One of the defining features of post-reunified East German political culture has been an enduring affinity for socialism. Although firmly opposed to the pre-1989 one-party state, a sizeable majority of East Germans nevertheless continue to value socialism. Whilst much scholarly research has investigated the strength and depth of socialist values, as well as their sources, comparatively little is known about their consequences, about if and how socialist values matter. This article seeks to redress this by examining linkages between socialist values and political participation, asking whether socialist values are merely passive, romanticised expressions, the effects of which are largely benign, or whether they have real-life behavioural consequences for democracy. Exploring this question using ALLBUS data from East Germany, five hypotheses are tested at the individual level. The results strongly demonstrate that socialist values impact upon social capital and electoral behaviour.  相似文献

Ideas about pursuing a more equal balance between men and women in decision-making bodies and ‘parity democracy’ have been promoted by both the Council of Europe and the institutions of the European Union for nearly 20 years. In the early 1990s, the institutions of the EU played an important role in providing a platform for discussion and debate and thus brought these notions into mainstream political discourse in some of the member states. In response, during the late 1990s and early 2000s, several member states implemented policy to encourage more balanced participation for men and women in national and sub-national decision-making bodies. However, despite its own policy statements to the contrary, the EU decision-making bodies themselves remain male-dominated. This article asks how the EU on the one hand provided an impetus for some of the member states to take action to increase gender balance in decision-making while, on the other hand, its own institutions have remained largely unchanged.  相似文献

This article aims to explain the emergence of the Danish People's Party, a radical right-wing populist party, by using a model combining political opportunity structures and the diffusion of new master frames. The article shows that because of dealignment and realignment processes – as well as the politicisation of the immigration issue – niches were created on the electoral arena. The Danish People's Party was able to mine these niches by adopting a master frame combining ethno-pluralist xenophobia and anti-political establishment populism, which had proved itself successful elsewhere in Western Europe (originally in France in the mid-1980s). In this process of adaptation, a far right circle of intellectuals, the Danish Association, played a key role as mediator.  相似文献

Since the 1995 Beijing Declaration and Platform for Action, which clearly endorsed measures to ensure the equal participation of women in decision-making, many nations across the globe have adopted and implemented laws requiring political parties to nominate gender-balanced slates of candidates. This symposium brings together new research on the fairly recent gender quota and parity reforms in Portugal, France, Belgium, Italy, and Spain and the efforts of the European Union to promote them. In keeping with the single-case, comparative, and international gender quota literature, the articles stress the role of domestic and international actors/factors (political parties and elites, women's groups active inside and/or outside political parties, and international and European organizations) in the adoption of reforms as well as the reforms' specific provisions (placement rules and sanctions for non-compliance) and how well they fit in with the electoral system when assessing their impact. At the same time, the articles also offer intriguing insights related to the labelling of reforms as either ‘parity’ or ‘quota’ or both in different contexts, the involvement of different political parties in their adoption, and, finally, their qualitative upshots and, more specifically, their impact on citizens and elites' attitudes towards women in politics and measures to enhance it.  相似文献

One of the few efforts to link systemic and organizational determinants of party strategies is provided by what John May dubbed the 'law of curvilinear disparity'. According to this law, voters, party activists and leaders have necessarily divergent political ideologies. These systematic differences are attributable to the activists' motivations and the constraints of party competition. This paper argues that the law is empirically valid only under distinctive behavioural, organizational and institutional conditions, which are not specified in its general formulation. Thus, the law is only a special case in a broader theory reconstructing the interaction between constituencies, intra-party politics and party competition. This alternative theory is partially tested with survey data from party activists in the Belgian ecology parties Agalev and Ecolo.  相似文献

Mainstream political economy has tended to treat the family as a unit when examining the distributional consequences of labor market institutions and of public policy. In a world with high divorce rates, we argue that this simplification is more likely to obscure than to instruct. We find that labor market opportunities for women, which vary systematically with the position of countries in the international division of labor and with the structure of the welfare state, affect women's bargaining power within the family and as a result, can explain much of the cross country variation in the gender division of labor as well as the gender gap in political preferences.  相似文献

In 1995, two years after the adoption of gender quota laws, the Italian Constitutional Court declared these laws to be unconstitutional. The Constitution was subsequently reformed in order to make way for new quota legislation. Such reforms came in late and in a contradictory way. The Constitution was first modified in 2001 to allow regions to adopt quota measures to enhance women's political representation at the regional level and then in 2003 to allow similar measures to enhance women's political representation at the national and European levels. Thus far, quotas have been introduced only in some regions and for European elections. Consequently, the 2001 and 2003 constitutional reforms have had a limited impact on legislative implementation measures and thus on the percentage of women in elected assemblies.  相似文献

