The multi-directional nature of labour migration flows has resulted in an increasing number of countries having become both senders and receivers of regular and irregular migrants. However, some countries continue to see themselves primarily as senders and so ignore their role as a receiving country, which can have negative implications for the rights of migrants in their territory. Using the example of Indonesia, which is State Party to the 1990 UN Convention on the Rights of All Migrant Workers and Their Families, this article demonstrates that irregular migrant workers in this country have the legal right to protection against labour exploitation even when they work despite the government’s prohibition on employment. The article discusses the ‘right to work’ and how international human rights law has translated it into the ‘right to protection from labour exploitation’ for irregular migrants in Indonesia. By way of two case studies about the Indonesian government’s handling of irregular migrants, it shows how it prioritises enforcement of the employment immigration law over labour and employment laws much like countries that have not ratified the ICRMW. It also draws attention to legal protection gaps that emerge for asylum seekers when they are recognised to be genuine refugees.  相似文献

While the literature on ‘global care chains’ has focused on the international transfer of paid reproductive labour in the form of domestic service and care work, a parallel trend takes the form of women marriage migrants, who perform unpaid labour to maintain households and reproduce the next generation. Drawing on our work with commercially matched Vietnamese marriage migrants in Singapore, we analyse the existing immigration–citizenship regime to examine how these marriage migrants are positioned within the family and nation-state as dependants of Singaporean men with no rights to work, residency or citizenship of their own. Incipient discussions on marriage migrants in civil society discourse have tended to follow a ‘social problems’ template, requiring legislative support and service provisioning to assist vulnerable women. We argue for the need to adopt an expansive approach to social protection issues, depending not on any one single source—the state, civil society and the family—but on government action to ensure that these complement one another and strengthen safety nets for the marriage migrant.  相似文献

This article contributes to debates on the continuities and divergences of different forms of labour migration over time and the degrees of unfreedom they manifest. It suggests that levels of (un)freedom can usefully be understood by analysing the various forms of control exercised over the movement of labour. More specifically, the article explores how unfreedom can be understood as a particular assemblage of spatial practices that simultaneously compel migration and enforce spatial confinement. With a focus on Mauritius, it is argued here that the coerced or manipulated nature of the transnational movements of indentured and contract migrant labour combined with their subsequent immobility on plantations and in factory compounds shapes the degree of their unfreedom. Additionally, the article extends the historical trajectory of much previous work on unfreedom by exploring the connections between the colonial regime of indentured labour and the contemporary recruitment of contract labour migrants.  相似文献

This paper analyses whether international migrants contribute to increasing technological advances in developing countries by inducing a transfer of productive knowledge from developed countries back to migrants’ home countries. Using the Economic Complexity Index as a proxy for the amount of productive knowledge embedded in each countries and bilateral migrant stocks of 20 OECD destination countries, we show that international migration is a strong channel of technological transmission. Diasporas foster the local adoption of new technologies by connecting high technology countries with low ones, reducing the uncertainty surrounding their profitability. Our empirical results support the hypothesis that technological transfers are more likely to occur out of more technologically advanced destinations and when emigration rates are particularly high.  相似文献

The objectives of this article are to assess whether or not the feminisation of agriculture is occurring in China, and if so, to measure its impact on productivity. To meet these objectives, we rely on three data sets that allow us to explore who works on China's farms and the effects of the labour allocation decisions of rural households on productivity. We find that since the late 1990s, the role of women has increased in both the supply of farm labour and in the duties that they take on in the management of farms. While this expansion is important, we further demonstrate that when women do a majority of farm work or manage the farm, their farms are equally efficient as farms managed by men.  相似文献

Despite the ongoing centrality of marriage and reproduction in Vietnam, family and spousal separation is an increasing reality for many poor rural–urban migrants. We offer a social relational analysis of reproduction to explore how migrant men and women in their peak child-bearing and child-rearing years negotiate conjugal strategies and expectations. Labour migration for these poor men and women involves high costs for family relations, social identities and emotional experiences which are strongly patterned by gender. This social relational analysis of reproduction deepens analyses of changing marriage relations and studies of internal labour migration.  相似文献

