On facts and how to use them

This paper deals with the difference between reality and fantasy, and the way it is being obscured in the debate on terrorism that is presently taking place in the Federal Republic of Germany. Our central thesis is that society creates a certain human prototype by ignoring some facets of the complex reality. We base this view on the philosophy of the French anarchist Michel Foucault. As an illustration we discuss the Mescalero case. Finally, we formulate some criticism of Foucault's view, based on another French author—Baudrillard, with a brief explanation of his views on the distinction between reality and fantasy.     

Institutions and growth in East Asia

Institutions have played a central role in political economy explanations of East Asia’s growth, from the developmental state to the micro-institutions of industrial policy. A review of these institutional explanations finds that few if any of the postulated institutional explanations involve either necessary or sufficient conditions for rapid growth. This finding suggests two conclusions. First, there are multiple institutional means for solving the various collective action, credibility, and informational problems that constitute barriers to growth. The search for a single institutional “taproot” of growth is likely to be a misguided exercise, and more attention should be given to understanding the varieties of capitalism in East Asia. Second, institutions are themselves endogenous to other political factors that appear more consequential for growth, including particularly the nature of the relationship between the state and the private sector. Governance and Interpretation: What are the Implications of Postfoundationalism?

Interpretive approaches to governance include poststructuralism, constructivist institutionalism, practical philosophy and democratic pluralism. All of these interpretive approaches share a focus on meanings, sympathy for bottom-up studies and an emphasis on contingency. All of them also confront theoretical issues that have arisen from the postfoundational turn within philosophy: they face questions about the nature of the meanings we study, the possibilities for recentring given an emphasis on diversity and the normative and policy implications of their approach. Although poststructuralists have made the running in addressing these questions, their answers are ambiguous or even misleading: they often appear, in particular, mistakenly to renounce situated agency along with autonomy. This essay seeks to provide alternative answers to these theoretical questions and thereby to provide a more robust theoretical framework for interpretive approaches to governance.     

Course corrections and failed rationales: how comparative advantage and debt are used to legitimise austerity in Africa and Latin America

This article examines the role of ideological mechanisms in support of long-term economic liberalisation. Specifically we examine the ideological roles of comparative advantage and debt reduction as precursors to austerity policy imposition. Austerity policies, as episodic mechanisms designed to deepen neoliberalisation, are examined in the comparative historical context of Africa and Latin America.     

Freedom to do What you are Told: Senior Management Team Autonomy in an NHS Acute Trust

Arguably, the government's aim of using the reward of 'earned autonomy' and Foundation Trust status as an incentive to improve performance in the NHS will only be effective if Trust managers view greater autonomy as both desirable and realistic. This article examines this issue by investigating the extent to which members of an NHS Trust's senior management team perceive themselves as autonomous, the factors most likely to hinder their ability to operate autonomously, and the extent to which managers want greater autonomy. In the event, autonomy was largely restricted by extensive centrally dictated targets. Entrenched professional interests and a lack of managerial skills on the part of clinician managers suggested limitations on the extent to which autonomy can be realistically devolved. Additionally, there was little belief among managers that greater autonomy would enable healthcare services to be delivered more effectively.     

Indigenous Local Governments for Palestine: A Roadmap for Replacing Imposed Institutions to Build Stability and Confidence

Occupying empires and states and expatriates have imposed structures of local government in the West Bank and Gaza. As a result, Palestinians have little confidence in the existing units of local government. That lack of confidence inhibits the development of a civil society. Proposed reforms must understand the history and actions that minimized opportunities for participation and the professionalism of bureaucracies that could produce and deliver the public services needed to sustain economic and social development. Establishing a stable civil state will require bureaucratic reforms anchored in theory and an understanding of the unique past that has left more than four million residents of Palestine without the public services needed for economic and social development. All parties to a resolution of the conflicts between Israel and Palestine and between Palestinians must help build new local structures of local government; the recommended steps presented here are grounded in theroy and histroy and also based on empirical research.
