The appointments of Colin Powell and Condoleezza Rice to the positions of Secretary of State and National Security Advisor, respectively, represented a significant breakthrough in terms of the participation of black Americans in US foreign policy construction. Their appointments, for a number of publics, raised issues about the relationship between race and US foreign policy, and whether either Powell or Rice could or would represent at any level a black consensus on foreign policy. This tension was heightened by the events of September 11, which led to the most sweeping transformation of US foreign policy in perhaps half a century, a transformation in which Powell and Rice played decisive roles. This article argues that while race has played a symbolic role in how the black community and others have perceived Powell and Rice, it has played no role in their substantive participation in the Bush administration's foreign policy initiatives.  相似文献

This paper analyzes prenomination presidential candidate preferences, using data from the Center for Political Studies' 1984 Continuous Monitoring Survey. Among Democratic identifiers, affective evaluations of the candidates were the strongest influence on candidate preference, but judgments concerning the candidates' nomination prospects and electability also influenced candidate preference, as did strength of party identification. The outcomes of particular primaries strongly influenced voters' opinions regarding the candidates' nomination prospects and, indirectly, their electability. Walter Mondale's decisive victory in the New York primary on April 3 apparently led to a bandwagon effect among Democratic voters across the nation; that is, the perception that Mondale was very likely to win the nomination produced a dramatic shift in candidate preference toward Mondale and away from Gary Hart.  相似文献

Abstract.  This article uses a discursive approach to analyze how gender equality has and is being constructed and given meaning in the context of Swedish regional policy. Drawing on Carole Bacchi's 'What's the Problem? Approach', we explore how arguments concerning the new forms of regional policy are assigning different categories of people different subject positions and, in particular, we focus on the kind of subject positions that are being given to women as a group in this context. The discourse being shaped in national policy is, however, interpreted in specific contexts. Accordingly, we compare the way this new discourse is being (re)interpreted and (re)constructed and the subject positions being ascribed to women in the regional development partnerships and growth strategies in two Swedish regions: Västerbotten and Jönköping. Finally, we draw attention to how both the form and the content of Swedish regional development policies create great difficulties for politicizing gender as a power dimension in society. We suggest that regional politics has become de-politicized and argue for the need for it to be re-politicized with gender included as a conflict dimension.  相似文献

The Swedish Government's proposal for an 'Employment Union' to offset the potential increases in unemployment caused by moves towards Economic and Monetary Union, has put the problem of unemployment at the top of the agenda of the current Intergovernmental Conference. Domestic political pressures coupled with a belief that the EU offers the potential for a solution to this problem, were key factors behind the decision to table an amendment. Forging links with other European social democratic parties to generate support for the proposal, the Swedish Social Democrats need the proposal to succeed for both domestic political ends and to safeguard the future of the European project.  相似文献

Abstract. This article analyzes party responses to European integration in Finland andSweden.We argue that such responses are shaped by seven explanatory factors: basic ideology, public opinion, factionalism, leadership influence, party competition, transnational links, and the development of integration. Each factor can lead to a positive or a negative evaluation of the European Union. In the empirical analysis, the sample includes all parties represented in the respective national parliaments, and the research material consists of party documents, parliamentary votes, statements by leading party figures, public opinion surveys, direct observation and interviews. Party competition and leadership influence are the strongest factors in the Finnish case, while public opinion and factionalism are the strongest factors in Sweden. Issue avoidance combined with the secondary importance of the EU in party politics explain why parties have been relatively successful in containing internal factionalism and discord, especially in Finland.  相似文献

While some scholars call for mechanisms to give citizens a greater voice in politics, others critically question the demand for more citizen participation. Rather, they find that the people do not want to be involved in politics and prefer independent experts to make political decisions. This perspective is captured by Hibbing and Theiss-Morse in their concept of stealth democracy. They describe stealth democrats as people who think that political debates are unnecessary or who naturally avoid all sorts of conflict. Especially the latter argument points to a potential psychological underpinning of stealth attitudes, which forms the starting point of the investigation here. This article evaluates the personality of stealth democrats and makes use of a well-known concept to capture personality traits, the ‘Big Five’ model. Analysing unique survey data from Switzerland, the results reveal significant relationships between personality traits such as conscientiousness, agreeableness, and neuroticism and stealth attitudes.  相似文献

