ABSTRACT

The article investigates how the “China Dream,” set as a national Chinese goal through 2049, is underpinned with achievements in outer space. Deriving from the Carl von Clausewitz hypothesis on “the continuation of political objectives by other means” and referring to Xi Jinping’s official statements that link space achievements to these “other means,” the Chinese national space program (focusing on substantial technical details to elicit evidence of progress and how concrete achievements lead to economic and geopolitical advantages) is examined. This article shows that the increasing number of space assets China possesses, including space-based technologies developed either independently or in mutually beneficial partnerships, are crucial for advancing socialism in the Chinese context and in altering the current global balance of power in a more favorable way to China.  相似文献

Abstract

Recently debates about the worth of “ideal theory” have directed attention to the functions that an account of a perfectly just society can serve. One function is that of “reconciliation”: learning that a seemingly undesirable feature of the social world would exist even in the perfectly just society can show us the value that it has in the present as well. John Rawls has emphasized reconciliation as among the roles of political philosophy. For instance, Rawls claims that his theory of justice can reconcile us to the pluralism of liberal democracies. In this essay, I argue that Rawls’s political theory also can reconcile the inhabitants of liberal democratic societies to the fact that such societies may be cognitively confusing on account of their complexity. Then I contend that Rawls’s work offers valuable theoretical resources for analysing a society’s transparency or lack thereof.  相似文献

Where should it lie? How would we know when it should be adjusted? I uncover an old paradox: A society can never use political means to guard against incursions across the border for political ends. Governance became a catch-all concept for various forms of steering by state and non-state actors. While it pays tribute to the complexities of steering in poly-centred, globalised societies, its fuzziness makes it difficult to oversee who actually steers whom and with what means. By focussing mainly on actor constellations, the article disentangles governance into seven basic types of regulation, four of them representing public policies with varying degrees of government involvement and three depending solely on civil society (civil regulation), on businesses (industry or business self-regulation) or on both (civil co-regulation). Although each of the seven types is well known and extensively researched, they are rarely joined in a synoptic view, making it difficult to grasp the totality of contemporary governance. After introducing the seven basic types of regulation and co-regulation, the article addresses the interactions between them and it adds the widely used concepts of hybrid regulation and meta-governance in distinct ways. The synoptic view provided here helps to comprehend how governmental deregulation has been accompanied by soft governmental regulation as well as “societal re-regulation”. The concluding discussion emphasises that this “regulatory reconfiguration” is the cumulative product of countless, more or less spontaneous initiatives that coincide with forceful global trends. It also stresses that the various forms of regulation by civil society and business actors are not simply alternatives or complements to but often key prerequisites for effective public policies. Although the essentials of the typology developed here can be applied universally to a variety of policy issues, I focus it on how businesses are steered towards sustainable development and Corporate Social Responsibility.  相似文献

As inequalities in the United States have intensified in recent decades, Washington, DC’s advocacy system has thrived. Why has this proliferation of interest groups failed to deliver more substantive equality? The dominant response to this question typically cites the advocacy realm’s “upper-class accent,” portraying interest group representation as imbalanced and unresponsive to a broad range of voices. Yet this prevailing account—which I term “post- pluralist”—does not sufficiently explore the inegalitarian ways that neoliberalism shapes contemporary political advocacy. To this end, this article builds upon post-pluralist and post-Marxist insights to outline the advocacy system’s “politics of affirmation.” Using recent antigay legislation to explore this concept, I argue that today’s political advocacy circumscribes, rather than enlivens, prevailing standards of democratic participation by mobilizing hegemonic, neoliberal expressions of democratic citizenship. The article concludes by outlining how groups might pursue a transformative politics in order to destabilize neoliberalism’s hegemony.  相似文献

Bush administration foreign policy has exhibited a marked unilateralism and militarism in which US military power is used to advance US interests and geopolitical hegemony. The policy was first evident in the Afghanistan intervention following the September 11, 2001 terror attacks, and informed the 2003 war against Iraq. In From 9/11 to Terror War, I sketched out the genesis and origins of Bush administration foreign policy and its application in Afghanistan and the build‐up to the Iraq war. In this study, I update and develop my critique of the Bush doctrine of preemptive strikes and its application in the 2003 Iraq invasion, concluding with a critique of unilateralism and militarism, and defense of multilateral and global solutions to problems such as terrorism, so‐called “weapons of mass destruction,” and “rogue regimes.”  相似文献

In this article I want to outline an argument for a New Critical Theory with a cosmopolitan intent. Its main purpose is to undermine one of the most powerful beliefs of our time concerning society and politics. This belief is the notion that “modern society” and “modern politics” are to be understood as society and politics organized around the nation‐state, equating society with the national imagination of society. There are two aspects to this body of beliefs: what I call the “national perspective” (or “national gaze”) of social actors, and the “methodological nationalism” of scientific observers. The distinction between these two perspectives is important because there is no logical co‐implication between them, only an interconnected genesis and history.  相似文献

