This is an article on Bolshevik nationalities policy and ethnic engineering, asking who, in fact, decided which populations belonged together as ethnic groups (narodnost') and thus had the right of national self-determination, and how the level of autonomy was determined for each ethnic unit. Scholars have dealt with Russian and Soviet nationalities issues for decades already, but they have turned their attention mainly to the larger nationalities (at the level of SSR, and to a lesser degree the levels of ASSR and autonomous oblast). I argue that the lower levels of national territorial autonomy in the Soviet Union (national okrug, raion, volost', and selsovet) are worthy of greater academic attention, at least from the ethnological point of view. Having this kind of low-level territorial autonomy has often been a question of to be or not to be for the small ethnic groups concerned, and hence the subject is connected with the question of preservation of cultural and linguistic diversity in Russia.  相似文献

The late 1980s and early 1990s were characterized by the sudden rise of nationalist movements in almost all Soviet ethnic regions. It is argued that the rise of political nationalism since the late 1980s can be explained by the development of cultural nationalism in the previous decades, as an unintended outcome of Communist nationalities policy. All ethnic regions are examined throughout the entire history of the USSR (49 regions, 1917–1991), using the structural equation modeling (SEM) approach. This paper aims to make at least three contributions to the field. First, it is a methodological contribution for studying nationalism: a “quantification of history” approach. Having constructed variables from historical data, I use conventional statistical methods such as SEM. Second, this paper contributes to the theoretical debate about the role of cultural autonomy in multiethnic states. Finally, the paper statistically proves that the break between early Soviet and Stalinist nationalities policy explains the entire Soviet nationalities policy.  相似文献

Abstract

This article aims to explain the alternation of phases in Soviet nationalities policy through developments in foreign policy, demonstrating the alternation of ‘soft’ and ‘hard’ waves. Drawing upon Randall Collins’ geopolitical theory within a broader historical macrosociology perspective, I examine the effect of geopolitical tensions on the patterns of nationalities policy. Collins argues that geopolitical stability positively affects multiculturalism, while periods of geopolitical tension are associated with assimilation. I test Collins’ theory using a dataset on USSR engagement in international conflicts between 1926 and 1991. The results conform to our theoretical expectations: international security issues had a significant effect on Soviet nationalities policy.  相似文献

Abstract

The essay examines the effects of Soviet nationalities policy on Armenians living in Baku, the capital of the Azerbaijani SSR, and on ethnic Azerbaijanis in Kyzyl-Shafag, an Azerbaijani village in the Armenian SSR. A series of interviews were conducted with members of these two communities to explore some of the results of Soviet nationalities policy. Although the residents of Baku emphasised the multinational character of the city, they nevertheless conceded that ethnicity played an important role in their lives, even at the level of everyday practices. The same also applies for the Azerbaijanis in the far less cosmopolitan Armenian countryside, where ethnic boundaries remained largely impenetrable. Soviet language, with its essentialist categories that separated people into internally homogeneous groups, could not have been more appropriate for this purpose.  相似文献

Abstract

The essay challenges the frequent references to the concept of Soviet nationality policy by historians and social scientists. The argument proceeds, first, by unpicking some of the logic in the use of the term; second, by examining the evidence for the existence and nature of such a policy; and third, by considering alternative explanations for major decisions and events concerning non-Russian nationalities in the Soviet Union. The essay concludes that, at least after the 1920s, there was no Soviet nationality policy, and the processes of negotiation and nation-promoting practices pursued by republic leaders were, instead, the key influences on decision-making.  相似文献

The article uses a variety of documents, published and unpublished, to explore the 1923 arrest, interrogation and ‘trial’ of Mirsaid Sultan-Galiev, often considered the Bolsheviks' leading expert on Muslim affairs in the early Soviet period. Contrary to the historiography on this crucial moment in the development of Soviet nationality policy, I argue that Sultan-Galiev was not Stalin's ‘first victim’. Rather, responding to the vagaries of Soviet nationality policy, he did indeed violate party discipline in a number of ways, and was engaged in developing conspiratorial ties outside of the party. In fact, the party leaders, and Stalin in particular, treated him less severely than they could have.  相似文献

