This article deals with the variation in the demand for self-government in Scotland – as measured by the vote in the two referendums – between 1979, when devolution was rejected, and 1997, when devolution was endorsed. The existing literature mainly deals with each of the two referendums in isolation and does not offer an explicitly comparative analysis of them. However, implicit comparisons contained in analyses of the 1997 referendum tend to identify as the main cause of the variation the 'democratic deficit' created by Conservative rule between 1979 and 1997, which was consistently rejected in Scotland. I take issue with this explanation on theoretical and empirical grounds and advances an alternative account grounded in an explicit comparison of the two referendums. Based on a rationalist approach, the analysis presented here identifies three key elements in the voting dynamics at the two points in time – a gap between support for self-government and the actual vote in the referendum; an interaction effect between attitudes to devolution and to independence; and the role of the European context in shaping perceptions of independence. I argue that significant change in these three variables (rather than a 'democratic deficit') appear to have been the most important determinants of the different results of the two referendums.  相似文献

The Court of Justice of the European Union is an important motor of integration and is said to be particularly strong in those cases where the Council shows an inability to act. What is the relevance of the Court to social Europe? Europeanisation studies analyse how member states change due to European integration. Judicial Europeanisation is a topic that is under-explored in the literature. Using a case-study approach, this paper analyses the Zambrano case, one of the most notable recent cases of judicial activism of the CJEU with regard to EU citizenship rights. Although the literature often assumes that member states only reluctantly embrace the requirements of case law, the Irish government immediately obliged its administration to implement the required changes. Analysing this case in greater detail and comparing it to the responses of several other member states promises to shed some light on the under-explored question of how Europeanisation through case law proceeds, and what the Court may contribute to social Europe.  相似文献

Federal, state, and city governments spend substantial funds on programs intended to aid homeless people, and such programs attract widespread public support. In recent years, however, state and local governments have increasingly enacted policies, such as bans on panhandling and sleeping in public, that are counterproductive to alleviating homelessness. Yet these policies also garner substantial support from the public. Given that programs aiding the homeless are so popular, why are these counterproductive policies also popular? We argue that disgust plays a key role in the resolution of this puzzle. While disgust does not decrease support for aid policies or even generate negative affect towards homeless people, it motivates the desire for physical distance, leading to support for policies that exclude homeless people from public life. We test this argument using survey data, including a national sample with an embedded experiment. Consistent with these expectations, our findings indicate that those respondents who are dispositionally sensitive to disgust are more likely to support exclusionary policies, such as banning panhandling, but no less likely to support policies intended to aid homeless people. Furthermore, media depictions of the homeless that include disease cues activate disgust, increasing its impact on support for banning panhandling. These results help explain the popularity of exclusionary homelessness policies and challenge common perspectives on the role of group attitudes in public life.  相似文献

After prolonged stagnation in the 1980s and early 1990, Greece during the past decade or so has experienced a change from its post-war statist economic policy paradigm towards a liberal model. Focusing on political and political-economic aspects, this article gives an account of the reform of state interventionism in the 1990s. Different hypotheses are consistent with explaining distinct aspects of this policy change. The general interest and Europeanisation hypotheses are mainly borne out by macroeconomic stabilisation measures, but they cannot explain failure or delay in structural adjustment. The latter are better understood on the basis of public choice institutionalism and approaches emphasising uncertainty.  相似文献

Public management policies have changed significantly in numerous countries in recent times. Policy entrepreneurs remain active in this policy domain, which encompasses government-wide rules and routines in the areas of expenditure planning and financial management, civil service and labor relations, procurement, organization and methods, and audit and evaluation. Case-oriented comparative research provides policy entrepreneurs with historically and theoretically informed knowledge useful in designing or improvising change strategies in this domain. This article focuses on the case of public management policymaking in the German federal government during the 1980s and 1990s. A coherent explanation of the careers of the overbureaucratization issue in the 1980s and the lean state issue in the 1990s is provided, along with an explanation for marked changes in selected public management policies in the 1990s. Analysis of this case is also harmonized with findings about public management policy change in the U.K., New Zealand, and Australia. Limited generalizations about the process of public management policy change are proposed. Policy entrepreneurs can factor these generalizations, plus analysis of the Germany case, into their prospective, situational analysis of the process of public management policy change.  相似文献

While it is easy, and almost a national sport, to criticise the traditional model of public sector employment as being too generous, there is a rationale for its distinctiveness. The career service model that endured for most of the last century was aligned to the bureaucratic form of public administration of that time. As public administration was 'transformed' into public sector management through the importing of private sector techniques, so too has public sector employment been varied in pursuit of greater efficiency, flexibility and responsiveness.  相似文献

Abstract.  The likely effects of the ongoing process of European integration on the internal workings of national political parties have hitherto attracted surprisingly little attention in comparative research. This conceptual article discusses how the increasing relevance of European-level decision making may have changed the balance of power within national political parties. It identifies two groups of party actors who are most likely to benefit from the process of Europeanisation of national political parties. First, the 'executive bias' of European Union (EU) decision making is likely to work in favour of party elites in general. However, while they may gain power in intra-party decision making, their control over the national policy agenda is likely to become increasingly eroded through a general shift of policy control to the European level. Second, EU specialists (i.e., those who specialise in EU affairs) are likely to have more access to resources and more control over policy decisions within national parties because of the growing importance of European integration. These propositions are discussed in detail and are then assessed with reference to the main findings from a major empirical study of the topic.  相似文献

