This article compares three immigration countries that are perceived, both publicly and politically, as being fundamentally different: Canada, which is allegedly one of the most attractive destination countries for labour migrants worldwide; Germany, which is still thought to be sceptical towards immigration; and finally Spain, which is considered institutionally incapable of implementing efficient labour migration policies. Against the backdrop of various political reforms that have been adopted in these countries, however, the article argues that such a distinction is becoming increasingly inaccurate. This observation is backed empirically by analysing the technique of screening labour migrants and the temporal design of labour migration policy.  相似文献

This paper elucidates how domestic and external factors have shaped the negotiating policy of the Philippines in bringing about incremental gains not only for its benefit but also for other developing countries during the World Trade Organization (WTO) Agreement on Agriculture Doha Development Round (DDR). The internal factors include the following: (1) executive monopoly of the WTO negotiations; (2) issue-based fragmentation and dispersal of authority; (3) the autonomy and flexibility of the Philippine WTO negotiator; (4) the involvement of civil society in the WTO negotiations, and (4) the central role of the Department of Agriculture as the lead agency in the WTO negotiations. A major reason for this is attributed to an external factor which is the centrality of agriculture as a major WTO issue among developing countries. Other external factors, on the other hand, include the following: (1) the strong solidarity among developing countries and (2) the confinement to particular issues with regards to coalition-building. These factors helped to strengthen the bargaining leverage of the Philippines, a seemingly ‘weak’ country, vis-à-vis the developed countries in the WTO.  相似文献

The December 1990 German election resulted in a dramatic weakening of the Social Democratic and Green opposition parties, a moderate strengthening of the government coalition, and a unprecedented low voter turnout. This article explains the electoral outcome in terms of the interpretive frames each party employed to address the issue of unification in the election campaign in light of their past voter appeals and stances on the German question. Within the Social Democratic and the Green left‐libertarian discourse, it was particularly difficult to assign a meaningful role to the concept of the nation and national unification.  相似文献

Studies of racial persecution in Germany, particularly during the Nazi period, now appear on almost a daily basis, so that every victimized minority has received attention. Antisemitism remains the main focus of research but the Romanies have now begun to attract scholars. While historians have studied Jews in virtually every location and over short time periods, they have tended to examine the situation of the Romanies at the national level using a longer time frame, recognizing the continuities of racial persecution that link the Nazi years with the rest of the twentieth century. Panayi brings out these longer-term patterns by focusing on the case of Osnabrück. He begins with an account of the historiography of Romanies at both the local and national level, and contrasts this with the general attention that German history of the first half of the twentieth century, especially the Third Reich, has received. The narrative then moves on to use the limited information available on the Osnabrück Romanies to carry out a detailed examination of the realities of their everyday life and the attitudes of the authorities towards them in the town between 1933 and 1946. Panayi’s study falls into the German social history approach of Alltagsgeschichte, which uses the specific to draw out the realities of the general national picture.  相似文献

In the summer of 1964, Italian security forces and the President of the Republic attempted to remove the US-backed Italian center-left government. The attempt did not succeed, but the threat to do so was used to curtail the government’s reformist program. This article shows that the State Department and the CIA misunderstood the plans of the Italian President and security officers, dismissing the possibility of a forceful removal of the center-left, despite having a long-standing hierarchical relationship with Italian intelligence. US officials failed because of poor analytic tradecraft and because of two unintended consequences of international intelligence hierarchies: an excessive reliance on liaison over penetrations and the increased freedom of maneuver of Italian intelligence when faced with multiple, competing principals.  相似文献

‘Weserübung’, the German invasion of Norway and Denmark on 9 April 1940, was a brilliantly successful surprise attack, both strategically and tactically. Strategic surprise was obtained because the idea that Germany was about to launch a major invasion of Norway was remote from any of the preconceived scenarios about Germany's next move. Germany's achievement of tactical surprise was also aided by bad weather in the North Sea. The main reason for the failure of both Norwegian and British policy-makers to comprehend what the Germans were up to lies in the importance of the ‘mindset’. On both sides of the North Sea the conventional wisdom was that Germany would not attempt an invasion of Norway against the supremacy of British sea power. Hence all incoming information was interpreted in Oslo in the light of the next mindset, namely that only a determined British attempt to take control of the Norwegian coast could trigger an armed German retaliation. In London, incoming intelligence was interpreted so as to conform to the Admiralty's preconceived scenario of a German naval breakout into the North Atlantic.  相似文献

This paper will explore the 1948 Universal Declaration of Human Rights as an exemplar of political mythmaking, a genre of narrative designed to channel and thereby to quell social anxiety and to orient select groups toward desirable beliefs and practices. One of the Declaration’s most fundamental and forceful elements is its enshrinement of the “inherent dignity” of each member of the human family. Drawing upon contemporary theorizations of mythmaking and sacralization, this article will elucidate the manner in which inherent dignity functions as the central item of sacredness within what we might call the “secular morality” of universal human rights.  相似文献

