Do parties with different ideological origins adjust their policies in response to the binding commitments that derive from the European integration process? This paper examines whether party platforms have adapted to the ideological content of EU treaty provisions – based on ‘neoliberalism’ and ‘regulated capitalism’ – across a range of policy areas The analysis builds on existing research which has examined how party families respond to the challenges and opportunities of the integration process. This is the first study that focuses on long-term party policy adjustment across different policy areas by examining whether there has been a shift away from core ideological goals towards the direction of EU policy. The main finding is that there has generally been a shift towards the direction of EU policy across all party families in both member and non-member states. The findings have implications for the quality of representation and functioning of democracy in the member states since the deepening of the European integration process reduces ideologically distinct policy alternatives across party families and can hinder policy innovation  相似文献

Abstract

This paper analyses Transatlantic Trade and Investment Partnership (TTIP) negotiations in order to assess how the move towards tighter economic integration within the EU?US strategic partnership impacts on legislative?executive relations in EU trade policy. The analysis examines the institutional, substantive and party political dimensions of national parliaments’ scrutiny of the Common Commercial Policy. Based on insights into both domestic and EU channels of parliamentary monitoring of TTIP negotiations, the paper argues that, although the government remains the central object of democratic control, the involvement of national parliaments in transatlantic trade extends to encompass the EU’s own transatlantic and trade policies. This is rooted in the legislatures’ legal capacity to constrain the executive in the negotiation, conclusion and, where applicable, ratification phases of EU trade agreements. It is argued that national parliamentary influence takes the shape of politicisation of the legitimacy of the expected policy outcomes of these agreements.  相似文献

ABSTRACT

Rodríguez Maeso and Araújo analyse the reproduction of a dominant understanding of racism in policy discourses of integration and discrimination used by monitoring agencies in Portuguese and European Union (EU) institutional contexts. More specifically, they question the political concern over racism and discrimination vis-à-vis the idea of Europe ‘becoming increasingly diverse’ and the need to gather ‘evidence’ of discrimination. To that end, they examine periodic reports issued by EU monitoring agencies since the 1990s—paying specific attention to reporting on school segregation of Roma pupils in Portugal—and national integration policies and initiatives that, since the 2000s, have targeted mainly Roma and black families and youth. They argue that the dominant discourse of integration and cultural diversity conceives of racism as external to European political culture, and as a ‘factor’ of the ‘conflictive nature’ of social interactions in ethnoracially heterogeneous settings. This paves the way for calls for the ‘strengthening of social cohesion’—on the assumption that policy initiatives need to act on the ‘characteristics’ of so-called ‘vulnerable’ populations—whereas institutional arrangements and everyday practices remain unchallenged.  相似文献

Despite the vast literature on policy implementation, systematic cross‐national research focusing on implementers’ performance regarding different policy issues is still in its infancy. The European Union policies are conducive to examining this relationship in a comparative setting, as the EU member states need to implement various EU directives both legally and in practice. In this study, a first attempt is made to analyse the relationship between legal conformity and practical implementation and the conditions for practical deviations in 27 member states across issues from four policy areas (Internal Market, Environment, Justice and Home Affairs and Social Policy). In line with existing approaches to EU compliance, it is expected that the policy preferences of domestic political elites (‘enforcement’) affect their incentives to ‘decouple’ practical from legal compliance. Instead, administrative and institutional capacities (‘management’) and societal constraints (‘legitimacy’) are likely to limit the ability of policy makers to exert control over the implementation process. The findings suggest that practical deviations arise from policy makers’ inability to steer the implementation process, regardless of their predispositions towards internationally agreed policies. The results have strong implications for the effective application of international rules in domestic settings, as they illustrate that political support for the implementation of ‘external’ policy does not ensure effective implementation in practice.  相似文献

Iceland's application for European Union (EU) membership in summer 2009 suggests that the country's political parties had reconsidered their longstanding scepticism towards European integration and opted for closer engagement with the EU after the financial crisis. Applying Moravcsik's liberal theory of preference formation, this article investigates the European policies of Iceland's political parties from 2007 to 2010, focusing on four related European issues which have been prominent in the Icelandic EU debate: an application to join the EU with no reservations; the unilateral adoption of the euro; the inclusion of a clause in the constitution allowing a transfer of sovereignty; and the holding of a referendum on an EU application. It analyses whether the economic crash actually led to a change in the political parties' economic preferences and to a subsequent reformulation and adaptation of their long‐term European policy goals and, if not, then how Iceland's decision to apply for EU membership is to be understood. The article concludes that the parties' European policies have remained remarkably stable despite the EU application. This indicates that Iceland's EU membership application can only be understood through a thorough examination of domestic politics, to which liberal intergovernmentalism pays insufficient attention.  相似文献