The questions posed in the current study are (1) whether, and (2) how, participation within Commission expert committees and Council working parties of the European Union (EU) affects the coordination behaviour of the participants. Based on organizational theory arguments, the coordination role of the Ministry of Foreign Affairs is arguably weakened by institutional dynamics existing within Commission expert committees. The opposite is argued to be the case within Council working parties. Empirically, this study is based on 160 questionnaires and 47 face-to-face interviews with Danish, Norwegian, and Swedish domestic government officials attending EU committees. Secondly, this study also includes answers from 49 officials at the permanent representation to the EU of these three Scandinavian countries. Being excluded from attending Council working parties, Norwegian civil servants participating within Commission expert committees are shown to coordinate considerably less with the foreign ministry than their Danish and Swedish counterparts. Notwithstanding these observations, this study also reveals how the coordination behaviour evoked by national civil servants reflects their domestic institutional affiliations. In addition to showing how EU committees affect coordination behaviour among the participants, the current analysis also shows how responses to integration requirements are filtered – and even conditioned – by a prior state of affairs at the domestic level of governance.  相似文献

Over the past years, the economic crisis has significantly challenged the ways through which social movements have conceptualised and interacted with European Union institutions and policies. Although valuable research on the Europeanisation of movements has already been conducted, finding moderate numbers of Europeanised protests and actors, more recent studies on the subject have been limited to austerity measures and the Transatlantic Trade and Investment Partnership (TTIP) has been investigated more from a trade unions’ or an international relations perspective. In this article, the TTIP is used as a very promising case study to analyse social movements’ Europeanisation – that is, their capacity to mobilise referring to European issues, targets and identities. Furthermore, the TTIP is a crucial test case because it concerns a policy area (foreign trade) which falls under the exclusive competence of the EU. In addition, political opportunities for civil society actors are ‘closed’ in that negotiations are kept ‘secret’ and discussed mainly within the European Council, and it is difficult to mobilise a large public on such a technical issue. So why and how has this movement become ‘Europeanised’? This comparative study tests the Europeanisation hypothesis with a protest event analysis on anti‐TTIP mobilisation in six European countries (Italy, Spain, France, the United Kingdom, Germany and Austria) at the EU level in the period 2014–2016 (for a total of 784 events) and uses semi‐structured interviews in Brussels with key representatives of the movement and policy makers. The findings show that there is strong adaptation of social movements to multilevel governance – with the growing presence of not only purely European actors, but also European targets, mobilisations and transnational movement networks – with a ‘differential Europeanisation’. Not only do the paths of Europeanisation vary from country to country (and type of actor), but they are also influenced by the interplay between the political opportunities at the EU and domestic levels.  相似文献

Despite the increasingly liberal cast of the national Democratic Party, self-identified conservatives continue to represent a significant segment of the party. At least 25 percent of Democratic identifiers considered themselves to be conservatives during the 1972–1988 period. This paper explores the puzzle of why significant numbers of political conservatives continue to identify with the Democratic Party. We argue that conservative Democrats relate to their party not because of political ideology, as do Republicans and to a lesser extent, liberal/moderate Democrats, but because of the symbolic values associated with the main groups in the party—what we refer to as party ethos. This proposition is examined by analyzing a new set of open-ended questions included in the 1988 American National Election Study probing citizens' images and assessments of the Republican and Democratic parties.The data utilized in this paper were made available by the Inter-university Consortium for Political and Social Research. This article explores the neglected relationship between conservatism as political theory and conservatism as political practice using the example of recent immigration to Europe. A cursory glance at how European politicians have responded to migration challenges suggests that they roughly divide into an open‐arm, leftist ‘liberal’ camp and a right‐wing ‘conservative’ one. The situation, however, is more complex. This article engages with the resources of conservative theory to argue that there are many distinct conservative theoretical positions for any one policy point. Using contemporary migration patterns as a case study, the findings suggest that Conservative parties have not borrowed much from conservative theory in its variety of incarnations. In fact, conservative theory can buttress a course of action that is generous toward migrants and at odds with the claims of right‐wing populist movements. While certain strands of conservatism imagine a homogenous people, there are others that are no less pro‐pluralism than liberal theories, and sometimes more so.  相似文献

