should nominal rivals be kept separate or instead more closely integrated? We develop an empirically grounded agent‐based model to understand the sources and patterns of violence in urban areas, employing Jerusalem as a demonstration case and seeding our model with microlevel, geocoded data on settlement patterns. An optimal set of parameters is selected to best fit the observed spatial distribution of violence in the city, with the calibrated model used to assess how different levels of segregation, reflecting various proposed “virtual futures” for Jerusalem, would shape violence. Our results suggest that besides spatial proximity, social distance is key to explaining conflict over urban areas: arrangements conducive to reducing the extent of intergroup interactions—including localized segregation, limits on mobility and migration, partition, and differentiation of political authority—can be expected to dampen violence, although their effect depends decisively on social distance.  相似文献

Recent efforts to develop and implement progressive models oftransitional justice have been significantly influenced by majordevelopments in the law concerning sexual violence in armedconflict. In particular, the International Criminal Tribunalfor the former Yugoslavia has pioneered accountability for sexualviolence against women in armed conflict. This article takesthe ICTY as a case study of how gender can structure the accountabilitymechanisms of transitional justice. The article analyses howlegal norms and practices instantiate and reiterate, ratherthan transform, existing hierarchical gender relations. It considersthe existing models of sexual violence as a criminal harm underinternational law, and then examines gendered patterns of legalpractice in ICTY prosecutions. To address this engendering oftransitional justice, the article produces a new model of theharm of sexual violence in conflict, suggests the developmentof a new international offence of sexual violence and generatesdifferent strategies for international prosecutions of sexualviolence.  相似文献

President Trump encouraged bad state actors within the administrative state to contribute to inequities for civilians. We highlight how Trump's actions and rhetoric led to increased individual, institutional, and systemic racism and violence. As a response to this increased violence and rhetoric, we discuss the role civilians (including professional athletes) played in engaging in protests and the 2020 election. Given that more individuals voted in that election cycle, we emphasize the importance for public administration to adapt, evolve, and engage with new actors concerned with administrative action or inaction.  相似文献

Election violence is often conceptualized as a form of coercive campaigning, but the literature has not fully explored how electoral institutions shape incentives for competition and violence. We argue that the logic of subnational electoral competition – and with it incentives for violence – differs in presidential and legislative elections. In presidential elections, national-level considerations dominate incentives for violence. Presidential elections are usually decided by winning a majority of votes in a single, national district, incentivizing parties to demobilize voters with violence in strongholds. In contrast, election violence is subject to district-level incentives in legislative elections. District-level incentives imply that parties focus on winning the majority of districts, and therefore center violent campaigning on the most competitive districts. We test our argument with georeferenced, constituency-level data from Zimbabwe, a case that fits our scope conditions of holding competitive elections, violence by the incumbent, and majoritarian electoral rule. We find that most violence takes place in strongholds in presidential elections, especially in opposition strongholds. In contrast, competitive constituencies are targeted in legislative contests.  相似文献

ABSTRACT

This article analyses how early twenty-first century political activists in Italy construct the frontier between politics and violence. It puts these constructions into the context of more conventionally theoretical accounts of violence and politics. Analysis of internet discourse published by left/anarchist bloggers and group members focusses on how activists criticize the conventional view that electoral politics is non-violent, and endorse the view that violence is politics’ main means. This means that the role of violence in oppositional politics then has to be negotiated. Discourse analysis shows how ideas of resistance, and anti-state force, are articulated in such a way as to draw distinctions between us and them, and their politics and ours. The article discusses the significance of these articulations of the politics-violence distinction for the construction of political agency, and for the justification of forms of political action, seeking to show that boundary work is fundamental to political agency.  相似文献

While much attention has been devoted to political efforts to solve the Northern Ireland problem, less attention has been given to the role of political violence in sustaining the conflict. We argue that one of the reasons for the intractability of the conflict is widespread exposure to political violence among the civil population. By 1998, thirty years after the conflict started, one in seven of the population reported being a victim of violence; one in five had a family member killed or injured; and one in four had been caught up in an explosion. Such widespread exposure to violence exists alongside latent support for paramilitarism among a significant minority of both communities. Using 1998 survey data, we show that exposure to violence serves to enhance public support for paramilitary groups, as well as to reduce support for the decommissioning of para-military weapons. Overall, the results suggest that only a lengthy period without political violence will undermine support for paramilitarism and result in the decommissioning of weapons.  相似文献

