'Beyond Left and Right': The New Partisan Politics of Welfare   总被引:1,自引:0,他引:1

The 'new politics of the welfare state,' the term coined by Pierson (1996) to differentiate between the popular politics of welfare expansion and the unpopular politics of retrenchment, emphasizes a number of factors that distinguish countries' capacities to pursue contentious measures and avoid electoral blame. Policy structures, vested interests, and institutions play a prominent role in accounting for cross-national differences in leaders' abilities to diffuse responsibility for divisive initiatives. One important omission from the 'new politics' literature, however, is a discussion of partisan politics. 'Old' conceptualizations of the political right and left are implicitly taken as constants despite radical changes in the governing agenda of many leftist parties over the last decade. Responding to this oversight, Castles (1998) has recently probed the role of parties with respect to aggregate government expenditures, only to concludethat parties do not matter under 'conditions of constraint.' This article contends that parties are relevant to the 'new politics' and that, under specified institutional conditions, their impact is counterintuitive. In some notable cases the left has had more effect inbruising the welfare state than the right. One explanation for these cross-cutting tendencies is that parties not only provide a principal source of political agency, they also serve as strategies, thereby conditioning opportunities for political leadership. By extension, they need to be situatedwithin the 'new politics' constellation of blame-avoidance instruments.  相似文献

In recent years a common understanding of the core elements of populist communication has been achieved in academia. Yet, we know less about how the term populism is used by political parties themselves, despite widespread assumptions about the use of populism as a battle term to disqualify competitors. Based on a quantitative and qualitative content analysis of Twitter content from mainstream and populist actors in six western European countries, this study finds that populism is indeed used by mainstream parties in a pejorative way in order to label political competitors. Yet, not only populist but also mainstream competitors are labeled populist by the center parties linking a variety of different negative meanings to the term, which are often of a less demonizing nature not questioning the legitimacy of others. Populists in Italy and France refer to the term in a positive way, while Spanish and German populists rather reject the label.  相似文献

In contrast to previous studies on the political opportunity structures of anti‐immigrant parties, this article argues that voters’ perceptions of policy convergence between mainstream alternatives affect their short‐term propensity for supporting such partisan challengers. Drawing upon leading research in the field, two hypotheses about voters’ perceptions of policy convergence, in two policy areas (economic redistribution and immigration), are presented. The main findings in the article suggest that policy convergence between mainstream parties has a more immediate impact on the electorate than commonly recognised. Using unique data from Sweden, the article shows that perceived convergence between Swedish mainstream parties in the field of immigration policy increases potential support for the anti‐immigrant party, the Sweden Democrats (SD). Yet the results are the opposite when it comes to perceptions of convergence in the field of economic‐distributive policies. In contrast to widespread assumptions, the article thus finds that policy convergence between mainstream parties only appears to create short‐term opportunities for anti‐immigrant parties if it takes place on their own policy turf. These results indicate, in other words, that the potential electorate of the SD – which is a wider group than hard‐core xenophobes – is largely driven by preferences about immigration policy, rather than the short‐term urge to protest against mainstream parties. The article, therefore, concludes that the cordon sanitaire to isolate the SD in Sweden – which is underpinned by de facto convergence between mainstream parties on immigration policy – could improve, and is unlikely to curb, the short‐term electoral opportunities of this party.  相似文献

Despite attempts over the last decade to bring an end to what has become an ‘arms race’ between political parties, party funding in the UK continues to defy resolution. Drawing on the experience of the committee charged by the last Labour administration to put party funding and electoral spending on a more sustainable footing, this article examines the issues and the main sticking points. It outlines the basis on which the negotiations were undertaken, and the main hurdles they sought to overcome. It highlights the disagreement between the parties on the definition of the central issue, the problems associated with the main funding sources for each of the parties, and the viability of state funding. It discusses why success proved elusive, but also why a solution is necessary, since in the absence of robust rules, parties and therefore the UK political system more broadly, are ‘a hostage to the next scandal’.  相似文献

