The aim of this article is to verify whether the historic sentence, no. 500/1999 of the Italian Legitimacy Court (Corte di Cassazione) in Plenary Session, may have contributed to diminishing bribery in Italy, by increasing the area of liability for both civil servants and the public administration. The empirical analysis is based on a case study conducted in Sicily, in the province of Catania, using a unique data set. The main results of the article are: paying bureaucrats by means of an incentive wage regimes may not be effective in reducing corruption; an extension of the liability rule for the public administration and civil servants may discourage the phenomenon of bribery; and, the perfect specification of property rights helps to reduce corruption.  相似文献

Migration has emerged as a key issue for governments in the 21st century. While multiple disciplines address migration, the study of public administration has been slow to do so. Given the complexities of migration policy implementation, and the multiple levels of government involved, public administration can add significantly to the current understandings of the phenomenon. This article examines what is known on migration, what still needs to be understood, and how public administration can assist in understanding migration.  相似文献

The field of public administration knows many concepts. By focusing on one such concept, this research shows how definitions can be deceptive, and how typologies unable to capture all dimensions of a concept can blind policy makers and researchers. We concentrate our attention on decentralization. This has been a core concept in the field of public administration for decades. Definitions and typologies of decentralization have flourished. The present study gives an overview. We categorize definitions and analyse their different emphases. Typologies serve to order and compare items, but have themselves become prone to disorder. We provide a meta-analysis of typologies, exposing the wide variety of policy dimensions. Even after aggregation, typologies ignore—and definitions explicitly exclude—certain aspects of decentralization. One such issue is “silent decentralization.” It is characterized by absence of explicit decentralization reform, and thus distinguishes itself mainly by its potential origins: network changes, initiative shifts, policy emphasis developments, or resource availability alterations. Highlighting this particular aspect might well proof useful for other concepts in the field as well.  相似文献

Experience in a number of developed and developing countries has shown that E-Governance initiatives can promote greater transparency with the goal of cutting corruption. This article examines perceptions of public service delivery in Fiji to explore the potential of E-Governance to cut corruption and improve governance. Based on a survey of community perceptions and a review of selected literature it suggests that service-delivery oriented IT initiatives can contribute to an effective, multi-pronged strategy to cut corruption in the Fiji public sector.  相似文献

As a recent member of the European Union (EU), Romania aligned its public policies to Westernized models of civil service reform. This article critically analyzes the impact of Human Resource Management (HRM) models as compared to a Weberian Easternized public administration culture, which continues to display strong hierarchical relationships, rather than the “networked” governance favored by some Western European countries.

The focus will be on the development of HRM policies and practices, taking as a set of case studies Romanian central government organizations. The key problem to be addressed is to understand why such organizations remain locked in ineffective systems of personnel administration. Yet, Romania, along with other Eastern European states, has been exposed to international reform movements in public management through policy transfer. The article will look for evidence of New Public Management (NPM)-type practices, in addition to HRM.

Moreover, the countries of Eastern Europe are far from homogeneous, and so an understanding of both the institutional and cultural context is crucial to ascertain the acceptability of NPM. In the case of Romania, this article considers HRM developments in a multi-culturally influenced state, which has also experienced Socialist regimes. However, policy innovations have started to appear, not only as a consequence of the international diffusion of “good practice” and “policy learning, ” but also stemming from the demands of European directives. Thus, the aim of this article will be to assess the role of policy learning in relation to HR reform in the public service.  相似文献

This article provides an overview of the state of inter-organizational coordination and corruption in urban policy implementation in Bangladesh. Based on a study carried out in one of the seven large cities in Bangladesh, the available data illustrate that there are major coordination problems between the Rajshahi City Corporation (RCC) and other government departments. This is due to a lack of formal coordination mechanisms, partisan leadership, and a fragmented organizational culture of patron-clientage, which dispenses undue favor and involves nepotism. These pathologies breed corruption and seriously impede inter-organizational coordination. Ordinary citizens suffer as a result.  相似文献