Negative integration through the expansive interpretation of European market freedoms is said to undermine domestic social regulation – by vertically imposing a strictly liberal interpretation of EU rules and by pushing EU member states into horizontal regulatory competition. This article analyses domestic policy responses to one particularly prominent instance of negative integration: the CJEU’s case law on the freedom of establishment since its first landmark ruling on Centros in 1999. The analysis shows that national company laws have only converged downwards in one particular subfield – minimum capital requirements – but they remain strikingly diverse across, and increasingly within, member states on most other issues, such as workers’ codetermination rights. Legal uncertainty about the Court’s case law, the mixed economic incentives it provides for firms and political disagreement about appropriate policy responses leave considerable space for differential Europeanisation. The crisis adds to these uncertainties and thus reinforces the trend towards differentiation rather than convergence.  相似文献

Defining industrial policies has traditionally been a preserve of EU member states, upon which the Commission has only impacted indirectly, through numerous measures affecting industry, leaving little room for an industrial policy in its own right. However, growing concern about the EU's future position in the international division of labour has led several member states to request from Brussels a more pro-active approach and closer attention to European industrial interests. This paper investigates the recent trend towards ‘re-inventing’ industrial policy in the EU, France and Germany. It examines the model of intergovernmental industrial cooperation established between these two member states, its usefulness and limitations. It argues that, despite recent regression in France towards old-style interventionist policies, and although German governments sometimes favour a protectionist stance, both countries can also generate new, more constructive, euro-compatible intergovernmental initiatives, but that promoting national champions damages the credibility of such initiatives.  相似文献

A prominent feature of media coverage during the UK’s referendum on European Union (EU) membership was the stark difference between the pro-EU young and their Eurosceptic elders, widely assumed to reflect a generational divide. The positive relationship between age and hostility towards the EU is well established in academic research, however only Down, and Wilson [(2013). “A rising generation of Europeans? Life-cycle and cohort effects on support for ‘Europe’.” European Journal of Political Research 52: 431–456] have considered whether this reflects a generational or life-cycle effect. While their research confirms that there is such a generational effect, their capacity to explain it is limited. This study utilizes data from Britain and builds on previous attempts to identify and explain generational trends in Euroscepticism, bridging it with studies on individual-level determinants of hostility towards the EU, providing the most detailed assessment of the extent and causes of generational differences in Euroscepticism to date. The results confirm that today’s young people are the most supportive generation of EU membership, caused by a combination of factors including their experience of the EU during their formative years, their relationships with domestic political institutions, and their access to education.  相似文献

This paper poses the following question: To what extent do European Union (EU) policies affect national policies? In essence this paper studies the Europeanisation of policy in the field of research and higher education (R&E). The field of R&E is largely neglected in the literature on European integration and Europeanisation. I argue that processes of Europeanisation of R&E mirror two interrelated processes: both the emergence of supranational policies at the EU level and national convergence towards these policies. The empirical scope of the paper is the relationship between the EU’s R&E policies and the corresponding Norwegian policies. Our empirical observations based on documentary data and existing bodies of literature reveal that the emergence of creeping supranational policies of R&E at the EU level has accompanied moderate convergence of Norwegian R&E policies. This moderate level of convergence, I argue, reflects a mix of moderate institutionalised linkages between Norwegian ministries and agencies and the EU, moderate adaptational pressures towards Norwegian R&E policies from the EU, and institutional path dependencies in Norwegian R&E policies.  相似文献

This article uses post-referendum Flash-Eurobarometer surveys to analyse empirically voter attitudes towards the EU Constitution in four member states. The theoretical model used incorporates first and second order variables for voting to ascertain whether the outcome of the vote was a reflection of either first or second order voting behaviour. It is hypothesised that the cleavage politics over integration in the European arena had a major impact on the four votes, as captured by three first order variables: ‘Europhile’ and ‘Constitution-phile’ attitudes and ‘Egocentric Europeanness’, respectively. The quantitative analyses – controlling for a number of dimensions – strongly supports the hypothesis when compared with a model using solely second order party identification variables. These findings establish that how voters understood the EU polity, in particular whether membership is beneficial to one's own country, was a crucial factor in all the referendums. Implications for future research include the need to discover the cues or proxies influencing first order voting within domestic politics.  相似文献

