Early research led scholars to believe that institutional accountability in Congress is lacking because public evaluations of its collective performance do not affect the reelection of its members. However, a changed partisan environment along with new empirical evidence raises unanswered questions about the effect of congressional performance on incumbents' electoral outcomes over time. Analysis of House reelection races across the last several decades produces important findings: (1) low congressional approval ratings generally reduce the electoral margins of majority party incumbents and increase margins for minority party incumbents; (2) partisan polarization in the House increases the magnitude of this partisan differential, mainly through increased electoral accountability among majority party incumbents; (3) these electoral effects of congressional performance ratings hold largely irrespective of a member's individual party loyalty or seat safety. These findings carry significant implications for partisan theories of legislative organization and help explain salient features of recent Congresses.  相似文献

Does partisan conflict damage citizens’ perceptions of Congress? If so, why has polarization increased in Congress since the 1970s? To address these questions, we unpack the “electoral connection” by exploring the mass public's attitudes toward partisan conflict via two survey experiments in which we manipulated characteristics of members and Congress. We find that party conflict reduces confidence in Congress among citizens across the partisan spectrum. However, there exists heterogeneity by strength of party identification with respect to evaluations of members. Independents and weak partisans are more supportive of members who espouse a bipartisan image, whereas strong partisans are less supportive. People with strong attachments to a political party disavow conflict in the aggregate but approve of individual members behaving in a partisan manner. This pattern helps us understand why members in safely partisan districts engage in partisan conflict even though partisanship damages the collective reputation of the institution.  相似文献

Political parties play a vital role in democracies by linking citizens to their representatives. Nonetheless, a longstanding concern is that partisan identification slants decision-making. Citizens may support (oppose) policies that they would otherwise oppose (support) in the absence of an endorsement from a political party—this is due in large part to what is called partisan motivated reasoning where individuals interpret information through the lens of their party commitment. We explore partisan motivated reasoning in a survey experiment focusing on support for an energy law. We identify two politically relevant factors that condition partisan motivated reasoning: (1) an explicit inducement to form an “accurate” opinion, and (2) cross-partisan, but not consensus, bipartisan support for the law. We further provide evidence of how partisan motivated reasoning works psychologically and affects opinion strength. We conclude by discussing the implications of our results for understanding opinion formation and the overall quality of citizens’ opinions.  相似文献

Do governments decide the size of immigration? This article analyses partisan impact on refugee immigration to Norway. The first part maps party positions on refugee immigration and demonstrates that the views of Norwegian parties are far from consensual. The second part tests whether the number of refugees admitted has been affected by changes of government by way of a panel analysis covering the period 1985–2005 and 143 sending countries. Controlling for other determinants of immigration both in receiving and sending countries, the analysis suggests that that the number of refugees admitted to Norway has been significantly lower during Conservative rule. Among parties with government experience, the Conservative Party also has adopted the most restrictive stand in its manifestoes. No significant differences between Labour Party and centre governments were found, even though the centre parties express more liberal preferences.  相似文献

Cleveland’s vision of executive budgeting clashes with the unique status of the U.S. Congress among the world’s legislatures, and its proponents may exaggerate the potential for presidents to act as fiscal guardians. This article advocates more congressional budgeting by reinstituting effective fiscal rules and strengthening the role of the budget committees. In this paper it is argued that political parties may have incentives to adopt a partisan view on the working of the economic system. Our approach is based on a dynamical spatial voting model in which political parties are policy oriented. This model revolves around two interrelated issues x and y. The policy maker sets x directly. There exist two views on the relationship between x and y. Model uncertainty confronts policy makers with the problem of the selection of a model to base their actions on. We show that if voters have imperfect information about the working of the economic system that model selection contains a strategic element. Policy makers are inclined to adopt a view on the working of the economic system which fits in with their preferences. There is no inherent logic that places monetarists to the right of New Economists. They have different models of economic mechanism, but they need not have different political values. Considerable evidence documents the impact that elite polarization has had on the influence of partisanship on vote choice and attitudes. Yet, much of the electorate remains moderate. This paper seeks to shed some light on this paradox. Examining trends from 1952 to 2004 demonstrates that the electorate is now more opinionated about the parties than in the recent past, but that a significant portion of the increase is in the form of negative statements about an individual’s party—there are fewer indifferent individuals, but the electorate is not overwhelmingly more one-sided, instead there has been an increase in both the proportion of one-sided and ambivalent individuals. It is next examined if the intensity of one’s ideological and partisan self-identification influences how they respond to elite polarization. The results suggest that non-ideologues and pure independents are more likely to be indifferent; all other groups have shown a decline in the likelihood of being indifferent and an increase in ambivalence. The results demonstrate that the public is responding to the increased clarity in elite positions in the form of an increased number of opinions, but for many the increase results from a mix of positive and negative reactions.  相似文献