Three decades after the fall of the Portuguese authoritarian regime, support for democracy has become widespread among the mass public. However, similarities between Portugal and other more established democracies should not be overestimated. In most of the latter, several studies have found increasing political and civic activism on the part of pro-democratic and politically sophisticated citizens, who are nevertheless increasingly dissatisfied with democratic performance. However, the most prevalent and consequential attitudinal-behavioural syndrome in Portugal is less one of ‘democratic dissatisfaction’ than one of ‘democratic disaffection’, entailing low levels of political engagement and participation.  相似文献

This article applies new institutionalist perspectives on institutional change to the inclusion in the Maastricht Treaty of social dialogue provisions giving the social partners the right to participate in social policy‐making. It concludes that the new institutionalism cannot explain institutional change. By relying on exogenous variables such as ‘critical junctures’, ‘leadership’ or ‘ideas’, new institutionalist analyses resort to a collection of explanations that proponents of almost any theoretical perspective could use. The new institutionalisin's failure to develop an institutionalist account of change is a serious weakness that brings into question its use as an analytical tool in EU studies.  相似文献

Abstract. The purpose of this article is to relocate Duverger's Laws within the debate about the effects of electoral systems on the number of parties. Although Duverger's theory has always been seen as the best example of a purely institutionalist approach to the issue, it is possible to argue that this is only true if one overemphasises the meaning of the laws without considering Duverger's justification and explanations for them. However, if one takes into consideration not only the laws, but also Duverger's theories about the effects of electoral systems on the number of parties as a whole, one can argue that his theses do not have a purely institutionalist character and can therefore coexist with theories that try to take into account variables other than electoral rules.  相似文献

This article suggests a diagnostic framework of public communication intended to capture new communication strategies used by Armed Forces across Europe to legitimize new tasks and recruit new personnel. Three distinct communicative models that impact differently on democratic values and public support are suggested: an Old Public Administration (OPA) model influenced by bureaucratic values, a New Public Management (NPM) model fuelled by market values and a deliberative model labelled ‘New Public Service’ (NPS) that is largely influenced by proponents of ‘e‐democracy’. A case study of the communication of the Swedish Armed Forces identifies a lingering bureaucratic (OPA) ideal. The market ideal (NPM) however clearly dominates. The article concludes that communication along market purposes, principles and practices risks distancing Armed Forces further from society. Yet, an embryonic deliberative ideal (NPS)—much fuelled by the use of social media such as blogs—was also identified. This growing ideal holds the potential of infusing deliberative vigor into the organization and presumably facilitates the bridging of the gap to society. The cumulative growth of social programs and public income distribution is leading to a grave need for policy harmonization, i.e., efforts to take into account interdependencies across formerly distinct areas of public and private activity. This need is particularly severe with regard to income support programs, labor market relations and taxation systems. While any fundamental backlash against the welfare state is unlikely, so too is any comprehensive solution through negative income taxation or other abstract forms of economic planning. Prospects for coping with problems of policy harmonization differ among nations, but all countries face the challenge of building consensus around noneconomic values lying at the heart of social policy. Without this cushion of legitimacy, increased policy complexity and higher public expectations threaten to overwhelm democratic political systems.  相似文献

The aim of this paper is to advance the research into the workings of ‘corporatist’ societies by adding a microeconomic dimension and outlining how such a revised model is applicable to recent Swedish experience. Sweden is often regarded as a corporatist society., that is, one in which policy is the outcome of a ‘social partnership’ between encompassing groups coordinated by government. This corporatist approach, resting on the existence of a macro-economic social contract between peak organizations, is complemented here by an analysis of the micro-level incentives and mechanisms conducive to operating within the corporatist cooperative framework. These characteristics are seen as together constituting what I term the solidaristic market economy, a system of economic relations different in fundamental respects from the two with which we are familiar. While Swedish reality docs not correspond exactly to the economic model set out, the case is made that it is as reasonable to extrapolate from Swedish experience to the solidaristic market economy (and vice versa) as to learn from U.S. experience about the competitive market economy and from the Soviet Union about the command economy. Complemented by these micro-characteristics, corporatist analysis of economic relations under social-democratic regimes is thus seen as explaining the resilience of the ‘Swedish model’. Rather than in constant peril as critics suggest, the encompassing interest organizations and the patterns of relations among them are characterized by continued solidity in keeping with the operating principles of the solidaristic market economy.  相似文献
