This article investigates the electoral effect of party policy shifts. I argue that whether party policy shifts are damaging or rewarding depends on whether the shift occurs in the pragmatic or principled issue domain. On pragmatic issues, voters value "getting things done." Policy shifts in this domain signal responsiveness to the changing environment and are likely to be rewarded. Principled issues, however, concern core beliefs and values. Any policy shift in this domain is a sign of inconsistency and lack of credibility, which is likely to lead to voter withdrawal. These arguments are supported by evidence from 23 advanced democracies over a period of 40 years.  相似文献

When does a country's social structure foster the development of territorialized party systems? This article argues that electoral geography – defined as the interaction between the geography of social diversity and electoral rules– is key to answering this question. I make two claims: first, the impact of geographically concentrated diversity on party system territorialization depends on the proportionality of electoral rules. Second, the types of geographic cleavages (ethnic versus economic) and whether they are overlapping or cross-cutting also affects the likelihood of party system territorialization (conditional on the electoral system). I test these claims with an original dataset measuring party system territorialization in 382 elections across 60 countries that also includes comparable cross-national measures of different types of geographically concentrated diversity (language, race, religion and income). The main conclusion is that proportional electoral systems and cross-cutting cleavages can act as a powerful constraint on the translation of territorial ethnic cleavages into territorialized party systems.  相似文献

The electoral system has often been considered an important determinant of the political stability that the Federal Republic of Germany has enjoyed in the half-century of its existence, so that it has been often indicated as a 'model' for electoral reforms in other democracies. The analysis of the political impact of the German electoral system after 1949 shows that such impact was different in the different phases of evolution of the party system. In the 1950s, the German party system was characterised by a higher level of fractionalisation, which the electoral system contributed progressively to reduce. That phase was followed by 30 years of concentration and defractionalisation of the vote. In the last decade, the post-reunification party system presents again higher electoral fractionalisation, which the electoral system has partially reduced in the vote-seats translation. In the current political contingency it is doubtful, however, that the electoral system by itself can contain fragmentation on a durable basis.  相似文献

This study analyses why income inequality and party polarisation proceed together in some countries but not in others. By focusing on the relationship between income inequality, the permissiveness of electoral systems and party polarisation, the study offers a theoretical explanation for how the combination of income inequality and permissive electoral systems generates higher party polarisation. After analysing a cross‐national dataset of party polarisation, income inequality and electoral institutions covering 24 advanced democracies between 1960 and 2011, it is found that a simple correlation between income inequality and party polarisation is not strong. However, the empirical results indicate that greater income inequality under permissive electoral systems contributes to growing party polarisation, which suggests that parties only have diverging ideological platforms due to greater income inequality when electoral systems encourage their moves towards the extreme; parties do not diverge when electoral systems discourage their moves towards the extreme.  相似文献

While institutional theories of party system size are usually examined cross‐nationally, there is ample reason to expect that changes in electoral institutions will affect party system size within countries as well. Although some of this effect may occur immediately, most of the effects are likely to be realised over time and across subsequent elections. A series of error‐correction models examine the short‐ and long‐term effects of changes in electoral institutions on party system size. The results indicate that changes in electoral institutions do produce the expected effects on party system size, and that these effects occur mostly over the long term.  相似文献

This article looks at the regulation of third parties in UK election law. During the 2019 general election campaign, media reports noted an increase in non-party organisations spending money on electoral advertisements on social media. Such advertisements raised a number of ethical questions, related to spending, transparency, and the content of the messages. Despite such recent concerns, third party electoral activity in the UK is not new, and the existing legal framework regulates campaign spending. That framework has its roots in Victorian-era election law and has been periodically updated. This article will look at the challenges in designing laws to regulate third party electoral activity, as a difficult line has to be drawn to ensure the laws are effective, while at the same time not imposing too many burdens on independent political activity. Moreover, the move to digital campaigning poses some further challenges, such as monitoring compliance by third party campaigners. While there are no simple solutions to some of the issues raised by third party electoral activity, this article will note some of the measures that could at least improve the transparency of such campaigning.  相似文献

