从社会、经济、环境生态三个方面构建丽水市土地利用综合效益评价指标体系,对丽水市1996——2005年的土地利用综合效益进行定量分析;并从产业结构升级的角度,对丽水市在不同工业化发展阶段的土地利用各项效益及产业结构调整对土地利用综合效益提高的驱动作用进行分析。丽水市工业化初期,土地利用环境生态效益值明显高于社会和经济效益值,各效益系统基本处于高度协调状态,进入工业化中期后,社会和经济效益增长较快,而环境生态效益却快速下降。在追求工业化发展同时也要注重环境和生态的保护,走土地资源的可持续利用和社会经济的可持续发展之路。  相似文献

This article examines the similarities and differences between multiculturalism and interculturalism, with particular reference to the impact of globalisation and changing patterns of diversity. It reflects briefly on the origins of multiculturalism—largely from a European perspective—with its focus on ‘race’ and the socio‐economic analysis that accompanied it. The article suggests that while multiculturalism was right to continue to focus on inequalities, it failed to adapt to super‐diversity and the multifaceted aspects of difference and ‘otherness’, including those based on disability, age and gender. Further, while multiculturalism became rooted in intra‐national differences, between minority and majority populations, an intercultural approach is now necessary to support the changing patterns of national identity and respond to the recent challenge posed by the growth of far‐right and popular extremist parties (PEPs).  相似文献

How can legislators derive the benefits of delegation without unduly empowering the executive? This article investigates how this dilemma is met in the European Union (EU) political system where executive power is delegated to the Commission. The argument is that the European member states have found a unique solution. They install committees of member state representatives to monitor the EU Commission, the so‐called comitology committees. However, the extent to which comitology committees are installed and their exact competence vary considerably across policy areas. This article uses a delegation perspective to understand this variation. An analysis of comitology provisions in 686 directives and regulations shows that institutional conflict and issue complexity, well‐known factors from the delegation literature, are important predictors of comitology control of the Commission. The findings support one of the two prevailing images of comitology—comitology as a control mechanism, not deliberative democracy.  相似文献

This article evaluates, by drawing on Barry's distinction between 'power' and 'luck', the predictive accuracy of competing bargaining models. We explore whether models that take various facets of political power into account predict legislative outcomes more precisely than purely preference-based models like the Nash Bargaining Solution (NBS). Our empirical examination compares how well different formal models predict the outcome of 66 legislative decisions made within the European Union (EU). A model that considers the saliency actors attach to a contested issue performs best among all the models under examination. Although resource-based models provide less accurate forecasts on average, they offer relatively precise point predictions. The analysis also shows that domestic constraints are not a particularly important bargaining resource in legislative decision making.  相似文献

Abstract

Tax?benefit microsimulation models are typically used to quantify the effect of specific policy changes on the income distribution based on representative microdata. Such analysis evaluates policies by considering how different tax?benefit elements interact given personal, household and labour market characteristics. Using hypothetical household data instead helps address broader questions of policy design and systemic (cross-national) differences. This article introduces the Hypothetical Household Tool (HHoT) in combination with the microsimulation model EUROMOD to analyse European tax?benefit policies from a comparative perspective. It presents a series of applications from social welfare analysis illustrating how hypothetical data can benefit comparative academic and policy research.  相似文献

The goal of this article is to understand which combinations of explanatory conditions account for the qualitative differences within forms of democratic breakdown (i.e., transition from democracy to a hybrid or authoritarian regime) and democratic regression (i.e., transition within democracy through a loss of democratic quality). The analysis focuses particularly on the specific features of those processes of change ending up with a transition from democratic rule, compared to those producing a simple loss of democratic quality within the democratic regime. Applying two‐step fuzzy‐set Qualitative Comparative Analysis (fsQCA), the study aims to integrate different types of explanatory factors, offering a fresh and comprehensive perspective on this phenomenon.  相似文献

This article explores the political control thesis in light of the literature on bureaucratic politics and agency professionalization. It argues that existing studies of political control have been limited by a failure to analyze the impact of organizational factors on policy change. The article tests political-control and bureaucratic hypotheses through an analysis of changing enforcement priorities at the Federal Trade Commission, The results suggest that the growing role of economists in the agency, rather than congressional oversight or presidential appointments, is critical in explaining the changing antitrust priorities of the Federal Trade Commission.  相似文献

In this article, the political participation of Turkish, Surinamese and Moroccan immigrants in four cities in the Netherlands is related to the civic community of these groups. The usefulness of Robert Putnam's civic community perspective is tested for the immigrant communities in Dutch cities in the Netherlands. The relationship between the networks in the migrant communities and political participation found in earlier research can partly explain the differences between the ethnic groups and between the cities, but some additional explanatory factors are suggested.  相似文献

This article aims to explain the broader evolution of British merger control. To this end it outlines a novel critical political economy perspective on regulation and regulatory change which differs from established political economy approaches, such as the regulatory capitalism/state perspectives, in three main ways: it places regulatory ideas at the heart of the analysis, it differentiates between different degrees of regulatory change, and it links regulatory change in delineated issue areas with changing power balances between fractions of capital and labor. The application of this perspective to the analysis of the evolution of British merger control provides some important new insights, most notably that the content, form, and scope of merger control in Britain have been deeply transformed in accordance with neoliberal ideas since the 1980s and that this process, which was part of a broader regulatory and ideational shift, was premised on the ascendancy of transnational capital.  相似文献

