This article explores the academic and public debate on the politics of Latin America's twenty-first century turn towards the left. It rejects dichotomous categorisations of ‘social democratic’ and ‘populist’ lefts as a disciplinary move by neoliberals that appeals to entrenched liberal predispositions. It suggests that such classificatory taxonomies are directly linked to an impoverished notion of the political, in which a politics of exalted expertise and enlightenment, based on reason, rationality and objectivity is juxtaposed against a lesser sphere of emotion, passion and ‘personalism’. This underlying dualism, which permeates academic disciplines and crosses lines of ideology, tracks established markers of hierarchical distinction in societies profoundly divided along multiple lines of class and cultural capital. This is explored through an analysis of the discourse of Chávez vis-a-vis Lula, while offering an appreciation of the subaltern origin of Lula's distinctive style of political leadership, from trade unionism to the presidency, based upon the creation of spaces of convergence.  相似文献

This article describes many substantive transformations in politics, national self-identification, and economy Taiwan has undergone over the last decade and offers an alternative approach to expediting de jure state status. The transformations speak to significant progress ‘on the margins’ for attaining international recognition. The disjuncture between liberal democracies clinging to an antiquated ‘One-China’ foreign policy approach and the realties of the situation is widening. An alternative avenue to state recognition acknowledges advancements on the margins that justify Taiwan's recognition by others. At the same time, however, Taiwan must hold self-proclamation in abeyance until the breadth of recognition it receives becomes an irresistible force with which the PRC must reckon. The recent transformations coupled with mainland China's growing force projection capability indicate the time is ripe and appropriate to recognize Taiwan's statehood. The United States would be remiss in its avowed commitment and leadership responsibilities for democratic enlargement by not recognizing Taiwan.  相似文献

Abstract

This article examines the inter-related factors that underpin the fragility of Thailand's democracy. Uneven economic development, the high levels of income inequality, and unequal access to power and resources are significant drivers of Thailand's ongoing political conflict. Social divides across classes and regions, and populist exploitation of the rural poor's sense of alienation from the traditional ruling elites, provide a volatile backdrop to national politics. In addition, Thailand's unstable political history and the weakness of liberal institutions present risks to its democracy. The army, the revered monarch and the judiciary comprise elites whose periodic interventions in politics and reservations about electoral democracy further render the Thai polity fragile. Thailand's political situation represents a ‘slow-burning’ crisis of democracy: a long-term historical confrontation developing slowly, with the fundamental issues unresolved. It is undergoing a period of social turmoil fuelled by a power struggle between competing material interests and by an ideational contest to determine the country's constitutive political rules. This can be conceptualised as a struggle for control of Thailand's future between a heterogeneous populist-capitalist movement of illiberal democracy and conservative forces of undemocratic liberalism.  相似文献

This paper provides a historical overview of the emerging post-Islamist phenomenon in the Muslim world and discusses the scope for sustainable democratic politics in Bangladesh. In the process, a model is proposed that purports to exhibit a level of compatibility with the perceived political landscape in Bangladesh. The model adopts a version of the Hotelling–Downs principle of democracy and sets it within the ‘post-Islamist’ paradigm in such a way that, if it can be implemented, even if only partially, may lead to the sustained political stability of Bangladesh. The paper highlights illiberal and undemocratic practices of the two dominant Bangladeshi political parties as a major feature of the present status quo. These practices dominate Bangladeshi politics through the continuous attempts of their exponents to impose monopolistic views on the various symbols of national identity, despite the multi-racial, multi-religious nature of Bangladesh society. The paper concludes that a democratic system of politics, which accommodates aspects of secularism, language, Muslim identity and post-Islamist ‘Islamic ethical–moral–legal codes’, remains the feasible political discourse for forming and consolidating the country’s multi-racial, multi-religious national identity over the long run and its survival as a sovereign state.  相似文献

