This paper analyses parties' policy supply in electoral campaigns. In so doing, it proposes to look at issue clarity which is defined as the share of objectively testable pledges within an election manifesto. The main argument states that parties not only decide their positions and issue saliencies, but also the level of specificity with which they present their policies. The data come from Austria (1990–2008) and, thus, provide a good example for a Western European multi-party system with proportional representation. The analyses show that extreme parties present manifestos with higher issue clarity compared to moderate parties. Furthermore, this result is strengthened by a party's role in government. Issue ownership, however, seems to have no effect on issue clarity.  相似文献

Electoral manifestos play a crucial role in visions of party democracy and political science analyses of party competition. While research has focused on the contents of manifestos, we know much less about how parties produce manifestos and the roles they take in campaigns. This paper identifies three campaign-related functions of manifestos: they provide a compendium of valid party positions, streamline the campaign, and are used as campaign material. Based on the characteristics of the candidates, the parties and the campaign, the paper then derives expectations of how party candidates may differ in attributing importance to their party's manifesto. Based on a candidate survey after the 2013 Austrian general election, the paper shows that the key user-group of parliamentary candidates considers manifestos generally important and useful documents. Candidates' policy-centred campaigning and left–right distance from their own party are important in explaining individual differences. While the manifesto's service functions of providing a summary of valid party positions for the candidates and as a campaign means to be handed out to voters are widely appreciated, campaign streamlining is more divisive when it results in constraining candidates.  相似文献

Which parties use simple language in their campaign messages, and do simple campaign messages resonate with voters’ information about parties? This study introduces a novel link between the language applied during election campaigns and citizens’ ability to position parties in the ideological space. To this end, how complexity of campaign messages varies across parties as well as how it affects voters’ knowledge about party positions is investigated. Theoretically, it is suggested that populist parties are more likely to simplify their campaign messages to demarcate themselves from mainstream competitors. In turn, voters should perceive and process simpler campaign messages better and, therefore, have more knowledge about the position of parties that communicate simpler campaign messages. The article presents and validates a measure of complexity and uses it to assess the language of manifestos in Austria and Germany in the period 1945–2013. It shows that political parties, in general, use barely comprehensible language to communicate their policy positions. However, differences between parties exist and support is found for the conjecture about populist parties as they employ significantly less complex language in their manifestos. Second, evidence is found that individuals are better able to place parties in the ideological space if parties use less complex campaign messages. The findings lead to greater understanding of mass‐elite linkages during election campaigns and have important consequences for the future analysis of manifesto data.  相似文献

This article analyses the content of the 2017 general election manifestos, and introduces the latest estimates from the Manifesto Project to explore recent ideological movements in the British party system. It reports the changing policy emphases in Conservative and Labour manifestos and the ideological positions of the major political parties in 2017. It finds that Theresa May's party produced its most left‐wing manifesto since 1964, and that Jeremy Corbyn's party produced its most left‐wing manifesto since 1992 and the election before the advent of New Labour. The article also finds that the ideological space between the Conservatives and Labour opened up in 2017, and that Northern Ireland's Democratic Unionists published the most right‐wing manifesto.  相似文献

Junior partners in a coalition government are torn between an eagerness to profile themselves, and to show loyalty to the coalition. We investigate when, how and why junior coalition parties affect foreign policy and profile themselves despite demands for national unity. We study two Swedish centre‐right governments in 2006–2010 and 2010–2014. The parties' foreign policy positions in election manifestos are compared to the foreign policy positions presented in the joint Alliance manifesto and yearly government declarations. An explorative analysis of possible explanations for junior parties' influence is based on elite interviews. The results indicate that junior coalition parties might influence the foreign policy in symbolic value related issues, but less so in issues with real policy implications. Our analysis reveals the importance of the leading member of the coalition and how junior parties converge over time towards the position of the senior coalition member.  相似文献