This article examines the cultural politics of organizing in the Occupy LA movement. Utilizing ethnographic methods and the analysis of digital media sources produced by a variety of Occupy activists, this study focuses on how members of Occupy LA, in the post camp eviction period, made efforts to infuse a new kind of class politics among members of the newly and structurally dispossessed in the Los Angeles area. It focuses mainly on their efforts to build bridges among a variety of community based social movements during specific actions such as May Day 2012 and their efforts to ally themselves with organizations fighting the gentrification of Downtown Los Angeles and Skid Row in particular. Utilizing the theoretical lens of David Harvey's notion of “accumulation by dispossession” it concludes that Occupy LA has helped to open up new opportunities for rethinking the concept of “class consciousness” and its relationship to the structural dispossession of black and Latino communities. It also concludes that while this new politics is tentative and fragile, it has also opened up a creativity in thinking through the practical organizational issues of dealing with organizing across lines of race, class, and gender.  相似文献

The study aims to extend the existing knowledge about the dynamics of first-time participation in protest events. To tackle that puzzle we rely on extensive and innovative protest survey evidence covering 18 separate demonstrations in eight countries across nine different issues. On the individual level, age, motivation, and non-organizational mobilization appear to be consistent and robust predictors of first-timership. On the aggregate level, demonstrations staged just after or during a protest wave, large demonstrations, and demonstrations of old or new emotional movements are attended by a relatively larger share of first-timers. We conclude that it is thus the interplay of individual- and aggregate-level determinants that produces first-time participation.

The article analyzes the European Union's (EU) migration strategies toward the Arab states in the light of the Arab uprisings in a comparative context. Going through migratory processes related to Egypt, Libya, and Syria, the article discusses Middle Eastern migration and its diverse manifestations, critically assessing the relevance of the EU's migration policy ambitions vis-à-vis the different challenges in the Mediterranean region. In its theoretical approach, the article draws on the concept of non-traditional security, demonstrating that migration constitutes an anarchistic element in the relations between states, which goes beyond traditional foreign policy means. The article characterizes recent EU initiatives concerning migration and demonstrates that despite the fact that the EU has declared migration “one of the strategic priorities in the external relations of the Union,” it seems apparent that the EU has not been able to develop adequate new approaches regarding migration. Many of the suggested initiatives within the framework of the new EU foreign policy setup have not been established yet—they remain preliminary works in progress, projects in different stages or legislative procedures under negotiation between EU institutions. Summing up the cases of Egypt, Libya, and Syria, the article concludes that the migration phenomenon since the start of the Arab unrest in early 2011 constitutes a highly important issue in European–Middle Eastern relations, regarding which, the EU foreign and security measures seem to be relevant only to some degree.  相似文献

Abstract

International experience tells that public services often fail to work for those in need. To make things work requires complex institutional changes that are difficult to come by, let alone sustain. This paper examines the situation of rural public service provision in China and a local attempt to revamp the service provision institution through adjusting the mix of state and the market. In recent decades, the development of trilateral institutions among China, Japan and South Korea has begun to take shape. This study analyzes its strengths and weaknesses with regard to the nexus between trilateralism and bilateralism. A well-functioning trilateral grouping needs to overcome two structural limitations – dilution effects and bilateral constraints – both of which are triggered by embedded bilateral approaches. The critical juncture approach is effective in terms of elevating the payoffs of cooperative trilateralism during times of exigency. However, once common crises have dissipated, trilateralism has revealed starkly different performances with respect to functional and political-diplomatic cooperation. This article adopts a dichotomous approach between the two. Functional trilateralism has been steadily growing, and has proven to be less subject to fluctuations in the nations’ political relationships. Its outcomes are positive and worthy of praise. However, the outcomes of trilateralism have been less convincing in fields of middle and high politics. Trilateralism is overwhelmingly subject to fluctuations when its embedded bilateral relations change, and cooperative outcomes within a trilateral grouping are prone to being diluted by bilateral approaches. China–Japan–Korea trilateralism at diplomatic levels remains more an extension of bilateral relations than a mature form of minilateral arrangement.  相似文献

This article uses fine-grained data to demonstrate that, since 1996, the State of Texas has undergone a process of ‘secular geographical polarization’ – a continuous divergence in the geographical bases of its political parties. It is suggested that this process exemplifies a new era of partisan politics in the American South. Analyses of spatial regression models show that the geographical polarization can be partially explained by a tighter link between demographic characteristics and aggregate voting patterns, but that growth in spatial clustering cannot be attributed entirely to demographics. The possibility that spatially-bounded social contexts are affecting partisan change is thus explored. Finally, the article's findings are considered in light of the growing debate about geographical polarization in the American electorate.  相似文献

Two times in the last fifty years grand coalitions have altered traditionally bi-polar patterns of German electoral competition, changing the electoral context by making it difficult for voters to endorse anti-incumbent alternatives. How have voters reacted under these circumstances, and were their responses different because of the weakening of partisan attachments in the forty years between the two grand coalitions? This study explores these questions by examining voter behavior in German state elections under the federal grand coalitions of 1966–69 and 2005–09, comparing voters’ responses with long-term trends in German party system development. The second grand coalition saw a continuation of trends in declining turnout and increasing electoral volatility, but in contrast to the first grand coalition there was no surge in support for far-right parties. Such a change may be the result of differences between the party systems in the two period, with voters in unified Germany having many more options for expressing discontent.  相似文献
