This article evaluates the changing assessments within the British trade union movement of the efficacy of European Union integration from the viewpoint of labour interests. It argues that there has been a marked further 'Europeanisation' of British trade unionism during the 1990s, consolidating an on-going process which previous research shows began in earnest in the mid 1980s. A shift in trade union economic policy assessments has seen the decisive abandonment of the previously dominant 'naive' or national Keynesianism. While there remain important differences in economic perspective between unions, these are not such as would create significant divisions over the question of European integration per se , the net benefits of which are now generally, though perhaps not universally, accepted. The absence of fundamental divisions is evident from a careful assessment of the debates about economic and monetary union at TUC Congress. The Europeanisation of British trade unionism needs to be seen within the context of an emergent regionalism, in Europe and elsewhere. It can best be understood as a rational response by an important corporate actor (albeit one whose national influence has been considerably diminished in recent decades) to globalisation and a significantly changing political economy environment.  相似文献

This article explores the recent rise of populist politics from the perspective of Karl Polanyi's theory of the ‘double movement’. It firstly introduces Polanyi's understanding of interwar populism, and relates this to his broader critique of liberal economic thought. This framework is then used to analyse three prominent explanations for populism which emerged in the wake of the UK's 2016 EU referendum: globalisation; cultural reaction; and social media. I show how each of these explanations exogenises contemporary populist movements, narrating them as something external to the liberal economic restructuring pursued globally since the 1980s. Failing to diagnose adequately the causes of contemporary populist movements, which lie in this utopian attempt to treat labour as a commodity, they cannot support an intellectually coherent progressive response to Brexit. Finally, I outline a political agenda centred on labour de‐commodification, which could directly address populist grievances and reclaim the discourse of ‘taking back control’ for the left.  相似文献

Where some researchers have seen only a limited impact of Europeanisation on national party politics, others have added a separate European Union dimension to the pre‐existing economic left‐right dimension to model the national political space. This article examines the effects of the European crisis on the national political space across the EU utilising data from the 2014 European Election Survey. It analyses the effect of a country's economic development on the coherence between attitudes towards the EU and economic issues using multilevel regression. Strong evidence is found that in the Southern European debtor states economic and European issues are merging as a result of strong European interference in their economic policy. In the Northern European creditor states a second relevant dimension focuses on cultural issues. These results offer the next step in theorising Europeanisation.  相似文献

The growing exposure of the U.S. economy to international competition, popularly termed globalization, over the past two decades has brought some momentous changes affecting the American economy, society, and life styles. Not surprisingly, these changes have been reflected in growing political turbulence and shifts in policy paradigms as well. This symposium explores the effects that globalization has had on economic development policy and practice by state and local governments in the United States. Part I charts and seeks to explain“The Expanding Global Linkages” of state and local governments over the last several decades. Part II on the” Potential for Transformation “then argues that the economic transformations set off by globalization are pushing state and local development policy toward strategies that should overcome some of the problems associated with the previous strategy dubbed “smokestack chasing.” Yet, caution is certainly necessary before accepting such optimistic interpretations. Part III, therefore, presents several analyses suggesting that smokestack chasing “struck back” and that blind reliance on free markets and entrepreneurs hip can be dangerous to a community's social and economic health, indicting the existence of “Pitfalls in a Changing Universe.”  相似文献

After prolonged stagnation in the 1980s and early 1990, Greece during the past decade or so has experienced a change from its post-war statist economic policy paradigm towards a liberal model. Focusing on political and political-economic aspects, this article gives an account of the reform of state interventionism in the 1990s. Different hypotheses are consistent with explaining distinct aspects of this policy change. The general interest and Europeanisation hypotheses are mainly borne out by macroeconomic stabilisation measures, but they cannot explain failure or delay in structural adjustment. The latter are better understood on the basis of public choice institutionalism and approaches emphasising uncertainty.  相似文献

