Surprisingly, perhaps, China’s flagship Belt and Road Initiative expresses a familiar mix of the security–development nexus and liberal interdependence thesis: Chinese leaders expect economic development and integration will stabilise and secure neighbouring states and improve inter-state relations. However, drawing on the record of China’s intensive economic interaction with Myanmar, we argue that the opposite outcome may occur, for two reasons. First, capitalist development is inherently conflict-prone. Second, moreover, China’s cross-border economic relations today are shaped by state transformation – the fragmentation, decentralisation and internationalisation of party-state apparatuses. Accordingly, economic relations often emerge not from coherent national strategies, but from the uncoordinated, even contradictory, activities of various state and non-state agencies at multiple scales, which may exacerbate capitalist development’s conflictual aspects and undermine official policy goals. In the Sino-Myanmar case, the lead Chinese actors creating and managing cross-border economic engagements are sub-national agencies and enterprises based in, or operating through, Yunnan province. The rapacious form of development they have pursued has exacerbated insecurity, helped to reignite ethnic conflict in Myanmar’s borderlands, and plunged bilateral relations into crisis. Consequently, the Chinese government has had to change its policy and intervene in Myanmar’s domestic affairs to promote peace negotiations.  相似文献

The impact of ruling‐class obstinacy on the East German revolution of 1989 remains insufficiently explored, despite the numerous studies that now exist of that autumn. This intransigence, when set in the context of the year's events, is shown to have been a key factor in promoting protest and accelerating the collapse of the GDR rulers’ authority. The stubbornness and its effects became especially clear in an examination of the SED ‘s incompetent handling of travel and emigration law reform. This reform, intended to be only superficial, was so badly mismanaged that it produced the accidental opening of the Berlin Wall.  相似文献

Abstract

For most people in China, and particularly for the poorest, the revolution brought an unmistakable improvement in living standards. Despite the ample empirical evidence which supports this view, many prominent scholars in the field of Chinese economic studies have chosen to close their eyes to it, relying instead on theoretical arguments of dubious validity to maintain that the Chinese people have been the victims of their own revolution rather than its beneficiaries. The characteristic argument used by the proponents of this view points to the high levels of investment in the 1950s and claims that this can have come about in a poor country only at the expense of essential consumption. Their hegemony in the field was so complete prior to America’s Great Bourgeois Cultural Revolution of the 1960s that it is appropriate to term their position the orthodox one. It still prevails, despite the increasing challenge to which it has been subject. It is my purpose here to show the theoretical deficiency of this argument and then to indicate some of the empirical evidence which controverts it.  相似文献

The 2015 elections in Ethiopia had a predictable outcome, showing an entrenched system of one-party dominance that self-referentially enacts the political order created by the Ethiopian People’s Revolutionary Democratic Front (EPRDF) since 1991. EPRDF spokespersons continued to defend the party’s hegemony as inevitable, grounded in a logic of technocratic authority and with reference to ‘stability’ and ‘development’. This paper describes the electoral process not in the light of democracy theory but of hegemonic governance theory. Elections seem to have lost relevance in Ethiopia as a means of political expression and are only important as a performance of hegemonic governance and as ‘global impression management’ – showing state skills in securing a smooth electoral process as a major organisational feat in itself. Contradictions that the political process creates between the Ethiopian party-state and domestic constituencies, and between the attitudes/policies of certain donor countries, are downplayed or avoided, but problematic in the long run.  相似文献

Abstract

This study examines the evolution of civilian control in Cambodia and its impact upon that country’s security sector reform efforts. It argues that Cambodia has witnessed a historically entrenched path dependence of civil-military relations, whereby ruling personalities and parties have consecutively dominated subservient, authoritarian militaries. Today security forces appear as a partisan, corporate arm of the Cambodian People’s Party (CPP). While this has ensured civilian control, it is not an institutionalized form of control. Instead Prime Minister Hun Sen has personalized supremacy over security forces through what might be termed “neo-sultanistic tendencies.” Yet how have Cambodia’s civil-military relations evolved? What is the current state of civilian control and security sector reform efforts? What is the future of civil-military relations? This analysis addresses these questions.  相似文献

ABSTRACT

This article develops a framework for conceptualising authoritarian governance and rule in the Lao People’s Democratic Republic. After introducing the national and academic context, which go a significant way towards understanding the paucity of comparative political work on Laos, we propose an approach to studying post-socialist authoritarian and single-party rule that highlights the key political-institutional, cultural-historical and spatial-environmental sources of party-state power and authority. In adopting this approach, we seek to redirect attention to the centralising structures of rule under the Lao People’s Revolutionary Party, illustrating how authoritarian institutions of the “party-state” operate in and through multiple scales, from the central to the local level. At a time when the country is garnering greater attention than at any time since the Vietnam War, we argue that this examination of critical transitions in Laos under conditions of resource-intensive development, intensifying regional and global integration, and durable one-party authoritarian rule, establishes a framework for future research on the party-state system in Laos, and for understanding and contextualising the Lao People’s Revolutionary Party regime in regional comparative perspective.  相似文献