How do economic crises affect political representation in times of constrained government? Our paper shows that among voters salience of economic issues increases during economically harsh times. However, parties respond only to a limited degree to economic shocks, with the result that congruence between parties and voters decreases. We theorise the incentives and disincentives different political parties have in choosing a saliency strategy and we provide evidence on the extent to which congruence depends on the severity of economic shocks and the government/opposition status of the party. We draw on cross-national data to measure issue salience for parties (CMP) and voters (CSES). While our findings clearly indicate a decline of congruence in times of economic crisis, we also find that it remains best for government and office-seeking opposition parties. We substantiate this finding by unpacking the ways in which incumbent and office-seeking opposition parties address the economy in their manifestos.  相似文献

How responsive are political parties to the issue priorities of voters? While there are numerous studies that examine policy position congruence between parties and voters or government responsiveness, we know little about the extent to which parties adjust their policy priorities to the issue concerns of voters. Following saliency and issue ownership theory, we argue that political parties listen to their voters by emphasizing policy issues in their election manifestos that have been prioritized by citizens. However, in line with second-order election theory, we expect that issue responsiveness varies with the electoral context. To test our theoretical expectations, we generated a novel dataset that combines data on issue attention of political parties from the Comparative Manifesto and the Euromanifesto projects with data on policy priorities of voters from the European Election Studies, the Comparative Study of Electoral Systems and various national election studies. We empirically test our theoretical claims based on a comprehensive analysis of 104 parties from 17 countries competing in 84 national and European elections from 1986 to 2011. Our findings have important implications for political representation in Europe.  相似文献

Saliency theory is among the most influential accounts of party competition, not least in providing the theoretical framework for the Comparative Manifesto Project – one of the most widely used data collections in comparative politics. Despite its prominence, not all empirical implications of the saliency theory of party competition have yet been systematically tested. This article addresses five predictions of saliency theory, the central claim of which is that parties compete by selective issue emphasis rather than by direct confrontation. Since a fair test of the theory's assumptions needs to rely on data that measures party issue saliency and party positions independently, this article draws on new manifesto data from the Austrian National Election Study (AUTNES). Analysing all manifestos issued for the 2002, 2006 and 2008 general elections, it shows that saliency theory correctly identifies some features of party competition. For instance, parties disproportionally emphasise issues they ‘own’. Yet, the core assumption of saliency theory that parties compete via selective issue emphasis rather than direct confrontation over the same issues fails to materialise in the majority of cases.  相似文献

The Issue Yield model predicts that parties will choose specific issues to emphasise, based on the joint assessment of electoral risks (how divisive is an issue within the party support base) and electoral opportunities (how widely supported is the same issue outside the party). According to this model, issues with high yield are those that combine a high affinity with the existing party base, together with a high potential to reach new voters. In previous work, the model showed a remarkable ability to explain aggregate issue importance as reported by party supporters, as well as issue emphasis in party manifestos. This paper tests the implications at the individual level by comparing a conventional model where issue salience is determined from manifesto data with a revised model where issue salience is determined by issue yield. The empirical findings show that issue yield is a more effective criterion than manifesto emphasis for identifying the issues most closely associated with party support in the minds of voters.  相似文献

Political processes are affected by "friction." Due to cognitive limitations and institutional delays, political agendas do not adapt smoothly to real-world impulses; political agendas either ignore them or overreact. The first question this article tackles is whether the same punctuated change process can be observed in party manifestos. Secondly, it examines whether there are differences across political systems and across party lines. Thirdly, the study tries to account for differences in the degree of "punctuatedness" of party manifestos. Drawing on the vast dataset of the Manifesto Research Group, the article shows that party manifestos are indeed characterized by friction and resistance to change; it also establishes that there are considerable differences in frictional patterns between parties and political systems; and it finds that electoral fragmentation, government participation, and electoral volatility are key to understanding these differences.  相似文献

