ABSTRACT

This study examines public officials' preferences for different performance measures. Understanding these preferences is important for public officials to reach consensus on performance measurement. It finds that public officials overwhelmingly favor outcome measures, although output measures are more likely to be used in government. Public officials favor the capacities of outcome measures in addressing organizational goals and achievements. Measurement validity is not a major concern to public officials in their selections of performance measures. Finally, public officials favor the use of outcome measures in performance monitoring rather than in resource allocation.  相似文献

The central theme of this article is that we have not adequately addressed the question of teaching management. The academic community has done a better job of preparing persons for technical/professional positions in personnel, budgeting and policy analysis. This failure to address the problem of teaching management leaves students (particularly mid-career students) without a foundation for understanding their role as managers. Given that so many MPA students aspire to be managers, it is time we faced this failure and sought means to correct it.

The article suggests a framework to understand and promote public management education. The central argument is to direct management education toward those factors which reflect the public values which underlie the concept of governance. Toward that end public management education must reflect three elements:

1) the political and ethical foundations of publicness,

2) the examination of the practice of management in public organizations, and

3) the skills needed to accomplish the task of management.

An MPA program should reflect all three of these elements if it is to provide an adequate management education. Nevertheless, it must also be recognized that career-long learning is the ultimate goal. Further, management education is but one task of an MPA program. The development of technical competencies in the other aspects of government, such as in budgeting and policy analysis are similarly important goals for MPA programs. A curriculum that accommodates both the management skills and technical competencies needs of students should be our goal.  相似文献

Curriculum mapping (CM) is an assessment tool used to articulate and revise an academic curriculum. Network of Schools of Public Policy, Affairs and Administration (NASPAA) accredited graduate programs in public policy, public affairs, and public administration are required to demonstrate a competency-based curriculum development and assessment methods. This article provides the rationale and approach used to generate a competency-based Master of Public Administration (MPA) curriculum and describes a systematic approach to incorporating program learning objectives, stakeholder engagement, competency development or revisions by faculty, into competency-based CM. The competency-based curriculum is relatively new for MPA programs. While there are many potential benefits and challenges, this article focuses on the utility of flexible mission-oriented curriculum design and its ability to link competencies to assessment strategies for MPA programs.  相似文献

ABSTRACT

The purpose of this study is to examine the understandings of public sector leaders about Leadership Ethos (LE) and its inherent Critical Success Factors(CSFs) looking at their application in the public policy implementation process. The study applied an adapted theoretical paradigm on leadership that borrows from the Western and African contexts. In the light of the aim and objective of the study, both the interview schedule and survey questionnaires were used to gather information with regard to LE and its inherent CSFs. In this view, a semi-structured interview schedule was used to guide both interviews with senior public officials - one in the DTI and one in the ECONAT. A survey questionnaire was administered to public officials at middle and lower management levels working and reporting directly to the interviewed senior public officials. The purpose of the questionnaire was to reduce personal biases inherent in the responses of the senior officials, which appear to be a challenge emerging from self-perception assessments. Research findings suggest that leaders at the DTI and the ECONAT do not sufficiently demonstrate an awareness of LE and its inherent CSFs in the practice of leadership. LE enables leaders garner followers’ trust and obtain their consent; encourage followers’ commitment to organisational goals; and introduce and encourage participatory decision making processes as key factors to successful public policy implementation.  相似文献

This article reports on the perceived relationship between leadership effectiveness and the emotional competencies of managers in the public sector, and the impact of this relationship on service delivery. In the light of continual protests over government’s poor service delivery to the public, doubts are raised about the leadership effectiveness of public officials. Research has identified the leadership effectiveness of managers in the public service as crucial for quality service delivery. Industrial psychologists have also identified leadership effectiveness and emotional competencies as important ingredients for success in organizations. This is due to the facts that effectiveness and efficiency can be attained only if an appropriate leadership style and manager’s emotional competencies or abilities are in place. Findings from the research indicate that currently managers in the public sector possess insufficient emotional competencies to subdue emotional outbursts and achieve effective leadership. Based on the findings and the literature, the conclusion is that it is imperative for managers of public entities to acquire effective leadership skills and become emotionally competent. Relevant training and interventions, and a comprehensive management recruitment process, should be put in place.  相似文献

Abstract

The local government reorganisation process introduced by the Labour government in England in the 2006–2010 period is characterised by a range of disturbing characteristics, in particular the misuse of the English language, the disjunctive between rhetoric and reality and a failure to distinguish between what is ‘lawful’ and what is proper. These claims are justified on the basis of an independent assessment of the government's claims regarding the costs and savings associated with a move to unitary authorities, a review of the court cases involved, which all involved serious criticism of the government's approach, and a critical review of the various contradictory statements made by government ministers during the course of the process. The evidence of the way the government handled the process has serious implications for the way in which public administration needs to be reformed.  相似文献

