Comparatively speaking, the birth and the growth of public administration programmes, at both undergraduate and postgraduate levels, in Hong Kong and Macao have been a response to the increasing need for the training of students and civil servants in the discipline of public administration. Since the 1990s, the proliferation of Master of Public Administration (MPA) programmes in both the Hong Kong and Macao Special Administrative Regions can be explained by the demand for local people to govern the two places in accordance with the principle of ‘one country, two systems’. The content of various MPA programmes also reflects the changing political and administrative circumstances; its public administration focus has been accompanied by core courses training students from a variety of disciplines, ranging from public finance to economics, from public policy analyses to globalization, and from regional planning to a deeper understanding of mainland Chinese government and politics. In both Hong Kong and Macao, some graduates from both the Bachelor and Master programmes have joined the civil service or enhanced their skills in public sector management and governance. Although the medium of instruction varies from one university to another, their programme objective shares one thing in common: the imperative of training existing civil servants and students to join the governments of Hong Kong and Macao. This paper compares and contrasts the development of public administration programmes in Hong Kong and Macao and examines its theoretical implications for the changing relations between politics and public administration.  相似文献

Public sector reform in both developed and developing countries has now become a routine matter of public policy—reform is almost continuous, if not always successful. While the role of international transfer agents such as the World Bank and the Organization for Economic Cooperation and Development (OECD) in promoting reforms has often been noted, there has been no comprehensive mapping of the global network on public sector reform. This article makes a first attempt to map the close to 100 organizations that make up a loose global network around public administration and governance. It then provides a brief history of the evolution of the network, and the key events that encouraged a substantial degree of coherence among its members. It examines the practices and tools that are specific to this global public policy network, and concludes with some observations on policy transfer models. The article shows that in trying to understand the dynamics of public administration reform, we need to pay greater attention to this network, its members, and its influence over national policy priorities.  相似文献

What does the Belt and Road initiative (BRI) tell us about China’s perceptions of the international order? This paper takes an inductive approach by examining the BRI for a two-pronged purpose: first, to understand China’s perception of the international order by examining Beijing’s official discourse around its intentions and vision for the initiative; and, second, to examine the mechanisms through which Chinese norms are diffused and normalised in Global South states. I find that Chinese policy navigates a dialectical interchange between upholding the existing international order while simultaneously promoting alternative norms and practices to reform parts of the order that are unsatisfactory to Chinese interests. To answer the second part of the puzzle, the paper finds that a central socialisation mechanism in China’s foreign policy for Global South states occurs through professionalisation training programmes. These programmes allow for Chinese expert knowledge and technical know-how to be shared with and mimicked by elites and civil servants across many Global South states.  相似文献

As a recent member of the European Union (EU), Romania aligned its public policies to Westernized models of civil service reform. This article critically analyzes the impact of Human Resource Management (HRM) models as compared to a Weberian Easternized public administration culture, which continues to display strong hierarchical relationships, rather than the “networked” governance favored by some Western European countries.

The focus will be on the development of HRM policies and practices, taking as a set of case studies Romanian central government organizations. The key problem to be addressed is to understand why such organizations remain locked in ineffective systems of personnel administration. Yet, Romania, along with other Eastern European states, has been exposed to international reform movements in public management through policy transfer. The article will look for evidence of New Public Management (NPM)-type practices, in addition to HRM.

Moreover, the countries of Eastern Europe are far from homogeneous, and so an understanding of both the institutional and cultural context is crucial to ascertain the acceptability of NPM. In the case of Romania, this article considers HRM developments in a multi-culturally influenced state, which has also experienced Socialist regimes. However, policy innovations have started to appear, not only as a consequence of the international diffusion of “good practice” and “policy learning, ” but also stemming from the demands of European directives. Thus, the aim of this article will be to assess the role of policy learning in relation to HR reform in the public service.  相似文献

