For all its rhetorical potency, the policy implications of the ‘squeezed middle’ are yet to be fully explored. This article looks at what the phenomenon means for the design and prosecution of progressive economic policy. It argues that any progressive government today needs to adopt a new first order goal of economic policy: ensuring that the material wellbeing of ordinary working people rises when the economy grows, a project referred to as ‘building a rising tide economy’. This objective would sit in addition to the traditional goals of sustained GDP growth, high employment, low inflation and poverty reduction. It would have real implications across a range of important policy areas.  相似文献

Becoming a parent can affect the lives of men and women by introducing salient new social roles and identities, altered social networks and tighter constraints on financial resources and time. Even though modern family life has evolved in many important respects, parenthood continues to shape the lives of men and women in very different ways. Given that parenthood can change the lives of men and women in profoundly different ways, it seems that it would bring about changes in the way women and men think about politics and policy issues. Using data from the Wave 4 of the European Social Survey, this article investigates how parenthood, and the distinctions of motherhood and fatherhood, influence attitudes. The findings suggest that parenthood can have a polarising effect on attitudes, and that the polarising effect is most evident in countries where there is less support from the state for parental responsibilities.  相似文献

Shared services arrangements in the Australian third sector are becoming more common. Notably, however, there is a lack of information to guide nonprofit organisations through the development and engagement of shared structures. This article reviews the lessons that have been recorded from the public and private sectors with respect to the engagement of shared services arrangements. Additionally this article explores the different types of shared services structures that can be adopted. Overall, this article highlights the need for further research and analysis of issues relating to shared services arrangements in order to assist the increasing number of Australian nonprofit organisations engaging these collective arrangements and structures.  相似文献

Abstract

This paper investigates the role of civil society in Botswana within the broader context of the state–civil society dynamic in Africa. It is argued that, like other countries in Africa, civil society in Botswana is rather weak. Conversely, unlike other countries in Africa, a weak civil society is accompanied by a hard state. Thanks to wise leadership, Botswana has experienced remarkable economic growth rates and significant improvements in human development over a period of about four decades. Botswana is also considered a ‘shining liberal democracy’, with elections held every five years, an independent judiciary system, and low levels of corruption. Yet it has been a democratic system with a weak civil society. Four main reasons are provided: first, the political culture makes it difficult to question authority; second, it is arduous to mobilize citizens because of the culture of dependency created by the clientelistic state; third, the Government has for a long time denied—and still does—the role of civil society as a legitimate player in the development process; fourth, civil society is not a cohesive group and lacks funds, especially the advocacy groups.  相似文献

To what extent do economic concerns drive anti‐migrant attitudes? Key theoretical arguments extract two central motives: increased labour market competition and the fiscal burden linked to the influx of migrants. This article provides new evidence regarding the impact of material self‐interest on attitudes towards immigrants. It reports the results of a survey experiment embedded in representative surveys in 15 European countries before and after the European refugee crisis in 2014. As anticipated by the fiscal burden argument, it is found that rich natives prefer highly skilled over low‐skilled migration more than low‐income respondents do. Moreover, the study shows that these tax concerns among the wealthy are stronger if fiscal exposure to migration is high. No support is found for the labour market competition argument predicting that natives will be most opposed to migrants with similar skills. The results suggest that highly skilled migrants are preferred over low‐skilled migrants irrespective of natives’ skill levels.  相似文献

The Report on Government Services (RoGS) to the Council of Australian Governments (COAG) is considered an exemplar of benchmarking in a federal system. Published annually since 1997, RoGS provides performance reporting in the form of cross jurisdictional benchmarking on an unprecedented scale and scope. This paper argues ROGS has institutionalised a national approach to performance measurement and reporting that is now at the centre of the COAG reform agenda. The paper examines the processes and institutional structures that explain how RoGS has transformed performance reporting for social infrastructure services. The final section provides a preliminary assessment of the impact of RoGS.  相似文献