A Tale of Two Taxes: The Fate of Environmental Tax Reform in Canada   总被引:1,自引:0,他引:1  
Policy makers who embrace market‐based approaches to environmental regulation, typically eschew carbon taxes in favor of the political advantages of cap and trade, which offers lower visibility of costs to consumers and the opportunity to allocate valuable permits freely to industry. Against this backdrop, the article examines two surprising proposals for carbon taxes, by the government of British Columbia (BC) and by the federal Liberal Party of Canada. Both reflected a triumph of party leaders' normative “good policy” motives over “good politics.” The BC tax alone succeeded first because it was adopted by a party already in government. Second, the onset of a recession before the next elections shifted voters' attention to the economy, which advantaged the BC Liberals but disadvantaged their federal counterparts. However, proposals for carbon taxes were unpopular in both jurisdictions, offering a cautionary tale concerning the fate of politicians' normative commitments absent electoral backing.  相似文献

This paper uses a case study of the 1993 Russian parliamentary elections to explore the influence of proportional representation and plurality electoral systems on party formation in a post-communist regime. The mixed PR-plurality electoral system used by Russia in the 1993 elections is a particularly useful case for such analysis for it allows the simultaneous study of these two electoral systems under the same set of social, economic, and cultural conditions. This study found that common emphasis placed on the number of parties allowed by PR versus plurality systems is misplaced in the context of Russian politics. The vital impact of electoral systems under post-communist conditions is their permeability to independent candidates. PR systems tend to impose party labels on the electorate and elites and thus bolster the status of parties as electoral agents. Plurality systems allow independents to compete on a level playing field with partisan candidates, robbing parties of the preferential treatment they need to get established in the initial years of democratic governance.  相似文献

From the normative point of view, there is a general agreement that representatives should act in line with the interests of those being represented. The knowledge about citizens' preferences for representation is very limited, however. This study examines MP's representative roles from the perspective of the citizens. It utilises a task definition approach in the Finnish institutional setting, which substantially differs from the context of earlier investigations in terms of open‐list electoral systems with mandatory preferential voting. Based on the 2007 Finnish National Election Study (n = 1,422), voters' preferences concerning four different representational roles are analysed: as representatives pursuing the interests of their electoral district, party, individual voters or being independent actors. Next, voters' preferences are accounted for by the factors related to each type of representation: citizens' regional electoral context, party attachment and electoral supply, political engagement and political competence, respectively. The results show that citizens living in electoral districts located far away from the political centre or in constituencies where it is more difficult for small parties to win political representation are most prone to prefer regional representation. Similarly, voters who have closer ties with political parties prefer party‐centred representation while those who feel less politically efficient favour close ties with their MPs. Education in turn increases the support for a political representative to act independently from the electorate or the party.  相似文献

Over the past decade, clear evidence has been produced showing that effective constituency campaigning in British general elections can lead to better electoral performance. This evidence has challenged the received wisdom that only national campaigning is significant and that efforts at local level are meaningless rituals. Denver et al. have focused on the role of the national parties in strengthening local campaigns in target seats; Seyd and Whiteley, by contrast, have stressed the importance of local party membership. This article attempts to assess the relative electoral impact of national party co-ordination and constituency party membership and suggests that the impact of these two factors varies by party.  相似文献

Considerable research argues that voters reward personal vote-seeking behaviors. The expected electoral gain would be the primary driver of MPs' action. Nevertheless, empirical evidence is scarce, and the findings do not always match the theoretical expectations. This article examines the electoral impact of personal vote-seeking behaviors, arguing in favor of integrating party electoral performance into the models. I also propose a new measure of electoral performance based on the evolution of MPs electoral results. Drawing on data from Finland, the findings globally support the theoretical arguments. MPs benefit from personal vote-seeking behaviors, primarily when their party improves its results. The findings have important implications for our knowledge of the personal vote and, more generally, the personalization of politics.  相似文献

Institutional theories of party system size tell us that voters and parties should anticipate the mechanical effects of electoral systems and adjust their behaviour accordingly. If these expectations hold true, then the size of the party system at the electoral and legislative levels should maintain a long-run equilibrium relationship, as the number of parties receiving votes is adjusted in response to the number of parties in the legislature. I estimate a series of error-correction models to examine this expectation in 16 Western democracies from 1950 to 2005. Party system size at the electoral level does exhibit a general, equilibrium relationship with party system size in the legislature. However, this relationship has recently disappeared in single-member-district systems. This growing disparity between party system size at the electoral and legislative levels signals important changes in the nature of electoral representation.  相似文献