While there exists a large body of literature investigating the European Union’s intervention in the western Balkans, and in particular the influence of so-called ‘enlargement fatigue’, rarely is the western Balkans’ own fatigue towards the EU given serious consideration. This paper examines domestic views about Europe, arguing that aspiring new EU member states have been experiencing various forms of Euroscepticism due to a number of socio-economic, cultural and political factors. The growth of Euroscepticism has helped Russia to play a more assertive and influential role in the region. However, as this paper argues, Euroscepticism is not a rejection of the European perspective and the search for alternatives, but rather a critique of the actual methods, timing and impact of the integration process.  相似文献

South Korea aspires to a larger regional and global role, fuelled by economic success, and complemented by cultural and diplomatic achievement. However, a gap exists between the rhetoric and reality of its foreign policy. This paper examines Seoul's middle-power activism. It poses questions about the conceptual deficit of ‘middle power’, proffering an operational definition in illuminating the characteristic identity formation of middle powers. It analyses how the Roh Moo-hyun and Lee Myung-bak governments sought to articulate their respective middle-power foreign policy aspirations. Finally, it investigates how domestic political and institutional conditions shape Republic of Korea foreign policy, and identifies policy implications.  相似文献

This paper examines business associations in a context where the state is being contested from below, focusing on Diyarbak?r, a major Kurdish city in Turkey. Against the backdrop of armed conflict, reform processes triggered by the country’s EU candidacy and socio-economic change, Diyarbak?r has become a contested zone over which the Turkish government and the Kurdish movement have been competing for control. Local business associations have also been implicated in such contestation. Considering the situation of dual power and moral economy at the local level, the paper examines how these associations deal with an adverse situation that is characterized by political instability and uncertainty. The analysis shows that business leaders have been able to make the ‘best’ of the situation.  相似文献

How do the states in Western Europe turn outsiders into insiders? This article examines that question by introducing a new qualitative framework that we term national membership conditionality structures (MCS). This framework includes not only status acquisition rules, such as those governing naturalisation and settlement, but also, crucially, civic integration requirements and social benefit eligibility standards. The article illustrates how linkages across these policy sectors shape different membership-making processes for third-country nationals by examining the MCS variation in Great Britain and Germany, two countries that both experienced significant migration inflows beginning in the first post-war decades. As a contrast to these two ‘mature’ MCS cases, a study of Spain is also included as a ‘nascent’ case, whose recent experience with large-scale immigration provides an opportunity to consider an MCS under active construction. The article concludes that while EU-level policies and institutions have extended their reach to cover ever more sectors, the components of national MCS remain largely outside supranational purview. As such, membership remains a core imperative of the contemporary nation-state.  相似文献

Many researchers have redefined citizenship to better understand the membership status aspired and demanded by contemporary migrants. As a result, the concept of ‘membership’ as opposed to citizenship was proposed in delineating the decoupling between citizenship and nationality; immigrant demands for rights and state policies in response can thereby be interpreted without considering the political meanings of citizenship. However, the decoupling of citizenship and national identity can be challenged when it comes to dual citizenship, especially when the homeland and host states are engaged in political tensions. This article examines the shifting policies of China (the People's Republic of China, or PRC) and Taiwan (the Republic of China, or ROC) towards the citizenship conferred to Taiwanese migrants in China. The findings of this research suggest that political dimension (including political rights and obligations) should be regarded as an integral part of citizenship (i.e. national membership) especially in the rival-state context. The Taiwan–China case can contribute to our understanding of citizenship policy changes under the double pressure of inter-state rivalry and globalization. The globalizing forces help create conditions for ‘flexible citizenship’ in the ‘zones of hypergrowth’, while in the case of Taiwan–China inter-state competition draws governments and people back to zones of loyalty, the nationally defined memberships.  相似文献

This article examines the increasing relevance of Islam and religion in the institutional arrangement of the EU post-Maastricht and the future policy implications for the complex political system of the EU. By adopting a combination of qualitative methodologies that are theoretically rooted in historical institutionalism and in a systemic view of the EU, the paper studies the emergence of Islam and religion as policy issues in two institutional settings, the European Commission and the European Parliament, during the 1990s and up to the first decade of the twenty-first century. The analysis shows a growing attention to faith communities on the part of the Commission, in the post-Maastricht context, culminating in the elaboration of semi-official avenues for encounter and dialogue with religious groups. It also indicates how, in turn, these semi-official practices and the ideas behind them have gradually imposed themselves upon multiple levels of the EU political system, thus opening up an institutional space in the EU for consultations with and ‘informal policies’ towards faith communities, both within and outside the EU borders.  相似文献