The terms well-being and welfare are Often bracketed together, especially well-being and state welfare. The level of well-being is believed to be higher in welfare states, and its distribution more equitable. This theory is tested here in a comparative study of 41 nations from 1980 to 1990. The size of state welfare is measured by social security expenditures. The well-being of citizens is measured in terms of the degree to which they lead healthy and happy lives. Contrary to expectation, there appears to be no link between the size of the welfare state and the level of well-being within it. In countries with generous social security schemes, people are not healthier or happier than in equally affluent countries where the state is less open-handed. Increases or reductions in social security expenditure are not related to a rise or fall in the level of health and happiness either. There also appears to be no connection between the size of state welfare and equality in well-being among citizens of the state. In countries where social security expenditure is high, the dispersion of health and happiness is not smaller than in equally prosperous countries with less social insurance spending. Again, increases and reductions in social security expenditure are not linked with equality in health and happiness among citizens. This counterintuitive result raises five questions: (1) Is this really true? (2) If so, what could explain this lack of effect? (3) Why is it so difficult to believe this result? (4) How should this information affect social policy? (5) What can we learn from further research?  相似文献

This article contributes to the steady flow of critiques of the big society idea contained in The Political Quarterly. It focuses chiefly on two sets of parallels. The first is between the big society and the policies pursued by the Thatcher government which, despite their obvious rhetorical differences, contain many striking similarities, including their neoliberal origins, application of the ‘crowding out’ thesis and uncritically idealised notions of community. The second is between the big society and a policy with the same name pursued doggedly by the Chinese Communist Party for nearly 20 years until being abandoned as a failure. Lessons for the Prime Minister's flagship policy are drawn from the Chinese experience. The article concludes with a welcome for the rediscovery of the social by public policy and some suggestions as to how a more participative and democratic state could follow from this breakthrough.  相似文献

The question of whether and how federalism influences a country's welfare state has been a longstanding concern of political scientists. However, no agreement exists on exactly how, and under what conditions, federal structures impact the welfare state. This article examines this controversy. It concludes theoretically that the specific constellation of federal structures and distribution of powers need to be considered when theorising the effects of federalism on the welfare state. Using the case of Belgium and applying the synthetic control method, it is shown in the article that without the federalism reform of 1993, the country would have had further decreases in social spending rather than a consolidation of this spending in the years after 1993. In the case of Belgium, the combination of increased subnational spending autonomy in a still national financing system provided ideal conditions for a positive federalism effect on social spending to occur.  相似文献

The capacity of the state to deliver transformative social and economic change appears more limited today than since Labour was last in government. A future Labour government will therefore need to reckon with the challenges this presents when it comes to harnessing the power of the state to distribute power, wealth, and opportunity, effectively. This article considers two aspects of state power. The first is the ability of the state to enforce laws, and in doing so shape social and economic norms. With reference to past successes and failures, there is discussion of how laws and regulations could be made more effective. The second aspect is state intervention in the economy, and the circumstances in which it is possible and desirable to nationalise key industries. The case is made for a thorough assessment of the efficiency and efficacy of such interventions in the economy, especially when weighed against other policy priorities.  相似文献

This paper critically examines recent responses by and interactions between stakeholders in negotiating the acceptability of aircraft noise standards in Australia in order to help inform debate in Britain. It investigates the interplay of the politics of noise with the broader land use planning context focusing on the role of government, airports, community interests, and the development sector. Different local environments inevitably frame diverse contexts, but the pervasive challenge is in securing the acceptable trade‐off between the economic dividends promised by airports and local quality of life. Discussion is structured around four main issues: an introduction to the Australian politics of airport noise, an historical timeline of key contextual events, identification of the major actors in the noise governance framework, and a focus on an issue of increasing political significance, namely the different positions of airports and developers in the increasing intensification of urban development.  相似文献