With increased transnational ties to their homelands, immigrants' ontology now verges on being double – and, consequently, on seeing double – most of the time. This double consciousness, and the attendant dearth of fixity in identity among immigrants, has led some to wonder where the allegiance of minority immigrants, in particular, lies. Can these immigrants be loyal to both their ethno-racial identity and their host national identity? Is the identification with one's ethno-racial background and national identity a zero-sum game in which one side of the loyalty equation gains only at the expense of the other? This study examines these issues, using African immigrants (specifically, Ghanaians and Somalis) in Canada as a case study. In particular, we use multinomial logistic regression to predict the factors that prompt these immigrants to identify as: ‘just Canadians’, ‘just Ghanaians/Somalis’, or as ‘Ghanaian-/Somali-Canadians’. The study is significant not only because of the lack of research on African immigrants' identity formation in Canada, but also because immigrants' identity has significant bearing on their settlement and integration in host societies.  相似文献

In a previous edition of this journal, an argument concerning the demonization of politicians and the changing nature of democracy was raised. This, in turn, raised previously unconsidered questions about (inter alia): the discourse, language and symbolism surrounding politicians; the limits of democratic politics; the politics of public expectations; and whether political scientists have a professional duty to the public in terms of promoting the public understanding of politics. The aim of making this provocative argument – framed as it was around a reinterpretation of the MPs expenses scandal in the UK – was to provoke a debate about the existence of certain ‘self-evident’ truths, the fragility of democratic politics and the future of political science as an academic discipline. Phrased in these terms the initial article was successful as six respondents – Domonic Bearfield, Alastair Campbell, Martin Gainsborough, Peter Riddell, Klaus Segbers and Gerry Stoker – immediately entered the fray and sought to either finesse and develop my arguments or to offer a considered critique. This article discusses ‘debating demonization’ in the form of a reply to each respondent and a focus on (in turn): the politics of demonization; the politics of the media; the politics of social class; the politics of monitory mechanisms; the politics of performance; and the politics of political science.  相似文献

Taking as its point of departure the recent heightened discussion surrounding publicly sited monuments in Estonia, this article investigates the issue from the perspective of the country's eastern border city of Narva, focusing especially upon the restoration in 2000 of a ‘Swedish Lion’ monument to mark the 300th anniversary of Sweden's victory over Russia at the first Battle of Narva. This commemoration is characterised here as a successful local negotiation of a potentially divisive past, as are subsequent commemorations of the Russian conquest of Narva in 1704. A recent proposal to erect a statue of Peter the Great in the city, however, briefly threatened to open a new front in Estonia's ongoing ‘war of monuments’. Through a discussion of these episodes, the article seeks to link the Narva case to broader conceptual issues of identity politics, nationalism and post-communist transition.  相似文献

Abstract

This article analyses the rise of political Islam in Turkey in the context of the akp's tenure in power with reference to complex social, economic, historical and ideational factors. It aims to answer one of the key questions, which has wider implications for the West and Islamic world: ‘having experienced the bad and good of the West in secularism and democracy’, as claimed by Samuel Huntington's ‘clash of civilisations’ thesis, is Turkey in transition from a secular to an Islamic state? The article first questions Turkey's ‘bridge’ or ‘torn-country’ status and then explains the akp's ambivalent policies towards religious and identity issues in relation to the increased public visibility of Islam and a ‘performative reflexivity’ of ‘Muslim-selves’. It concludes that the real issue at stake is not the assumed clash of secular and Muslim identities but the complex of interdependence between Islam, secularism and democratisation in Turkey.  相似文献

This paper develops the theme that the ongoing political polarization and political crisis in Bangladesh since its independence from Pakistan in 1971 reflect the fundamental weaknesses of the pillars of Bangladeshi society and national identity. The paper adopts an historical approach to explain why and how Muslim nationalism, which was the basis for the establishment of Pakistan, has re-emerged in contemporary Bangladeshi society and politics and is competing against Bengali ethnicity, language, culture and secularism (‘Bengali nationalism’) within an emerging ‘two-party’ political system. However, instead of establishing a stable political system following the Hotelling–Downs principle of democracy, the Bangladeshi society/polity has been polarized and divided almost vertically on the question of national identity and political philosophy and created sustained political instability and uncertainty. This has stifled the formation and consolidation of a national identity based on ethnicity/language/culture or religion/territory/political history or that have elements of both. Neither ethnicity/language/culture/secularism-based nationalism (Bengali nationalism) nor predominantly Muslim-territorial nationalism (‘Bangladeshi nationalism’) alone can dominate and flourish in Bangladeshi society and polity; instead, the objective conditions in the country dictate that a competitive democratic system of politics which accommodates aspects of secularism, language, Muslim identity and Islamic ethical–moral codes remains the feasible political discourse for forming and consolidating the country's multi-racial, multi-religious national identity over the long run and its survival as a sovereign state.  相似文献

