腐败问题是世界各国共同面临的难题,20世纪90年代以来一些国际组织通过建立不同的指标体系来对世界各国腐败状况进行测量和对比,为评估一国或地区的腐败情况提供了量化的依据。这些指标体系逐渐得到了学术界的认可,并引起了各国政府的重视。目前国际上比较有影响力的衡量腐败的指标主要有透明国际的腐败认知指数和贿赂指数、世界银行的腐败控制指数、世界经济论坛的非法支付和贿赂指数等。近年来国内学者也开始关注这些指标体系,但没有对其做比较深入的研究。正确认识这些评价体系和评价指标,对深入推进反腐倡廉建设和理论研究具有重要启示意义。 相似文献

Multilateralism has become an increasingly significant part of Asia's international relations. This paper critiques the premise that there are two phases of regional multilateralism, pre- and post-global financial crisis and instead argues that there has been one long 25-year expansion phase. Initially, this was prompted by the risks and opportunities of globalization but was adapted as a strategy to manage a changing regional order. More recently, regional multilateralism has taken on competitive characteristics reflecting Asia's more contested dynamics. The US and its allies are trying to use multilateralism as part of their broader strategy to sustain the prevailing regional order. China is also attempting to use multilateralism as a part of its efforts to change the region to one more in line with its interests and values. Multilateralism has become a sublimated form of contestation over the form and function of Asia's international order. A key consequence of this will be to weaken the policy impact of existing institutional efforts and to promote zero-sum approaches to international policy among many Asian states. 相似文献

Corporate credit reporting (CCR), which aims at increasing trust in corporates, constitutes an intriguing, yet understudied set of regulatory institutions as it is both a regulatory object and subject at the same time. Differences in national CCR systems pose challenges for multinational companies and have increasingly become a subject of international conflicts on regulatory standards. In this context, the case of China deserves special attention since the country pursues both institutional divergence and convergence with international examples. Hence, the characterization of China's regulatory regime remains difficult. By comparing the institutional context of CCR in China to those in the United States and Germany, this paper sheds light on a specific aspect of China's complex regulatory regime. At the same time, it provides insights into the Chinese manifestation of CCR, which are important for the international business community. 相似文献

During the late 1950s and early 1960s the growth of foreign direct investment, mainly by American firms, emerged as a political issue in Europe, and policies were devised to maximise the benefits and minimise the disadvantages which resulted from this process. Later, Japanese companies, with a vested interest in retaining markets in Europe and consolidating productive advantages worldwide became increasingly influential as a source of inward investment in manufacturing. In a world where goods and services (but also people, capital and ideas) are increasingly ignoring national borders, competition policy has emerged as a highly salient issue at the heart of international trade discussions. Aspects of competition policy, from cartels and monopolies to state aids and the liberalization of the utilities, have become a regular feature in the pages of the financial and legal press and have become identified as a central element in any government's policy towards industry and its drive for competitiveness. This article focuses on European Union merger control and although appreciative of the dominance of economics and law in competition policy, stresses the political dimension to competition policy. A government and public administration perspective is essential. This is in evidence in the type of regime, the commitment to enforcing the law, the role of discretion and issues such as transparency and democracy. The example of merger control is used to illustrate how the European Commission (EC) has emerged and operates as a genuinely federal actor in determining and shaping merger policy throughout the EU. In short, this article accounts for policy development, the decision making process and in particular the degree to which discretion and politicization underpin one of the most crucial aspects of economic regulation. 相似文献

In recent years, Botswana's international reputation as a nation with sound development management has been slightly tarnished and the country's government has become increasingly concerned about the declining performance of its development management machinery. This concern of the government has been translated into a series of reform measures designed to bring about rapid change. This article discusses and analyses those reform measures and their potential impact on the development management process in Botswana. International economic issues have become a foremost government concern since the start of the global financial crisis, leaving economic security increasingly linked to more traditional concepts of national interest and politico-military security. This prioritization has been reflected in the recent requirements of the United Kingdom's intelligence and security actors. Yet, scholarly research has neglected the relationship between intelligence, international economics, and contemporary security policy. Taking current requirements as a catalyst, this article draws on contemporary British history to explore when intelligence can be used to protect economic security and when intelligence actors can best use economic measures to achieve broader politico-military goals. The use of secret intelligence in the economic sphere does, however, have certain limitations and it should therefore only be employed when necessary. 相似文献
