Governments across Europe face the challenge of responding to public demand for more valuable, responsive, and efficient and effective services. In this article we will evaluate the public services in Greece. More specifically, this article refers to a citizen's satisfaction web survey for Citizens’ Service Centers. The analysis of the data is based on the MUSA (Multicriteria Satisfaction Analysis) method. MUSA is an ordinal regression model which is based on the principles of multicriteria decision analysis. The method is an instrument to evaluate quantitative global and partial satisfaction levels and to determine the weak and strong points of citizens Service Centers. Furthermore the results of this study will help the Citizens Service Centers to develop more effective services.  相似文献

Based on the premise that the individual's perception of the work roles differs across career stages, several studies have shown that role stress also differs. The main purpose of this study is to investigate if moderating variables like motivation, locus of control, and self-efficacy would also impact stress-outcome relationships differently across career stages. Multiple moderator regression analysis was used to analyze the data collected from respondents belonging to the Indian Administrative Service (IAS), Tamil Nadu Cadre. The findings of the study indicated a significant difference in the moderating role of the personality variables across career stages. The main implication is that organizations may have to design specific stress intervention programs based on the nature of role stressors experienced in each of the career stages. An effort to strengthen personality variables that act as positive moderators must also be made an integral part of the stress intervention programs.  相似文献

Abstract

The awareness of women as a category of development promoted the establishment of Women in Development (WID) organizations but these remain on the peripheries of mainstream development concerns. This research examines the entrepreneurial roles of Indian Administrative officers for gender aware planning and implementation of gender aware development planning. The Indian Administrative Service (IAS) is a critical stakeholder in the innovation process for gender aware development planning. This article reviews the introductory training program of all IAS candidates to establish the institutional culture and organizational procedures describing the audience of the IAS organization. The institutional culture and procedures of the IAS perpetuate a gender bias for WID and not Gender and Development (GAD) programs. Bureaucratic advocates for this type of development planning hold conflicting roles within government agencies as system maintainers and policy advocates. This study reviews the content and implications of three different gender-training frameworks dominate in the field: gender analysis, gender-planning, and social relations. Comparing these frameworks provides insights into the positioning of IAS officers and departments as possible agents of innovation for gender aware planning and policy. The range of innovations vary from acquiring skills for job performance, or creating separate agencies and new institutions to assessment of entrenched attitudes and procedures reinforcing gender inequity within the agency. Implicit in each framework are different views about IAS officers as planners and administrators.  相似文献

Sensitive to the differences between centers and peripheries of knowledge production, this article explores how scholars in peripheral fields use knowledge from central fields to structure their academic careers. The article presents the findings of a case study of career choices of political scientists in Argentina. In order to understand the interplay between foreign knowledge and local strategies of enacting networks, this article focuses on the beginning of academic careers. At this early stage, political scientists in Argentina usually have to make a decision whether to stay in the country or go abroad for postgraduate education. Relying on positioning theory and recent developments in Science and Technology Studies, we identified two alternative positioning strategies. Those who stay in Argentina tend to hoard as many scholarly positions as possible, enacting local networks oriented towards teaching. Scholars who go abroad enact networks with international dimensions, in the process enrolling persons and objects, though not always successfully. Scholars with international experience tend to be research oriented, and they mention the working conditions abroad as particularly attractive. We show the extent to which these findings challenge some views of centers and periphery and highlight the active role of scholars in peripheral scientific fields.  相似文献

This article briefly examines bureaucratic elitism in Bangladesh, which basically inherited a transformed version of the British colonial administrative legacy. With its distinctiveness as a special social group, the bureaucracy maintains itself as a subsystem with pronounced autonomy. The Administrative Cadre of the civil service preserves the elitist tradition in supportive political conditions. It virtually shields itself from other functional groups and its members occupy key positions in the governmental structure and wield tremendous power and authority over policy making. Indoctrination and training is its own preserve and highly politicised groups within it regulate civil service recruitment and placements. Within the Administrative Cadre, elite integration is strong, while there is wide differentiation between this group and other cadres. Reform attempts failed to make inroads into changing bureaucratic behaviour mainly due to resistance from the elitist cadre, which remains the dominant instrument of the political executive.  相似文献

As we know from comparative public policy, bureaucracies contribute to a considerable degree to the contents and the ways of policy-making. One important driver of administrative policy-making are their specific “styles” or “cultures”. “Administrative styles” are understood here as the standard operating procedures and routines that characterize the behavior and activities of administrative bodies in initiating, drafting and implementing policy. In this article, we convey the concept of Administrative Styles to the level of International Organizations (IOs) and apply it to the Organization for Economic Development and Co-Operation (OECD). The article proceeds in three steps: First, the concept of administrative styles is introduced and refined. Drawing on expert interviews with OECD staff, we secondly show that consideration of OECD administrative styles significantly advances the literature’s understanding of the organization. Finally, we give an outlook on new research avenues and the relevance of our findings for the study of International Public Administrations (IPAs) more generally.  相似文献
