It is clear the United States and other major powers see drone warfare as the wave of the future. Today more than 70 countries possess drone technology and many others are seeking to acquire it. It is expected that within 20 years, there will be swarms of drones and many autonomous fighters and bombers in use around the globe. If the trends continue as anticipated, these drones will usher in a ‘boundless and borderless war without end’. The development of technological improvements will eventually lead to a militarisation of foreign policy and unnecessary conflicts. While the circumstances in Pakistan are unique, the questions surrounding the US drone programme in non‐combat zones such as Pakistan raise important issues regarding how drone use should be governed in the future. This article is an attempt to analyse legal and ethical issues raised by the US use of drone technology in non‐combat zones such as Pakistan, and it looks into its underpinnings and also its repercussions as tool in prospective warfare.  相似文献

The legal foundation of compulsory interventions towards substance abusers in Scandinavian social law has moved from similarity to dissimilarity. The aim of this article is to explain this development by focusing on the relationship between three general discourses in the preparation of these acts in Norway, Sweden and Denmark. The political-democratic discourse focuses on the relationship between law and politics (law as a political instrument); the professional discourse emphasises the relationship between welfare professions and law (law as a professional tool); and the legal discourse draws attention to the importance of legal principles (law as an institution). In Sweden, the process has been strongly politicised and influenced by the political 'war on drugs', resulting in a comprehensive use of coercion towards substance abusers. In Denmark, the process has also been dominated by the political discourse. This process, however, was far less politicised than in Sweden, and no actor has pressed for extensive authority to apply such measures in social policy. In Norway, the process has been strongly influenced by legal discourse emphasising the legal security of the substance abusers, resulting in legislation that is more constricted than in Sweden. In none of these countries have welfare professionals played an active role in pressing for coercive measures in this field of social policy; in fact, they have generally opposed such measures.  相似文献

This article explores how the overall policy system affects the operation of economic development programs by presenting a case study of the City of Chicago's Industrial Development Bond (IDB) program between 1977–1987. By comparing Chicago IDB recipients with a representative group of Chicago manufacturers, this case study reveals that IDBs went to a self-selected group of manufacturers of larger size, that were already growing, but belonged to declining manufacturing sectors. Overall, despite bold promises, IDB recipients created few new jobs.  相似文献

Empirical studies measuring the impact of globalization on social spending have appeared recently in leading journals. This study seeks to improve upon previous work by (1) employing a more sophisticated and comprehensive measure of financial openness; (2) using a more accurate measure of trade openness based on purchasing power parities; and (3) relying on social spending data that are more complete than those used by previous studies on Latin America. Our estimates suggest that several empirical patterns reported in previous work deserve a second look. We find that trade openness has a positive association with education and social security expenditures, that financial openness does not constrain government outlays for social programs, and that democracy has a strong positive association with social spending, particularly on items that bolster human capital formation.  相似文献

This paper examines the United States policy toward people with AIDS (PWAs) using a theory of the social construction of target populations (Schneider and Ingram, 1993). A policy narrative is developed which focuses on the ways PWAs have been categorized throughout the epidemic and how the characterization of these constructed target populations has influenced the design of policies aimed at these groups. The Ryan White Act of 1990 and the debate surrounding its passage is examined and found to be consistent with the expectations of the theory. Propositions which extend the framework are offered as a guide for future research.  相似文献

社会救助制度是一种最低层次的社会保障,在城乡二元结构下,以低保制度为核心的社会救助制度呈现出明显的城乡二元发展趋势,在资源配置、管理体制、运行机制以及由此所产生的制度救助范围、救助水平、操作方式等方面都存在着较为明显的差异,这些差异已成为制约社会救助制度城乡统筹的主要障碍性因素。构建城乡统筹的社会救助制度要加强救助立法,提高农村社会救助水平,合理配置社会救助资源,加强各项社会救助制度的整合,构建城乡一体化的社会救助管理体制,探索社会救助和传统保障的最佳结合方式。  相似文献

This article discusses postmodern perceptions of power and democracy based on a Danish study. Danes appear to have a nuanced perception of societal power and former and well known images of society seem out-faded. Politicians, media, capital, interest organisations and experts are all experienced as powerful. Most people, however, conceptualise power as being blurred, systemic and structural. Nevertheless, the Danes generally do not feel powerless or distant from power. Paradoxically, while experiences of power as 'system' are common, the actors appear to be both resourceful and active – there is a high degree of empowerment. Confidence in indi-vidual capacity to make a difference is considerable. Ordinary Danes seem to believe that it can pay to exercise one's influence – that one is able to make a difference.  相似文献