As international trade is vital to Thailand’s economy, the implementation of trade policy has always been at the center of the country’s public administration. Apart from the analysis of the macro-determinants of trade policy formulation, the factors affecting trade policy at a micro level is also equally important. This paper looks at factors influencing individuals’ perception of international trade policy. It uses questionnaire data, collected from Bangkok residents in 2017. The binary, logit and probit, models with marginal effects are employed for the estimation. The results indicate the significance of variables representing individuals’ knowledge and understanding of international trade policy as well as variables relating to individuals’ exposure to the new environment. The government, therefore, should make sure that accurate information is widely disseminated and reaches all stakeholders. People’s better understanding of trade policy should allow policy administration to be more efficient, producing maximum benefits for the country and its people.  相似文献

The article indicates that policy transfer has played an important role in the development of policy and legislation in Australia. Indeed, much of what is regarded as Australian policy is borrowed, usually in small part, but sometimes in its entirety, from elsewhere. One of the implications of this view is that Australian policy making processes are often, at least in part, dynamic, policy processes that draw upon a number of sources, both domestic and international. The focus of this article is upon the sources of transfer in the Australian context, both domestic and international, and how the sources drawn upon by Australian state and federal governments have changed over time. The article also indicates that on the evidence available the Australian experience with transfer can be divided into a number of phases. The first, from European colonisation to approximately the middle of the nineteenth century, the second from roughly the middle of the nineteenth century to federation at the beginning of the twentieth century, the third from the establishment of the Australian federation in 1901, to the Second World War, and the fourth phase, from the Second World War to the present.  相似文献

An overlooked aspect of academic concern in public administration is the realm of public policy. Policy intrudes into administration at a number of crucial points; administration influences the direction and emphasis of policy in various ways. These interrelationships warrant more attention in the training of public administrators. Regrettably, they have remained largely off-limits in the training of public administrators. This article explores the way natural disasters provide an opportunity to address relations between civil society and the state as mutually empowering. Such opportunity can be reinforced when civil servants help to mobilize the interests of marginalized communities into disaster management and collaborate with active civil associations in seeking to reduce disaster vulnerabilities. This requires that public administration be able to respond to disaster in an effective and equitable way. Civil servants should be capable of being socially reliable by building and maintaining trust in relationships with communities and civil organizations. Using the Gulf Coast Hurricanes (United States) in 2005 and the Wenchuan Earthquake (China) in 2008 as case studies, this article comparatively addresses the significance of public administration's role in developing mutual empowerment in state and civil society relations in the face of adversity. Given the fact that civil service capacity becomes a crucial factor in determining state-civil society relations, it also has important implications for the potential of democratization in China.  相似文献

Public administration as a body of thought and field of study is changing from a paradigm dominated by political science to an eclectic array of theoretical contributions from all of the social sciences, particularly economics. Basic education and training in economics is essential to an effective contemporary public administration. Without a fundamental understanding of economics the “do-it-yourself-economics” which is practiced in policy-making contributes to basic errors in policy.

As the size and significance of the public sector has grown, increased attention has been paid to the discipline of public administration. What began as a structured way of describing the operation and structure of public management and public organizations has evolved into a discipline that has a much broader scope—the analysis of policy making in the public and not-for-profit sectors. In addition, employment in the public administration profession is more likely to be viewed as a vocation rather than as an avocation, in contrast to the past.

Once the repository of generalists in the areas of public management and organizational behavior, public administration has become a hodgepodge of individuals with varied backgrounds and training. This has resulted in a discipline that has notable strengths and weaknesses. A major weakness, and source of criticism from outsiders, is the discipline's lack of a paradigm—there is no easily identifiable intellectual structure. Its strength lies in the diverse theoretical, conceptual, and methodological contributions borrowed from other disciplines.

The most prominent contributor has been political science, where the discipline of public administration had its origins. Political science's influence on public administration still is evident: numerous public administration programs are located in political science departments; a large number of faculty in public administration programs are political scientists by training; and public administration professional societies and publications are dominated by political scientists.

Economics has made forays into public administration and established garrisons in some of the larger and more prominent programs. But, economics has failed to have a distinct impact on everyday public policy making. This is evident in many policy decisions that lack much semblance of basic economic understanding on the part of decision makers. Recent examples include the handling of the federal deficit, solutions to airway and airport congestion, the war on poverty, housing programs, dealings with international trading partners, proposed solutions to the third world debt crisis, resolution of the acid rain problem, and so forth.