The study of masculinity, particularly in peacebuilding and transitional justice contexts, is gradually emerging. The article outlines three fissures evident in the embryonic scholarship, that is the privileging of direct violence and its limited focus, the continuities and discontinuities in militarised violence into peace time, and the tensions between new (less violent) masculinities and wider inclusive social change. The article argues for the importance of making visible the tensions between different masculinities and how masculinities are deeply entangled with systems of power and post-conflict social, political and economic outcomes. An analysis of masculine power within and between the structures aimed at building the peace in societies moving out of violence is considered essential. The article argues for an analysis that moves beyond a preoccupation with preventing violent masculinities from manifesting through the actions of individuals to considering how hidden masculine cultures operate within a variety of hierarchies and social spaces.  相似文献

Human security has increasingly shifted attention to the individual, while the state has become guarantor (or violator) of security given its role in governing the domestic environment. This article examines how variations in regime forms influence security, pointing to the importance of political security in the wider human security framework. To illustrate, the article examines the nature of political security in Central America, a region with weakly democratized states and histories of political violence. The findings suggest a link between democracy and human security that is mediated by state capacity and the ability to control non-state violence against individuals.  相似文献

ABSTRACT

This article examines the practices of rape, sexual enslavement, and forced marriage used by the Islamic State in Iraq and Syria (ISIS). Most research see wartime sexual violence as solutions to battlefields challenges. Studies of civil war and competitive state building during civil wars have largely overlooked the implications of such violence for rebel governance. This article explores how efforts to regulate sexuality figure within processes of violent state formation. ISIS’s practices of sexual violence mirror previous efforts by the Iraqi and Syrian state to substantiate ethno-sectarian domination through violence. But ISIS creates new gendered and ethno-sectarian hierarchies. Repertoires of sexual and gender-based violence can help to sustain and create structures of state control and are thus integral to competitive state building.  相似文献

Abstract

The surprising authority of gender expertise on sexual violence within post-Cold War peacekeeping can be understood by tracing how sexual violence became linked with political torture and combat violence in peacekeeping security rationality. The linkage emerged from the development of Post-Traumatic Stress Disorder (PTSD) theory within anti-Vietnam war activism, which gained international authority during the 1980s. Post-Cold War narratives of ‘multi-dimensional’ peacekeeping as the policing and rehabilitation of perpetrators and victims for self-government drew on PTSD expertise on ‘integrity violations’, thus problematizing sexual violence. However, gender expertise should not be dismissed as providing ideological cover for imperialist projects: the contingent authority gender expertise has claimed has disrupted the peacekeeping narrative by representing peacekeeping operations as fostering flourishing sex industries in which integrity violations are a norm.  相似文献

Violence, while conceived of and defined as objective, is in reality a subjective phenomenon that takes on myriad forms (political, physical, and psychological). From a constructivist perspective, the identification of violence is contingent on conflicts to signify actions as legitimate; in the Israeli–Palestinian conflict, the experience of different forms of violence has meant that violence has come to acquire multiple meanings. This violence is legitimate from both Israeli and Palestinian points of view, and it creates and fulfils a cycle that perpetuates intractable conflict. This article aims to demonstrate how strongly this culture of violence has affected the state-formation process in this area, and it calls attention particularly to ongoing statebuilding processes in Palestine. The paper will also explore the intricacies related to violence and border definition in terms of ‘mapping practices’ and territoriality, and examine how, in the wake of the Oslo agreement, the Palestinian statebuilding process is created under the ruling power of the Israeli military force, restraining Palestinian capacity to create state bodies capable of establishing and retaining the monopoly of violence.  相似文献

Treatments of race and police violence in the fields of public administration and policy have drawn eclectically from many disciplinary sources in historical, political, and managerial analysis. From an institutional perspective, emphasis has been on how organizational practices, rules, norms, and values, along with role socialization, shape germane behavior. Of particular interest to the authors is the phenomenon of race‐related police violence in its systemic but also attitudinal and behavioral manifestations in the policing role. How does an academic or practitioner researcher specify evaluative perspectives applicable to this policy and administrative challenge? There is a prior need for defined analytical and ethical positions drawing closely from public administration and policy sources. This article suggests ways to develop such grounded frameworks, built on these distinctive traditions but also going beyond them, so as to allow for an integrative approach to evaluative analysis and action on this grave and contentious issue.  相似文献