Globalisation is often thought to threaten the autonomy of national policymaking and generous welfare policies. This article examines two decades of policy change in Sweden, often viewed as a prime example of a fully fledged welfare state. The analysis is focused on reforms within the welfare sector, which is compared with three other important areas – credit markets, the labour market, and infrastructure policy. These areas can all be seen as crucial aspects of the Swedish social democratic model.  The findings can be summarised in three parts. First, seeing the credit–market deregulation as the first phase of the internationalisation of capital in Sweden lends some support to the idea of globalisation as the result of political decisions rather than a structural change caused by technical change. Second, during the last two decades, there have been signs of marketisation of the Swedish public sector. However, this analysis does not give support to the simple hypothesis of globalisation. There are quite large variations both between and within policy areas, variations that are not easily related to international integration. Third, marketisation involves a shift in political power. An overall effect is that the government has lost some of its former direct influence. However, behind the façade of the invisible market we find the same actors as before influencing policy. Globalisation can have tremendous effects on power. Whether or not this will be the case is first and foremost the result of political decisions and individual desires.  相似文献

This paper situates food safety concerns raised in the Brexit debate since the referendum and suggests that, although the issue of chlorinated chicken entered public discourse, it represents wider concerns about food safety standards. Food safety has had high resonance in the UK since the 1980s, but Brexit shows how it connects to wider concerns also raised about Brexit, such as impacts on healthcare, the effects of austerity on food poverty, the limitations of low waged employment, concerns about migration and labour markets, and regional economic disparities. Brexit’s impact on the UK food system is immense because food has been highly integrated into EU governance. While food standards can be portrayed as a single narrow issue, the paper suggests it provides a useful lens with which to examine, interrogate and comprehend these wider Brexit politics. The complex realities of food politics and wider food system dynamics undermine any simplistic political narrative of ‘taking back control’.  相似文献

What effect do pro‐market economic policies have on labour rights? Despite significant debate in policy and academic circles about the consequences of economic liberalisation, little is known about the labour rights effects of pro‐market policies. Extant literature has focused only on the possible outcomes of market‐liberalising policies, such as trade and investment flows, rather than directly assessing market‐friendly policies and institutions. Moreover, this line of research has found mixed results on how these outcomes influence labour conditions. To provide a comprehensive assessment of this linkage, this article combines data on five distinct policy areas associated with economic liberalisation with data on labour rights for the period 1981–2012. The results indicate that pro‐market policies – except the ones involving rule of law and secure property rights – undermine labour rights. Thus while there are some positive economic and political outcomes associated with market‐supporting policies, economic liberalisation comes at the cost of respect for labour rights.  相似文献

This article discusses the meaning and significance of globalisation in relation to the main theoretical trends on the matter (which are compared and contrasted to the Inclusive Democracy (ID) approach), as well as with reference to the nature and potential of the present anti-globalisation movement. It is shown that the main division in the theoretical analysis of the Left on the matter, and also within the anti-globalisation movement, centres around the crucial issue of whether the present globalisation (which is considered to lead to a growing concentration of economic and political power and to an eco-catastrophic development) is reversible within the market economy system, as theorised by the reformist Left, or whether instead it can only be eliminated within the process of developing a new mass anti-systemic movement, which starts building 'from below' a new form of democratic globalisation. It is argued that such an alternative globalisation should be based on a New Democratic World Order that is founded on the equal distribution of political and economic power between nations and their citizens, irrespective of gender, race, ethnicity or culture.  相似文献

Abstract.  European integration shifts the distribution of political opportunities to influence public debates, improving the relative influence of some collective actors, and weakening that of others. This article investigates which actors profit from and which actors stand to lose from the Europeanisation of political communication in mass-mediated public spheres. Furthermore, it asks to what extent these effects of Europeanisation can help one to understand collective actors' evaluation of European institutions and the integration process. Data is analysed on some 20,000 political claims by a variety of collective actors, drawn from 28 newspapers in seven European countries in the period 1990–2002, across seven different issue fields with varying degrees of EU policy-making power. The results show that government and executive actors are by far the most important beneficiaries of the Europeanisation of public debates compared to legislative and party actors, and even more so compared to civil society actors, who are extremely weakly represented in Europeanised public debates. The stronger is the type of Europeanisation that is considered, the stronger are these biases. For most actors, a close correspondence is found between how Europeanisation affects their influence in the public debate, on the one hand, and their public support for, or opposition to, European institutions and the integration process, on the other.  相似文献