In this article, we review the EU's significance for social policies in the UK. The EU has a limited legal role or institutional capacity to directly regulate the social policies of its member states. This role is even more limited in the case of non‐eurozone countries. There are a handful of EU policy measures which have had effects on social policy in the UK. However, these effects have not changed the institutional arrangements for making, organising and delivering social policy, which remain firmly in the hands of UK governments. In consequence, a ‘Leave’ or ‘Remain’ result has relatively limited implications for social policy, except in the case of specific social groups: notably for UK and other EU nationals who have lived and worked in at least one other EU country. Other EU legislation and regulation is compatible with the current and historical policy preferences of UK governments and political parties.  相似文献

Which parameters affect coalition building in budgetary negotiations? In this article, three distinct levels of analysis are identified to account for coalition building patterns, associated with domestic politics, domestic socioeconomic structures and EU politics. At the level of domestic politics, ideology points to cross‐governmental affinity of a partisan nature; at the level of socioeconomic structures, similarity of policy interests, generated by cross‐national socioeconomic convergence with EU policy standards, informs coalition formation patterns; at the EU politics level, the intergovernmental power balance influences the political aspirations of each Member State in the integration process and coalition‐building decisions. Two sets of parameters affect the evolution of EU coalition patterns, corresponding to the integration impact on the EU (new cleavages) and on the Member States (the impact of Europeanisation). This analytical framework is used to examine the southern coalition (Spain, Greece, Portugal) in the four multi‐annual financial frameworks (1988, 1992, 1999 and 2005).  相似文献

This article examines Russian Government policy towards Northeast Asia as an interplay between aspirations, which have been expressed by government leaders, parliamentary figures and prominent academics and journalists and actual results. The article uses three levels, global, regional and bilateral, as a basis for the analysis. In terms of global interests the Russian leadership has sought diplomatic balance against the US, in terms of regional interests the leadership has pursued the aim of economic and security integration while at the bilateral level Russian leadership has sought specific benefits from particular relations with China, Japan and South Korea. The article notes that Russia has obtained certain diplomatic benefits from the relationship with China which serve its interests at the global level. At the regional level policy aspirations have been frustrated by Russia's dire economic condition and the tendency to be treated as an ‘outsider’. Russia has benefited from an improvement of bilateral relations with China, Japan and South Korea but these gains do not translate into an improved position at the regional level yet. while the Russian leadership has been nurturing the development of bilateral relationships problems particular to those relationships hinder its wider regional acceptance.  相似文献

European Union (EU) referendums provide unique opportunities to study voters’ attitudes toward a distant level of governance. Scholars have long tried to understand whether EU referendum results reflect domestic (dis‐)satisfaction with the incumbent governments or actual attitudes toward the Union. Finding evidence supporting both domestic and European factors, the recent focus has thus turned to referendum campaigns. Recent studies emphasise the importance of the information provided to voters during these campaigns in order to analyse how domestic or European issues become salient in the minds of voters. These studies nonetheless overlook the asymmetrical political advantage in such campaigns. The broader literature on referendums and public opinion suggest that in a referendum, the ‘No’ side typically has the advantage since it can boost the public's fears by linking the proposal to unpopular issues. This article explores whether this dynamic applies to EU treaty ratification referendums. Does the anti‐EU treaty campaign have more advantage than the pro‐EU treaty campaign in these referendums? Campaign strategies in 11 EU treaty ratification referendums are analysed, providing a clear juxtaposition between pro‐treaty (‘Yes’) and anti‐treaty (‘No’) campaigns. Based on 140 interviews with campaigners in 11 referendums, a series of indicators on political setting and campaign characteristics, as well as an in‐depth case study of the 2012 Irish Fiscal Compact referendum, it is found that the anti‐treaty side indeed holds the advantage if it engages the debate. Nonetheless, the findings also show that this advantage is not unconditional. The underlying mechanism rests on the multidimensionality of the issue. The extent to which the referendum debate includes a large variety of ‘No’ campaign arguments correlates strongly with the campaigners’ perceived advantage/disadvantage, and the referendum results. When the ‘No’ side's arguments are limited (either through a single‐issue treaty or guarantees from the EU), this provides the ‘Yes’ side with a ‘cleaner’ agenda with which to work. Importantly, the detailed data demonstrate that the availability of arguments is important for the ‘Yes’ side as well. They tend to have the most advantage when they can tap into the economic costs of an anti‐EU vote. This analysis has implications for other kinds of EU referendums such as Brexit, non‐EU referendums such as independence referendums, and the future of European integration.  相似文献