In counterinsurgency, agent networks are double-edged swords. They are useful tools for degrading insurgent influence and protecting the population. However, they also endanger the population in some ways, as we have seen with mass executions of suspected agents and agent misdirection of raids. Identifying how/why this occurs is critical for developing intelligence practices to more effectively implement COIN strategies. This exploratory study uses three recent counterinsurgency cases – for which significant secondary open-source agent network documentation is available – to identify, describe, organize and analyse patterns of noncombatant-targeted violence associated with human intelligence networks. Identified cases of noncombatant-targeted violence in Operation Enduring Freedom – Afghanistan, Operation Iraqi Freedom, and the – Israeli–Palestinian conflict are used to develop a theoretical framework that models intelligence-related violence incentivization, which also draws from theoretical literature on human intelligence, civil war violence, police states, community policing, and the sociology of betrayal.  相似文献

This study examines the associations between religious affiliation and religiosity and support for political violence through a nationwide sample of Israeli Jews and Muslims. Based on structural equation modeling, the findings show that by and large Muslims are more supportive of political violence than Jews and more religious persons are less supportive of political violence. Deprivation, however, was found to mediate these relations, showing that the more deprived – whether Muslims or Jews, religious or non-religious persons – are more supportive of political violence. The explanatory strength of religion and deprivation combined in this manner was found to be stronger than any of these variables on their own. The findings cast doubt on negative stereotypes both of Islam and of religiosity as promoting political violence. They suggest that governments which want peace at home, in Israel as elsewhere, would do well to ensure that ethnic and religious differences are not translated into, and compounded by, wide socio-economic gaps.  相似文献

Abstract

Addressing the intersections of religion and violence in ‘post conflict’ Belfast, this paper focuses on the nexus between religion, violence and memory. It distinguishes between the churches (institutionalised religion) embedded in the physical and social environment of the city, and popular religion that recurs in the contexts of parades, protests and sectarian conflict. Wider debates on the relationships between religion, violence and politics are integrated with recent empirical data. We argue that while asymmetries between Protestantism and Catholicism continue to inform politics and vice versa, there are also signs of change in the religious politics of Belfast and in how they accommodate violence.  相似文献

This article argues that the increasing international interest in elections as exemplified by the rise of international election monitoring induces temporal shifts in the use of violent intimidation by political actors. The presence of international electoral missions lowers the potential for election-day violence relative to the pre-election period because domestic actors likely refrain from intimidating opposition candidates or voters before the eyes of international observers, but creates incentives for political actors to engage in violent manipulation in parts of the electoral process receiving considerably less international attention, such as the pre-election period. The article expects that international election observation increases the incidence of violent manipulation during electoral campaigns. An empirical analysis of election-related violence for African elections in the 1990–2009 period shows that the presence of election observers increases the incidence of pre-election violence, but has no effect on election-day violence.  相似文献

The association between religion and violence has raised much interest in both academic and public circles. Yet on the individual level, existing empirical accounts are both sparse and conflicting. Based on previous research which found that religion plays a role in the support of political violence only through the mediation of objective and perceived deprivations, the authors test Conservation of Resource (COR) theory as an individual level explanation for the association of religion, socio-economic deprivations, and support for political violence. COR theory predicts that when individuals' personal, social or economic resources are threatened, a response mechanism may include violence. Utilizing two distinct datasets, and relying on structural equation models analysis, the latter two stages of a three-stage study are reported here. In a follow-up to their previous article, the authors refine the use of socio-economic variables in examining the effects of deprivation as mediating between religion and political violence. Then, they analyze an independent sample of 545 Muslims and Jews, collected during August and September 2004, to test a psychological-based explanation based on COR theory. This study replaces measures of deprivation used in the previous stages with measures of economic and psychological resource loss. Findings show that the relationship between religion and support of political violence only holds true when mediated by deprivations and psychological resource loss. They also suggest that the typical tendency to focus on economic resource loss is over-simplistic as psychological, not economic, resources seem to mediate between religion and support of violence.  相似文献