Research on Hong Kong lawyers has so far focused on their internal differences and the rise of cause lawyering. Not much has been done on their role in promoting political liberalism. This paper fills a gap by reviewing the history of lawyers’ political activism before and after Hong Kong’s sovereignty shifted from a liberal-colonial to an authoritarian regime in 1997. It argues, first, that Hong Kong’s post-colonial constitutionalized politics and prolonged democratic deficit have given the legal complex—which includes lawyers and also increasingly legal academics—a key role in its pro-democracy movement, and second, critical political junctures have driven activist lawyers to use various means, from electoral politics to civil disobedience, to defend the rule of law and Hong Kong’s tortuous democratization.  相似文献

This essay suggests that Machiavelli's claim that the moral vice of hypocrisy is inescapable in politics constitutes a real issue for democratic politics today. Indeed, it concludes that democratic societies are implicated in creating the impetus to hypocritical behaviour. The essay questions the prevalent conviction that a liberal democratic polity should be premised on transparency and candour, not on hypocritical manipulation – a conviction which is paradoxically shared by the dirty hands thesis which is mostly owed to Michael Walzer and which purportedly takes Machiavelli's insights on the moral messiness of politics seriously. Attempts to deny the necessity of political hypocrisy misconstrue the realities of democratic politics – the messy context in which politicians operate and what is distinctive of political friendships. Democratic politicians operate in a context ridden with conflict and dependence which renders hypocrisy a necessary political virtue and one of the strings that hold together a virtuous political life.  相似文献

According to the nationalisation hypothesis, it is sometimes argued that electoral lists competing at local elections under a national party label are more likely to win. Yet, in many countries, local lists are still much present. This article seeks to assess the attractiveness of local and national list labels at local elections. Following Rokkan’s hypothesis of the nationalisation of local politics, we test the role of socio-economic inequality on the success of electoral lists across local polities. Based on an original dataset distinguishing the labels of 1.012 electoral lists – be they local, mixed or national – in the 262 Walloon municipalities in Belgium, the multilevel regression demonstrates that local and mixed labels present a significant electoral advantage vis-à-vis national party labels. However, the article shows that this electoral gain decreases as economic inequalities increase: national labels, especially left-wing parties, attract more voters as inequalities rise.  相似文献

Latin American populism has been characterized as a time-bound phenomenon, part of the political revolution against the old agricultural oligarchy and accompanying import-substitution industrialization. It has been asserted that populism died with the “exhaustion” of the “easy phase” of import-substitution, and that bureaucratic authoritarian regimes were predicated on that demise. Brazil, Argentina, Mexico, and Peru are regularly cited as evidence. This article examines these definitional premises in light of the apparent resurgence of populist politics in the democratic transition in Brazil. It is argued that populism is not a pre-1964 anachronism, but is predictably appealing in the 1980s. Distinctions among populistappeals, contention for power, andsuccessful populist order suggest that populism and its leaders offer a very limited alternative to the future of Brazilian politics. Abstract

What structured the fundamental nature of Indian security for the first 50 years of the country's independence? This article draws out four normative parameters that have been tempered and normalised during this period through India's international interaction along with her internal political developments. Using notions of ‘security identity’, the article unpacks these normative parameters in order to investigate holistically the interaction between both domestic and foreign influences in India's international relations. As such, the article finds a relative consistency to how security has been conceived of in India—displaying sustained threats to its territorial integrity, a continued democratic tradition, ongoing fears of communal violence plus an engrained desire for a greater global role. In turn, it has been the interface between internal and external factors that has structured, and continues to structure, Indian security.  相似文献

This article traces the on-the-ground mobilization and recruitment strategies of Ukraine's radical right party, Svoboda (Freedom) in the years prior to its 2012 electoral breakthrough. Ethnographic fieldwork and in-depth interviews with Svoboda party leaders and activists in Galicia show how party leaders strategically created an organizational structure aimed at recruiting young people, making linkages with pre-existing nationalist groups, and shifting the ideological focus away from cultural and toward economic issues. Interviews with party activists reveal how personal networks were key in the recruitment and radicalization process, showing that radical right activists were radicalized, or “made,” through political participation. Consequently, Svoboda's organizational capacity allowed the party to take advantage of a political opportunity – Yanukovych's unpopularity and weakened national democratic parties – in the 2012 parliamentary elections.  相似文献