Abstract

Can government's need for nonprofit accountability be accomplished without diminishing nonprofit organizations’ ability to pursue their goals of responsiveness and flexibility? The conventional view argues that governments’ accountability objectives conflict with nonprofits’ objectives, implying that there must be some tradeoff. This article adopts the emerging alternative view in which the two parties’ objectives are jointly pursued through a cooperative process. The analysis of a provincial funding program in Manitoba, Canada, presented here, provides evidence that such an approach is not only possible but also efficient. The program analyzed rests on a sustained cooperative process in which government officials and nonprofit managers jointly define goals and establish constraints.  相似文献

Abstract

Because of its unique characteristics, Albania is faced with severe challenges. Business education is no exception. The baggage of its tragic past, under a ruthless communist dictatorship, especially the isolation of its people from free thought for almost 50 years, still lingers in people's thinking and behaviors. Generally, the Albanian schools system is well developed and there is a tradition of sound education. However, Albanian institutions of higher education are ill prepared to provide modern business education to the future leaders. The University of Nebraska—Lincoln (UNL), under the leadership of the first author, has helped modernize business education infrastructure in Albania through multiyear funding from the United States Agency for International Development and Soros Foundation. This article reports several important initiatives for business education launched by UNL: (1) the first ever MBA and MPA (Master of Public Administration) programs in Albania at the University of Tirana; (2) training more than 5000 university faculty, entrepreneurs, and government officials; (3) establishment of Business Assistance Centers at four universities; (4) development of Students in Free Enterprise (SIFE) chapters at most universities in Albania; and (5) focused training for faculty research, teaching methods, teaching evaluations, curriculum development, and outreach services.  相似文献

Abstract

Established development organisations face a long-standing legitimacy crisis for not living up to the expectations once set. Meanwhile, thousands of small-scale, voluntary development organisations – referred to as Private Development Initiatives (PDIs) – have joined the field of international development. In this article, I examine the legitimacy of their acts from a local government perspective based on an analysis of four dimensions of legitimacy: regulatory, pragmatic, normative and cognitive legitimacy. The study took place in May 2017 in the Kenyan coastal county of Kwale. A range of government officials were interviewed on how they perceive the interventions of international development organisations in general, and Dutch PDIs in particular, and on their cooperation with these development actors. The study shows that, although many of these PDIs operate in areas that fall under the responsibility of the local government, most of them have a rather limited cooperation with the local government, putting their legitimacy in the eyes of local government officials at stake.  相似文献

Property rights and government regulation have been the subject of considerable discussion and controversy in recent years. The issue of “takings” has been raised in most of the state legislatures in the 1990s. Congress has considered legislation as well. Supreme Court decisions, in particular the Lucas and the Dolan cases, have focused judicial attention on the issue in recent years. Local elected officials, planners and local government administrators confront the issue increasingly as they attempt to respond to growth pressures and regulate land use. Unfortunately, a great deal the public's perception of property rights is myth or fable. This article addresses the issue of takings by putting it first into historical perspective. Thus, we see that regulation of private property by government is not new. The concern over “regulatory takings” is explored and traced briefly noting the entry of the federal government into the arena of land use regulation. Legislative responses are reviewed and finally the status of judicial consideration of the issue is brought up to date. The article closes with recommendations for those who confront the takings issue. While caution is indeed called for, regulation of private property is still a fact of life in American public administration and will be for some time to come.  相似文献

Abstract

Citizen participation is one of the core values of democracy. Democratization means an increase in citizen participation in public affairs. However, the issue of democratization is rarely studied in the field of public administration. In this article, we use the Taipei City Government (TCG) Citizen Complaints System to illustrate some tensions relating to citizen participation in a newly democratizing country. We interviewed the TCG officials to piece together the puzzle of how the citizen complaints system works. Furthermore, we conducted a survey on how each channel and media is used by citizens to file their complaints. Then, we focused on the development of the Taipei City Mayor's e‐mail box to see how the tension between participation and cost is handled by utilizing newly emerging information technology. We then evaluate these developments in terms of publicity, accessibility, and accountability suggested by Senevirante and Cracknell (Seneviratne, M.; Cracknell, S. Consumer complaints in public sector services. Public Admin. 1988, 66, 181–193). Accordingly, we propose suggestions for improvement from these three aspects for TCG and other governments as well to establish a citizen complaints system that substantiates democracy.  相似文献

ABSTRACT

In local government systems worldwide, financial pressures have obliged local authorities to focus on cost-efficient methods for providing local services, including inter-municipal agreements and public–public partnerships. However, in comparison with municipal mergers, privatisation and other approaches to the problem, the cost impact of the cooperative provision has not yet been thoroughly examined empirically. Moreover, available empirical research has largely concentrated on waste disposal in developed countries. The present paper seeks to contribute to the empirical literature on inter-municipal agreements and public–public partnerships by comparing their impact on costs with ‘stand-alone’ provision in a range of non-waste local services. In contrast to the bulk of existing studies, our analysis takes place in a developing country context by examining Brazilian local government over the period 2013/15. We found that – on the whole – cooperative provision is less expensive than the ‘stand-alone’ provision for the services studied. Our results can be explained by the size and composition of the population, together with the politics for cooperation.  相似文献

