In recent years many scholars have diagnosed a crisis of party politics. This article considers recent changes in the UK and Europe that appear to challenge this idea. Exploring Colin Crouch's notion of ‘post‐democratic’ party politics and considering his diagnosis of shifts in parties' agenda setting, organisation and communication, the article considers evidence of post‐democratic politics and the possibility for future renewal.  相似文献

Transnational media corporations now wield enormous power and influence. Never has this been displayed so starkly and so shockingly as in the revelations that emerged during the Leveson Inquiry into the culture and ethics of the press in the UK. This paper considers the implications of the relationship between media elites and political elites for democratic culture and media reform. The paper argues that the culture of press–politician mutual interest in which media executives and party leaders collude will continue as long as the solutions proffered focus on the ethical constraints of professional journalists rather than wider structural issues relating to plurality of ownership and control and funding of news in the public interest.  相似文献

In the aftermath of the Soviet Union's demise, the countries formerly comprising it embarked on massive reforms to transition from socialist to market‐driven economies. This transition also required substantial transformation of their governance systems. In this Viewpoint essay, the authors reflect on critical reforms in human resource management, ethics management, and anti‐corruption, and highlight successful initiatives in these fields. They also discuss the role of the Astana Civil Service Hub in helping the countries in the region to jointly look for solutions to common governance challenges and to learn from policies and strategies that proved effective for their peers. The authors conclude by identifying the common elements of effective public administration reforms in the post‐Soviet setting.  相似文献

This article analyses the political crisis faced by the centre‐left, not just in the UK but throughout the Western world, with few exceptions (Canada). Since the 1980s, New Public Management (NPM) and post‐NPM reforms have dominated attempts to improve public administration. The literature suggests several reasons for the latter approach. However, these explanations seem to be less relevant to the ongoing civil service reforms in Israel. The Israeli experience is an example where NPM reforms did not occur, but post‐NPM reforms were adopted enthusiastically decades later. Our findings demonstrate how under the structural conditions of both non‐governability and bureaucratic centralization, post‐NPM reforms may provide an attractive layering strategy, offering the option of changing certain features of the system without requiring a drastic, comprehensive overhaul of it. Once Israeli decision makers decided that there was a real public demand for reform, and long‐term learning and diffusion processes convinced them that change was needed, the characteristics of the post‐NPM approach made it much easier politically for them to adopt. This article assesses Russia's post-Soviet efforts to reform its public service in order to meet the challenges of social and economic transition and describes both obstacles to the creation of a modern public service and efforts to overcome them. First, the authors provide a snapshot of the public service in Russia since 1991. Second, they describe aspects of the Soviet legacy that have impeded efforts to modernize the public service. Third, they identify some of the traumas of transition experienced in the 1990s that have circumscribed efforts at reform. Finally, the authors identify gaps between the legislation enacted by the Duma and the limited implementation of that legislation to date. The article concludes with an assessment of the current status of public service reform in Russia.  相似文献

What type of state has emerged in post‐Soviet Eurasia, and what kind of theoretical framework can help us understand its behavior and performance? This article argues that we can usefully understand the logic of political and administrative organization in terms of a kind of “investment market.” Access to the state is frequently determined by actual financial payment. Would‐be officials invest in offices to obtain access to a stream of income associated with an office. This framework represents a novel perspective on the post‐Soviet state, which has hitherto either been premised on modernization theory or emphasized a robustly personalistic logic of political organization.  相似文献

The article addresses internal and hidden politics of changes in bureaucracies by focusing on the introduction and use of policy instruments as institutional change without radical or explicit shifts in administrative systems. Beneath public administrative reforms, it examines the use of “low‐profile instruments” characterized by their technical and goal‐oriented dimension but also by their low visibility to external actors due to the high complexity of their commensurating purpose and the automaticity of their use. The core case study of the paper offers a historical sociology of a technique for calculating the growth of the French civil service wage bill from the mid‐1960s to the 2000s. The origins, uses, and institutionalisation of this method in the French context are explored to emphasize the important way of governing the bureaucracy at times of crisis through automatic, unobtrusive, incremental, and low‐profile mechanisms. While insisting on the salience of techniques for calculating, measuring, classifying, and indexing in the contemporary art of government, it also suggests the need for observing and explaining “everyday forms of retrenchment” in bureaucracies.  相似文献