This article explores the effects of remittance receipt on child labour in an African context. We focus on Burkina Faso, a country with a high prevalence of child labour and a high rate of migration. Given the complex relationship between remittance receipt and household time allocation decisions, we instrument remittances using economic conditions in remittance-sending countries and explore heterogeneous effects across different types of potential remitters. While remittances have no significant effect on child labour on average, transfers reduce child labour in long-term migrant households, for whom the disruptive effect of migration is no longer felt. We find no gender difference but remittances seem to affect mainly the labour market participation of younger children.  相似文献

This article is based on in-depth interviews with migrants in different locations in Poland and the UK and explores Polish migrant decision making in both countries. In particular, we ask how migrants build networks, how this influences their decisions about the duration of their stay abroad, and the implications of network building for community cohesion. Networks exist within the sending country; between the sending and the receiving country; within diasporas; and between diasporas and the receiving community. This paper explores how remittances influence happiness among migrants and their households of origin. It is based on a novel data set of matched samples of Bangladeshi migrant households (living in the UK and Malaysia) and their origin families in Bangladesh. Empirical findings suggest that remittances play a significant role in stimulating migrants’ happiness. We also find that the households of origin’s life satisfaction not only depends on receiving remittances from the emigrants, but also other factors such as number of migrants from the household living abroad and the migrants’ country of destination.  相似文献

Migration studies have been primarily based on the movement of individuals from developing to developed economies, with a focus on the impact of migrants on host country wages. In this study we take a different angle by exploring the labour productivity of migrant-owned firms versus native-owned firms in 20 African economies using firm-level data. We find that labour productivity is 78 per cent higher in migrant-owned firms than native-owned firms. Using the Oaxaca-Blinder decomposition method we find that structural effects account for 80 per cent of the labour productivity gap. Returns to manager education largely explain the productivity advantage of migrant-owned firms over native-owned firms. Interactions with the government, access to finance, informality, and power outages are also considerable contributors to the labour productivity gap.  相似文献

After bringing approximately 13 million foreign migrants into Europe's industrial regions, the governments of many of these countries, among them France, Switzerland, West Germany, and the Netherlands have imposed severe restrictions on further immigration. Along with this move are the attempts by many countries to attract migrants back to their home countries. The recession of 1973 decreased the need for migrant labor and resulted in high levels of unemployment. The hard working migrant of the 1950's and 60's grew to become the politically active striker and social/political/financial burden on the state. Most governments have decided that future economic development will depend on technology, not labor production. The labor market structure of migrant workers helps explain why laid-off migrants do not return to their home countries. Political and economic conditions in the homeland also determine the amount of migrant return. The mere existence of a secondary labor force in an immigration country may make it easier to remain in that country. Incentives and financial inducements are needed to attract migrants home.  相似文献

This article focuses on migrant children in West Africa in contexts where independent migrations during childhood constitute the norm rather than the exception. The article examines how the relative age and gender of a child influence his/her trajectory. It is based on the biographies of two young domestic workers – a girl in Côte-d’Ivoire and a boy in Burkina Faso. In describing their trajectories during the first eight to ten years of their migration to the city, this article shows that ideas surrounding age-appropriate work and the acquisition of new skills allow both girls and boys to increasingly exercise more power over their own lives. From these detailed trajectories it becomes clear that the dominant institutional categories, on the one hand, mask the diversity of activities of these very young migrants. On the other hand, they conceal the diachronic changes that take place in the course of their migratory work experience.  相似文献

This article analyses a Stackelberg differential game in which households' labour supply and fertility decisions are taken assuming husbands as leaders and wives as followers. The model solution yields the optimal number of children and labour supply of male and female. In equilibrium male and female labour supply increases with wage and decreases with children costs and time preference, and the optimal number of children increases with male wage and decreases with cost of children, husband's time preference, and female's wage and time preference. We test the model using Ghana Living Standard Survey Round 4 and find that women are more sensitive to changes in the labour market conditions than males, and better labour market opportunities for women may lead to a strong reduction in fertility.  相似文献

The emerging global governance of migration is dominated by two discourses which shape policy approaches: 1) migration management and 2) the migration–development nexus. With large numbers of labour migrants being marginalised, migrant rights organisations have formed global alliances to argue for the centrality of a third discourse, the rights-based approach to migration. The question is how to inject this into the global debate which has sidelined migrant rights issues. Despite having hardly any bargaining power and restricted space for direct access vis-à-vis global governing institutions, migrant rights organisations are employing a number of strategies to overcome this marginalisation. We analyse these efforts by drawing on social movement studies and International Relations research on communicative action. Empirically this article draws on observations made during two major global fora: the negotiations in connection with the new Convention on ‘Decent Work for Domestic Workers’ at the International Labour Conference (ilc) and civil society participation in the Global Forum on Migration and Development (gfmd).  相似文献