This article explains legislative turnover in eight West European legislatures over 152 general elections in the period 1945–2015. Turnover is measured as the rate of individual membership change in unicameral or lower chambers. It is the outcome of a legislative recruitment process with a supply and a demand side. Decisions made by contenders affect supply, while decisions made by parties and voters influence demand. Such decisions are shaped by four political and institutional factors: the institutional context of political careers, or structure of political career opportunities; political party characteristics; electoral swings; and electoral systems. Ten specific hypotheses are tested within this theoretical framework. The structure of political career opportunities is the most decisive factor explaining variability in turnover rates, followed by electoral swings and political parties. Electoral systems show less substantive effects. Electoral volatility is the predictor with the most substantive effects, followed by duration of legislative term, strength of bicameralism, regional authority, gender quotas, level of legislative income and district magnitude.  相似文献

Abstract. Values and ideologies seem to be changing rapidly in many countries of Western Europe. These developments imply a shift among the adherents of political parties. On the one hand, we expect to see a process of deideologization weakening the traditional ties between parties and their adherents. On the other hand, increasing pluralization is suggested by the ongoing process of individualization. In this study we analyze the orientations of the adherents of the main political parties in 12 Western European countries in the last two decades. We expect to find clear traces of ongoing deideologization as well as pluralization, but this expectation proves to be inaccurate. Neither deideologization nor pluralization can be accepted as a common feature of party adherents in advanced industrial societies. On the contrary. Each of these processes seems to follow a different path of development in distinct countries and in distinct party families. A general 'decline-of-the-party' or an 'end-of-ideology' is not to be found among the adherents of the main parties in Western Europe in the last decades. The processes appear to be more complicated, with divergent developments in different countries.  相似文献

While direct state funding of political parties has been a prominent theme in cross‐national research over the last decade, we still know little about party strategies to access state resources that are not explicitly earmarked for partisan usage. This article looks at one widespread but often overlooked informal party practice: the ‘taxing’ of MP salaries – that is, the regular transfer of fixed salary shares to party coffers. Building on notions of informal institutions developed in work on new democracies, the theoretical approach specifies factors that shape the acceptability of this legally non‐enforceable intra‐organisational practice. It is tested through a selection model applied to a unique dataset covering 124 parties across 19 advanced democracies. Controlling for a range of party‐ and institutional‐level variables, it is found that the presence of a taxing rule and the collection of demanding tax shares are more common in leftist parties (high internal acceptability) and in systems in which the penetration of state institutions by political parties is intense (high external acceptability).  相似文献

The electoral consequences of the Great Recession are analysed in this article by combining insights from economic voting theories and the literature on party system change. Taking cues from these two theoretical perspectives, the impact of the Great Recession on the stability and change of Western, Central and Eastern European party systems is assessed. The article starts from the premise that, in order to fully assess the impact of the contemporary crisis, classic economic voting hypotheses focused on incumbent parties need to be combined with accounts of long‐term party system change provided by realignment and dealignment theories. The empirical analysis draws on an original dataset of election results and economic and political indicators in 30 European democracies. The results indicate that during the Great Recession economic strain was associated with sizable losses for incumbent parties and an increasing destabilisation of Western European party systems, while its impact was significantly weaker in Central and Eastern European countries, where political rather than economic failures appeared to be more relevant. In line with the realignment perspective, the results also reveal that in Western Europe populist radical right, radical left and non‐mainstream parties benefited the most from the economic hardship, while support for mainstream parties decreased further.  相似文献

The extent and nature of business financing of parties is an important feature of political finance. Britain's transparent and permissive regulatory system provides an excellent opportunity to study business financing of parties. Business donations have been very important to the Conservative party over the last decade, and of only marginal importance to Labour. Unlike other Conservative contributors, business donors are more likely to contribute when the party is popular. In contrast to the previous period of Conservative government, the biggest British businesses tended to abstain from political finance under New Labour. However, their bias towards the Conservatives is affected by the party's popularity and the closeness of an election. Britain shares the political importance of business financing of parties and its mixture of ideological and pragmatic motivations with other liberal market economies. However, in Britain the bias towards the right is much stronger and the role of big business more marginal.  相似文献