Although other explanations can be offered for the absence of good economic reasoning in many policy decisions, a lot of the blame lies with public administration's failure to adequately integrate economics. Economics does not wield substantial influence in either the discipline's curricular matter or administrative structure. This failure partially can be attributed to a lack of understanding of what economics has to offer the discipline and partially can be attributed to the insolent demeanor of many economists.

This paper proposes to discuss what role economics can and should play in public administration. First, the relationship between public administration and economics is discussed. Second, deficiencies within the economics discipline that keep it from becoming an integral component of everyday policy making are discussed. Finally, ways to better blend economics into public policy making are proposed.  相似文献

That public officials influence public policy is generally agreed upon, but the issue of how individual officials gain this influence is less developed in the literature. Here, the stories and experiences of 10 officials, active in local environmental governing in Sweden, are used to identify, describe, and discuss key strategies for gaining policy influence. The result shows the importance of accessing key politicians; avoiding isolation within the administration; developing long-term strategies; and being skilled in communication, networking, and generating external resources. The way these officials act and think challenges some well-established theoretical notions and adds empirical insights to the democratic dilemma of bureaucratic power.  相似文献

Public inquiries remain the pre-eminent mechanism for lesson-learning after high-profile failures. However, a regular complaint is that their recommendations get ‘shelved’. In political science, the most common explanation for this lack of implementation tells us that elites mobilize bias in order to undermine inquiry lesson-learning. This article tests this thesis via an international comparison of inquiries in Australia, Canada, New Zealand and the UK. A series of alternative explanations for shelving emerge, which tell us that inquiry recommendations do not get implemented when: they do not respect the realities of policy transfer; they are triaged into policy refinement mechanisms; and they arrive at the ‘street level’ without consideration of local delivery capacities. These explanations tell us that the mobilization of bias thesis needs to be reworked in relation to public inquiries so that it better recognizes the complex reality of public policy in the modern state.  相似文献

With shifting paradigm, public administration needs even more transformational leaders. A large part of an individual’s leadership potential refers to innate personality traits which are brought out by relevant nurturing processes. Environment, favorable or unfavorable, interacts with these processes and impacts the flourishing of natural potential. Experience promotes the positive growth of innate potential that one possesses. Using data from India, this article looks into the systematic impact of public administrative training institutes on the development of top-tier civil servants. By comparing the performance of officers in public administration training academy possessing innate personality traits suitable for transformational leadership vis-à-vis innate personality traits suitable for transactional leadership, we test whether current training evaluation promotes transformational innate personality traits and suggests the implications. Interestingly, our mix-method study evaluating the entry-level induction training of public administrative leaders reveals that there is a gap between theory and praxis.  相似文献

As stereotypes strongly influence social interactions, this study explores the stereotypical associations regarding public servants, and about various professions in the public sector as well as the for-profit and nonprofit sectors. This leads to a better understanding of the theoretical and practical challenges, such as citizen behaviour towards public servants, attractiveness of and political decisions about public service jobs. With a mixed-method analysis of cognitive associations (7,470 associations by 415 respondents for 12 professions), the defining epithets of public servants are clarified, along with their positive or negative connotation. Despite the strongest associations for public servants being positive (caring, helpful and dedicated), as an overall category, it has a less positive connotation compared to some specific professions typical in the public sector (nurse, firefighter and police). However, cognitive associations are substantially more positive for public servants compared to politicians, lawyers and salesmen.  相似文献

In the public sector, central training institutes once played an irreplaceable role in formulating training policies and providing training programs to government employees. The introduction of new public management (NPM) has stimulated a reform agenda in human resources (HR) management, resulting in a shift from centralized training to decentralized or outsourced training; to be precise, making civil service training more demand-driven and lessening the role of central training institutes. Local-level governments and agencies have acquired more autonomy in deciding whether to provide training in-house, or to purchase relevant services from private providers. In addition, dramatic institutional, economic, and operational changes in the public sector in the twenty-first century have brought about competition among governments worldwide in terms of innovative and creative ideas, prompting them to equip their employees with the relevant skills for the governments to remain competitive. This study explores how civil service training in Hong Kong has been decentralized and customized from the viewpoint of civil servants being trainees, and assesses the role of the Civil Service Training and Development Institute as a centralized training institute for Hong Kong civil servants within the modern, decentralized, and consumerized HR management regime.  相似文献

