When authoritarian regimes break down, why does communal violence spike and why are some locations more prone to violence than others? To understand violence during transitions, it is necessary to understand what sustains order when regimes are stable. While existing theories attribute order to formal or informal security institutions on their own, I argue that intercommunal order obtains when formal and informal security institutions are aligned. During authoritarian breakdowns, the state's coercive grip loosens, exposing mismatches between formal and informal institutions and raising the risk of communal violence. Formal‐informal mismatches emerge in communities accustomed to heavy state intervention since they will have developed more state‐dependent informal security institutions. I apply an instrumental variables approach on a nationwide dataset of village‐level data to show that prior exposure to military intervention, proxied by the distance to security outposts, led to Indonesia's spike in violence during its recent democratic transition.  相似文献

This article discusses the concept of accountability in relation to those holding public office in democratic states. It argues that the concept of accountability requires careful specification and that it is frequently distorted when put to the service of theoretical models and normative principles. The article develops a definition of accountability and a range of distinctions between forms of accountability, asks what forms of accountability might be appropriate to modern democratic systems and argues that some combinations of democracy and accountability can have serious negative consequences for politics. The article concludes by discussing the types of accountability that are pertinent to recent claims that international institutions should be made more democratically accountable. In each case, the common tendency to inflate the concept of accountability is associated with demands for accountability that threaten both democratic consolidation and the distinctive character of accountability itself.  相似文献

This article proposes a reputation‐based approach to account for two core puzzles of accountability. The first is the misfit between behavioral predictions of the hegemonic political science framework for talking about accountability, namely, principal–agent, and empirical findings. The second puzzle is the unrivaled popularity of accountability, given evidence that supposedly accountability‐enhancing measures often lead to opposite effects. A “reputation‐informed” theoretical approach to public accountability suggests that accountability is not about reducing informational asymmetries, containing “drift,” or ensuring that agents stay committed to the terms of their mandate. Accountability—in terms of both holding and giving—is about managing and cultivating one's reputation vis‐à‐vis different audiences. It is about being seen as a reputable actor in the eyes of one's audience(s), conveying the impression of competently performing one's (accountability) roles, thereby generating reputational benefits.  相似文献

Representing uncompetitive, homogeneous constituencies is increasingly the norm for American legislators. Extensive research has investigated how competition affects the way representatives respond to their constituents’ policy preferences. This paper explores competition’s effect on the other side of representation, how constituents respond to their legislators’ policy record. Combining multiple measures of state competitiveness with large-N survey data, I demonstrate that competition enhances democratic accountability. Voters in competitive states are more interested in politics, more aware of the policy positions their U.S. senators have taken, and more likely to hold them accountable for those positions at election time. Robustness checks show that these effects are not due to the intensity of campaigning in a state: general competition, not particular campaign activities, drives citizens’ response. The recent increase in uncompetitive constituencies has likely lessened the degree to which legislators are held accountable for their actions in office.  相似文献

This article develops a conceptual framework for studying democratic accountability in decentralised governance, and discusses critical issues about democratic accountability from a citizen's perspective. First, the concept is discussed and adapted to make it useful for studying democratic accountability in different governance structures. Second, the article scrutinises conditions for democratic accountability in decentralised governance based on three models. Third, democratic accountability is discussed with reference to a case study of public reviewers operating in four municipalities in Sweden. The study indicates that municipal auditors and the local media have the greatest impact on municipal policy. On the whole, auditors improve local governments’ internal control and systems for steering and monitoring municipal policy, whereas the media sometimes alter the policy agenda without changing the policy. Auditors maintain and support an elitist democratic orientation of democratic accountability, and the media maintain this democratic orientation and in addition promote democratic dialogue. Viewed from a citizen's perspective, the traditional accountability system does not work satisfactorily. State inspectors and municipal auditors – two important public reviewers in the current system – could improve their work to make it more useful to citizens’ democratic control. Another way discussed to develop democratic accountability is to promote participatory policy and concrete means of accountability (e.g. on‐site visits, conducted tours and different forms of democratic dialogue). The formal way to improve democratic accountability implies more transparency, monitoring and control, which may also lead to distrust and scapegoat thinking (i.e. a surveillance society), whereas concrete modes of accountability, more associated with participatory and deliberative democracy, imply mutual responsibility and trust building. Strengthening participatory policy, active citizens, collective responsibility and democratic dialogue could be an alternative to the emerging audit society.  相似文献

Accountability is a principle for organizing relations between rulers and ruled, and making public officials accountable is a democratic achievement. There are, however, competing claims about what is involved in demanding, rendering, assessing, and responding to accounts; what are effective accountability institutions; and how accountability regimes emerge and change. This article provides a frame for thinking about institutional aspects of accountability regimes and their cognitive, normative, and power foundations. A distinction is made between accountability within an established regime with stable power relations and role expectations and accountability as (re)structuring processes in less institutionalized contexts and in transformation periods. A huge literature is concerned with the first issue. There is less attention to accountability as (re)structuring processes. The article, therefore, calls attention to how democracies search for, and struggle over, what are legitimate accountability regimes and political orders.  相似文献

Lijphart's spectrum of democracies – recently expanded by Jack Nagel to a sub-majoritarian sphere of pluralitarian systems which use disproportional electoral systems in order to manufacture majority governments from minorities in the electorate – is based on only one dimension: inclusion of preferences. Political scientists in the Lijphartian tradition wrongly assume that inclusion of preferences, which is an input characteristic, automatically leads to responsiveness, which refers to actual policy decisions and hence is an output characteristic. We therefore add 'responsibility' as a second input characteristic and employ it alongside the inclusiveness of institutional regimes. We argue that in representative democracies there exists a trade-off between inclusiveness and responsibility. This trade-off helps us to measure the democratic quality of institutional regimes. The now expanded spectrum of democracies based on these two dimensions shows that majoritarian democracy proper – in which governments represent a majority of individual preferences but not more than necessary – is the best possible combination of the two democratic values.  相似文献