This paper is a contribution to the debate about how people in Central Asia recall Soviet ethnic policies and their vision of how these policies have shaped the identities of their peers and contemporaries. In order to do so, this paper utilizes the outcomes of in-depth interviews about everyday Soviet life in Uzbekistan conducted with 75 senior citizens between 2006 and 2009. These narratives demonstrate that people do not explain Soviet ethnic policies simply through the “modernization” or “victimization” dichotomy but place their experiences in between these discourses. Their recollections also highlight the pragmatic flexibility of the public's adaptive strategies to Soviet ethnic policies. This paper also argues that Soviet ethnic policy produced complicated hybrid units of identities and multiple social strata. Among those who succeeded in adapting to the Soviet realities, a new group emerged, known as Russi assimilados (Russian-speaking Sovietophiles). However, in everyday life, relations between the assimilados and their “indigenous” or “nativist” countrymen are reported to have been complicated, with clear divisions between these two groups and separate social spaces of their own for each of these strata.  相似文献

This article examines the fine art of the Soviet national republics and its discourse in the Soviet Union, which were considerably shaped under the influence of socialist realism and Soviet nationality policy. While examining the central categories of Soviet artistic discourse such as the “national form,” “national distinctness,” and “tradition,” as well as cultural and scientific institutions responsible for the image of art of non-Russian nationalities, the author reveals the existence of a number of colonial features and discursive and institutional practices that foster a cultural divide between Russian and non-Russian culture and contribute to the marginalization of art. Special attention is paid to the implications of this discursive shaping for the local artistic scene in Buryatia.  相似文献

Abstract

In Soviet Armenia, nationalist discourse, in particular, demands for recognition of the 1915 Armenian Genocide, became prominent in public debate during the Khrushchev era. The essay uses the case study of Soviet Armenia to explore how nationalist ideas became an accepted part of the official Soviet discourse, in doing so examining the relationship between popular sentiment, the local authorities and the central authorities in Moscow. The case study suggests that the Soviet authorities implemented a much more fluid and flexible nationality policy in the periphery than is usually assumed. It also suggests that the local authorities tried to find a balance between local sentiments and the demands of the central authorities in Moscow. The research demonstrates that they positioned themselves simultaneously as guardians of the national interest and social order to their respective audiences.  相似文献

Abstract

Dagestan is inhabited by numerous ethnic communities with their own languages, cultures and histories. However, despite its ethnic and cultural diversity, the republic’s authorities have consistently sought to promote a unified concept of Dagestani identity. This policy has been challenged by local ethnic nationalists concerned about the future of their ethnic communities, which they saw as being endangered by assimilation and marginalisation. This struggle to secure political and social benefits began in the Soviet period and reached its height in the early 1990s. Resentment was particularly widespread among the Kumyks and Lezgins. Their dissatisfaction with the status quo resulted in a competition between inclusive (national) and exclusive (ethnic) approaches, which in turn manifested themselves in debates over historiography. This essay analyses the development and outcomes of this struggle from the 1950s through to the early 2000s, with an emphasis on the early 1990s.  相似文献

The historical feud between Hungary and Romania over Transylvania has escalated in proportion and intensity in recent years. Territorial dispute is no longer central to the present debate. Rather, it is the treatment of approximately two million1 ethnic Hungarians residing in Transylvania that has generated considerable tension between the governments of Janos Kadar and Nicolae Ceausescu. Transylvania's ethnic Hungarians represent an obstacle to Ceausescu's policy of “national communism,” which promotes “Romanianism” to the detriment of the country's minority populations. In Hungary, reformists both within and outside the Kadar government have pressed the regime for a satisfactory solution to the perceived mistreatment of Hungarians living in neighboring socialist countries. By complicating relations between the two countries, the nationality question also effectively limits the degree to which Hungary and Romania can cooperate succesfully on regional endeavors. Finally, particularly in the case of Romania, exacerbation of the nationality question has attracted increased concern among “external” players, including the Soviet Union and the United States.  相似文献

