This paper examines the experience of the Georgia Manufacturing Extension Alliance (GMEA) in implementing an evaluation of its industrial extension services. As part of the U.S. Manufacturing Extension partnership, GMEA provides assistance to manufacturers to resolve industrial and business problems and upgrade technology, training, and business performance, focusing primarily on firms within the state of Georgia. The program has established an evaluation component along with other assessment and review mechanisms. Several evaluation methods are employed, including customer surveys, economic analyses of benefits and costs, controlled studies, and logic-based case studies. The article examines the strengths and weaknesses of these different approaches, reviews the insights each method offers, and discusses how the resulting evaluative information is used.  相似文献

Growth rates of output and factor productivity in Soviet industry fluctuate around a long-term downward trend. These fluctuations can be partially explained by fluctuations in the growth of services of capital. The capacity utilization rate is taken as a proxy for the extent of utilization of capital stock. Variations in the capacity utilization rate explain a significant part of the changes in the rate of growth of total factor productivity between 1970–1983. Declines in the capacity utilization rate are caused by errors in the allocation of investment, which create an imbalance of capacities between raw-materials and manufacturing sectors.  相似文献

I argue that the West should lend money to the former Soviet Union and Eastern Europe (FSUEE) to prevent excessive deterioration of its human capital stock. Such loans can improve the recipient countries' welfare by allowing them to enjoy the long-run benefits of a large human capital stock without incurring the costs of maintaining these stocks through lean economic times. The West can receive a fully competitive rate of return on these loans, and future foreign investors will be able to earn high rates of return by supplying physical capital to a newly stabilized FSUEE with abundant human capital.  相似文献

This study examines how programs sponsored through the National Institute of Standards and Technology's Manufacturing Extension Partnership (MEP) have influenced the organization and delivery of industrial modernization services to small and medium-sized manufacturers in regions in the United States. The study found that increased service coordination has occurred and that this, in turn, has mostly improved the quality and comprehensiveness of assistance delivered to firms. But there are also some costs and drawbacks associated with multi-partner service delivery approaches. The study identifies and examines best practices that can help MEP centers increase the effectiveness of service coordination. This paper draws upon research supported by the U.S. Department of Commerce, National Institute of Standards and Technology under award 50SBNBC8305. This article explores existing data protection law provisions in the EU and in six other jurisdictions from around the world - with a focus on Latin America - that apply to at least some forms of the processing of data typically part of an Artificial Intelligence (AI) system. In particular, the article analyzes how data protection law applies to “automated decision-making” (ADM), starting from the relevant provisions of EU's General Data Protection Regulation (GDPR). Rather than being a conceptual exploration of what constitutes ADM and how “AI systems” are defined by current legislative initiatives, the article proposes a targeted approach that focuses strictly on ADM and how data protection law already applies to it in real life cases. First, the article will show how GDPR provisions have been enforced in Courts and by Data Protection Authorities (DPAs) in the EU, in numerous cases where ADM is at the core of the facts of the case considered. After showing that the safeguards in the GDPR already apply to ADM in real life cases, even where ADM does not meet the high threshold in its specialized provision in Article 22 (“solely” ADM which results in “legal or similarly significant effects” on individuals), the article includes a brief comparative law analysis of six jurisdictions that have adopted general data protection laws (Brazil, Mexico, Argentina, Colombia, China and South Africa) and that are visibly inspired by GDPR provisions or its predecessor, Directive 95/46/EC, including those that are relevant for ADM. The ultimate goal of this study is to support researchers, policymakers and lawmakers to understand how existing data protection law applies to ADM and profiling.1  相似文献

This essay and review on criminal network analysis provides an introduction to the special issue “Human Capital and Social Capital in Criminal Networks”. It traces the history of the application of network analysis in the study of organized crime since the early 1970s. It argues that while criminal network analysis has brought a new level of methodological rigor to the study of organized crime, a number of limitations have become apparent. These include the problem of missing data and the challenges encountered in adequately capturing latent structures, individual characteristics of network members and socio-ecological conditions.  相似文献

Theoretical studies have shown that there is a direct relationship between human capital and foreign direct investment (FDI). However, only a few available empirical studies have attempted to investigate this relationship simultaneously. Using country level panel data from 55 developing countries over the 1980–2011 period, this paper examines the interrelationship between FDI and human capital. Statistical analysis, based on simultaneous equations fixed effect estimation, reveals significant bi-directional causality between human capital and FDI, which suggests that FDI and human capital development policies need to be coordinated. FDI-led economic growth models may not be entirely suitable for all developing countries aiming to replicate the economic success of countries such as Brazil and China unless attention is also paid to human capital development through increased spending on education and training.  相似文献

