Can political actors use rational strategies for political conflict when established institutions are unavailable to structure political choices because the institutions are themselves among the contested issues? In Soviet politics from 1985 to 1991, cross-cutting cleavages placed in question the possibility of any stable outcome. We argue that a multi-dimensional issue space was reduced to a single dimension, along which Mikhail Gorbachev could temporarily occupy a median, by the interaction between Gorbachev's own rhetoric and rhetorical tactics used by leaders of his nomenklatura opposition, by Boris Yeltsin as the leader of the democratic opposition, and by single-issue groups called neformaly. The match between these four players' rhetorics and the four strategic options identified by a simple spatial model offers empirical evidence that rational strategies were available despite institutional flux.  相似文献

Social media play an increasingly important part in the communication strategies of political campaigns by reflecting information about the policy preferences and opinions of political actors and their public followers. In addition, the content of the messages provides rich information about the political issues and the framing of those issues during elections, such as whether contested issues concern Europe or rather extend pre-existing national debates. In this study, we survey the European landscape of social media using tweets originating from and referring to political actors during the 2014 European Parliament election campaign. We describe the language and national distribution of the messages, the relative volume of different types of communications, and the factors that determine the adoption and use of social media by the candidates. We also analyze the dynamics of the volume and content of the communications over the duration of the campaign with reference to both the EU integration dimension of the debate and the prominence of the most visible list-leading candidates. Our findings indicate that the lead candidates and their televised debate had a prominent influence on the volume and content of communications, and that the content and emotional tone of communications more reflects preferences along the EU dimension of political contestation rather than classic national issues relating to left-right differences.  相似文献

Grounded in Stephen Skowronek's typology of presidential leadership, this paper furthers our understanding of 'pre-emptive leadership' through a comparative analysis of the welfare and Social Security reforms pursued by US presidents Richard Nixon and Bill Clinton. Although not identical, their experience in these areas provides valuable insight into the difficulty of wielding power in an inhospitable political environment. The paper starts with a brief presentation of Skowronek's typology before discussing the electoral strategies employed by both presidents as they attempted to frame political identities that would allow them to compete successfully in unfavourable ideological and political circumstances. The paper then specifically focuses on the politics of welfare and Social Security reform as the two presidents used these issues as part of their efforts to craft distinctive political images and attract wider electoral support. This comparative analysis reinforces the concept of 'pre-emption' as a valuable tool in understanding presidential behaviour. However, it also underlines the limits of pre-emptive leadership. Pre-emptive strategies can be effective at election time, but they are less likely to succeed in the legislative arena. This reality complicates the presidential search for genuine policy legacies.  相似文献

The present literature on political marketing strategy has provided important knowledge about how the material context of technologies, polls or competitors influences strategy formulation. However, less attention has been directed to the constraints facing a political organization from the social context related to habits, norms or social conventions. This article thus aims at bringing organizational new institutional theory into the field of political marketing strategy. Accordingly, it is investigated how political organizations when initiating marketing strategies act or react toward institutionalized demands in their environment, such as issues or ideas that are considered socially appropriate. As such, a strategy framework consisting of a phase model and a typology is developed. The phase model is drawn from extant literature within organizational new institutional theory stating that decision makers will (1) scan information from their environment, (2) interpret this incoming information in available cognitive categories and (3), finally, select a strategy premised on their cognitive interpretations. On this ground, we build a novel typology that specifies which political marketing strategy decision makers will select under different cognitive framings of their environment. Here, we delineate four ideal type political marketing strategies—conformity, decoupling, defense and entrepreneurial—that correspond to how organizational decision makers interpret their institutional surroundings. ABSTRACT

Since the advent of democracy in the 1990s, the South African political settlement has ushered into policy a progressive framework for the realization of socio-economic rights, enshrined by the Constitution. However, this political settlement has failed to translate into an economic and social settlement that results in just livelihood strategies and equitable service delivery that addresses historical grievances. Inadequate implementation of socio-economic policies designed to address injustice has contributed to weakening vertical cohesion between state and society. Analysing these two core conflict issues, access to service delivery and livelihood strategies, this article argues that the interaction of the political settlement and the ability of institutions to deliver effectively has negatively affected state-society relations and the legitimacy of the reconciliation agenda meant to support inter-group cohesion.  相似文献

This article explores state court budgetary strategies and their effectiveness in the appropriations process as perceived by key budgeting actors. In general, we find evidence of state judiciaries that try to remain "above politics" when dealing with budget issues. The most important strategies to this effect include submitting realistic requests, providing documentation to support needs, and not using budget "weapons" at their disposal (e.g., writs of mandamus). However, the survey results do indicate that state judiciaries use certain strategies that have a more political tint, such as lobbying by court officials.  相似文献

