Abstract.  This study investigates how the information environment in the Danish 2000 euro referendum campaign served to crystallize opinion on the issue within the context of a number of other hypothesized influences on the vote, based on previous studies of referendum voting. Our data include a nationally representative two-wave panel survey and a content analysis of news coverage during the referendum campaign. We develop a weighted measure of exposure to news on public and private television channels, that takes into account the volume and tone of the coverage towards the YES and NO campaigns, and using this we find that exposure to public television news significantly influences vote choice when controlling for other predictors. We also find varied levels of support for hypotheses concerning the influence of other key variables such as ideology, economic evaluations, government approval and issue-specific contextual variables. The findings emphasize the importance of considering the information environment during referendum campaigns.  相似文献

This paper analyses the quality of debate surrounding the UK's 2011 electoral reform referendum as represented in the print media. It first considers how debate quality in the context of a referendum campaign may best be conceptualized. It then uses content analysis of media coverage to investigate three aspects of that debate: its quantity; the balance between Yes and No arguments; and the quality of reason-giving. It finds that the quantity of debate was comparable to other recent electoral reform referendums. Coverage was predominantly, but not overwhelmingly, hostile to change. The different indicators of the quality of reason-giving present a mixed picture. The paper concludes by considering how the analysis could be extended through further comparison with other cases.  相似文献

Analysts and commentators have long regarded midterm congressional elections as an interim evaluation of the president. Recent research has emphasized the effect of the individual qualities of congressional candidates on the vote. Both factors contributed to the 1982 congressional vote. However, the relative success of the Republican party in 1982 was made possible by the unwillingness of a majority of the electorate to attribute the country's economic problems to the administration. This attribution factor, implicitly ignored in most analyses of the effect of the economy on vote choices, is examined here.  相似文献

Iraqi Kurdistan President Masoud Barzani appears to have overreached in holding a referendum on independence, although almost 93% voted for it. Major powers support Iraq's territorial integrity. The Iraqi government has asserted military control over the region with Iran's help. Facing political and economic isolation, the Kurdistan Regional Government's authority and cohesion has been weakened. Barzani's futility has likely hardened the Kurdistan Worker's Party (PKK)'s position in Turkey and increased its regional freedom of action.  相似文献

At the 2010 UK election, Labour proposed a referendum on changing the House of Commons electoral system from single member plurality to the Alternative Vote. Subsequently, a coalition was formed between the Conservatives and the Liberal Democrats, yet it was Labour's policy on electoral reform that was implemented. The paper explains why this proved to be politically convenient for Labour's opponents. At the same time, however, holding the referendum reflected an emergent de facto convention that significant constitutional change should only be introduced after it has secured popular endorsement. The paper assesses whether the dynamics of public opinion during the AV referendum suggests that voters' eventual decisions about constitutional questions reflect their views about the merits of the relevant arguments.  相似文献

Abstract.  This article presents results from a Danish national Deliberative Poll on the single European currency. A representative sample of 364 Danish citizens assembled to deliberate on Denmark's participation in the single currency. As a quasi-experiment, the Deliberative Poll is an example of deliberative democracy. Four research questions regarding these deliberative processes are analyzed: openness and access, the quality of deliberation, efficiency and effectiveness, and publicity and accountability. The participants' responses reflect a deliberative process characterized by considerable changes in political opinions as the Poll proceeds, increase in level of knowledge and an improved ability to form reasoned opinions. A mutual understanding on the subject matter prevailed among the participants. At the same time, self-interest and domination also appeared during the deliberative process. The article emphasizes the need for further elaboration of the theory of deliberative democracy so that it better reflects these features of 'real-life' politics.  相似文献

There is a debate in the literature on referendum voting as to whether these occasions are opportunities for voters to express issue preferences in the absence of partisan politics or whether they simply serve as referendums on the current government. In part, this latter, second order account is assumed to be driven by the amount and content of media coverage, and hence information about the referendum, that is available to voters. In this paper, we address the second order question and demonstrate that holding elections concurrently both reduces the amount of media attention to the second order contest—the AV referendum in Scotland, Wales and Northern Ireland where national elections were held—and moderates media priming, thereby affecting the salient cues in the decision making of voters in those contexts.  相似文献