Two years into the first term of the right wing Conservative/Progress Party coalition government, the 2015 Norwegian local elections displayed many features of a ‘second-order’ election: the governing parties lost considerable support, minor parties did well and voter turnout was low. For the second local elections in a row, political circumstances prevented the far right Progress Party from mobilizing on the anti-immigration issue, adding to the burdens of governing nationally for the first time. The Green Party leveraged its 2013 entry into the national parliament into record support, consolidating the progress made in the 2011 local elections. Although the elections were shaped by national politics, municipal and county variation shows that local political factors did matter.  相似文献

While the collapse of party membership in the last half‐century has consumed much of the focus of party scholarship, the notion of membership itself is surprisingly under‐theorised. This article presents a tripartite framework for understanding party membership as a constructed concept: from the perspective of the state, the individual and the political party. As organisational mediators and strategic electoral actors, political parties construct varying notions of membership in order to mobilise resources and gain legitimacy, while balancing the participatory demands of citizens with the legal and normative expectations imposed by the state. Using a number of illustrative examples from Europe and beyond, the article analyses the development of supporters' networks and the extension of participatory opportunities to non‐members. Designed in part to address this membership decline and to offer individuals a different way of engaging with political parties, these initiatives are seen as a crucial step in the evolution of modern parties towards looser, more individualised and amorphous networks of affiliation.  相似文献

Although scholars of West European politics have long debated whether the region's highly institutionalised party systems were becoming de‐aligned and electorally unstable, the political fallout from the post‐2008 financial crisis has lent a new sense of urgency to the debate. The threats posed to party systems by economic crises are hardly unique to Europe, however. The Latin American experience with the debt crisis of the 1980s and 1990s suggests that party system upheaval was not simply a function of retrospective economic voting during the period of crisis. It was also attributable to programmatically de‐aligning policy responses to crises – namely the ‘bait‐and‐switch’ imposition of austerity and adjustment measures by labour‐based, left‐leaning parties that were traditional champions of statist and redistributive policies. Such patterns of reform made it difficult for party systems to channel societal resistance to market orthodoxy in the post‐adjustment era, setting the stage for convulsive ‘reactive sequences’ when such resistance arose outside and against mainstream parties through varied forms of social and electoral protest, typically on the left flank. This article explores the political fallout from the European and Latin American economic crises from a comparative perspective, arguing that it is essential to think beyond the short‐term political dynamics of crisis management to consider the longer‐term institutional legacies and fragilities of the different political alignments forged around crisis‐induced policy reforms.  相似文献

Party nationalization measures are often used to describe and analyze the nature of political parties and party systems. However, the term “party nationalization” is imprecise, with little consensus on how to measure it or evaluate its implications. This article advances the literature on nationalization in a number of crucial ways. In it, we make seven concrete suggestions for improving the measurement of party nationalization in theoretical terms and then demonstrate the problems and biases with existing studies through a theoretical discussion and application to Chilean political parties. Given that our theoretical and empirical analyses show there are important weaknesses in all nationalization measures, we argue in favor of approaching the phenomenon with a variety of tools in order to avoid misleading conclusions.  相似文献

Abstract. The rise of parties that challenge the political establishment has recently sparked the interest of political scientists. Scholars have identified several factors that lie behind the success of such anti-political-establishment parties. Most empirical studies, however, have concentrated their attention either on the importance of electoral system features or on the effects of socioeconomic conditions. This article focuses instead on the role that party system factors play in the electoral success of these parties. Using three data sets from studies conducted in three different time periods it tests two seemingly contradictory hypotheses. On the one hand, the claim that where the established parties have converged toward centrist positions and thus fail to present voters with an identity that is noticeably different from their established competitors, the electorate will be more susceptible to the markedly different policies put forward by anti-political-establishment parties. On the other hand, there is the argument that these parties profit more from increasing polarization and the subsequent enlargement of the political space than from a convergence toward the median. The results of the analyses show that anti-political-establishment parties generally profit from a close positioning of the establishment parties on the left-right scale. However, there is no consistent support for the notion that party system polarization by itself is associated with an increase in the support for parties that challenge the political establishment.  相似文献