Debates over the future of new technologies frequently implicate governmental policies and regulation, the purpose of which has traditionally been to mitigate the dangers of new technologies through promotion of conditions of safe use. It is increasingly recognized, however, that regulation is predicated on a particular conception of the nature of risk which may or may not correspond to the views and beliefs held by society. Here I explore three broadly related questions in the context of the debates around agricultural biotechnology. First, what are the implications of varying conceptions of risk for regulatory policy in the United States and in the European Union? Second, what are the implications of differing conceptions of risk and resulting regulatory policy for agricultural trade relations between the two giants of international trade? Explanations of different patterns of preferences for redistribution either highlight the role of the institutional framework in a country or highlight the importance of self‐interest and rational expectations. The study introduces a unified approach to explain differences in preferences for redistributive measures for the case of intergenerational monetary transfers for families and children. Both explanatory approaches are integrated into the action‐based Model of Frame Selection that incorporates normative motives and economic self‐interest into the process of decision making. Using a large sample that deals with questions on the approval of public policies for families and accounts for the normative importance of children and family life in Germany, evidence is provided that both approaches are valid in explaining preferences for government transfers.  相似文献

The Boren Amendment is frequently cited as an example where judicial involvement markedly shaped the implementation of federal legislation. Unlike other controversial health policies, Boren was eventually rescinded by Congress. Results indicate that the Amendment was repealed because changing socioeconomic, political, and programmatic conditions combined with policy‐oriented learning to facilitate a shift in policy venue away from the judiciary toward the President and Congress. This is because during the devolutionary climate of the mid‐to‐late 1990s, both the executive and legislature proved more conducive to the policy image promulgated by state officials that the Amendment unnecessarily restricted state discretion, than the policy image promulgated by providers that without the Amendment, low reimbursement levels would compromise access and quality. Data for this analysis derive from archival documents, secondary sources, and 101 interviews with state and federal experts.  相似文献

While the 2014 European Parliament elections were marked by the rise of parties on the far right‐wing, the different patterns of support that we observe across Europe and across time are not directly related to the economic crisis. Indeed, economic hardship seems neither sufficient nor necessary for the rise of such parties to occur. Using the cross‐national results for the 2004, 2009 and 2014 EP elections in order to capture time and country variations, we posit that the economy affects the rise of far right‐wing parties in more complex ways. Specifically, we compare the experience of high‐debt countries (the ‘debtors’) and the others (the ‘creditors’) and explore the relationship between far right‐wing party success on the one hand, and unemployment, inequality, immigration, globalisation and the welfare state on the other. Our discussion suggests there might be a trade‐off between budgetary stability and far right‐wing party support, but the choice between Charybdis and Scylla may be avoided if policy‐makers carefully choose which policies should bear the brunt of the fiscal adjustment.  相似文献

‘Joined‐up government’ (JUG) approaches have emerged in many industrialized countries as a means to tackle persistent ‘wicked’ public and social policy problems (Pollit 2003 ). Despite this, limited evidence exists concerning their implementation or effectiveness. ‘JUG’ was popularized by the Blair Government (UK) with its focus on addressing social exclusion. Following in these footsteps, in 2007 the Australian Government launched the Social Inclusion Agenda: a joined‐up approach to improving the wellbeing of all Australians and addressing disadvantage. This paper focuses on findings from a study that examined the SIA as a natural experiment in JUG. Drawing on the implementation experiences of federal policy makers, our findings lend weight to emerging research into JUG that suggests that compatibility and consistency between goals, instruments, and processes is critical to success. We argue that closer attention needs to be given to developing ‘supportive architecture’ around joined‐up initiatives to facilitate implementation.  相似文献

This article argues that international peacebuilding efforts must be understood as identity-building projects and applies what we know from social psychology about identity processes to post-conflict peacebuilding. It argues that international peacebuilders must pay careful attention to the relationship between the multiple sources of identity from which individuals draw their self-concepts, such as their ethno-national belonging and their citizenship. Using qualitative evidence from field research on international interventions in post-conflict education reform in Bosnia-Herzegovina in the decade following Dayton, the article contends that the international community's efforts on the ground entrenched ethno-national group boundaries while simultaneously challenging the distinctiveness of these ethno-national identities. As a result, rather than being sites of peacebuilding, the schools of Bosnia-Herzegovina became sites of heightened tensions and controversy.  相似文献