The article investigates the processes driving the ongoing Danish reform of the structure of the public sector with the purpose of understanding the factors rendering the reform possible at this particular juncture in time. For this reason, the article applies a theoretical framework consisting of John Kingdon's 'Multiple Streams' perspective combined with the Institutional Rational Choice approach developed by Fritz Scharpf, among others. As a heuristic tool for the analysis, the policy process is divided into the three phases of initiation, estimation and decision making. The analysis points to a rather complex process influenced by institutional and situational factors, including those of coincidence and external events. The process can be understood as a series of interrelated games in which bounded rational actors pursue their interests. In conclusion, the article finds that the speed and tight steering of the process left relatively little room for a broader public and political debate. The process leading to what has become the largest public sector reform in Denmark was in actuality determined by relatively few actors involved in decisive moments.  相似文献

Some relationships in modern politics may intuitively be more difficult to understand than others. This article deals with what might be referred to as a case of strange bedfellows, i.e. the French–Swedish cooperation on alcohol control in the European Union (EU). The French government has actively supported the Swedish government on several occasions in discussions and disputes over alcohol control policy issues at the EU level, and this article presents and discusses three different interpretations of this support. It is concluded that, rather than reflecting current economic calculations or matching policies, the French support should be viewed in relation to an institutional perspective emphasising the importance of historical paths and inefficient histories.  相似文献

This article contributes to the literature on parliamentary design in general and the pioneer literature on parliamentary bodies specialized in gender equality in particular. It does so by establishing a frame for the critical assessment of the impacts of such an institutional design. Moreover, by using interviews and data on the behavior of committee members, it demonstrates the advantages of applying a mixed method within a field that has mostly relied on participant interviews. A systematic analysis of the impact of the Danish Committee on Gender Equality shows that although this particular committee has not succeeded in adding the perspective of gender equality to legislation, it has increased parliamentary control with the government. Furthermore, it has enabled much better interaction between parliament and civil society organizations.  相似文献

This article explores the Holy Cross school dispute in Northern Ireland from a feminist perspective. This ethnic quarrel produced a situation whereby women and young schoolgirls became the focal point of a sectarian protest from September 2001 to early 2002. Throughout the conflict, issues of gender were sidelined from the analysis of the dispute. The article attempts to remedy this omission by moving the category of gender to the forefront of the analysis. It examines the relationship between nationalist discourses of gender identity and representations of the nationalist women's agency during the dispute. While exposing these dimensions of the conflict, the article also considers the impact of women's ethno-nationalist agency on their role and positioning within nationalist cultures. It concludes that the Holy Cross conflict exposes the potentially disruptive aspects of women's ethno-nationalist agency and highlights the political significance of that agency for nationalist cultures pursuing ideals of gender equality.  相似文献

This article revisits the theory of the nationalisation of electoral politics from both a conceptual and a methodological perspective. Presenting and evaluating this theory through a critical analysis of the major works, the article focuses on the analytical utility and the theoretical interest of such a re‐examination, and provides a new conceptual and operational definition of this political phenomenon. The concept of nationalisation is discussed in regard to three electoral dimensions: homogeneity of support; uniform swing; and responses to national factors. Combining these three dimensions, the article provides a typology of the different forms of nationalisation, explores the possibilities of its analytical application, and tries to establish the extent to which the operational definition of nationalisation corresponds to the conceptual and theoretical definition.  相似文献

This article discusses the role of the craft of policy analysis in public policymaking and, relating to cultural theory, provides a causal explanation for differences and nuances in the craft of policy analysis. Two perspectives underlie this article: The first is the role of policy analysis in policymaking; the second concerns cultural theory and its contribution to policy analysis. While highlighting the role of culture in policy analysis, the article suggests that in order to improve policy analysis processes, policy analysis studies and policy analysis training should take into account cultural factors. Finally, in view of the scarcity of studies in this domain, this article suggests a rationale for studies that enhance the understanding of how political cultures interfere with normative policy analysis and proposes an agenda for research on policy analysis craft by cultural bias.  相似文献

In recent years, terrorist organizations have become increasingly dependent on drug trafficking as one of several primary sources of revenue to fund terrorist activities. In response, the United States’ security and intelligence efforts against narco‐terrorism have increasingly merged into one unified policy approach. Moreover, the convergence of United States policy wars against terrorism and illicit drugs have produced complex and dynamic contingency factors. As a result, a relatively coherent nexus now exists between the United States’ antinarcotics and antiterrorist policies. The objective of this article is to explain and assess the contingency factors and implications resulting from this convergence and to provide policy scholars with an analytical perspective into the implications of the United States’ narco‐terrorism policy. It is believed that this article is significant to both policy practitioners and policy scholars concerned with the domestic impact of the United States’ narco‐terrorism policy.  相似文献

This article attempts to clarify some of the issues in the debate over the study of policy implementation, in particular the disagreements between proponents of the top-down versus bottom-up approaches. It proposes use of a modified top-down perspective which bridges the assumed dichotomy between policy formulation, enactment, and an implementation process and addresses many of the concerns of the bottom-up research strategy. This new perspective portrays implementation as part of a single ongoing process in which policy is formulated, enacted and continually readjusted and adapted before and after implementation at the local level. The article is based on an analysis of the findings of a case study of the implementation of Israel's Project Renewal, a comprehensive community renewal and development program – a hybrid resembling the American Urban Renewal, Model Cities and the War on Poverty programs. Rather than evaluate the success of this Israeli program, the intent here is to ask what the research findings teach about the study of policy implementation.  相似文献