In the wake of Mexico's electoral watershed of 2 July 2000, many scholars are willing to classify the country as an electoral democracy, yet debate persists over whether Mexican democracy is consolidated. This article seeks to advance this debate by clarifying the meaning of the term democratic ‘consolidation’ and how it should be operationalised. It argues that the concept should refer exclusively to a regime with a low probability of democratic breakdown. This avoids the conceptual confusion created by viewing consolidation as any change that improves the quality of democracy. In terms of measuring consolidation, it maintains the importance of placing greater weight on the proximate cause of regime instability, anti‐democratic behaviour, and discounting more remote causes of democratic breakdown, including economic performance, institution building, and attitudinal support. Based on this understanding, the article explains why Mexican democracy is fully consolidated.  相似文献

Namibia's Nujoma, Zambia's Chiluba, Algeria's Bouteflika, Togo's Eyadema, Cameroon's Biya, Nigeria's Obasanjo, Niger's Tandja and Uganda's Museveni have all to varying degrees attempted to subvert the democratization process in their respective countries. These however are only a small selection of an increasingly similar pattern of action by incumbents in Africa. What is most troubling to democratic transitionists is a concerted effort by these leaders to curtail their fledgling democracies in the name of their continued ‘service’ to the people. This paper seeks to examine what has enabled an increasing number of African leaders to negate power alternation in favour of open-ended tenures otherwise ‘presidential careerism’. The article argues that while most of these states have been cited for embarking on some semblance of democratic rule, their rulers have utilized their weak democratic institutional structures, co-opted the elite and rallied the ‘mob’ to commit democracy ‘infanticide’.  相似文献

Pakistan is the first post-war experiment in political Islam to establish a democratic state. While Pakistan's consistently poor democratic record has disadvantaged every citizen, its religious minorities are especially marginalized. This article argues that this marginalization is a consequence of institutionalized political inequality, which indeed may be the root cause of Pakistan's overall democratic weakness. Again, contrary to the popular perception, this article demonstrates that Pakistan's democratic leaderships are as—if not more—complicit in this marginalization as the Islamist dictator Zia-ul-Haq and others. First, the worldview of Pakistan's ostensibly liberal-democratic founder Mahomed Ali Jinnah and its impact on the constitutional framework of Pakistan is analysed. Second, the political culture spawned by another ostensibly democratic leader Zulfiqar Ali Bhutto in securing the mandate for the new post-1971 constitution is explicated. These two ‘democratic’ processes have profoundly influenced the marginalization of religious minorities in Pakistan. This has significant lessons for ‘democratic’ transition leaderships in the contemporaneously evolving cognate experiments in the Arab Spring regions and elsewhere where similarly small minorities exist.  相似文献

Albeit often – and fairly – degraded in the world of high culture as a populist and politicized representation of music, the Eurovision Song Contest (ESC) – by sheer virtue of the populist and politicized nature of its essence – stands among the most consequential cultural encounters to which post-independence Azerbaijan has been exposed, in that the extent to which Baku's victory in the ESC-2011 – and the further developments this victory has generated – can potentially impact on, and contribute to, the very process of nation-building and national identity formation, with which this post-Soviet Muslim-majority country is currently struggling, is unparalleled by any of the state's earlier encounters of the kind. This paper focuses on, and examines, four intimately related ways in which the ESC and Azerbaijan's successful involvement with the latter worked to interfere with the country's nation-building: as a dubious factor in the evolution of the Western sense of self among Azerbaijanis; as a unifying force within the structure of the country's rapidly maturing civil society; as a medium working to open up a channel through which Western popular cultural elements could interfere with the evolving dynamics of, and work to globalize, indeed de-endogenize, indigenous Azerbaijani culture, on one hand, and unify the discursive realm within which the country's cultural domain is to further evolve, on the other; and, finally, as an important element serving to decouple the evolving processes within the country's cultural domain from the unfolding dynamics of conflict settlement and hence conducive to the diversification of public discourse in Azerbaijan.  相似文献
