This contribution explores to what extent there is such a thing as a distinct Muslim vote in flexible proportional list systems. We test in a new and reliable way whether the religious belonging and behavioural dimension of Muslim voters play a role in their decision-making process when casting preferential votes in a secular democracy. To achieve this, voter and candidate characteristics are modelled simultaneously in cross-classified multilevel analyses where the decision-making process of voters (the demand side) is studied while taking into account the list composition in terms of individual candidates (the supply side). We use data of an exit poll related to the local elections of 2018 in Belgium, especially at oversampled locations. The analyses show that voters who belong to Muslim faith are more likely to vote for Muslim candidates. Contrary, the behaviour dimension of Muslim voters – measured in mosque attendance - has no effect on voting primarily for Muslim candidates.  相似文献

In the United States, the Safe Drinking Water Act (SDWA) regulates most groundwater used for drinking water. The Act covers most urban areas but because it does not cover small water systems, it implicitly exempts nearly half of those living in rural America. In large measure, monitoring required by the SDWA has illustrated the prevalence of naturally occurring arsenic in groundwater in concentrated areas throughout the country. Even though many in Congress seem aware of this threat and have, indeed, supported more stringent arsenic standards, Congress, on the whole, has failed to update the SDWA to cover those water systems left unprotected by the Act. Conventional political science theory suggests that effective congressional oversight depends on Congress creating both active (e.g., hearings and commissioned studies) and passive oversight mechanisms (i.e., citizen suits and opportunities for constituent feedback). In this case, Congress had, in fact, created sufficient tools to detect a serious problem but, having identified it, nevertheless failed to respond. Why? In exploring Congress’s inaction, we find something unexpected: the structure of the SDWA has created perverse incentives not only for unregulated water systems but also for regulated systems to push to keep exempted water systems unregulated. The outcome is that those outside of the SDWA’s protections remain outside and continue to drink contaminated water by the glass full. So, while Congress created a loophole, it may have inadvertently tied a noose.  相似文献

In this paper, we argue that citizens' views about the personality characteristics of their political leaders are subject to systematic bias, motivated by the desire to maintain existing impressions. We report two studies designed to explore how such trait biases, involving judgments of real politicians, are manifested. Drawing on work in social psychology (John, Hampson, and Goldberg, 1991), we hypothesize, and demonstrate experimentally, that traitbreadth plays a critical role in the judgment process. Specifically, people tend to select broad positive traits (e.g., kind) and narrower negative traits (gullible) to describe politicians that they like; conversely, people tend to select broad negative traits (unintelligent) and narrower positive traits (soft-hearted) to describe politicians that they dislike. This trait breadth attribution bias was much stronger among those who had a positive, rather than negative, impression of the politician, a result we discuss in the context of related evidence of affective asymmetries in political judgment (e.g., Kinder, 1986; Marcus and Mackuen, 1993). More generally, these studies illustrate the potential associated with integrating cognitive, affective, and motivational factors in the service of fully understanding political judgment and choice.  相似文献

It has long been argued that shared services represent an efficacious means of securing efficiencies for municipalities. Indeed, pressures from fiscal austerity, taxation limitations, and the specter of forced amalgamations have resulted in an increasing uptake of shared service arrangements. However, the extant evidence is rather inconclusive and is largely restricted to analyzing the nett efficiency outcomes for the specific service shared. We broaden this evidential base by examining the association between shared service production and the efficiency of entire municipalities. Our analysis, employing a 5‐year panel of data, suggests that shared services are associated with a statistically significant reduction in overall municipal efficiency. We conclude by explicating on the public policy implications arising from our prima facie surprising results.  相似文献

Abstract

This study focuses on the role of gender in Internet campaigning. Empirically, the research is expanded beyond the United States by exploring candidate Web campaigning in the 2003 Finnish parliamentary elections. The results of the empirical analysis show that female candidates put up Web sites in a higher degree than their male counterparts. However, gender itself is not a significant factor for being online. Moreover, utilizing a matched-pairs design, the analysis suggests that male and female candidates take advantage of the new communication technology in a similar way and that female candidates do not build a distinct feminine candidate profile online.  相似文献

Without definitional clarity the "quango debate" is inherently flawed and meaningful progress undermined. A possible solution to this problem is proposed in this article by way of a subsectional map which aims to clarify the quango topography. This accepts the diversity inherent in the quango debate while allowing for increased clarity and focused research. This, the authors believe, is the only way forward for practitioners, academics and policymakers working within the sphere of quasi-government. There is a need to address precise forms or subsections of the quango continuum as studies or reforms which focus on one type of quango would not necessarily work if applied to all quangos, or quangos in other countries.  相似文献

Sending text messages reminding people to vote has only been examined as a mobilization tool in three studies, two of them done in the United States. The results from these studies are mixed. We investigate this tool’s effectiveness using a field experiment in a different context, municipal elections in Norway. We find strong mobilization effects among groups traditionally low in participation (immigrants and youth voters). Young native Norwegians show an intent-to-treat (ITT) effect of 4.58% points, foreign nationals who have recently established Norwegian residency show an ITT effect of 2.93% points, and among immigrants who have lived in Norway for 7 years or more the treatment effect is 2.7% points. Even among native Norwegian voters over 30, with a baseline turnout of 73%, text messages generate a 0.96% points increase in turnout.

Drawing on a model in which utility is derived from consumption and effort (labor supply), we ask how the deportation of a number of undocumented migrants influences the decisions regarding labor supply, consumption, and savings of the remaining undocumented migrants. We assume that the intensity of deportation serves as an indicator to the remaining undocumented migrants when they assess the probability of being deported. We find that a higher rate of deportation induces undocumented migrants to work harder, consume less and, as a result of those responses, to save more. Assuming that the purpose of deportation policy is to reduce the aggregate labor supply of undocumented migrants in order to raise the wages of low-skilled native workers, we conclude that the policy can backfire: an increase in the labor supply of the remaining undocumented migrants can more than offset the reduction in the labor supply arising from the deportation of some undocumented migrants. Simulation shows that if the number of deportations in relation to the size of the undocumented migrant workforce is small, then the combined effect of the reduction in the labor supply of the deportees and the increase in the labor supply of the remaining undocumented migrants can be that the aggregate labor supply of undocumented migrants will increase. It follows that an effective deportation policy has to involve the expulsion of a substantial proportion of the total number of undocumented migrants in the workforce.

A higher level of transparency in decision making increases the probability that corruption or wrongdoing is detected. It may also improve outsiders' information about the identities of key decision makers, thereby enhance incentives to establish “connections” for corruption. Following Green and Shapiro's critique, debate about the value of rational choice theory has focused upon the question of its relationship to what we call 'external', largely quantitative, empirical evidence. We argue that what is most striking about rational choice theory is, however, its neglect of interpretive evidence. Our survey of 570 articles, published in the American Political Science Review and the American Journal of Political Science between 1984 and 2005 employing rational choice theory, revealed that only 139 made even the most cursory use of interpretive evidence. Does this matter? We argue that the absence of interpretive evidence undermines rational choice's explanatory credentials. However, we also argue that the admission of interpretive evidence risks rendering redundant the rational choice element of any explanation. This is the rock and the hard place between which rational choice is caught. In the final part of the article we distinguish those cases where rational choice may prove useful, namely those circumstances in which interpretive evidence either cannot be relied upon or does not subsume that which an explanation is intended to achieve.  相似文献