Abstract

This article challenges the all-too-common assumption in the literature on Vietnam that Ho Chi Minh City's political economy has evolved differently from the rest of the country since the economic reforms of the late 1980s. Questioning the association of Ho Chi Minh City with reform, the article charts the rise of new state business interests and the growth of the “gatekeeping” state in the city during the 1990s, as party-state institutions moved to exploit new opportunities that emerged with the dismantling of the central plan and the growth of the market economy. In light of this characterization, the article argues that rather than seeing the city as set apart from the rest of Vietnam we can speak of a “common reform political economy.” If correct, this position casts doubt on existing literature, which commonly explains Ho Chi Minh City's supposedly distinctive evolution under reform with reference to its unique pre-1975 history, especially the period from 1954 to 1975 when the country was divided along the seventeenth parallel. Asking how we might marry the fact ofHoChi Minh City's distinctive history with the reality of its un-distinctive evolution under reform, the article concludes by calling for a rethink not only of the legacy of 1954-75 for Ho Chi Minh City's latter-day development but also of the way in which the city's shorter period under central planning nevertheless left its mark.  相似文献

ABSTRACT

Almost half of the political life has been experienced under the state of emergency and state of siege policies in the Turkish Republic. In spite of such a striking number and continuity in the deployment of legal emergency powers, there are just a few legal and political studies examining the reasons for such permanency in governing practices. To fill this gap, this paper aims to discuss one of the most important sources of the ‘permanent’ political crisis in the country: the historical evolution of legal emergency power. In order to highlight how these policies have intensified the highly fragile citizenship regime by weakening the separation of power, repressing the use of political rights and increasing the discretionary power of both the executive and judiciary authorities, the paper sheds light on the emergence and production of a specific form of legality based on the idea of emergency and the principle of executive prerogative. In that context, it aims to provide a genealogical explanation of the evolution of the exceptional form of the nation-state, which is based on the way political society, representation, and legitimacy have been instituted and accompanying failure of the ruling classes in building hegemony in the country.  相似文献

ABSTRACT

Workers’ resistance is crucial to understanding how the working class respond to the growing labour precarity in post-socialist China. The labour studies literature posits that inequality and volatile capital movements increase workers’ precarity and lead to stronger labour resistance, such as strikes. However, workers’ cognition as an integral part of resistance has been rarely studied. This article examines cognitive resistance by Chinese workers from different tier cities by looking at their social trust, class identity, understanding of policies and class solidarity. Despite capital movements and precarity causing more labour unrest, it does not necessarily lead to a stronger cognitive resistance. While inequality and precarity are greater in the more developed megacities with a shifting capital favourability, workers in megacities display a more conservative cognitive resistance than those from the lower-tier cities. This study of workers’ cognitive resistance provides insight into the future of the Chinese labour movement. It argues that the working class’s current cognitive non-resistance suggests that even if a window of opportunity were to appear in the wall of state oppression, workers are not cognitively prepared to coalesce into a coherent social movement that would bring about transformative changes.  相似文献

Gramsci's notion of “hegemony,” like Bourdieu's concept of “habitus,” seems designed to explain accommodation to existing social structures, rather than resistance. In this paper, however, I draw from the Prison Notebooks some arguments that contribute to a Gramscian understanding of how hegemony may break apart under the weight of the same uneven development processes central to hegemony. Drawing also from Bourdieu, I argue that the conceptions of “hegemony” and “habitus” inscribe the possibility of resistance within the embodied experience of accommodation to class rule. I then elaborate a dialectical, Gramscian-Bourdieusian account of the Red Shirt movement in Thailand, showing that the seeds for the destruction of royalist hegemony in Thailand have been sown in the embodied processes of accommodation to ruling class hegemony. The breadth and depth of challenges to this hegemony, moreover, are evident not only from the activities of the Red Shirt movement and regional discontent in Northern and Northeast Thailand but from the resistance of working class women to attempts to police their sexuality and limit their consumerism. The refusal of Thai elites to accept the breadth and depth of Thailand's dispositional transformation has legitimised – in their eyes – the brutal crackdown on Red Shirt protestors that resulted in the April-May 2010 massacres. Yet repression can only kill off political leaders and specific parties; it will not likely derail the growing resentment of ordinary Thais over elitist class rule.  相似文献

Under Hugo Chávez's ‘Bolivarian Revolution’, the government made itself present in all stages of literary production, applying the official idea of reading and writing as ‘socialist practices’. The Bolivarian government envisaged a popular counter‐hegemony, courting popular support while delegitimising cultural elites and reinforcing class tensions. Bolivarian cultural policy is anachronistic in an age of global literary markets, while the emphasis on a national collective of writers over internationally promoted representative writers of the revolution is particularly radical.  相似文献