This article shows that political competition generates incentives that affect the pace of adoption of market reforms in the context of policy convergence. Previous work shows the effect of financial and technological pressures in promoting policy convergence and the impact of institutional constraints on shaping the pace of policymaking. Controlling for these effects, this article demonstrates the policy effects of political competition and ideological polarization even at a time when ideological policy differences seem to be fading due to policy convergence. This article studies policy adoption using duration analysis for the 18 countries of Latin America during the 1985–2000 period when most of the market reforms in public utilities were adopted.  相似文献

If Europe is becoming a polity, then regular patterns of social and political conflict ‐ both institutional and non‐institutional ‐ will emerge between citizen groups and decision‐making authorities. Although we are beginning to have a substantial body of research on institutionalised interest group interaction at the European level, we know much less about non‐institutionalised forms of contentious collective action that have European policies as their targets. Using social movement theory, several varieties of such collective action can be identified. Based on the theory of political opportunity structure, it is shown why one of these forms ‐ actions intended to bring national states’ power to bear against European policies — appears to have a rich and turbulent future.  相似文献

This study demonstrates a quantitative approach to assessing gender discrimination in public salaries at the individual level. Using data from more than 1,000 school districts in Texas over a period of four years, the results show that gender differences in superintendents' salaries are subtle rather than systematic. Female superintendents who replace male superintendents receive lower compensation. Local district wealth also interacts with gender to affect salaries.  相似文献

This paper poses the following question: To what extent do European Union (EU) policies affect national policies? In essence this paper studies the Europeanisation of policy in the field of research and higher education (R&E). The field of R&E is largely neglected in the literature on European integration and Europeanisation. I argue that processes of Europeanisation of R&E mirror two interrelated processes: both the emergence of supranational policies at the EU level and national convergence towards these policies. The empirical scope of the paper is the relationship between the EU’s R&E policies and the corresponding Norwegian policies. Our empirical observations based on documentary data and existing bodies of literature reveal that the emergence of creeping supranational policies of R&E at the EU level has accompanied moderate convergence of Norwegian R&E policies. This moderate level of convergence, I argue, reflects a mix of moderate institutionalised linkages between Norwegian ministries and agencies and the EU, moderate adaptational pressures towards Norwegian R&E policies from the EU, and institutional path dependencies in Norwegian R&E policies.  相似文献

Although studies of the influence of Europeanisation on domestic politics and institutions are numerous, a consistent and systematic analytical framework is still lacking. This article tries to overcome this weakness and presents a comprehensive framework that examines the conditions under which Europeanisation is likely to lead to national adaptation. We identify three main independent variables, including domestic power configurations, mediating domestic institutions, and actors' strategies. This model is applied to the agreement on the free movement of persons between Switzerland and the European Union. Our results suggest that it is not the number of veto points as such that matters most, but the strength of the actors that activate them or threaten to do so, and the counter-strategies available to actors favouring change.  相似文献

The creation of companies by local governments to provide public services—referred to as “corporatization”—is an example of systemic public entrepreneurship that is popular across the world. To build knowledge of the antecedents of public sector entrepreneurship, the authors investigate the factors that lead local governments to create companies for public service delivery. Using zero-inflated negative binomial regressions to analyze secondary data from 150 major English local governments for 2010–16, the authors find that governments with higher levels of grant dependence and debt dependence are more involved in the creation and operation of companies, as are larger governments. Further analysis reveals that very low and very high managerial capabilities are strongly associated with more involvement in profit-making companies, while local government involvement in companies is more prevalent in deprived areas. At the same time, government ownership of companies is more common in areas with high economic output.  相似文献

Over the past years, the economic crisis has significantly challenged the ways through which social movements have conceptualised and interacted with European Union institutions and policies. Although valuable research on the Europeanisation of movements has already been conducted, finding moderate numbers of Europeanised protests and actors, more recent studies on the subject have been limited to austerity measures and the Transatlantic Trade and Investment Partnership (TTIP) has been investigated more from a trade unions’ or an international relations perspective. In this article, the TTIP is used as a very promising case study to analyse social movements’ Europeanisation – that is, their capacity to mobilise referring to European issues, targets and identities. Furthermore, the TTIP is a crucial test case because it concerns a policy area (foreign trade) which falls under the exclusive competence of the EU. In addition, political opportunities for civil society actors are ‘closed’ in that negotiations are kept ‘secret’ and discussed mainly within the European Council, and it is difficult to mobilise a large public on such a technical issue. So why and how has this movement become ‘Europeanised’? This comparative study tests the Europeanisation hypothesis with a protest event analysis on anti‐TTIP mobilisation in six European countries (Italy, Spain, France, the United Kingdom, Germany and Austria) at the EU level in the period 2014–2016 (for a total of 784 events) and uses semi‐structured interviews in Brussels with key representatives of the movement and policy makers. The findings show that there is strong adaptation of social movements to multilevel governance – with the growing presence of not only purely European actors, but also European targets, mobilisations and transnational movement networks – with a ‘differential Europeanisation’. Not only do the paths of Europeanisation vary from country to country (and type of actor), but they are also influenced by the interplay between the political opportunities at the EU and domestic levels.  相似文献

This paper attempts to examine which factors explain public participation in the budget process in an international comparative approach. In particular, we investigate which socioeconomic, institutional, and political factors promote public engagement in the central government budget process. Using a sample of 93 countries, our results indicate that Internet penetration, population diversity, governmental financial situation, and budget transparency determine opportunities for public engagement in the central government budget process. In addition, we show that not only budget transparency promotes public participation but also public participation is necessary to enhance budget transparency.  相似文献