What are the political effects of rising radical right-wing parties (RRPs) in Western Europe? Does the rise of the parties drive mainstream parties (MPs) to become more restrictive on issues mobilised by RRPs, such as multiculturalism? Analysing manifesto data from 1981 to 2008, it is found that the rise of RRPs makes right-wing MPs adopt more restrictive positions regarding multiculturalism. However, left-wing MPs do so only when the opinion of party supporters on foreigners becomes more negative or when the parties lost more votes in the previous election than their opponent right-wing MPs did. The result implies that niche parties with extremist positions can benefit from their own electoral success by dragging MPs toward their own positions. However, the impact of rising niche parties on MPs should be understood against a broader background of party competition, and the impact can be dissimilar between MPs with different ideological commitment and strategic opportunities.  相似文献

The dataset of the Comparative Manifesto Project (CMP) is one the best known and often used datasets in comparative studies of Western Europe. However, the Danish part of the data is very problematic. On average, nearly a third of the content of the Danish manifestos is deemed impossible to code. A close examination of the Danish data reveals large variations in the number of coded sentences across time and parties. An analysis of the manifestos on which the coding is based sets all the warning lights flashing. First, not all manifestos are in fact manifestos; a number consist of other political texts (i.e. speeches, drafts) or even stem from different elections (e.g. municipal manifestos masquerading as national manifestos). Second, the large variation in the length of the manifestos across time suggests that the information derived from them is not readily comparable. This leads to a distorted picture of the positions of the Danish parties. The conclusion of this article is that in order for the Danish part of the CMP dataset to become more trustworthy, it is necessary to search the archives, find the actual manifestos and recode them.  相似文献

Abstract.  This article analyses the dynamics of electoral competition in a multilevel setting. It is based on a content analysis of the party manifestos of the Spanish PP and PSOE in eight regional elections held between 2001 and 2003. It provides an innovative coding scheme for analysing regional party manifestos and on that basis seeks to account for inter-regional, intra-party and inter-party differences in regional campaigning. The authors have tried to explain the inter-regional variation of the issue profiles of state-wide parties in regional elections on the basis of a model with four independent variables: the asymmetric nature of the system, the electoral cycle, the regional party systems and the organisation of the state-wide parties. Three of their hypotheses are rejected, but the stronger variations in the regional issue profiles of the PSOE corroborate the assumption that parties with a more decentralised party organisation support regionally more diverse campaigning. The article concludes by offering an alternative explanation for this finding and by suggesting avenues for further research.  相似文献

As new parties have emerged in Europe on the left and the right, they have placed pressure on mainstream parties to adjust their issue positions and engage with new issues. This research note asks whether women's parties have the same effect. Analysing election manifestos of the mainstream parties in Sweden from 1991 to 2014, this article considers the extent to which the Swedish Feminist Initiative (F!) has influenced the attention parties pay to women's issues. The data indicate that a profound discursive change has occurred among these parties in Sweden around gender and women's roles in society, resulting in near consensus that gender inequality is a problem necessitating government action. There is gradual evolution for most of the period under study but a marked departure from past trends in 2014, coinciding with the emergence of F! as a contender for EU and parliamentary seats. Consistent with contagion theory, the concerns of women acquired urgency as F! grew more competitive. News coverage and public comment by political parties suggests that F! has had disproportionate influence, given its electoral support, on the issue agenda of the mainstream parties, pressuring them to ‘take up’ the issues of this niche party and engaging them in a competitive struggle to address women's issues in politics. The results indicate that we should look more closely at women's parties as a tactical choice of social movements to enhance women's representation and encourage public discourse about gender and power.  相似文献

Little attention has been paid to the way in which political parties make policy. From the perspective of a former member of party staff, this article explains why the Liberal Democrats have adopted their current procedure, and what the strengths and weaknesses of this are. It pays particular attention to the party's working groups, which produce policy papers, and also focuses on the process for writing manifestos. The article argues that policy-making should change as the party grows in strength. Shorter conferences with more focused debate would allow delegates the same voice in deciding crucial policies that will form the basis of the next manifesto, but get rid of the fringe debates that attract ridicule in the media. It would also allow parliamentarians more freedom to respond to specific events within the very general policy framework agreed at conference.  相似文献