This paper analyzes the short-term dynamics of issue ownership and its effect on electoral choice. We hypothesize that voters who change their mind with regard to the party they deem most competent to handle the top issue are more probable to change their vote choice, than those who do not change their evaluation of competence. Second, we claim that the impact of a change in perception of party issue competence increases with the electoral strength of the party benefiting from this change. The analysis is based on data from a Rolling-Cross-Section with a panel component carried out in the 2011 Swiss Election Study. The results show the expected effects of change in issue competence assessment and the conditional role of party size.  相似文献

This article examines the frequently cited hypothesis of the changes in modern party organizations towards the catch-all model, and of the attempt of political parties to counter threats of electoral failure by intensifying membership support. The results indicate that in Finland former mass parties have been demassified and cadre parties have been overloaded. However, there are differences in party alignments and in the internal organizational structure of the parties that make a strict application of the catch-all concept problematic The findings also give evidence of a threat of declining electoral success that has implications for the membership support in the parties in very special situations. The threat from other parties seems to have only little or no effect on the membership figures. But when this threat is combined with a steady erosion in the traditional social bases of the parties, then the party response can be strong for the purpose of widening the electoral market by personal influence, as was the case with the rural Center party in Finland.  相似文献

This article presents, discusses and tests the hypothesis that it is the number of parties that can explain the choice of electoral systems, rather than the other way around. Already-existing political parties tend to choose electoral systems that, rather than generate new party systems by themselves, will crystallize, consolidate or reinforce previously existing party configurations. A general model develops the argument and presents the concept of 'behavioral-institutional equilibrium' to account for the relation between electoral systems and party systems. The most comprehensive dataset and test of these notions to date, encompassing 219 elections in 87 countries since the 19th century, are presented. The analysis gives strong support to the hypotheses that political party configurations dominated by a few parties tend to establish majority rule electoral systems, while multi-party systems already existed before the introduction of proportional representation. It also offers the new theoretical proposition that strategic party choice of electoral systems leads to a general trend toward proportional representation over time.  相似文献

The level of electoral turnout is arguably the most widely monitored form of electoral participation. Consequently, electoral systems have often been cited as having a significant effect on turnout levels even though scholars do not agree on the effects of these complex institutions. Since most previous studies have relied on categorical or dichotomous electoral system indicators, this study utilizes Carey and Shugart’s personal vote index to gain theoretical leverage on other electoral system components. In short, I find that where electoral competition is predicated on party, rather than candidates’, reputations, turnout levels rise. The results of a time-series cross-sectional analysis reveal that the personal vote index significantly influences turnout levels even when controlling for a host of other factors.  相似文献

Do ethnic minorities in postcommunist regimes vote in systematic ways? This paper examines ethnic minority voting in Georgian elections from 1992 to 2012, examining the causes for ethnic minorities' high electoral turnout and ruling party support. Although some argue that electoral fraud is the explanatory cause, other interests, such as experience of poverty and party electoral strategy, help explain minority electoral behaviour. This paper uses statistical methods to examine electoral fraud, as well as OLS regression to investigate the role of socio-economic factors such as urban density or poverty on ethnic minority voting behaviour. The paper also draws from in-country field research to investigate the party strategies and programs in ethnic minority areas during the 2008 parliamentary election.  相似文献

The failure of ‘third’ parties to displace their larger rivals is a consistent (although not universal) feature of competitive democracies which have simple majority electoral systems. It is argued that there are structural features intrinsic to most third parties which tend to accelerate the process of decline once it has set in. Because of their reliance on individual members, these parties put great stress on individual participation and provide the opportunities for it. As a result, they are particularly subject to the effects of internal competition which electoral decline is likely to intensify. The study tests this hypothesis by looking at two cases of third party decline, and concludes that the mass branch party format is ill‐able to cope with electoral failure.  相似文献

Policy positioning has received a great deal of attention from scholars of British politics. While numerous studies emphasize the positions taken by the Labour and Conservative parties, and how the positions of these parties have shaped citizens’ electoral behavior, few studies explore policy positioning at the candidate-level. We conduct the first quantitative study that examines the relative policy positions of British candidates during a general election. Building on findings from the study of American elections, we argue that two factors explain variation in candidate positioning in Britain: constituency-level electoral competition and a disparity in candidate quality. Using data from the 2001 British Representation Study, we find evidence that both factors are associated with a decrease in the policy contrast between candidates. Our findings suggest that, despite the differences in party control, similar factors affect candidate positioning in both Great Britain and the United States.  相似文献