We, as researchers and lecturers, produce new knowledge that attracts copyright, but standard understandings of intellectual property (IP) – the right as an incentive to create – do not appear to fit our circumstances. Expressed differently, the individual is at the centre of the justifications for IP law though there is little engagement, in the literature, with how the law operates on individual creators. This article addresses the problem by adopting a Foucaultian approach to explore the interaction of the (constrained) decisions of individuals and the societal policy of innovation. Foucault’s work is ideal for this endeavour as much of it focuses on the practices of the individual. For us as legal academics, and most likely for the many other innovators in society, the practices around creativity are the result of, to use Foucault’s term, the governmental rationalities that we have all been inculcated with. More specifically, the understanding of the role of “proper conduct” and the norms of behaviour provides greater insight into the previous simplistic understanding that some individuals are intrinsically motivated to create. The argument concludes with the assessment that copyright may not be important to the creativity of academics; instead, the IP right is of greater relevance to the publishers of our work – given the alternative role for copyright to facilitate the exchange of new creations.  相似文献

Using a sample of 7,260 university employees, we investigate how legitimacy, social and human capital influence the employees’ start-up propensity. We find that scientific legitimacy, as measured by the number of recently published peer reviewed scientific articles, and conference papers accepted had no significant effect. Scientific legitimacy measured as publications in non-peer review journals even had a negative effect. Popular legitimacy showed mixed results. Measured as number of articles in popular science publications showed positive correlations and other public media appearances had a non significant effect on start-up propensity. Individuals who are older and have higher level of human capital, measured as level of education are less likely to start firms. We also found that, people with more social capital, such as contact with external product development teams are more likely to start new firms. Taken together, the findings suggest that activities spanning the university-business divide increase the start-up propensity, while within university activities had no, or negative effects on the propensity. Consequently, universities interested in encouraging their employees to start firms should focus their attention on creating spanning activities rather than improving conditions for within university tenure.  相似文献

Economic literature has widely acknowledged the growing role of firm training in the knowledge economy. Training fosters labour productivity, boosts competitiveness, and strengthens firms’ capacity to innovate. This key role of training, however, raises relevant issues in terms of the optimal level of the corresponding investment. In fact firms that bear training costs may not be able to fully appropriate the relevant benefits. In addition training may facilitate structural changes and stimulate growth nationwide. Efficiency reasons thus justify the existence of legal and/or institutional tools, either voluntary or mandatory, aimed at addressing suboptimal investments in human capital development. The purpose of this study is to draw a systematic taxonomy of the main legal and institutional devices able to address the underlying inefficiencies of training investments. Training is on the top of the political agenda in many countries. The European Union is committed to increase adults’ participation in lifelong learning and to improve the quality of training programs and institutions. However, while training is of increasing political interest, a proper tool-box for policy makers is still missing.  相似文献

University spin-offs are defined as firms founded by university employees. Using a large database on venture-backed start-up companies, I describe the characteristics of university spin-offs and investigate whether they perform differently than other firms. I find that venture-backed university spin-offs are concentrated in the biotechnology and information technology industries. Moreover, a spin-off tends to stay close to the university, suggesting that technology transfer through spin-offs is largely a local phenomenon. Multivariate regression analyses show that university spin-offs have a higher survival rate but are not significantly different from other start-ups in terms of the amount of venture capital raised, the probability of completing an initial public offering (IPO), the probability of making a profit, or the size of employment.

The present paper reviews and summarizes the basic findings concerning the nature of the neurobiological and behavioral characteristics of aggression and rage. For heuristic purposes, the types of aggression will be reduced to two categories — defensive rage (affective defense) and predatory attack. This approach helps explain both the behavioral properties of aggression as well as the underlying neural substrates and mechanisms of aggression both in animals and humans. Defensive rage behavior is activated by a threatening stimulus that is real or perceived and is associated with marked sympathetic output. This yields impulsivity with minimal cortical involvement. Predatory attack behavior in both animals and humans is generally planned, taking minutes, hours, days, weeks, months, or even years (with respect to humans) for it to occur and is directed upon a specific individual target; it reflects few outward sympathetic signs and is believed to require cortical involvement for its expression. Predatory attack requires activation of the lateral hypothalamus, while defensive rage requires activation of the medial hypothalamus and midbrain periaqueductal gray (PAG). Both forms of aggressive behavior are controlled by components of the limbic system, a region of the forebrain that is influenced by sensory inputs from the cerebral cortex and monoaminergic inputs from the brainstem reticular formation. Control of aggressive tendencies is partly modifiable through conditioning and related learning principles generated through the cerebral cortex.  相似文献