Commentators in many poorer countries, examining the political realities of the Third World from within new and interesting micro-economic perspectives, have rediscovered the relevance of dysfunctions in government as pointers to the true nature of state relations and economic development. The result has been the appearance of a literature on two commonly observed phenomena in the least developed countries of Africa, South Asia and Latin America: the enhanced economic role of ‘second’ or ‘informal’ economies, and the declining relevance of formal state structures which results partly from economic incapacity. This paper surveys some of the more significant recent examples of this literary output and relates their findings to the problems of public administration in those countries which experience or are likely to experience these phenomena.  相似文献

The debate over development and democracy is a highly charged one, because the two concepts are open to such divergent interpretation. In recent years, while academics were discovering globalisation, the major international financial institutions have been championing a particular version of the democracy‐development debate centred upon the notion of governance. They contend that democratisation and institutional reforms must occur before or alongside economic development. This article argues that their vision of governance is highly normative and simplifies reality for ideological purposes. This revolves around a particular reading of liberal political economy which sees political institutions as neutral arbiters and civil society as a space of freedom for plural voices. These formulations are implicitly spatial since they see political space as divided neatly into the international, national and local and thereby ignore the multiple power flows between these sites. The article concludes by trying to reformulate some of these concerns around the idea of the developmental state and progressive democracy.  相似文献

This article aims to examine how, and to what extent, the process of Europeanisation has affected the reshaping of territorial representation in Italy. To explore this research question, it was considered how European Cohesion Policy and structural funds exercise a potential influence over the key dimensions of representation by providing regions with the opportunity to strengthen their roles as both ‘actors’ and ‘arenas’ of representation. Empirical research conducted through interviews and the analysis of documents in all twenty Italian regions revealed how each region has reacted to structural funds in a distinctive way due to different internal factors, such as the legacy of pre-existing policy styles and political structures, and the attitudes of the political/administrative elite. The article discusses this point in detail by focusing on the changes that occurred (or did not occur) at the regional level in light of the aforementioned dimensions of representation.  相似文献

Abstract

Building on existing studies of worker activism in formerly communist states, this paper examines the context, nature and consequences of labour protest in China’s private sector – highlighting the specific features that have emerged from China’s unique ‘communist’ political regime and partially privatized economy. As private enterprises have grown in China, private sector worker protests have been common. Three key factors have shaped this activism: (i) a disjuncture between benevolent and protective national laws and the lived experience of workers; (ii) fluctuations in the labour market; and (iii) generational shifts and learning among workers, employers and political authorities. The interplay of these factors has led protesting private sector workers to focus their ire on their employers and on occasion local political authorities, while viewing national political leaders as sources of worker support. These dynamics have had both positive and negative consequences for private sector workers and political authorities. Making comparisons with other authoritarian and communist states, this study adds to current understandings of how specific economic and political configurations engender particular characteristics of labour activism – and how these change over time.  相似文献

In both public and scholarly debates, globalisation has recently been accredited with a massive impact on the political preferences and electoral behaviour of Western citizens. Some go as far as to declare a new cleavage between winners and losers of globalisation, driven, for example, by individuals’ exposure to international competition and their degree of national as opposed to cosmopolitan identification. Extant tests of this argument have, however, relied on class and education as proxies for these processes. In contrast, this study provides a direct test of the influence of the globalisation processes on attitudes to economic distribution, the European Union and immigration as well as on vote choice across nine West European countries. The results show that variables tapping the core aspects of globalisation have relatively little impact on attitudes and vote choice; are largely unable to account for the effects of class and education; and do not seem to lead to the establishment of new divisions between winners and losers within or across classes. Rather, the winners and losers of globalisation seem to be the traditional winners and losers with respect to material positions and political influence in modern Western societies – that is, those placed higher as opposed to lower in the class and education hierarchies. In this way, the proposed cleavage between winners and losers of globalisation may seem to be rather much like old wine in new bottles.  相似文献