Abstract

The Russian Revolution is analysed in this paper in the context of a conjuncture dominated by counterrevolution. Beginning with the repression of the 1850s, a process of permanent counterrevolution has become the over-determining trend of social-political history. The Russian Revolution was subject to several distinct aspects of this process. First was external counterrevolution, the attack on it from the outside. Whilst Anglo-America was the main bulwark organising it, the Nazi/fascist counterrevolution and invasion of the USSR was an example of counterrevolution that ran out of control and ended in a defeat in Europe that was only overcome through a long and risky Cold War. Internal counterrevolution affected the Russian Revolution as part of a longer process of adjusting socialist theory to successive defeats. In the Soviet case, Socialism in One Country was the decisive mutation in this respect and must be viewed as the decisive component of the triumph of counterrevolution. After the war, Anglo-America adjusted the counterrevolutionary strategy to surgical excisions of socialist tendencies until the USSR, isolated and ideologically exhausted, collapsed. Even so, several of its legacies continue to be relevant, notably the nationality policy and internationalism. Also, today’s information revolution casts a new light on the Soviet planning experience that must be studied now that capitalism is slipping into a systemic crisis.  相似文献

Based on primary source materials from the Georgian Party archive and periodical press, this article examines the conflict between central and local elites in the Soviet Republic of Georgia over whether or not to grant linguistic and territorial rights to residents of one of its regions. The case demonstrates how the promises and aspirations of Soviet nationality policy were actually negotiated and interpreted on the local level in the early years of Soviet power, and how actors attempted to make use of nationality policy in order to mobilise the institutional resources available to them.  相似文献

This article analyzes initiatives of Gerald Ford's presidential administration toward nationalities or the so-called white ethnics against the backdrop of the legacy of Richard Nixon and the Republican Party's ethnic politics of the 1960s. Using archival and interview materials, it demonstrates that Gerald Ford intended to improve the relationship between the President's office and the ethnics who were involved in the Republican Party's structures. He consciously tried to respond to ethnics’ political concerns and even created a special position on his staff for working with the nationalities. While in office and during the election campaign of 1976, Ford succeeded in engaging the ethnics and in demonstrating his will to address their needs on the domestic “front.” He failed, however, to fully appreciate the importance of foreign policy to the nationalities. The article proposes that today, as in the 1970s, the American political establishment would benefit from recognizing international issues as crucial elements of white ethnics’ or nationalities’ political behavior.  相似文献

The small area estimation method proposed by Elbers et al. (Elbers, C., Lanjouw, J. and Lanjouw, P. (2003) Micro-level estimation of poverty and inequality. Econometrica, 71(1), pp. 355–364) combines a household survey and a census to generate a disaggregated map of poverty measures. Since censuses are often conducted every 10 years, construction of poverty maps on a regular basis is not straightforward. This article discusses methods to update poverty maps for years between censuses by combining an old census and new household surveys. These discussed methods are illustrated by producing a poverty map in Vietnam for the years 2004 and 2006 using the 1999 Population and Housing Census and Vietnam Household Living Standard Surveys in 2002, 2004 and 2006. The validation of the updating methods is examined by comparing poverty estimates in 2006 obtained from the updating methods with benchmark poverty estimates obtained from the standard ‘small area estimation’ method using data from the 2006 Vietnam Household Living and the 2006 Rural Agriculture and Fishery Census.  相似文献

The debate about post-socialist internal conflict has overcome the ‘ethnic turn’ and increasingly focuses on actors. For the case of separatism in the Moldovan Dniester Valley, research has highlighted the crucial role of industrial factory directors. These managers mobilised their factories’ employees. To refine the knowledge of how collective conflict actors are formed, this article asks the question: what enabled directors to mobilise ‘their’ workers? The sources show that, on the one hand, the managers’ political power was rooted in typical Soviet enterprise structures; on the other, it was further strengthened by perestroika market reforms and the economic crisis entangled to them. These results suggest that separatist mobilisation and internal conflict were entangled to social transformation and functioned as a catalyst to the process of (re-)distribution of capital and power.  相似文献