This article introduces a voting-based method for eliciting public preferences, referred to as a structured value referendum (SVR). The process for developing and implementing an SVR is viewed as a version of public sector decision analysis, in which problem-structuring activities are crucial, and preference is elicited on a large scale by voters selecting among specified alternatives. The present study discusses the steps involved in developing an SVR, drawing on the problem-structuring approaches of decision analysis. Next, the advantages offered by SVR are discussed and compared to standard preference elicitation techniques or conventional referendums. A rationale for the use of SVR as an approach to preference elicitation is provided. Political judgments that differentiate SVR from other elicitation approaches are considered; the nature of the preference judgments and the required level of measurement are discussed. Concluding sections of the study discuss the implementation of an SVR for a regional government in British Columbia, in which 34,000 people voted to select among wastewater treatment alternatives for managing a potential environmental risk.  相似文献

The Constitutional Referendum of November 1999 saw Australians reject a republic and vote to retain the British Monarch as Australian Head of State. Multivariate analyses of data from the Australian Constitutional Referendum Survey were employed to examine the impact of social background, political and social movement leadership, political knowledge and political trust on the referendum vote. Younger, secular, highly educated and Labor partisans, and those who evaluated republican political and social movement leaders positively, were more likely to vote for constitutional change. Republican voting was stronger also, among those more trusting of politicians. The Yes vote was associated positively with higher cognitive skills and greater voter knowledge of political and constitutional issues, highlighting the salience of political education processes for the outcome of referenda.  相似文献

The research reported here constitutes a part of a major project on democratic transition in Southern Europe. The article seeks to bring Southern Europe within the ambit of comparative welfare state analysis by (1) developing time‐series models of social insurance growth in Greece, Portugal and Spain and (2) for the first time, incorporating these nations’ social insurance experience into a model of social security development for the advanced nations. The time‐series analysis centres on the formative interaction of democratic transition with socio‐economic, demographic and policy influences. The cross‐national analysis points to the crucial role of both democratisation processes and cultural differences; as well as the standard repertoire of explanations in this field of research.  相似文献

European Union (EU) referendums provide unique opportunities to study voters’ attitudes toward a distant level of governance. Scholars have long tried to understand whether EU referendum results reflect domestic (dis‐)satisfaction with the incumbent governments or actual attitudes toward the Union. Finding evidence supporting both domestic and European factors, the recent focus has thus turned to referendum campaigns. Recent studies emphasise the importance of the information provided to voters during these campaigns in order to analyse how domestic or European issues become salient in the minds of voters. These studies nonetheless overlook the asymmetrical political advantage in such campaigns. The broader literature on referendums and public opinion suggest that in a referendum, the ‘No’ side typically has the advantage since it can boost the public's fears by linking the proposal to unpopular issues. This article explores whether this dynamic applies to EU treaty ratification referendums. Does the anti‐EU treaty campaign have more advantage than the pro‐EU treaty campaign in these referendums? Campaign strategies in 11 EU treaty ratification referendums are analysed, providing a clear juxtaposition between pro‐treaty (‘Yes’) and anti‐treaty (‘No’) campaigns. Based on 140 interviews with campaigners in 11 referendums, a series of indicators on political setting and campaign characteristics, as well as an in‐depth case study of the 2012 Irish Fiscal Compact referendum, it is found that the anti‐treaty side indeed holds the advantage if it engages the debate. Nonetheless, the findings also show that this advantage is not unconditional. The underlying mechanism rests on the multidimensionality of the issue. The extent to which the referendum debate includes a large variety of ‘No’ campaign arguments correlates strongly with the campaigners’ perceived advantage/disadvantage, and the referendum results. When the ‘No’ side's arguments are limited (either through a single‐issue treaty or guarantees from the EU), this provides the ‘Yes’ side with a ‘cleaner’ agenda with which to work. Importantly, the detailed data demonstrate that the availability of arguments is important for the ‘Yes’ side as well. They tend to have the most advantage when they can tap into the economic costs of an anti‐EU vote. This analysis has implications for other kinds of EU referendums such as Brexit, non‐EU referendums such as independence referendums, and the future of European integration.  相似文献