Over the past years, the economic crisis has significantly challenged the ways through which social movements have conceptualised and interacted with European Union institutions and policies. Although valuable research on the Europeanisation of movements has already been conducted, finding moderate numbers of Europeanised protests and actors, more recent studies on the subject have been limited to austerity measures and the Transatlantic Trade and Investment Partnership (TTIP) has been investigated more from a trade unions’ or an international relations perspective. In this article, the TTIP is used as a very promising case study to analyse social movements’ Europeanisation – that is, their capacity to mobilise referring to European issues, targets and identities. Furthermore, the TTIP is a crucial test case because it concerns a policy area (foreign trade) which falls under the exclusive competence of the EU. In addition, political opportunities for civil society actors are ‘closed’ in that negotiations are kept ‘secret’ and discussed mainly within the European Council, and it is difficult to mobilise a large public on such a technical issue. So why and how has this movement become ‘Europeanised’? This comparative study tests the Europeanisation hypothesis with a protest event analysis on anti‐TTIP mobilisation in six European countries (Italy, Spain, France, the United Kingdom, Germany and Austria) at the EU level in the period 2014–2016 (for a total of 784 events) and uses semi‐structured interviews in Brussels with key representatives of the movement and policy makers. The findings show that there is strong adaptation of social movements to multilevel governance – with the growing presence of not only purely European actors, but also European targets, mobilisations and transnational movement networks – with a ‘differential Europeanisation’. Not only do the paths of Europeanisation vary from country to country (and type of actor), but they are also influenced by the interplay between the political opportunities at the EU and domestic levels.  相似文献

Economic and Monetary Union offers a useful case study for critically examining Europeanisation and conditionality as explanatory variables for the euro entry strategies of east-central European states. This article highlights the paradoxes of extreme and limited Europeanisation and of extreme ‘formal’ and ‘informal’ conditionality with multiple sources of uncertainty. These paradoxes have provided the context within which east-central European governments have evolved political strategies for the temporal management of euro entry. These strategies reflect in turn different ‘clusters’ of convergence in the Baltic States, the Visegrad states, and Slovenia. Euro Area accession in east-central Europe offers insights not just into how Europeanisation works in a central political issue area but also into the temporal management of EU policy and ‘clustered’ convergence.  相似文献

Connolly has been at the forefront of debates within contemporary political theory for over 40 years, consistently interrogating the way in which political, economic, and cultural practices have hindered the flourishing of deeper forms of democracy, pluralism, and economic justice. His most recent work brings critical attention to the devastating human and ecological consequences associated with neoliberal capitalism, particularly as it undergirds and overdetermines the current intensive and extensive transformations associated with the Anthropocene, the two hundred year period when industrial carbon dioxide emissions have altered the Holocene, gaining particular traction after the “Great Acceleration” of the 1950s.  相似文献

The literature on party organisational change emphasises environmental factors as well as internal circumstances. The literature on Europeanisation and political parties privileges the EU as a key environmental factor in terms of change. This article combines insights from the party organisation and Europeanisation literatures in order to more precisely conceptualise the EU as a stimulus and therefore causal factor in party organisational change. Two types of party change are analysed, new party positions (MEPs and specialised EU party staff) and party leaderships' responses to internal dissent over the EU. Linking a specific form of EU stimulus to a particular party goal helps to explain certain types of change, while inter-governmental bargaining may produce uncertainty for domestic political actors thereby inducing defensive reactions.  相似文献

The impact of pro-European Union (EU) propaganda campaigns in Britain has been neglected within EU studies and in the recent work on the Europeanisation of political parties, trade unions and the British state. Bringing together the few sources of information that exist, this article documents the three government-organised pro-EU propaganda campaigns of the 1960s and 1970s. It specifically discusses the campaigns in 1962—63 to bolster public support following Britain's first application to join the EU, in 1970—71 to prepare the public for accession, and in 1974—75 to ensure continued membership in the 1975 Referendum.  相似文献