There is a growing acceptance in the literature of a potentially significant causal role for ideas about globalization in shaping the trajectory of policy and institutional reform in contemporary Europe. Yet we still know remarkably little about policy‐makers' understandings of globalization, save those they choose to declare publicly. This paper contributes to the important task of operationalizing empirically this key set of ideational variables. Using factor analysis of new survey data collected by the authors it maps and compares UK and Irish policy‐maker's understandings of, and orientations towards, globalization. The analysis reveals considerable similarities in the ordering of assumptions and attitudes towards globalization between the two country cases and between civil servants and parliamentarians. Yet it also shows some subtle and intriguing differences between policy‐makers' responses in the UK and Ireland and between elected and unelected officials. Intriguingly, it also suggests a significant disparity between politicians' private understandings and public discourses of globalization, with the former less necessitarian in tone than the latter. Above all, it suggests that Anglophone globalization discourse in Europe is principally structured in terms of a number of dimensions which relate to the acceptance or rejection of a series of core neoliberal premises. In effect, the terms and internal architecture of globalization discourse in the UK and Ireland are defined by neoliberal assumptions, to the extent that they provide the core point of reference and orientation for even the most sceptical and critical of views.  相似文献

Debate surrounds the relative importance of development aid and development policy in donor efforts to support international development. Likewise, the literature on UK development policy points to its putative stability and consistency over time. Both perspectives, however, underplay the political contention which characterises UK development policy and its variable effects. This article, therefore, examines UK development policy between 1997 and 2016 and the varying extent to which it gave rise to contentious politics over time. It explores three politically-significant periods in the context of UK development policy between 1997 and 2016: the first between 1997 and 2003, characterised, I argue, by political consensus and managed contention; a second between 2003 and 2010, characterised by transition and emerging political contention; and a third, between 2010 and 2016, characterised by contentious politics and political fracturing. I associate the first period with effective political vision and direction and the third with a significant erosion of both, to the detriment of UK development policy and its efficacy. In conclusion, I argue that UK development policy has been most effective when it has been underpinned by a clear and consensual political vision.  相似文献

The proper role of civil servants in the development of public policy has been the subject of continuous commentary and debate. In the advanced industrial democracies the operation of increasingly complex programs in government has led many commentators to warn of the danger of “technocracy”-- a condition wherein professional career administrators more fully control the direction of public policy than do elected representatives of the people. Likewise, in less developed nations there is concern over the role of public administrators in the development of policy. The charge of indifference to and disregard for public involvement and sentiment is frequently heard. Using data from a survey conducted in the U.S., Korea and Brazil, this paper examines the extent to which civil servants in each country adhere to a technocratic outlook. We find that although societies that are more economically advanced are less likely to adhere to a technocratic view, there is considerable variation within each research setting. Specifically, we find that technocratic orientations are more likely to be held by men, those who hold more materialist value orientations and those holding managerial occupations.  相似文献

This article proposes using an analytical techniques approach to teaching policy analysis in public administration programs. It is organized using questions raised by journalists: who, what, why, where, when, and how. Although most attention is devoted to the content of such an approach, the initial portion of the article provides a rationale for taking that approach. The initial portion of the article concludes with a rejoinder to those who might be tempted to dismiss the argument out of hand because the proposed view of policy analysis is not a political science one.

It is desirable to go beyond a political science view of policy analysis in teaching public policy in public administration programs to a broader conception of policy analysis. Then, public policy can be fully integrated into public administration programs.

The antithesis is heard in required statistics and research methods courses where students complain that the material is irrelevant to their degree programs and career goals when the uses of statistics and research methods are not related to the practice of public administration. Integrating public policy into a public administration curriculum is most feasible in the area of policy analysis. Presentation of this argument follows the categories journalists use to ask questions and write stories: who, what, why, where, when, and how. Most attention is directed toward what.  相似文献