This article examines the recommendations contained within the Commission for Africa's report Our Common Interest , and asks what they might mean for the UK's Africa policies. After discussing the choice of the Commissioners and summarising the main recommendations made in their report, the article identifies some of the central problems raised but not resolved by the Commission in the relation to issues of security, political economy and governance. The article concludes that the Commission's report raised the profile of an important set of issues but neither resolved them conceptually nor set out a persuasive plan to implement its numerous recommendations. In particular, the Commission did not convincingly explain how neo-patrimonial regimes in Africa could be reformed to ensure that they pursue genuinely national development policies instead of the current strategies that benefit their supporters and weaken their political opponents.  相似文献

As political authority is successively transferred from the national to the EU level, national parliaments are often considered to lose control over the domestic political agenda. Yet recent studies suggest that national parliaments cannot simply be labelled ‘losers’ of European integration. National parliaments have institutionally adapted to the EU in order to better scrutinise and control their governments in EU affairs. While existing research shows how parliaments employ their institutional opportunities to exercise scrutiny in the national arena, this paper suggests that MPs also employ informal strategies to obtain information on EU affairs to control and influence their governments. It argues that MPs primarily act through political parties, which are viewed here as multi-level organisations, and make use of their partisan ties to regional, transnational and supranational party actors to obtain information on EU issues. The article probes this argument by drawing on original data obtained through a survey of German MPs in 2009.  相似文献

The not‐for‐profit sector has long played an important role in the policy process through encouraging political engagement, policy research and advocacy, and service delivery. This paper examines two not‐for‐profit organizations, National Children's Alliance and National Alliance on Mental Illness, both of which are grassroots organizations formed to radically change public and professional perceptions of their respective issues and reform the way services are offered to those in need. Borrowing from the literature on policy image and agenda setting, we identify the strategies used by these two highly successful not‐for‐profit groups in their efforts to change the system through redefining problems, reframing issues, and securing legislation with the help of policy entrepreneurs and politicians sympathetic to their causes.  相似文献

Contemporary democracies show considerable differences in the issue composition of their protest politics, which tends to remain relatively stable over time. In countries like Germany or the Czech Republic, the vast majority of protests have been mobilised around sociocultural issues, such as human rights, peace, nuclear power or the environment, and only a tiny portion of protest has focused on economic issues. At the opposite extreme, protest in France or Poland usually has a strongly economic character and voices demands relating to material redistribution and social policy. What lies behind the cross-country differences in national protest agendas? In this article, the national protest agenda depends on what issues mainstream political parties are contesting: the content and strength of the master-issue dimension. In reference to the literature on the multidimensional political space and niche political parties, one should expect that there is a substitutive effect; where the stronger a specific master-issue dimension is in party politics, the less salient that issue dimension is in protest politics. This substitutive effect results from the tendency of electoral politics to reduce political conflict to a single-dimension equilibrium, which decreases the importance of other issues and relegates the contest over secondary, niche issues to the realm of policy-seeking strategies, with protest being a common type of this political strategy. In party systems where single-dimension equilibrium does not exist and the master-issue dimension is weaker, the same dynamics result in a more convergent relationship between party and protest politics and a greater similarity between the protest- and party-system agendas. To investigate this theory, the national protest agendas in four countries are examined. The Czech Republic, Hungary, Poland and Slovakia show four combinations of two crucial factors that are not available in the old Western democracies: the content and the strength of the master-issue dimension. The study draws on an original dataset of protest events organised in the four countries between 1993 and 2010, and on qualitative and quantitative data on issue dimensions of party politics obtained from studies on party politics and expert surveys. The results show that in the Czech Republic, where the master-issue dimension has remained strongly economic, protest has been predominantly sociocultural. In Poland between 1993 and 2001 and Hungary between 1993 and 2006, the master-issue dimensions are strongly sociocultural, while protest is predominantly economic. There is no single-dimension equilibrium in party politics in Slovakia or in post-2001 Poland and mainstream parties compete on both economic and sociocultural issues. Consequently, the substitutive dynamics between party and protest politics is weaker and the issue agendas in party and protest arenas are here more alike.  相似文献

We consider the potential influence of contributions from interest groups to political rivals in the voting behavior of US legislators on international trade policy issues. Our application addresses the determinants of the Permanent Normal Trade Relations with China decision, and focuses particular attention on the agriculture/agribusiness lobby. A simultaneous voting-net contributions model suggests that these contributions were very effective relative to organized labor and other corporate groups, despite their relatively small dollar value. Possible explanations arising from differences in targeting strategies are explored.  相似文献

Abstract

In this article we argue that the state of theory and concept development in political marketing needs to be related to several epistemological as well as topical themes and issues. Seven meta-theoretical issues are discussed with regard to current theoretical position of political marketing research and some initial recommendations are made on how these issues can be developed further. The second part of the article focuses on topical aspects of theory and concept development in political marketing and highlights nine themes for further research. These themes of political marketing are singled out because of their characteristics which show them to be significantly distinct from commercial marketing practice, and therefore need more careful modelling in concepts and theories of political marketing.  相似文献