According to the classic rentier state theory literature, the political activity of Kuwaiti merchants effectively ceased after the government acquired oil rents. More recent works explain business alliances with the government through the competition for resources between the capitalist class and the population at large. This article argues that the merchants’ political position vis-à-vis the ruling powers has not been consistent and has shifted between ‘voice’ and ‘loyalty’. To explain the choice of political action by the Kuwaiti business community the article compares the merchants’ role in two major contentious events—the popular uprising of 2011 and the 1989 pro-democracy movement. Despite the similarities between them, in 1989 prominent business figures were in the vanguard of opposition, while after 2011 they chose to re-emerge as government allies. The comparison suggests that the shift from ‘voice’ to ‘loyalty’ can be explained by the changing political field. I contend that the rise of new social forces and new types of political opposition antagonized business and forced it to side with the government in order to pursue its vital rent-seeking interests.  相似文献

Abstract

This dialogue develops a series of reflections on contemporary Chinese politics starting from Wang Hui's analysis of the role that the repression of the spring 1989 movement played in the acceleration of China's neoliberalist economic policies, and more in general about the peculiar forms of intervention of the party-state in the implementation of capitalist forms of economy. Four major issues are discussed: some probings of the political value of the Tiananmen movement; the suppression of the agricultural people's communes; the parallel transformation of the industrial danwei system; and the rise of Deng Xiaoping's strategy as a form of reactive subjectivity toward the political experiments of the late sixties and early seventies. The authors argue that the major consistency in the Chinese state today is the process of harsh depoliticization of subjectivities deployed during the Cultural Revolution, and retrospectively throughout the entire twentieth century in China. On the other hand, this process of depoliticization shows a weakness in consistency, since it basically depends on a “radical negation” and, in the end, lacks autonomous subjective strength.  相似文献

ABSTRACT

Botswana’s tiny economy is overwhelmingly government-driven and political participation, particularly on the side of the ruling party, is critical for one’s economic survival and prosperity. This has led to enduring intrigue and conflict among the country’s political power elite. Opposition party activists traditionally have embraced leftist policies and claimed to be representing the country’s poor and downtrodden while castigating the ruling Botswana Democratic Party (in power since 1966) of being pro-rich and politically connected business. Ironically, some members of the opposition elite also engage in business ventures with their ruling party counterparts. The scramble for economic opportunities has fuelled debilitating factionalism within both the ruling and opposition parties over the years. In some instances tribalism was mobilised in intra- and inter-party elections for positions of influence even though voters are more interested in service delivery than traditional ethnic issues. This study sheds light on the causes of failure of economic reform in the Kurdistan Region of Iraq (KRI). It argues that the success of economic reform largely relies on the choices available for ruling authorities as well as their willingness to share power with the people and with each other. Since the birth of the Iraqi state and the KRI the interaction of uncivic traditions, rent seeking, and centralization has been the main cause hindering economic reforms that are desired to sustain development. To investigate, the study provides a comprehensive account of the failure of the region’s past and present economic policies and the sociopolitical structure that supported it.  相似文献

This article focuses on the contested, and frequently postponed, construction of a new parliament house in postcolonial Myanmar. Since the late colonial period, the country’s legislative bodies have convened in four different buildings, three located in the former capital Yangon and the latest one in Naypyitaw. Drawing on legislative proceedings and media reports, this study interrogates the relationship between decolonisation, national identity, state-building, and public architecture in post-independence Myanmar. It suggests that the commissioning and construction of a new legislative house has always served a dual objective: projecting state power and national pride in both Myanmar’s early postcolonial and later post-junta political contexts, whilst symbolising a sense of nationhood grounded on the representational ideals of the dominant and ruling ethnic Bamar elites.  相似文献

This article assesses the role played by Indonesian capitalists in the country's new democratic political system. It takes as its starting point the analysis presented by Richard Robison in his influential 1986 book, Indonesia: The Rise of Capital . Robison saw the authoritarian state as central to capitalist class formation, viewing it as midwife and protector of an emergent business class. Though democratisation was not his primary concern, this analysis made him pessimistic about the prospects of democratic change. Over the intervening years, Indonesia has not only undergone democratisation; its capitalist class has also changed significantly. The article notes elements of continuity in the nature of Indonesian capital (including the continuing weight of politically vulnerable ethnic Chinese business interests) as well as change (including the taking of political office by businesspeople and the strengthening of provincial business). Overall, there is now much greater independence of private capital vis-à-vis the state, even if business-state relations are still characterised by patterns that developed during authoritarian rule, including the clientelist and predatory behaviours that have been the subject of much analysis in post-Suharto Indonesia. A focus on the capitalist class and its enmeshment in state power, in the style pioneered by Robison, thus helps explain continuity between Indonesia's authoritarian past and its new democratic order, especially the continuing ubiquity of corruption and patronage. However, such a focus is less useful in accounting for political change, especially democratisation itself. To explain democratisation we need to broaden our class analytical optic to bring into focus the actions and interests of lower and middle class forces.  相似文献