With growing attention on formulating the “right” policies and programs to address climate change, the contribution that policy work will make in fostering adaptive capacity needs to be examined. Policy capacity is crucial to policy formulation and should be at the heart of climate mainstreaming. There are six hypotheses about the nature of climate-based policy work based on a survey conducted of Canadian federal and provincial government employees in the forestry, finance, infrastructure, and transportation sectors. To measure the simultaneous effects on perceived policy capacity, an Ordinary Least Squares regression was conducted. Among the key findings was that the increased demand for climate change science within an organization resulted in a decreased perception of policy capacity. Policy work was largely focused on procedure activities rather than on evaluation. The model found that networking was critically important for perceived policy capacity. Effective policy formulation will involve the participation of others normally not associated with traditional policy work. Evidence-based policy work illustrates that policy success can be achieved by improving the amount and type of information processed in public policy formulation.  相似文献

In the introductory article to the special issue on Comparing Networks, the editors discuss the meaning of the concept of networks in relation to other recent conceptual developments in public administration such as (neo)institutional and (neo)managerial analysis. They trace the broadly understood historical development of network analysis back to the late 1960s and early 1970s and highlight some important factors in its development up to the present-day demands placed on public administration by both globalization and decentralization. The result is organizational fragmentation. Network analysis makes it clear that people working in government and administration will have to learn to think of organization as an external, not internal activity. The prospect is that hierarchical control will be replaced by continuing processes of bargaining among interested parties within most fields of public administration.  相似文献

ABSTRACT

Libyan public administration has been shaped by Libya’s history, ideology, and economy. It has been negatively affected by the political changes occurring since independence in 1951, particularly Gaddaf’s distinctive initiatives, and by upheavals in the post-Gaddafi transition. Libya’s rentier economy has had its impact on public administration, particularly through its promotion of widespread public corruption. This article analyzes the history of Libya’s politico-administration system before describing the current administrative arrangement, identifying the essential factors that have given rise to those arrangements, and analyzing the contemporary characteristics of public administration that constitute the key future challenges Libya faces.  相似文献

Abstract

This article examines the implications of globalization in the teaching of public administration in Nigeria. It explores the teaching of public administration in Nigeria before and after 1986. The study argues that the teaching of public administration in Nigeria followed the British educational pattern before 1986, but changed to the United States model between 1987 and 2002. It also argues that for public administration training to be meaningful in Nigeria, it should be designed and implemented with relevance to the sustainable development mission of the nation. The article examines the poor fit between the British and American models and the political environment in Nigeria. This wrong fit between the western models of teaching public administration and the appropriate model for Nigeria has been a major concern to those advocating sustainable development in the nation. Some suggestions are given on how to improve the teaching of public administration in Nigeria in the future.  相似文献

This article examines a specific institutional change in Israel. In 2003 the Israeli Knesset implemented the local authority unification plan, an unprecedented reform in the structure of local authorities in Israel. This article is about a local government reorganization taking place in a unique political culture. Public administration studies have had a prominent role in Norwegian political science. Here, I argue for a revitalization of its role based on what gave it prominence – the merger of the rather opposite traditions of organization theory and democratic theory. A new merger between the two, i.e. by bringing discussions of democracy back in, is necessary to understand and discuss principally prominent changes in Norwegian politics and administration where the role of democratic decision making has been reduced. Also, a merger will contribute to the development of new theoretical insights in the current debate over 'governance'. As it is a goal for public administration to study the whole pattern of the political system it is further argued for a revitalization of the study of the role of interests outside the state, and for a fusion of the separte tables of studies of different levels in politics and administration.  相似文献

ABSTRACT

This study reviews the transition of Jordan from a British colony to a modern independent state. It covers contextual attributes influencing the development of the administrative system such as centralization, demographic explosion, low economic growth, excessive reliance on patronage in recruitment for public positions, and corruption. These and other factors hinder administrative reform efforts. As case analysis illustrates, administrative decision making is non-institutional, regularly undermines the merit system, indifferent to accountability, and manifests a low commitment to professional ethics. The study emphasizes that administrative reform in Jordan needs to reconcile these obstacles and to advance skilled and ethical organizational leaders.  相似文献

This paper estimates the impact of corruption on the incentives of procurers to maintain honest competition in tenders. Customers, who procure for themselves, and Agencies, who procure for the customers in their region are considered. Basing on a large dataset of open auctions conducted by Russian regional-level authorities in 2011, the analysis shows that in highly corrupt regions, Agencies fail to arrange competitive tenders and most of auctions have one bidder. Customers attract more bidders for large contracts, but rebates are usually low. Therefore, procurement centralization may reduce the corruption of Customers, but cannot solve the problem of low competition.  相似文献