The concept of power in political governance has traditionally focused on domination and the preservation of the status quo. In an economic context, institutional and organizational studies have expressed growing interest in the dynamics of agency and institutional change, captured in the concept of “institutional entrepreneurship.” In the context of global free trade, the Fair Trade movement's experience shows that ongoing institutional entrepreneurship is important for entrepreneurs to transcend absorption by corporate hegemony. In this article I examine the capacity for agency in market institutions through the lens of “defiance” to illuminate the imaginative “game players” who evade institutional capture in the evolution of market governance.  相似文献

Treatments of Aristotle's moral‐political science have largely disregarded the methodological statements that he delivers as he embarks on his “philosophy of human affairs” in book I of the Nicomachean Ethics. A consideration of these statements, however, lends critical support to the view that Aristotle sought to give the sharpest possible expression to ordinary moral‐political opinion. Moreover, apart from revealing the by‐no‐means ordinary reasons that induced Aristotle to do so (and to do so in contrast to Plato), such a consideration sheds light on the source of the vagueness or ambiguity that defines moral‐political opinion as such. Indeed, the methodological statements are perhaps the first entries in the old quarrel of “relevance versus rigor.” And, through them, Aristotle suggests how political scientists today might walk a fine line between “politics,” on one hand, and “science,” on the other, without losing sight of the ultimate tension between them.  相似文献

In modern polyarchies national elites are facing tremendous challenges caused by societal changes as well as the impact of internationalization. At the same time, conditions for producing political legitimacy have altered fundamentally. Against this background, the article devises an analytical category, termed “trust in elites”. In a first step, the paper provides an explanation for the theoretical relevance of the category’s vertical dimension, referring to transdisciplinary research on “trust” and “confidence” as well as to the concept of political support presented by David Easton. In a second step, suggestions on how the vertical dimension of “trust in elites” may be measured empirically are offered.  相似文献

Optimal economic growth deals with the problem of how societies make tradeoffs between current and future consumption, or equivalently, how societies make decisions about investment rates. Until now, theorists have simply assumed that there is some societal utility function which planners can maximize. Social choice theorists have thrown doubt upon the concept of a societal utility function. We treat optimal economic growth as a problem in social choice theory. Assume that citizens have preferences over the various growth plans. Under what conditions will a majority rule equilibrium exist? We show that such an equilibrium can exist for a Ramsey type problem. We then briefly consider social choice in the so-called “labor surplus” economy.  相似文献

Currently the Academy operates primarily as a space that helps to create and cement neoliberal hegemony in the Gramscian sense. However, since hegemony is never complete, universities are a site of struggle and the opportunity exists to engage in a “war of position” within them. This must necessarily involve allowing space for counter-hegemonic discourses to emerge through critical reflection on “common sense” discourses, as well as the deliberate inclusion of counter-hegemonic thinking and theory from below. This article reflects on an attempt to do this in a South African university, the University of KwaZulu-Natal, in relation to the issue of food. The Food Festival was an attempt to subvert interlocking hegemonic discourses, including that of food security, by “reading the world” (à la Freire) in order to understand the actual nature of existing food systems as inherently oppressive, and “inserting” the concept of food sovereignty as developed by the global peasants’ movement La Via Campesina. After considering the counter-hegemonic intentions of the Festival, the article reflects on its uneven success.  相似文献

The “Blitz spirit” is a popular story about the British public during the Second World War, uniting together with defiance and resilience to overcome the threat of invasion from Nazi Germany. Previous work has revised this wartime story as a propagandistic construction of national identity and popular memory. Therefore, this paper reviews the Blitz spirit as a myth. A critical discourse analysis (CDA) then examines how this myth was retold in British newspapers after the July 7th bombings in London. I examine how this myth was constructed and the ideological role it played after the attacks. Similar to previous revisions of the Blitz myth from 1940, I argue that social and political complexities after July 7th were often suppressed by messages that sought to evoke a sense of “Britishness” defined by a previous generation. Whilst the July 7th bombings were not a case of traditional warfare or attacks carried out by a foreign force, I argue that wartime analogies often supported military responses in the war on terror and evoked a foreign threat.  相似文献

