There is great value in international partnerships when developing leadership potential in local government. This article focuses on the lessons-learned from three innovative annual joint collaboration efforts under the auspices of the Institute of Public Administration (IPA) in Ireland and DePaul University (Chicago). The purpose was to provide an “outside in” perspective of how local government works in different countries. This was illustrated by a recent series of collaborative programs to develop 59 senior individuals in local authorities throughout Ireland. Approaches used included shadowing local government officials, collaborations with community partners, and benchmarking meetings with officials to learn about innovative projects. 相似文献

Abstract Romania emerged from 40 plus years of communism with little understanding of management under free market conditions. The country's managers have been scrambling to catch up to the western world so that it can compete on an international basis. Romania has rich resources and untapped capabilities that are slowly being developed in the post communist era. Assistance from western nations has helped to fill the gap left by the socialist mentality. The United States has been noteworthy in its management training assistance. As a recent member of the European Union (EU), Romania aligned its public policies to Westernized models of civil service reform. This article critically analyzes the impact of Human Resource Management (HRM) models as compared to a Weberian Easternized public administration culture, which continues to display strong hierarchical relationships, rather than the “networked” governance favored by some Western European countries. The focus will be on the development of HRM policies and practices, taking as a set of case studies Romanian central government organizations. The key problem to be addressed is to understand why such organizations remain locked in ineffective systems of personnel administration. Yet, Romania, along with other Eastern European states, has been exposed to international reform movements in public management through policy transfer. The article will look for evidence of New Public Management (NPM)-type practices, in addition to HRM. Moreover, the countries of Eastern Europe are far from homogeneous, and so an understanding of both the institutional and cultural context is crucial to ascertain the acceptability of NPM. In the case of Romania, this article considers HRM developments in a multi-culturally influenced state, which has also experienced Socialist regimes. However, policy innovations have started to appear, not only as a consequence of the international diffusion of “good practice” and “policy learning, ” but also stemming from the demands of European directives. Public employment is a dynamic field of study, buffeted by the ever-changing and reforming public sector environment and by external events such as changing demographics and the global financial crisis. This first article to the special edition on contemporary public sector human resources provides a broad overview of recent developments, starting with the nature of public sector reforms and proceeding with analysis of the far-reaching effects on public employment. For many western countries, this has led to a hybrid model of old and new practices, with many internal contradictions and a confusing array of accountabilities. The new arrangements led to a de-privileging of public servants through reductions in merit and tenure. They also reduced the institutional capacity of central personnel institutions to co-ordinate and monitor public employment and public management. The article proceeds with a review of the implications of these changes in the face of new challenges such as skills shortages and economic pressures. This overview provides a backdrop for the variety of articles presented in the special edition. Networks have come to the fore as a means by which government can achieve its strategic objectives, particularly when addressing complex or “wicked” issues. Such joined-up arrangements differ in their operations from other forms of organizing as they require collaborative effort to deliver the collaborative advantage. Strategic Human Resource Management is concerned with the matching of human resource practices to the strategic direction of organizations. It is argued that the strategic direction of government has been towards network involvement and that, as a result, a reconfiguration of Human Resource Management practices is needed to support this new direction. Drawing on eight network case studies findings are presented in relation to the roles government is expected to play in networks and conclusions are drawn about what types of human resource management practices would best support those roles. China's socioeconomic crisis before 1978 and its success over the past two decades can be viewed as a zigzag process of politicization and depoliticization of the economic state. By summarizing the Chinese experience, this article shows the importance of a specific pattern of general public policy (GPP) in determining the nature of a policy system. China's economic and serialized reforms since 1978 are reviewed in order to illuminate the current situation and future direction of the nation. The changes have undermined the economic state by creating a trend of de-economicization in the Chinese government. If economic reform and social change are to continue smoothly, another transfer of state emphasis to more balanced development is required. 相似文献

Local governments represent an important moving force in promoting sustainable development policies as they make up the level of governance closest to the citizens. The aim of this article is to examine whether Italian local governments exercise de facto their vital role in fostering sustainable development policies. In particular, we analyzed municipality behavior about adopting “green management strategies.” We investigated the main factors identified in management literature which might boost the adoption of these strategies. Several implications ensue from our findings. In particular, the research provides information to improve local government attitudes toward the sustainable development challenge. 相似文献

This article provides an overview of the state of inter-organizational coordination and corruption in urban policy implementation in Bangladesh. Based on a study carried out in one of the seven large cities in Bangladesh, the available data illustrate that there are major coordination problems between the Rajshahi City Corporation (RCC) and other government departments. This is due to a lack of formal coordination mechanisms, partisan leadership, and a fragmented organizational culture of patron-clientage, which dispenses undue favor and involves nepotism. These pathologies breed corruption and seriously impede inter-organizational coordination. Ordinary citizens suffer as a result. 相似文献

Employment has been severely affected by the global financial crisis (GFC). This research considers the effects of the GFC on an Australian state public service workforce, reviewing trends before, during, and in the aftermath of the GFC. The workforce continued to grow, but at a slower pace, and with changes in inflows and outflows of employees. The workforce profile changed, with some decrease in the proportion of more vulnerable groups and some retention of stronger groups perhaps seeking a refuge during the GFC. Significant decentralization of workforce responsibility has meant comparatively little central effort to effect change during the GFC. 相似文献