The financing of political campaigns is an area of active scholarly study. I review some of the recent literature and discuss important methodological issues that arise in empirical research on campaign expenditures and campaign contributions. The effects of campaign expenditures and advertising on candidate and ballot-measure elections are summarized, as are the impacts of contributions on contributors’ welfare. Many states have changed their campaign finance laws in the past few years, and I describe work that exploits variations in these laws. A discussion of the strategies used by interest groups to allocate their campaign contributions provides insights into contributors’ motives.  相似文献

This article addresses several issues surrounding the politics of flexibility in Spain. First, it argues that the strategic role of trade unions develop and condition public policies on labour market reform by couching their strategies in terms of the post‐war labour market strategies and structures of the state, especially as governments attempt to move away from established forms of fordist regulation. Hence, second, a broader political and historical perspective is required that understands the complex political dynamics of state‐labour relationships and their structuring over time. The state's role and its labour market presence becomes itself the object of distinct political interventions and calculations by unions, governments and employers. Any discussion of a ‘post‐fordist’ state, determined to increase the flexibility of the labour market, must look at the complex and difficult ‘transitional’ process.  相似文献

The paper considers the relationships between the uneven development of the British economy, the political strategies pursued by the Conservative government, and the changes to the character of the NHS in the 1980s which culminated in the NHS reforms. It describes the context in which spatial resource allocation policies in the NHS were operating—one of heightened uneven development, with particularly rapid growth taking place in South East England with harmful effects on the NHS. It shows that one response was pressure by backbench MPs on government for a more equitable distribution of funds. Developments within the NHS are interpreted as strategic attempts to prioritize the interests of key geographical locations within a broader 'two nations' political strategy. Three issues are raised: the usefulness of the idea of 'spatial coalitions' in understanding pressures for change in health care policy; the extent to which spatially-uneven development and the 'two-nations' political strategy influenced the character and timing of changes in health care policy; and the possibility that the politics of the welfare state will increasingly be shaped by territorially-based conflicts.  相似文献

Abstract

The aim of this article is to present a review of the discourses of public authorities and non-governmental organizations (NGOs) on civic and political participation of youth and women in Turkey. Drawing on policy documents and elite interviews, this article explores the role of civil society organizations in promoting civic and political organizations in traditionally marginal groups. The article is primarily concerned with unpacking dominant discourses, as produced by public documents and official statements by both civil society organizations and policy-makers. The analysis will produce an overview of their general discursive orientations and the related legal changes and policy implementations. The article then looks at the impact of these discursive formulations to the issue of participation. What is important to note is that action plans and strategies are not always implemented in a manner that is in keeping with the original intentions of policy-makers. The review of public and civil society documents highlights serious differences in focus and coverage between the groups. It also highlights limited engagement with the actual issues of civic and political participation. While youth participation is paid limited attention, women participation is mostly associated with political representation in national and local political bodies.  相似文献

How does voter polarisation affect party responsiveness? Previous research has shown that political parties emphasise political issues that are important to their voters. However, it is posited in this article that political parties are not equally responsive to citizen demands across all issue areas. The hypothesis is that party responsiveness varies considerably with the preference configuration of the electorate. More specifically, it is argued that party responsiveness increases with the polarisation of issues among voters. To test these theoretical expectations, party responsiveness is analysed across nine West European countries from 1982 until 2013. Data on voter attention and voter preferences with regard to specific policy issues from a variety of national election studies is combined with Comparative Manifestos Project data on parties' emphasis of these issues in their election manifestos. The findings have major implications for understanding party competition and political representation in Europe.  相似文献

In this article we focus on the dynamic interplay between increase in autonomy of regulatory agencies and political control of those agencies. The general research issues are the weak empirical foundations of regulatory reforms, the complex trade‐off between political control and agency autonomy, the dual process of deregulation and reregulation, the problems of role‐specialization and coordination, and the questions of “smart practice” in regulatory policy and practice. The theoretical basis is agency theories and a broad institutional approach that blend national political strategies, historical‐cultural context, and external pressures to understand regulatory agencies and regulatory reform. This approach is contrasted with a practitioner model of agencies. Empirically the article is based on regulatory reform in Norway, giving a brief introduction to the reform and agency context followed by an analysis of the radical regulatory reform policy introduced recently by the current Norwegian government. We illustrate how regulatory reforms and agencies work in practice by focusing on two specific cases on homeland security and telecommunications.  相似文献

This article summarises the results so far of an international investigation aimed at identifying political strategies that make it easier for national governments to take more effective action against climate change while avoiding significant political damage. The numerous strategic options identified included strategies involving unilateral action by governments, strategies of persuasion, damage limitation strategies, strategies that can be used in political exchange with other political actors, and strategies designed to improve the bargaining position of governments by altering the terms of political exchange.