Based on qualitative research methodologies, this article will focus on exploring and analyzing notions of witchcraft and evil amongst African migrant labourers in the midst of deportation and harsh economics, beginning in the 2000s. The analysis will suggest that juxtaposing family, social tension, stress, and witchcraft is significant in understanding the role of witchcraft, evil forces, and malicious spirits in the way African migrants experience the modern world. Finally, the article will explore how African migrants incorporated local Jewish religious powers into their understanding of evil and witchcraft, thus expanding the discourse on belief systems in the context of transnational migration globalization and modernity.  相似文献

Collective remittances are the money flows sent by hometown associations (HTAs) of migrants from the USA to their communities of origin. In Mexico, the 3?×?1 Program for Migrants matches by three the amounts that HTAs send back to their localities to invest in public projects. In previous research, we found that municipalities ruled by the party of the federal government were more likely to participate in the Program. The political bias in participation and fund allocation may stem from two possible mechanisms: HTAs?? decisions to invest in some municipalities but not in others may reflect migrants?? political preferences (a demand-driven bias). Alternatively, government officials may use the Program to finance their own political objectives (a supply-driven bias). To determine which of these two mechanisms is at work, we studied a 2?×?2 matrix of statistically selected cases of high-migration municipalities in the Mexican state of Guanajuato. We carried out over 60 semistructured interviews with state and municipal Program administrators, local politicians, and migrant leaders from these municipalities. Our qualitative study indicates that migrant leaders are clearly pragmatic and that the political bias found is driven by elected officials strategically using the Program. The bias in favor of political strongholds is reinforced by the Program??s requirements for cooperation among different levels of government. This study casts doubt about the effectiveness of public?Cprivate partnerships as valid formulas to reduce political manipulation. It also questions the ability of matching grant programs to reach the areas where public resources are most needed.  相似文献

This article examines the attributes of migrants from the Pacific island states of Tonga and Samoa living in Australia to assess the extent to which return migrants could contribute to the human and physical capital stock of the migrant‐sending countries. It also examines the impact of intention to return on remittances and asset accumulation. The study finds that very few migrants plan to return home and very little evidence that those who plan to return embody significant human capital (education, experience and skills). Intention to return may be important, nevertheless, since those who plan to return remit significantly more than those that do not and also accumulate far more physical capital at home than those that do not intend to return.  相似文献

Abstract

Based on recorded data, the Philippines has experienced the largest outflow in Asia of both permanent emigrants and migrant labor over the last three to four decades. The number working and living abroad has reached almost 8% of the population and the yearly outflow of workers bound for an increasingly varied destinations and occupations is about 14% of the labor force. The paper discusses the rising scale and changing structure of migrants and explains these by three interacting factors that make for labor market flexibilityan extensive market-based educational system, active employment service industry and migration's own backward and forward linkages. Further discussed are the economic implications of the migration and some rigidity in the education market that tends to pull down returns to migration.  相似文献

This paper analyses the informal channels of the job search process through migrant networks in the urban labour markets in developing countries. Using a novel approach and nationwide sample survey, we measure various aspects of migrant networks such as size, diversity, efficiency and experience content and estimate their effect on probability of employment. Our findings suggest that migrant stock (having experience content) has an inverted-U relationship with the probability of finding a job for a migrant. The share of employed workers in a migrant network (efficiency) and different origin identity (diversity) positively affect the employment outcome through weak ties. Further, the migrant network effect is more active in larger cities as compared to smaller urban areas. The implications of this study indicate towards the importance of non-market informal channels in job searches and the need for integrating labour markets to harness the benefits of larger positive network externalities.  相似文献

Studying a stream of migration from Jharkhand to western Uttar Pradesh (UP), this article focuses on the work and life experiences of migrant labour from tribal India. Based on an in-depth study of a Jharkhand village, alongside a briefer stint at the destination village in UP, it examines the micro-level nuances and complexity of migrant labour movements and their often unexpected and unrecognised social consequences, particularly, the renegotiation of class and gender relations at home and the destination. Apart from pointing to the deep interconnections between the relations of production and reproduction, it demonstrates how the use of distinct representations of work and life due to spatial distanciation contribute to renegotiating both labour relations and social identities.  相似文献