The study investigates whether the adoption of a risk-based approach that allows public managers to take into account the context and external not-controllable factors during goal setting may contribute to overcome unintended managerial side effects of performance management (PM) practices that hamper their success within public organizations. An explorative research is carried out on court officials of Italian public administration. The results from this study show that the adoption of a risk-based approach could enhance goal setting within the PM process and provide interesting insights to policy-makers invested of the responsibility to improve the effectiveness of current PM procedures. 相似文献

ABSTRACTThis article examines how socio-economic status and social mobilisation are linked to local government performance management in Nepal. As part of local government reform, Nepal adopted a social mobilisation policy in selected local governments to empower communities for their effective participation. Our results show that socio-economic status and social mobilisation have a significant relationship with performance management. Female literacy, for example, is strongly and significantly associated with performance management, while area has a significant positive relationship but population has only a weak positive relationship. In contrast, poverty has a significant negative correlation. More importantly, mobilisation has a significant, though modest, positive association with performance management particularly in participatory planning and budgeting, fiscal discipline, and administrative management. This indicates that improving the socio-economic status of citizens and their mobilisation for empowered collective action can be one important strategy to improve the performance capacity of local government. 相似文献

The current article brings together the conclusions of an exercise carried out in an attempt to analyze and classify narcopropaganda, or “narcomessages” in Mexico. The salience of the concept of “empowerment” has been deductively claimed more often than carefully defined or inductively
assessed by development scholars and practitioners alike. We use evidence from a mixed methods examination of the Kecamatan
(subdistrict) Development Project (KDP) in rural Indonesia, which we define here as development interventions that build marginalized
groups’ capacity to engage local-level governing elites using routines of deliberative contestation. “Deliberative contestation”
refers to marginalized groups’ practice of exercising associational autonomy in public forums using fairness-based arguments
that challenge governing elites’ monopoly over public resource allocation decisions. Deliberative development interventions
such as KDP possess a comparative advantage in building the capacity to engage because they actively provide open decision-making
spaces, resources for argumentation (such as facilitators), and incentives to participate. They also promote peaceful resolutions
to the conflicts they inevitably spark. In the KDP conflicts we analyze, marginalized groups used deliberative contestation
to moderately but consistently shift local-level power relations in contexts with both low and high preexisting capacities
for managing conflict. By contrast, marginalized groups in non-KDP development conflicts from comparable villages used “mobilizational
contestation” to generate comparatively erratic shifts in power relations, shifts that depended greatly on the preexisting
capacity for managing conflict.

The recent establishment of fourth-tier system as a distinct, but coordinating level of government in Imo State came with the expectation that it would facilitate community development. However, the underdevelopment situation of most communities dashed this expectation. Thus, this recent study adopted theory of postcolonial state as our analytical framework to interrogate the development utility of the fourth-tier system using mixed research methods for evidence gathering and analysis. This article examines regional development banks and their relationship with the World Bank. Specifically, the article analyzes the roles of the Inter-American Development Bank (IDB) and the European Bank for Reconstruction and Development (EBRD), and the factors that have influenced the creation of these international financial institutions. Most of the literature examines regional development banking practices and development strategies as if all regional banks were the same. However, the missions of the IDB and the EBRD are quite distinct. While the IDB primarily provides social sector loans to nation-states, the EBRD primarily provides private sector loans for finance and business development. Given that Latin America and the former Soviet Union share many of the same economic, political and social problems, it is surprising that these institutions are so different. What accounts for the different missions of these regional banks? We find that the influence of borrowing and non-borrowing member states in the creation of these banks can help explain some of the differences between the IDB and the EBRD. 相似文献

Policy reforms have facilitated entry of quite a few transnational corporations (TNC) into Indian industries. This has important implications for the evolution of competitive industrial structure. This article focuses on the issue of the response mechanism of local firms to competition from new entrant TNCs and the possible strategies of TNCs in penetrating the Indian market. It develops a conceptual framework by incorporating elements of intangible assets theory and new institutional economics into a simple sequential entry oligopoly model. This yields interesting insights into qualitative behaviour of firms in the post-reforms period. A few hypotheses drawn from the conceptual framework are empirically tested on the basis of firm level panel data drawn from a set of Indian industries. 相似文献

Abstract This article is designed to examine the roles of Non‐governmental organizations (NGOs) in South Korea as an incubator of participative democracy and to review the evolution of their relationship with governments. The study is comprised of four parts. First, related literature on NGOs will be examined from three different perspectives: state‐civil society perspective, voluntary social service perspective, and policy perspective. Second, this essay will survey emerging roles of NGOs in promoting organized citizen participation in the three areas: political participation, voluntary social service participation, and policy participation. Third, recent governments' institutional efforts to support NGOs will be reviewed briefly. Abstract A comparative analysis is made of three different models of public administration: the Anglo-Saxon, the Latin, and the Scandinavian. The purpose of this comparison is to analyze how these ideal-types of public administration handle the issue of power. Our argument is that without understanding and facing the issue of the amount of power that bureaucrats and politicians possess in any society, public administration will continue to be handicapped to understand the dynamics of the real world and therefore grow as a discipline.
