The article investigates how the Foreign Research and Press Service succeeded in overcoming internal government prejudice to become His Majesty's Government primary supplier of intelligence from the German-occupied Baltic states during the Second World War. As the Foreign Office had banned the covert intelligence agencies from operating within the Soviet sphere, which included the Baltic states, the non-covert Foreign Research and Press Service Baltic States Section could operate without offending the USSR. The article charts how the Foreign Research and Press Service supplied crucial information from the enemy press that helped to form British war and post-war policy towards the USSR.  相似文献

Abstract. The introduction of information technology to governmental agencies has raised considerable concern for the erosion of personal privacy in most advanced democratic states. This article compares and tries to explain the choice of policy instrument in four key countries (Sweden, the United States, West Germany and the United Kingdom) to enforce the protection of personal data. Five options were available from the 'international repertoire' of solutions: voluntary control, subject control, licensing, a data commissioner and registration. The Swedes opted for licensing, the Americans rely on subject control, the Germans established a data commissioner and the British chose a registration scheme. In no state, however, were these decisions made from a synoptic analysis of all possible options. Nor did a process of policy diffusion occur. Rather, a combination of domestic constraints seemed to filter out unacceptable options and produce a bias in favour of the resulting policy instrument. In the United States and Sweden, this bias resulted from perceived constitutional imperatives; in West Germany and Britain, the position and power of the respective national bureaucracies produced stiff resistance, a conflictual policy process and resulting policy instruments with few, if any, precedents in their respective systems.  相似文献

Both Europe and the United States are confronting the challenges of economic and cultural integration posed by immigration. This article uses the ESS and CID surveys to compare transatlantic public opinion about immigrants and immigration. We find more tolerance for cultural diversity in the United States, but we also find that Americans, like Europeans, tend to overestimate the number of immigrants in their countries and tend to favor lower levels of immigration. The underpinnings of individual attitudes are similar in all countries and immigration attitudes are surprisingly unrelated to country-level differences in GDP, unemployment and the number and composition of the foreign born. An implication of these findings is that acceptance of higher levels of immigration, deemed by many to be an economic need, will require both more selective immigration policies and an emphasis on the cultural assimilation of newcomers.  相似文献

Platform firms have been depicted as having structural and instrumental power and being able to prevail in regulatory battles. This article, in contrast, documents how they have often adapted to regulations and provide different services across locales. I show that platform firms have a specific type of power, infrastructural power, that stems from their position as mediators across a variety of actors. This power, I argue, is shaped by pre-existing regulations and the firms' strategic response, that I call “contentious compliance”: a double movement of adapting to existing regulations, while continuing to challenge them. I apply this framework to the expansion and regulation of Uber in New York City (US), Madrid (Spain), and Berlin (Germany).  相似文献

The huge quantitative literature on postwar social spending almost entirely neglected war as a possible explanatory factor of social spending dynamics. Given the mass carnage and the enormous social needs caused by the Second World War, this is quite astonishing. This article examines for the first time, whether, and in what ways, the Second World War affected cross‐national differences in public social spending of 18 Western welfare states over the course of the Golden Age. Using panel regressions, it is found that the war strongly affected social spending until the late 1960s. The evidence demonstrates that the Second World War is not simply a temporal watershed structuring different phases of welfare state development, but rather a crucial factor for understanding cross‐national differences in welfare efforts and social expenditure dynamics in the postwar period.  相似文献

This study examines Anglo-American narratives of British and German photographic intelligence (PI) in Europe during the Second World War. According to these narratives, Germany relegated PI to tactical and operational applications; by contrast, Britain performed these same functions but also made strategic use of the discipline. This paper reevaluates how British and German PI actually differed. It further examines whether each side’s successes and failures were within the ‘agency of agencies’ – how much did PI successes and failures directly result from intelligence organizations’ choices and actions? Finally, this paper identifies implications of these narratives for comparative intelligence studies and historiography.  相似文献