Comparatively speaking, the birth and the growth of public administration programmes, at both undergraduate and postgraduate levels, in Hong Kong and Macao have been a response to the increasing need for the training of students and civil servants in the discipline of public administration. Since the 1990s, the proliferation of Master of Public Administration (MPA) programmes in both the Hong Kong and Macao Special Administrative Regions can be explained by the demand for local people to govern the two places in accordance with the principle of ‘one country, two systems’. The content of various MPA programmes also reflects the changing political and administrative circumstances; its public administration focus has been accompanied by core courses training students from a variety of disciplines, ranging from public finance to economics, from public policy analyses to globalization, and from regional planning to a deeper understanding of mainland Chinese government and politics. In both Hong Kong and Macao, some graduates from both the Bachelor and Master programmes have joined the civil service or enhanced their skills in public sector management and governance. Although the medium of instruction varies from one university to another, their programme objective shares one thing in common: the imperative of training existing civil servants and students to join the governments of Hong Kong and Macao. This paper compares and contrasts the development of public administration programmes in Hong Kong and Macao and examines its theoretical implications for the changing relations between politics and public administration.  相似文献

Abstract

Proponents of Gov2.0 claim that it offers the potential to improve the relationship between the citizen and state. Whether this potential can be realised depends in part on how new web-based technologies are implemented. Local government officials and politicians are important actors in this process, yet we know little about how they view Gov2.0. This paper applies Q-methodology to a sample of English local government actors to generate new data and fill this gap in our knowledge. Four frames of reference within this population are revealed: Sunlight on Government, Cautious Crowdsourcers, Gov1.0 and Platform Providers. The paper concludes that while there is general agreement that technology will be a driver of change, and that local government should adapt, there is no clear agreement as to the nature of reform.  相似文献

ABSTRACT

This study investigates the formulation, implications and challenges of Kuwait's employment policy. It postulates that since this policy is designed to secure employment opportunities to all Kuwaitis in the public sector, the government has, for long, acted as employer of first and last resort for Kuwaiti natives with the result that the labor market has been segmented, labor has been misallocated, government wage bill has been escalated and the educational process has been distorted. This policy, however, cannot be sustainable in either the medium or the longer term. In the face of this, effective measures have to be taken to enhance the employment of Kuwaitis in the private sector.  相似文献

Abstract

The machinery of governance to address climate change at the sub-national level in England continues to evolve. Drawing on documentary evidence and the views of civil servants and local authority officials from the English West Midlands, this article explores the process through an examination of the inclusion of climate change indicators in the recent round of Local Area Agreements (LAAs), negotiated between central government and local authorities and Local Strategic Partnerships. Considerable popularity has been accorded these indicators nationally, but there are important variations in the pattern of take up. Moreover, significant uncertainties surround the contribution of local measures to reduce CO2 emissions and the targets attached to measures to adapt to climate change are seen as undemanding. Conversely, the impending Carbon Reduction Commitment will act as a powerful incentive for public bodies to cut CO2 emissions from their estates. Although potentially contributing to greater coherence in tackling climate change, achieving collective action through LAAs will prove problematic.  相似文献

There has been increased emphasis in the last three decades on the decentralization of natural resource governance decisions to local government in developing countries as a means of improving environmental quality, public service delivery, and the accountability of local officials. We examine the performance of decentralization of natural resource management services in a large sample of municipal governments in four Latin American countries. Our analysis includes a variety of factors discussed in the literature as important in influencing the responsiveness of government officials to local needs. We provide a nested institutional model in which local officials respond to incentives created by the structure of formal political institutions at both the local and national level. The results provide support for the importance of considering local and national institutional arrangements as these co-determine the political incentives within decentralized systems.

His research examines environmental governance, policy design and the development of decision-making structures as they relate to environmental outcomes. Current work focuses on property right arrangements, sustainability and science and technology policy within federal systems. He holds a M.S. in International Development from UC Davis and a Ph.D. in Public Policy from Indiana University at Bloomington. Krister Andersson   is an assistant professor in environmental policy at the University of Colorado at Boulder. His research focuses on issues related to public policy reforms and their mixed effects on rural development and natural resource governance in Latin America. His work has appeared in journals such as World Development, Comparative Political Studies, and the Journal of Policy Analysis, and Management, among others. Abstract

In many post-war countries, the relative security brought to rural areas is construed by government officials and business actors as an opportunity for development. This is particularly true for marginal areas, where opportunities for economic development had previously been hindered by the threat of violence. This provides a favourable context for the construction of commodity frontiers. Through the case of Colombia, I show that one of the main challenges faced by frontier policy narratives amounts to differentiating wartime dispossession from peacetime legitimate accumulation. This poses intractable challenges to policymakers and business actors, as it fuels the contradictions between peace consolidation and post-war development.  相似文献