Partisan conflicts have been frequently analysed in comparative political science research. Yet little is known about the dimensions of political conflict at the local level in multi-level democracies. This article contributes to the literature on the estimation and analysis of party positions by first presenting a new dataset of more than 800 local party manifestos in Germany that allows for a systematic analysis of the dimensions of political conflict at the German local level. Secondly, it is demonstrated that (semi-)automatic content analysis of these texts offers a promising approach for gaining new insights into local party positions. Thirdly, the empirical analysis of German local party manifestos shows that partisan conflicts are not only structured along the left–right dimension but also along a dimension which distinguishes between parties addressing ‘local’ and ‘national’ issues to a varying degree in their manifestos, due to the different behaviour of established and populist parties.  相似文献

The assumption that representatives hold knowledge about their parties’ programmes underlies models of representative democracy. However, representatives’ party knowledge is rarely discussed in theoretical detail, nor is it often systematically empirically investigated. This article takes the first steps and discusses what type of knowledge of their parties representatives need and what knowledge they actually have. Specific focus is given to parties’ election pledge‐making. By comparing the number of parties’ pledges in Swedish election manifestos to Swedish party representatives’ perceptions of the extent to which parties make pledges, the article presents empirical evidence indicating low levels of knowledge. Knowledge is higher among top‐level politicians and politicians who trust parties to generally keep their pledges, but the main conclusion is that research should not assume detailed knowledge of pledge‐making in manifestos among elected representatives, which has not previously been shown in systematic studies.  相似文献

The study reveals the salience of particular issues in the manifestos of the main British parties for the 1997 and 2003 UK general elections, as well as the 2003 Scottish and Welsh elections, using the method introduced by the Comparative Manifesto Project (CMP) and a modified list of issue categories to reflect the division of government competences between the central and regional governments. Ideological and social base of a party, as well as the delimitation of government competences, are found to be important determinants of issue salience. A more consensual institutional design of the regional government in Scotland and Wales seems to have conditioned larger differences among the issue profiles of parties competing in regional elections, in comparison with general elections. With the institutionalisation of devolution, however, we observe an increase in the similarity of the issue profiles of the same parties in general and in Scottish and Welsh elections, as well as among different parties competing in the same regional elections.  相似文献

The voters’ choices about political parties have many similarities with how they make their choices about commercial brands. Therefore, political parties are now constantly applying the concept and strategies of brand management to make the political product attractive, appealable, trustable, differentiable, a source of long-term relationships, and a decision-making driver. Furthermore, the political parties have to play an active role in the community's political socialization processes, which rely heavily on branding strategies. Because, the party equity is largely based on the community's social gregariousness that has profound effect on the electorates' propensity to participate in the politics. This study has deeply explored and broadened the concept of party equity analogous to commercial brand equity typology by developing a politics-specific brand equity model. This model demonstrates the integration of political brands in voter choice. Empirically, this model has been validated by collecting 550 valid responses from the constituency of District Gujrat, Pakistan. A careful analysis of these responses through structural equation modeling methodology has revealed that political parties vary according to the outcomes of their role in the political socialization process of the communities, loyalty, and voters’ attitude. Parties that have favorable role in the socialization process have strong party knowledge and thus have high party equity as compared to competing political parties, which have a weak position of party knowledge. Similarly, this study provides the roadmap and guidelines for the political parties to manage their party equity. Similarly, the model would be able to facilitate political parties in comparing different constituencies on the basis of their diversified social dynamics and political knowledge and in the development of a constituency-based manifesto, also termed “localized manifesto,” to further enhance their vote bank.  相似文献