The conferences     
Each of the post-Soviet Central Asian states inherited both inefficient collectivized agricultural systems and an understanding of the nation rooted in categories defined by Soviet nationality policy. Despite the importance placed on territorial homelands in many contemporary understandings of nationalism, the divergent formal responses to these dual Soviet legacies have generally been studied in isolation from one another. However, there are conceptual reasons to expect more overlap in these responses than generally assumed; in this paper, we engage in a focused comparison of three post-Soviet Central Asian states (Kazakhstan, Kyrgyzstan, and Tajikistan) in order to investigate how nationalizing policies and discourse, land distribution, and ethnic tensions interact with each other over time. We reveal that the nationalizing discourses of the three states – despite promoting the titular groups vis-à-vis other groups – have had limited influence on the actual processes of land distribution. Furthermore, the Kyrgyzstani case challenges the assumption that the effect flows unidirectionally from nationalizing policies and discourse to land reform implementation; in this case, there is evidence that the disruption caused by farm reorganization generated grievances which were then articulated by some nationalistic political elites.  相似文献

The general perception of Western analysts and observers is that the nation-states created as a result of the breakup of the Soviet Union all treat the memory of the dark, repressive aspects of the Stalinist regime in public spaces as a symbolic element in the creation of a new post-Soviet identity [Denison, Michael. 2009. “The Art of the Impossible: Political Symbolism, and the Creation of National Identity and Collective Memory in Post-Soviet Turkmenistan.” Europe-Asia Studies 61 (7): 1167–1187]. We argue that the government of Kazakhstan employs non-nationalistic discourse in its treatment of Stalinist victims’ commemoration in a variety of forms, through the creation of modern memorial complexes at the sites of horrific Soviet activity (mass burial places, labor camps, and detention centers), purpose-built museum exhibitions, and the commemorative speeches of its president and other officials. Kazakhstan's strategy in commemorating its Soviet past is designed to highlight the inclusiveness of repression on all peoples living in its territory at that time, not just Kazakhs, thereby assisting in bringing together its multinational and multiethnic society. Abstract

This article attempts to measure the multilayered, diverse historical memories of contemporary Ukrainians, drawing on a cluster analysis of nationwide survey data collected after the Euromaidan. A significant minority of Ukrainian citizens still gravitate toward Soviet–Russian narratives. These are not merely copies of those embraced in Russia, however; they include ambivalent ‘hybrid’ feelings of nostalgia for the Soviet Union while supporting Ukraine's independence. This article argues that historical memories of Ukrainians in the southern and eastern regions are amorphous and heterogeneous, and that the architects of the Novorossiya project failed to distinguish Soviet nostalgia from Ukrainophobia and separatist grievances.  相似文献

The three eastern Slavic states-Russia, Ukraine and Belarus-have virtual foreign policies towards each other that are a product of weakly defined national identities inherited from the former USSR. In addition, this virtuality has been compounded by the presence of centrist, former high-ranking nomenklatura elites who have led all three countries at different times since 1992. Former “sovereign communist” centrist oligarchs are ideologically amorphous, in both the domestic and foreign policy arenas. Of the three eastern Slavic states, Ukraine had the strongest ethnic national identity by 1917–1918 when the Tsarist and Austro-Hungarian empires collapsed. A Russian ethnic identity had not been promoted in the Tsarist era, in contrast to an imperialstatist one. Belarus was heavily Russified and all of its territory was to be found within the Tsarist empire. Of the three ethnic groups therefore, only Ukrainians made a major attempt, unsuccessfully, to create an independent state in 1917-1921. In the USSR the situation did not radically improve, with the exception again of Ukraine. Russian and Soviet identities were deliberately intertwined, especially after 1934. Belarus emerged from the former USSR with a stronger Soviet Belarusian than Belarusian ethnocultural identity. For Ukraine the record is mixed with nation building accompanied by nation destroying. The Russian Soviet Federal Socialist Republic (SFSR) was the only Soviet republic to never declare independence from the USSR, Ukraine held a highly successful referendum on independence while Belarus failed to hold a referendum after declaring independence a day after Ukraine.  相似文献