At the current rate of progress it will be another century before parity of representation between men and women is achieved in the House of Commons. This article explores why and how legal guarantees may now be the best available route to secure equality of representation following the repeated failure of the political parties to deliver any significant improvement in numbers through their own preferred, voluntary mechanisms. It explores how the concepts of equality and political representation need to be recalibrated in order to place greater emphasis on democracy rather than meritocracy, and on outcomes as much as opportunities, and offers a broad outline of how a legislative guarantee might be structured and operate in practice.  相似文献

On the basis of surveys of Danish and Norwegian political party members, this article shows that female presence is comparatively high in Danish and Norwegian parties, and that there are a number of consistent and politically significant gender differences in political opinions within the parties. These gender gaps are largest regarding issues that are not central to the ideological core of the parties and on issues where women are particularly affected. The study still reveals the importance of party in the sense that the differences between the members of different parties are greater than the gender gaps within parties. In the Nordic party systems, gender as such does not constitute a political force transcending the left–right dimension.  相似文献

The influence of women in organizational transparency is an understudied vein of representative bureaucracy. Literature claims that the increase of women in formal political representation opened the opportunity to bring to public organizations gender diversity, experiences, and values different from those of men. It highlights the beneficial leadership styles and the legitimacy of public bureaucracies. Since gender equality in Spanish local government has increased in recent years, it was the trigger and the aim for this study: to understand the influence of women’s political representation on the level of Spanish municipalities’ transparency. The analysis draws on panel data econometric techniques. The results reinforce the discussion that the representation of women in local political life will increase information transparency and reduce information asymmetry in municipalities.  相似文献

This article accounts for the particular steps Spain took to institutionalise gender equality in political representation. While some West European countries, where the ‘incremental track’ was considered too slow or too ineffective, recently shifted to the ‘fast track’ (notably, Belgium, France, Italy and Portugal), Spain adopted a legislative quota in 2007, when women's representation had already reached very high levels. Indeed, 10 years earlier, the quotas adopted by left-wing Spanish parties in the late 1980s had already reached parity and triggered a contagion effect within the party system. Comparatively speaking, Spain has followed the incremental track in a narrow time frame since democracy was restored in 1978. Finally, although the legal quota reform encountered political and juridical opposition, Spain managed to introduce it without the need for constitutional reform.  相似文献

This article focuses on whether styles of representation influence policy congruence. Style of representation is defined at the party level as the proportion of representatives within parties who are partisans, delegates or trustees. Policy congruence refers to how close on the left–right scale the mean position of a party as placed by its candidates is compared to that of party voters. The article concludes that where there are higher proportions of trustees within parties, there is a greater degree of policy congruence, whereas a higher proportion of partisans results in less policy congruence. The proportion of delegates has no significant impact on congruence after taking account of other party and country measures. This indicates that party constraints on representatives are applied at the cost of congruence with voters, and that when representatives enjoy more flexibility to follow their own opinions, the party displays greater congruence with its own voters.  相似文献

This article examines the relationship between electoral systems and extremist political parties. Focusing on the West European parties of the extreme right, it first investigates the extent to which district magnitude and electoral formula - the two main dimensions of electoral systems - influence the scores of these parties. It then considers the overall impact of the disproportionality of the electoral system. The article concludes that whilst proportional electoral systems do undeniably make it easier for extremist parties to gain legislative representation, there is absolutely no evidence to suggest that they promote extremism. Instead, the share of the vote going to extremist parties appears unrelated to the type of electoral system employed.  相似文献

Party research lived a relatively quiet life during the 1970s and 1980s in the western world, and to some degree also in Scandinavia, although the central role of parties in the Scandinavian democracies made it impossible for political scientists to completely ignore political parties in their research. However, from the end of 1980s, political party research has been revitalized, and the number of publications has increased substantially. The three books reviewed here are part of the upswing during 1997, which, of course, includes other books and publications from that particular year. Why this renewed interest in studying political parties? For a long period after World War II, Scandinavian political parties were characterized as stable mass organizations. In 1973, the established Danish political system suffered an electoral backlash, and the shock waves gave fuel to speculations of party decline in electoral behavior studies. At the same time, similar trends were visible in Finland and Norway. Much later, interest focused on finding the same signs of decline in the internal party arena. The discussion is still alive, and during this process students of political science have gained new knowledge about parties and their organizations in Scandinavia.  相似文献