A good strategy is crucial for a successful lobby or public affairs campaign. In this article, six strategy lessons from Clausewitz and Sun Tzu's classical works on military strategy are discussed, which could be useful for lobbyists and public affairs managers. Although waging war and lobbying are totally different things, there are also many similarities: both deal with aims to be achieved, opponents, threats and opportunities, (political) victories, and defeats. Therefore, military strategic thinking might provide the field of public affairs with some good and practical insights. First of all, Sun Tzu and Clausewitz stress the importance of meticulous exploration before the action starts. Subsequently, when laying strategy plans, one should beware of Pyrrhic victories and ‘the fallacies of hope’. Clausewitz, in particular, warns us to expect the unexpected and not to be surprised by the friction between even the best plans and their realization. A good way to handle this friction is to lay down the why and the what of coming actions but not how these actions should be carried out. Both thinkers also provide guidance in how to effectively deal with opponents; surprise an opponent to achieve the upper hand, and bring yourself in a position which will enable a decisive step forward; divide opponents whilst making yourself as strong as possible; and finally prevent a hard‐edged confrontation by offering an alternative. The dominant model for analyzing the relationship between energy and social change, the “technology assessment” model, is criticized for being technologically deterministic, over-ambitious and insensitive to the political and social context of technology development. Three “lessons from history” are offered:
  1. A multiplicity of disciplines, world views and explanatory factors are required to fully understand the relationship between technology and social change.
  2. The lack of historical understanding and explicative theory in this field call for modesty in attempts to quantify and predict social impacts.
  3. More emphasis should be placed on developing an understanding of the process by which technology is developed and diffused through society.

John Rawls claims that “benevolent absolutisms” honor human rights without honoring political participation rights. Critics argue that he is mistaken. One objection appeals to the instrumental value of political participation rights. This objection holds that without political participation rights, individuals cannot secure the content of their rights against encroachment. Given this, individuals without political participation rights cannot be said to have rights at all. Here, I evaluate this instrumental objection. I identify three ways of relating political participation rights to human rights and show that one makes sense of Rawls’s claim. I then defend this view from instrumental objections. This has implications beyond the realm of Rawls scholarship. Many societies are not democratic and are not democratizing. We must determine whether any of these societies can secure at least the content of human rights and, if so, what shape their social and political institutions must take to do so.  相似文献

Among the most noted and studied societal tendencies of recent decades have been those associated with structural change in industrial societies becoming postindustrial. Within political science, much attention has been focused on the behavioural and institutional effects of value change accompanying that transition, and especially on the diminishing impact of class and ideology on politics. Among the institutional effects have been (at times and in some places) decline in support for “established” parties and the rise of alternative political organizations, including new parties on both the left and right. Many of the new parties of the left, and especially those labelled “left-libertarian”, are generally viewed as harbingers of things-to-come in the “new” politics - progressive vehicles, driven along by the tides of change. In contrast, the new parties of the right are generally viewed as conservative, authoritarian, materialist reactions to change - representing transitional efforts to stop change and its effects. The latter parties presumably tell more about the past, the present, and efforts to preserve them, than about the “new” in politics. The purpose of this article is to explore the possibility that some of the new right-wing parties - especially those in social democracies - might themselves be viewed more accurately (or at least as justifiably, based on reinterpretation of the available evidence) as reflections of new values and as vehicles of forward-looking change. If so, then those parties, like their left-libertarian counterparts, may tell us something about the future of postindustrial politics.  相似文献

This essay aims to re-evaluate the quality of democratic consolidation in South Korea from a participatory democracy perspective. In order to do so, I, drawing on Barber's theory of strong democracy, redefine democratic consolidation in terms of the active citizenship and political dynamism that it breeds rather than in terms of stability, which overly prefers a liberal-pluralist, yet inherently conservative, civil society to a more vibrant and sometimes intractable form of civil society. Understanding democratic consolidation as an open-ended, non-teleological, and perennial struggle for citizenship, I then focus on the Koreans' collective response to the deaths of two teenage girls struck by a US military vehicle in 2002 to explore how Koreans critically re-evaluate their collective identity and actively repossess citizenship in civil society through the inculcation and practice of ch?ng, the Koreans' familial affectionate sentiment. I conclude by presenting “affectionate citizenship” as the most practicable model for Korean democracy.  相似文献

This article is at once a critique, a challenge, and a risk, first in the form of instructive parody, moving on to engage more seriously with the critique of “parsimonious” social science embedded within it, and finally suggesting ways to embrace and advance a legacy of new political science. Employing satire, the article begins by outlining the various methods within the field of mainstream political science currently being used to tackle the (impossible) empirical project of exploring an “ideal world.” Next, although protocol cautions emerging political scientists to tread lightly with critiques of entrenched methods, established scholarship, and renowned journals, it argues that substantive analyses of this less than “ideal world” are still urgently interwoven with provocative interrogation of this less than ideal discipline. Beyond critique however, the goal of this commentary is both to affirm the risk-taking trajectory of “new” political science that has beckoned many into the field and to insist upon the continuation of this forward move(ment): opening up space for, and claiming as political responsibility, a stake in methodological creativity and a more robust set of political associations.  相似文献
