Existing political parties are often slow to react to new social issues, paying little attention to questions which are not directly political. They have also firm basic strategies for dealing with ‘intruders’ who wish to mobilise on such issues. The French Communist Party has successively and sometimes simultaneously resorted to four strategies. The results, however, are far from satisfactory.  相似文献

This survey briefly examines the EU accession process for the countries included in this collection and considers the distinctive features of this set of referendums, particularly the comparatively high levels of Yes vote and low levels of turnout. It argues that, although they represent a distinctive sub-type of European referendum, they can be used as a basis to draw at least tentative comparative and theoretical conclusions. Consequently, it then posits causal models that both provide an analytical framework for this collection and, more broadly, attempt to explain the results and turnout in these and, potentially, other (European) referendums.  相似文献

Various conceptual schemes have been employed to make sense of the diverse policy literature. Attempting to understand policy analysis in terms of its political and historical significance, this essay points to three distinct faces, distinguished with regard to differing relationships between knowledge and politcs: one where knowledge purports to replace politics, one where politics masquerades as knowledge, and one where knowledge and politics attain a measure of reconciliation. Historically, these three faces may be viewed, to an extent, as periods in the development of policy analysis: from positivism, to its critique, to present post-positivist efforts.  相似文献

Citizenship is not just a status (defined by a set of rights and obligations), it is also an identity that expresses membership in a political community. It also has a substantive political dimension of active participation in the public sphere. Traditionally, collective identity and the membership dimensions of citizenship have been seen as intrinsic to the nation-state. The processes of globalization that have undermined the sovereignty of the nation-state make it necessary to reconceptualize citizenship in light of a ‘post-national’ framework. At the same time, however, the ‘culturalization’ of the social and the ‘multiculturalization’ of societies are putting into question the homogeneity of a collective identity. According to a recent hypothesis, a new post-national model of citizenship is emerging, one of European construction. In seeking to explore this position, the paper advances two additional hypotheses: (i) EU policy-making and governance are likely to foster a post-national European civil society with multi-level citizenship participation; and (ii) European anti-discrimination regulations are likely to accelerate the emergence of an alternative model to multiculturalism that can address differences within a universal framework of rights.  相似文献

Program evaluation can be used for three purposes: to learn about a program's operations and effects, to control the behavior of those responsible for program implementation, and to influence the responses of outsiders in the program's political environment. Most agencies fail to take full advantage of all three faces of evaluation. They begin their evaluation programs too late; they assign evaluation responsibilities to staffs which lack the requisite skills; or they yield to temptations to distort or suppress evaluation findings. The case of the evaluation of civil service reform demonstrates how these multiple purposes can be pursued together with constructive results. It also suggests several lessons of more general relevance.  相似文献

The article examines the European Commission's use of its legal powers over mergers. It discusses and tests two views. One is that the ‘neoliberal’ Commission has ended previous industrial policies of aiding ‘national champion’ firms to grow through mergers and instead pursues a ‘merger‐constraining’ policy of vigorously using its legal powers to block mergers. The other is that the Commission follows an ‘integrationist policy’ of seeking the development of larger European firms to deepen economic integration. It examines Commission decisions under the 1989 EC Merger Regulation between 1990 and 2009. It selects three major sectors that are ‘likely’ for the ‘merger‐constraining’ view – banking, energy and telecommunications – and analyses a dataset of almost 600 Commission decisions and then individual merger cases. It finds that the Commission has approved almost all mergers, including by former ‘national champion’ firms. There have been only two prohibitions over 20 years in the three sectors and the outcome has been the creation of larger European firms through mergers. It explains how the Commission can pursue an integrationist policy through the application of competition processes and criteria. The wider implication is that the Commission can combine competition policy with achieving the ‘industrial policy’ aim of aiding the development of larger European firms.  相似文献

Abstract.   Recent empirical studies by Alvarez and Nagler, Erikson and Romero, and others conclude that candidates' and parties' policy platforms only modestly affect their electoral support. This suggests that candidates/parties can win elections even when their policies differ sharply from the policy beliefs of the constituencies that elect them. This raises the question: How can voters exercise control over government policies via elections? We report applications to American and French presidential election data that suggest three paradoxical conclusions. On the one hand, we find that presidential candidates can moderate their policies with at most a modest change in vote share, but if they move by the same amount to a more extreme position, they face severe vote losses that could cripple their election prospects. Alternatively, movement by both candidates in the same direction or a policy shift by the voters may have a major effect on the outcome.  相似文献

A preliminary count of the votes of the election on 17 September 1979 gave the Social Democrats and Communists a majority in the unicameral Riksdag. But with the counting of postal votes (especially those from abroad) it soon became apparent that the three non‐Socialist parties in the Riksdag—the so‐called ‘bourgeois’ parties— would maintain their hairsbreadth parliamentary majority. The final count tipped the balance, and the bourgeois parties won a majority of a single seat (compared with one of eleven in the previous parliament). The electoral system is designed to reflect an exact proportionality of representation for parties whose support exceeds four per cent of the total vote. The turnout of around 91 per cent was slightly lower than in 1976, but remained at the high level characteristic of the 1970s.  相似文献

European legislators must increasingly deal with issues related to fundamental rights. Religion is a frequent topic obliging them to do so. It is not directly part of the EU’s competences but is a source of values underlying policy choices and a tricky political object. Relying on the findings of a survey about what Members of the European Parliament (MEPs) believe and what they do with these beliefs, the article analyzes potential tensions created by religion in the implementation of human rights by the EU. A first part shows how and to what extent European law meets religion, and how it leaves ample room for flexibility but also for divergent interpretations. A second part states that MEPs agree largely on the principle of separation between politics and religion, but may be divided when it comes to drawing boundaries between the two domains. The conclusion points out the limits of the rule of law to prevent conflicts and suggests that human rights may inspire support as well as cause resistance to Europeanization.  相似文献