Why do political parties prioritise some policy issues over others? While the issue ownership theory suggests that parties emphasise policy issues on which they have an advantage in order to increase the salience of these issues among voters, the riding the wave theory argues instead that parties respond to voters by highlighting policy issues that are salient in the minds of citizens. This study sheds new light on the selective issue emphasis of political parties by analysing issue attention throughout the entire electoral cycle. On the basis of a quantitative text analysis of more than 40,000 press releases published by German parties from 2000 until 2010, this article provides empirical support for the riding the wave theory. It shows that political parties take their cues from voters by responding to the issue priorities of their electorate. The results have important implications for political representation and the role that parties play in democracies.  相似文献

The field of political brands has developed a host of approaches and explored a variety of cases over the last years. However, less attention has been devoted to brand measurement—specifically efforts to construct a measure that attempts to explain the relationship between voters and parties. Against this backdrop, this article discusses how to measure a political brand by first selecting one part of the diverse brand concept for further investigation. Next, the two existing brand measures in the literature are evaluated, and the article proposes an alternative measure that underlines a stronger connection to the immense political science literature on voters and parties. Then, the three measures are compared by empirically investigating which measure is best at explaining voters' party sympathy. Here, it is demonstrated that the alternative measure seems to be the most valid and reliable construct when it comes to explaining voters' sympathy for a particular party. Finally, the proposed alternative measure is further validated in a representative sample (N = 2251), establishing a preliminary correlation between party brand and voter sympathy.  相似文献

Under what conditions is decentralisation a salient issue for state‐wide political parties? It is argued in this article that the extent to which state‐wide parties emphasise decentralisation depends on their strategic considerations: on their overall ideology, on the electoral incentives created by the context in which they compete, and on the interaction between the two. The results of the analysis of party manifestos in 31 countries since 1945 are as follows. First, parties that pay greater attention to cultural matters relative to economic matters tend to talk more about decentralisation. Second, the systemic salience of decentralisation also encourages parties to talk more about decentralisation. Third, the larger the regionally based ethnic groups within a country, the more salience all state‐wide political parties will attach to decentralisation. Finally, only parties that put greater relative emphasis on cultural matters tend to respond to the electoral threat of regionalist parties. The influence of territorial diversity on the salience of decentralisation thus works through two channels and is partly conditioned by political parties’ ideological profile.  相似文献

In this paper we argue that parties shape their supporters’ views about the political system via the messages they communicate about the desirability of the political system. Moreover, we contend that the effectiveness of such communication varies considerably across generations. Combining data from election surveys collected in 15 democracies as part of the Comparative Study of Electoral Systems (CSES) project with data on the policy positions of 116 political parties collected by the Comparative Manifestos Project, we find that supporters of parties that express positive positions toward the political system report systematically higher levels of political legitimacy than supporters of parties that communicate negative views. Moreover, this communication is particularly effective among older party identifiers whose partisan identification tends to be more pronounced. Taken together, these findings suggest that political parties play an active role in shaping citizens’ views of the political system but their success in mobilizing consent among citizens in contemporary democracies may weaken with partisan de-alignment and generational change.  相似文献

The voters’ choices about political parties have many similarities with how they make their choices about commercial brands. Therefore, political parties are now constantly applying the concept and strategies of brand management to make the political product attractive, appealable, trustable, differentiable, a source of long-term relationships, and a decision-making driver. Furthermore, the political parties have to play an active role in the community's political socialization processes, which rely heavily on branding strategies. Because, the party equity is largely based on the community's social gregariousness that has profound effect on the electorates' propensity to participate in the politics. This study has deeply explored and broadened the concept of party equity analogous to commercial brand equity typology by developing a politics-specific brand equity model. This model demonstrates the integration of political brands in voter choice. Empirically, this model has been validated by collecting 550 valid responses from the constituency of District Gujrat, Pakistan. A careful analysis of these responses through structural equation modeling methodology has revealed that political parties vary according to the outcomes of their role in the political socialization process of the communities, loyalty, and voters’ attitude. Parties that have favorable role in the socialization process have strong party knowledge and thus have high party equity as compared to competing political parties, which have a weak position of party knowledge. Similarly, this study provides the roadmap and guidelines for the political parties to manage their party equity. Similarly, the model would be able to facilitate political parties in comparing different constituencies on the basis of their diversified social dynamics and political knowledge and in the development of a constituency-based manifesto, also termed “localized manifesto,” to further enhance their vote bank.  相似文献