Understanding the incentives of politicians requires understanding the nature of voting behavior. I conduct a laboratory experiment to investigate whether voters focus on the problem of electoral selection or if they instead focus on electoral sanctioning. If voters are forward‐looking but uncertain about politicians’ unobservable characteristics, then it is rational to focus on selection. But doing so undermines democratic accountability because selection renders sanctioning an empty threat. In contrast to rational choice predictions, the experimental results indicate a strong behavioral tendency to use a retrospective voting rule. Additional experiments support the interpretation that retrospective voting is a simple heuristic that voters use to cope with a cognitively difficult inference and decision problem and, in addition, suggest that voters have a preference for accountability. The results pose a challenge for theories of electoral selection and voter learning and suggest new interpretations of empirical studies of economic and retrospective voting.  相似文献

This article examines the ability of social accountability to spur gradual institutional change at the municipal level, using the case of citizen oversight agencies (COAs) for police agencies. Using the gradual change framework and the social accountability framework to guide the empirical strategy and data collected through an original survey of COAs, the authors test the impact of COAs on institutional outcomes in policing. We find that, in accordance with the gradual change framework, the degree to which a COA reduces racial disparity in policing outcomes depends on its scope of authority and the degree of discretion afforded by existing institutions to police officers. In general, the wider the scope of authority, and the broader the discretion afforded by existing institutions, the greater the likelihood of change in institutional outcomes.  相似文献

Debates about the appropriate mix between autonomy and accountability of bureaucrats are relevant to numerous areas of government action. I examine whether there is evidence of a tradeoff between transparency, democratic accountability, and the gains from monetary delegation. I begin by presenting a simple theoretical model which suggests that central banks that are transparent, in the sense of publishing their macroeconomic forecasts, will find it easier to acquire a reputation. Despite making central banks more subject to outside scrutiny then, monetary transparency can lead to improved economic outcomes. I also consider arguments about the effect of accountability provisions involving parliamentary oversight and control over central bankers. The article then uses a new data set to examine these issues empirically, focusing on a natural experiment involving disinflation costs under different central banking institutions during the 1990s. Results suggest that countries with more transparent central banks face lower costs of disinflation while accountability provisions have no clear effect on disinflation costs. My results also concord with earlier findings that the effect of monetary institutions is conditional on other features of the political environment.  相似文献

Against the backdrop of decades of public sector reforms in Europe, this essay aims to make sense of the processes through which institutions, democratic government included, achieve and lose autonomy or primacy and why it is difficult to find a state of equilibrium between democratic government and institutional autonomy. The analytical value of ‘autonomy’ as detachment-from-politics and the apolitical dynamics of change assumed by NPM reformers are challenged. In contrast, the interplay between democratic government and institutional autonomy is interpreted as an artefact of partly de-coupled inter-institutional processes involving struggle for power and status among interdependent and co-evolving institutions that are carriers of competing yet legitimate values, interests and behavioural logics. The problem of finding a stable equilibrium between democratic government, autonomous agencies and non-majoritarian institutions is illustrated by the cases of public administration and the public university.  相似文献

One important and, to date, overlooked component of democratic accountability is the extent to which it might exacerbate existing societal inequalities if the outcomes for some groups of citizens are prioritized over others when voters evaluate governmental performance. We analyze a decade of California school board elections and find evidence that voters reward or punish incumbent board members based on the achievement of white students in their district, whereas outcomes for African American and Hispanic students receive comparatively little attention. We then examine public opinion data on the racial education achievement gap and report results from an original list experiment of California school board members that finds approximately 40% of incumbents detect no electoral pressure to address poor academic outcomes among racial minority students. We conclude by discussing the implications of these findings for several scholarly literatures, including retrospective voting, racial inequality in political influence, intergovernmental policymaking, and education politics.  相似文献

According to the literature on secession, the most importantdeterminant of secessionist sentiment is a high level of grievanceexperienced by the would-be secessionist group. However, therationale behind using secession (as opposed to another strategy)as a grievance-amelioration strategy remains almost completelyunexplained. This article contends that the institutional settingin which political conflict and grievance are experienced playsa crucial role in whether secession is conceived of as a viableoption. This contention is tested by examining the institutionalenvironment of federalism and the role it played in secessionin the United States in 1860 and 1861. The United States wasuniquely vulnerable to secessionist pressures—as are allfederal states, potentially—because of institutional structuresthat gave constituent states a high level of institutional authorityand capacity; this, in turn, contributed to a discourse of states'rights that included the contested right to secede.  相似文献

How is sovereignty managed in the EU? This article investigates the relationship between sovereignty and European integration through the prism of national opt-outs from EU treaties, addressing an apparent contradiction in contemporary European governance: the contrasting processes of integration and differentiation. On the one hand, European integration is increasing as states transfer sovereign competencies to the EU. On the other hand, we see a multitude of differentiation processes through which member states choose to disengage from the EU polity by negotiating exemptions or derogations. Drawing on Pierre Bourdieu's political sociology, the article argues that to understand how sovereignty is interpreted and exercised in the EU, it is necessary to focus not only on the constitutive and regulative dimensions of sovereignty, but equally on the practice dimension. This entails an exploration of how sovereignty claims are managed in a particular social setting. Rather than seeing opt-outs as classic instruments of international law, accentuating the member states' unchanged sovereignty, the article argues that the management of the British and Danish opt-outs quite paradoxically expresses the strength of the doxa of European integration, i.e. the notion of ‘an ever closer union’.  相似文献