Focusing on transboundary issues contributes to highlighting how new governance modes can emerge from increasing interdependence and complexity in public policies. This article analyzes food waste as a transboundary issue that cuts across different policy subsystems (PSs), intersects multiple levels of government, and calls into question consolidated policy making for new modes of governance. The analytical framework provides a multidimensional approach and a new typology of governance arrangements to be used in empirical research. Evidence from an Italian case study and an empirical investigation of 20 regional food waste programs shows that regions can adopt different driving ideas and can activate a variety of governance arrangements and differentiated, as well as viable, modes of integration between consolidated PSs. The article argues that different tool mixes combined with different levels of governance complexity may lead to a variety of governance arrangements and a differentiated likelihood of policy integration.  相似文献

The number of constitutional courts and supreme courts with constitutional review rights has strongly increased with the third wave of democratisation across the world as an important element of the new constitutionalism. These courts play an important role in day‐to‐day politics as they can nullify acts of parliament and thus prevent or reverse a change in the status quo. In macro‐concepts of comparative politics, their role is unclear. Either they are integrated as counter‐majoritarian institutional features of a political system or they are entirely ignored: some authors do not discuss their potential impact at all, while others dismiss them because they believe their preferences as veto players are entirely absorbed by other actors in the political system. However, we know little about the conditions and variables that determine them as being counter‐majoritarian or veto players. This article employs the concept of Tsebelis’ veto player theory to analyse the question. It focuses on the spatial configuration of veto players in the legislative process and then adds the court as an additional player to find out if it is absorbed in the pareto‐efficient set of the existing players or not. A court which is absorbed by other veto players should not in theory veto new legislation. It is argued in this article that courts are conditional veto players. Their veto is dependent on three variables: the ideological composition of the court; the pattern of government control; and the legislative procedures. To empirically support the analysis, data from the United States, France and Germany from 1974 to 2009 is used. This case selection increases variance with regard to system types and court types. The main finding is that courts are not always absorbed as veto players: during the period of analysis, absorption varies between 11 and 71 per cent in the three systems. Furthermore, the pattern of absorption is specific in each country due to government control, court majority and legislative procedure. Therefore, it can be concluded that they are conditional veto players. The findings have at least two implications. First, constitutional courts and supreme courts with judicial review rights should be systematically included in veto player analysis of political systems and not left aside. Any concept ignoring such courts may lead to invalid results, and any concept that counts such courts merely as an institutional feature may lead to distorted results that over‐ or under‐estimate their impact. Second, the findings also have implications for the study of judicial politics. The main bulk of literature in this area is concerned with auto‐limitation, the so‐called ‘self‐restraint’ of the government to avoid defeat at the court. This auto‐limitation, however, should only occur if a court is not absorbed. However, vetoes observed when the court is absorbed might be explained by strategic behaviour among judges engaging in selective defection.  相似文献

Britain’s political parties can be divided into two blocs: a ‘progressive bloc’ of parties on the left/centre‐left, and a ‘reactionary bloc’ of those on the right/centre‐right. In three of the last four general elections, the progressive bloc won an appreciably larger share of the popular vote than its reactionary rival. Yet its greater internal fragmentation has been repeatedly punished under first past the post, leading to what is now over a decade of Conservative‐led governments. This has prompted growing pressure to form a ‘progressive alliance’ between Labour, Liberal Democrats, Greens, and their Scottish, Welsh and Northern Irish nationalist competitors. This article sheds a historical and international light on these demands, examining the difficulties other similar efforts at progressive cooperation have faced across the world. It considers how progressive alliances have previously sought to overcome geographical, ideological, and social divides between their constituent members, and draws some salutary lessons for British progressives today.  相似文献