As an institution, the American news media have become highly unpopular in recent decades. Yet, we do not thoroughly understand the consequences of this unpopularity for mass political behavior. While several existing studies find that media trust moderates media effects, they do not examine the consequences of this for voting. This paper explores those consequences by analyzing voting behavior in the 2004 presidential election. It finds, consistent with most theories of persuasion and with studies of media effects in other contexts, that media distrust leads voters to discount campaign news and increasingly rely on their partisan predispositions as cues. This suggests that increasing aggregate levels of media distrust are an important source of greater partisan voting.  相似文献

In 1995 the House ofRepresentatives defeated a constitutionalamendment that would have limited the termsfor all of Congress. Only weeks later, theSupreme Court struck down the individualstate laws. In 1997 the House againbrought the issue to a vote, which alsofailed. This paper models congressionalvoting on term limits with a simple gamewithin an interest-group theory withlegislators as imperfect agents ofconstituents. The game foremost predictsthat members from term-limited states wouldbe more likely to support term limits inthe first vote but no more likely on thesecond vote. The empirical section employsprobit, multinomial logit, and orderedprobit maximum likelihood estimations toconfirm the stated hypotheses. Among otherresults, in particular both the joint andconditional probability of a `yea' on thefirst vote and a subsequent `nay' on thesecond vote is higher for members fromstates that had unilaterally self-imposedterm limits. Does politics cause people to be perceived as more or less attractive? As a type of social identity, party identifiers often exhibit in-group bias, positively evaluating members of their own party and, especially under conditions of competition, negatively evaluating out-party members. The current experiment tests whether political in-party and out-party status affects perceptions of the physical attractiveness of target persons. In a nationally representative internet sample of U.S. adults during the 2012 presidential election, we presented participants with photos of individuals and varied information about their presidential candidate preference. Results indicate that partisans, regardless of gender, rate target individuals as less attractive if they hold a dissimilar candidate preference. Female partisans, however, were more likely to rate target persons as more physically attractive when they held a similar candidate preference whereas no such effect was found for male partisans.  相似文献

The erosion of partisan ties observed in many advanced industrialised democracies has been attributed to a cluster of factors associated with societal modernisation. This article considers the impact of one of these explanatory factors, the political sophistication of the electorate, in the case of France. Specifically, it tests the proposition that a more highly-educated and better-informed electorate will be less partisan. Its findings challenge a number of the assumptions behind the ‘independent’ voter thesis. The evidence points to the fact that it is lower rather than higher cognitive mobilisation that is associated with apartisanship. More politically-sophisticated voters, young and old alike, tend to have stronger party attachment and to rely on this rather than on complex evaluations of issues and policy to guide their voting decision.  相似文献

This article seeks to reconcile congressional oversight models in theory with oversight realities in intelligence. For nearly three decades, political scientists have argued that Congress controls the bureaucracy – and in surprisingly efficient ways. Yet the history of intelligence oversight suggests the opposite. We take a fresh look at the logic and empirics of police patrol and fire alarm models and find that neither explains intelligence oversight well. Both rely on assumptions, such as the presence of strong and plentiful interest groups, which characterize domestic policy but not US intelligence policy. Our data – comparing committee hearing activities, legislative productivity, and interest groups across different policy domains between 1985 and 2005 – reveal that oversight varies dramatically by policy issue, and that intelligence almost always ranks at the bottom. Ironically, the same electoral incentives that generate robust oversight in some policy areas turn out to be far weaker in intelligence.  相似文献

This is the second of a two-part retrospective on the evolving role of the OMB budget examiner. The examiner has become more active in negotiations with the legislative branch and tracking the legislative status of various fiscal measures. A new central budget management system was created to monitor appropriation bills. The OMB budget examiner has also been increasingly used to provide information for advocacy purposes before Congress and the public. The institutional effect on OMB of these changing roles is examined and suggestions for organizational reform are made.  相似文献