Abstract. In a two–stage referendum process, in 1992 and 1993, New Zealand voters authorised a radical change from a plurality electoral system to proportional representation. Although ad hoc groups, not the major political parties, led the debate for and against the change, the nature of the issue ensured that partisanship had a strong effect on voters' choices. Yet many voters were also guided by their political principles and values, including fairness of representation on one side, and preference for single–party, decisive governments on the other. Experience of proportional representation since 1996 has resulted in a fairly high level of uncertainty toward electoral change, independent of partisanship. This article considers a referendum which was held in the Republic of Ireland in 2004 involving a proposal to qualify the existing universal constitutional entitlement to birthright citizenship. Existing analysis of this referendum reflects dominant trends in citizenship scholarship. It does so by framing the issue in terms of two opposing perspectives – one particularistic (exclusive) and one universalistic (inclusive) – and positing the question of the ‘politics’ of citizenship as a trade-off between these diverging models. This article argues, however, that Rob (R.B.J.) Walker's notion of the constituent subject of (sovereign) politics challenges this dualistic framework as the necessary starting point for discussions about citizenship. It does so by problematizing the premise upon which it is based which is the taken-for-granted autonomous existence of persons (individuals) who are understood to be connected to, but ultimately separate from, ‘the state.’ This article concludes with reflections on what an alternative framework for exploring citizenship (based specifically on a historicization of subjectivity in relation to sovereignty) might look like. It suggests that this provides us with a different starting point to the prevalent form of a timeless dialectic of inclusion and exclusion, particularism and universalism, polis and cosmopolis currently determined by the boundaries of the Irish state.  相似文献

Many scholars have argued that primary elections are an important factor in the polarization of the American Congress. Yet little research measures change in the policy preferences of primary electorates to evaluate the connection directly. We create the first explicit measures of the preferences of primary voters over the last 60 years using a Bayesian item-response theory model. Although the overall distribution of population preferences has changed little, the preferences of primary voters are now much more related to the party of the primary that they attend. We show that liberals are much more likely to turn out in Democratic primaries and conservatives are much more likely to turn out in Republican primaries. We estimate that the divergence of primary from general electorates is six times larger in 2012 than in 1958 owing to this “primary sorting”. This trend began with the emergence of the Southern Republicans. As the Republican party became viable, conservative Southerners switched to Republican primaries leading to a leftward shift in Democratic primary electorates. Nationwide, primary sorting began sometime after it began in the South. We speculate that Southern realignment played a clarifying role that contributed to subsequent sorting of primary electorates nationwide.  相似文献

Barthélémy et al. (2014), extending the work of Neubauer and Zeitlin (2003), show that some U.S. presidential elections are subject to a ‘House size effect’ in that the winner of the election, i.e., the candidate who wins a majority of electoral votes, depends on the size of the House of Representatives. The conditions for the effect relate to the number of ‘Senate’ versus ‘House’ electoral votes won by each candidate, but the relationship is not straightforward due to ‘locally chaotic’ effects in the apportionment of House seats among the states as House size changes. Clearly a Presidential election that is subject to the House size effect exhibits the referendum paradox, i.e., the electoral vote winner is the popular vote loser, for some House sizes but not for others.  相似文献

Election observation is used by domestic and international groups to assess election quality and deter fraud. However, a limited amount of research has assessed its effectiveness. This article adds to the literature by analyzing how a passive monitoring tool affected the process and outcome of voting in two elections in Azerbaijan. The analysis shows that the placement of webcams in polling stations is consistently associated with lower reported turnout and inconsistently associated with lower regime support.  相似文献
